TheFGDC GeospatialApplicationsandInteroperabilityWorkingGroup seekstofacilitateand promotetheuseofgeoreferencedinformationfrommultiplesourcesovertheInternet.This requiresinteroperability("workingtogether")amongthesoftwaresystemsthatprovide geospatialdata,maps,services,anduserapplications.Geospatialinteroperabilityisbasedon sharedagreements(thatis, voluntaryconsensusstandards )governingessentialgeospatial conceptsandtheirembodimentincommunicationprotocols,softwareinterfaces,anddata formats. b.Scope

Thisdocumentreferencesstandardsandspecificationsneededforinteroperabilityamong distributedgeospatialservicesaccessibleovertheInternet.Itdescribesandexplainsthemwithin astructuredmodelofgeospatialprocessing,astheyapplytothedesignofgeospatialsoftware andservices,toguidethereadertothemostrelevantstandardsforagivendesign,policy,or procurement.ThisReferenceModelguidesthescopeandgrowthofgeospatialapplicationsand interoperability;butmorebroadly,itdetailshowanygeospatialsoftwarecanplugintoalarger

ThisReferenceModelisfocusedonmechanismsforeffectivecooperationbetween geoprocessingsoftwarecomponents.Effectiveuseofgeospatialinformationinagivencontext mayalsorequirepoliciessuchashumaninterfaceguidelines,datacontentorportrayal requirements,orconventionsfordatastorageorgeoreferencing.Suchpolicies--whichinclude severalimportant standardsendorsedbyFGDC --areoutsidethescopeofthisReferenceModel.

c.Applicability

TheGeospatialInteroperabilityReferenceModel(GIRM)isintendednotasarigiddefinitionof standardstobeimplemented,butratherasaconsultativetooltohelpdecisionmakersdefinewhat standardsapplytoagivensetofactivities,technologies,ororganizations,tofacilitate interoperablegeoprocessing.

Thisdocumentisintendedforanyoneengagedindesigning,building,orbuyinggeospatialdata systemsorservices.Inparticular,portionsofitmayapplytofederalprogramsthatgenerate, archive,useordisseminate geospatialdata . 1.Overview

l Implementationspecifications tellsoftwaredevelopers how toexpressinformationor requestswithinaparticulardistributedcomputingenvironment(e.g.,WorldWideWeb, CORBA,.NET).Implementationspecificationsgenerallyincludeaccessprotocols,object models,andnamingconventions.Suchspecificationsarespecificto,anddirectlyusable within,theirtargetcomputingenvironment.

l Abstractmodels specify what informationorrequestsarevalidinprinciple,irrespectiveof individualcomputingenvironments.Theydefineessentialconcepts,vocabulary,and structure(typehierarchy)ofgeospatialservicesandinformationtransfer.Thesemodelsset thestageforcreatingimplementablespecifications,andforextendingexistingonestonew environments.

Whichofthesetoapplydependsonthedesignlifecycle,andontheintendedcomputing environment.EarlierdesignstagesoftendrawonAbstractModelstosketchasystemconcept; whereaslaterimplementationstagesfollowImplementationSpecificationsindetail.Whenit comestowritingsoftware,ifasuitableImplementationSpecificationalreadyexistsforthe applicablecomputingenvironment,itshouldbethestandardofchoice.Otherwise,therelevant AbstractModel(s)shouldguidethedesignofanewImplementationSpecificationforthat environment. Ateithertheabstractortheimplementationlevel,standardsoftwodifferentkindsmayapply:

l Serviceinvocation: thesestandardsdefinethe interfaces thatallowdifferentsystemsto worktogether,ortheexpected behavior ofsoftwaresystems.The ISO/IECReference ModelforOpenDistributedProcessing(RM -ODP) callsthisthe computationviewpoint; itsfocusisoninvokingserviceseffectivelyandunambiguously. l Informationtransfer: thesestandardsdefinethe content ofgeospatialinformationorits encoding fortransferbetweendifferentprocessingsystems.In RM -ODP parlance,thisis the informationviewpoint, emphasizingefficient,losslesscommunication.

