Glasgow Community Planning Partnership: Area Partnerships Funding 2020/21

Purpose of Report:

To provide the City Administration Committee with details of funding decisions taken by the Director of Community Empowerment and Equalities under emergency delegated powers in respect of Area Partnership funding in 2020/21.

Purpose of report.

1. This report provides details on the temporary decision-making arrangements for Area Partnership funding (Area Budgets) during the coronavirus outbreak as well as funding awarded to date.

Introduction.

2. agreed its budget for 2020/21 on 20th February 2020 with the overall funding available for Glasgow Community Planning Partnership Area Partnerships maintained at 2019/20 levels. The allocations to each of the 23 Area Partnerships was agreed by the City Administration Committee on 12th March 2020.

3. The Emergency Committee on 17th March 2020 agreed temporary decision- making arrangements to reduce the need for face-to-face meetings during the coronavirus outbreak. These arrangements included the cancelling of all Community Planning Partnership meetings, including Area Partnerships, for the foreseeable future. Applications for funding were normally considered at meetings of Area Partnerships which are chaired by elected members of the Council.

4. The Emergency Committee also authorised certain officers, in consultation with the appropriate City Convener or Committee Convener, to deal with specified matters including any application for a grant.

5. In line with above decisions, revised arrangements for applications to the Area Budget were put in place following consultation with Cllr Jennifer Layden, City Convener of Community Empowerment, Equalities and Human Rights. The Director of Community Empowerment and Equalities would consider applications for funding following consultation with the Area Partnership Chairs.

Funding decisions

6. The views of Area Partnership Chairs were sought on a number of applications for funding and these were submitted to the Director who considered them on 30th April 2020. Decisions on applications were reported to members of the Area Partnership, published on the Glasgow Community Planning Partnership website and are attached at Appendix 1.