Fordistributedcomputing,theserviceandinformationviewpointsarecrucialandintertwined. Forinstance,informationcontentisn'tusefulwithoutservicestotransmitanduseit.Conversely, invokingaserviceeffectivelyrequiresthatitsunderlyinginformationbeavailableandits meaningclear.However,thetwoviewpointsarealsoseparable:onemaydefinehowtorepresent

informationregardlessofwhatservicescarryit;orhowtoinvokeaserviceregardlessofhowit packagesitsinformation. Inagivencontext,eitherthecomputationview(behaviorimplementedasinterfaces)orthe informationview(contentimplementedasencodings)maytakepriority,dependingonthe diversityofthetargetcommunity,theexpectedcomplexityofdataanddataprocessing,the preexistenceofrelatedstandards,andsoon. TheOpenGISConsortium'sAbstractSpecification,Topic0( Overview ,Section2)explainsthe rolesofabstractandimplementationmodels,andtheinterdependenceofserviceinvocationand informationtransfer.TheInternationalOrganizationforStandardisation(ISO)'s Reference Model ( ISO19101:2002 )providesadditionalbackgroundonconceptualmodelsandtheirrolein specificationdesignusingthe UnifiedModelingLanguage (UML).

c.Criteria

ThisReferenceModelisintendedtoevolvewiththecollectiveunderstandingofthegeospatial community,andwiththeprogressoftheprincipalgeospatialstandardsbodies.Asitevolves,it favorsstandardsthatperformwellaccordingtothefollowingcriteria *:

AppendixB presentsseveralgeospatial"defactostandards"--thatis,formatorinterfaceconventionsthatareincommon use(oftenduetothedominanceofasinglesupplierofdataorsoftware),butarenotdefinedormaintainedby anopen consensusprocess.

l GeospatialInteroperability: enablingdifferentsoftwaresystemstoworktogetheron geospatialtopics.(Thus,genericunderlyingstandardssuchasTCP/IP,thematicdata contentstandards,andorganizationalrulesandprocedures,arebeyondthescopeofthe GIRM.) l Documentation: clear,concise,accessible,anddescriptivedocumentationthatisconsistent withotherrelatedstandards. Thestandardsreferencedheredescribeandguidetheinteractionbetweenthesecomponents:data queriesandtheirresponses;serviceinvocations;metadataretrievalmechanisms,andsoon. Componentsinthismodelareoffouressentialkinds:

l Userapplications arethesoftwareusuallyseenbyusers;theymaybehighlycustomized analyticalorfieldapplications,orgeneral-purposeviewers.Theydrawtheirinputeither directlyfromdatarepositoriesorfromintermediateservicesthatpre-processdatafortheir use. l Catalogs allowclientsandservicestofindoutwhatrepositoriesorservicesareavailable andappropriatefortheiruse. Gazetteers areanothersuch"meta-service";theyprovidethe geographiclocationsofplacenames. l Contentrepositories providegeospatialdataintheformoffeatures,coverages,anddata objectsortables. l Geoprocessingservices arethe"workhorses"oftheinteroperabilitystack.Theymay simplydrawmapsfromrawdata;ortheymayperformadvancedanalyticalfunctionssuch asfeatureextractionorcoordinatetransformation.Theyprovidedata,maps,orother inputstouserapplications–ortootherservices,inwhat'sknownas"servicechaining."

Anotherimportantkindofcomponentisa"portal."Aportalisanassemblyofcomponentsthat providesacommunity-wideaccesspointtodistributeddataservices.Aninteroperablegeospatial portalemploysstandardsoftwareinterfacestoconnecttocatalog,map,andfeatureservicesset

Featurecataloguingmethodology (ISO19110)providesabasisfordescribingfeature typestobepooledacrossacommunityofusers. (OGC'sAbstractSpecificationtreatssimilartopicsinitsvolumeson Features and FeatureRelationships .However,mostimplementationshavedrawnontheISOfeature model.) The WebCoverageService ImplementationSpecificationdefinesaWeb-basedsyntax foraccesstoCoveragedata.
