(2473) Seat – Thirtleby Lane Calceus, have donated the plaque. A letter of thanks to be sent to Calceus. The seat has not cost the Parish Council any money.

(2492) Sproatley Playing Fields Cllr Chamberlain spoke to Police regarding the traffic issue who explained that it must be called in at the time. Cllr Cochran has also mentioned it to the Football team who explained that there were five games on at the same time, in future to restrict to three.

(2495) War Memorial Rev Bob Shakesby will be in attendance. No Police presence due to cost cutting. Require volunteers to divert traffic. Wreaths are on order. Letter received from ERYC confirming all ok.

(2496) Ivy – Blue Bell Cllr Fairbairn kindly dealt with the Ivy at the Blue Bell. Cllr Buck mentioned another section of Ivy on fencing, preventing youngsters throwing stones.

(2497) Tree – Church Yard An inspector came to look at the tree, the tree is covered in Ivy so they require the Ivy removing before they can advise if the tree is sick. Madam Chairman contacted Mr Herbert Harper to advise. A letter from ERYC was received to confirm that they would do the work sometime this year due to the over head wires.

(2498) Christmas Tree Switch On Date: Monday 5th December 2016. Cllr Acaster to deal with the Electrician and the Festive Light Permit from ERYC. Mr W Wastling to be contacted to ask for the use of his Cherry Picker.

Correspondence

A second letter was received from Mr & Mrs Sharp as they had not received an acknowledgement. The clerk had sent an acknowledgement but was having issues with the printer.

A letter from ERYC was received to confirm that they had approved the planning application to remove the wall at the Methodist Chapel. The Parish Council are not happy with this as it is a listed building. Cllr J Holtby to investigate.

A letter was received from a resident who had attended a Parish Council meeting on 4th September 2016. The letter was concerning the Audio Recording of Meetings, Correspondence and Seismic Testing. The audio recording was dealt with at the opening of this meeting. Madam Chairman mentioned that there is no testing going on as they do not have permission. It was also mentioned that Rathlin are not happy to have a Public Meeting as they end in physical abuse. Madam Chairman has contacted ERYC regarding the ‘20’ speed limit, they are to come back to her. Cllr Holtby said that they will not approve a ‘20’ speed limit through the village until someone has been run over. Cllr Chamberlain commented that a speed survey was completed in August 2013 and it confirmed we did not meet the criteria.

Planning Applications Erection of 5 dwellings following demolition of existing. Morris House, Raleigh Drive, Sproatley, East Riding of HU11 4PE. Mr Cook – Ref: 16/02549/OUT – OBJECTION: Over developed, increase traffic on Raleigh Drive, sewerage already over stretched, where is surface water going, issues with service vehicles on this development, Trees, Plot 5 is only one metre away from 49-51 Hall Road, object to four bedrooms over looking homes on Hall Road – privacy issues, visual immunity. Cllr Buck signed the Declaration of Interest Book.

Cllr Holtby commented that Rathlin are not Fracking and that people will not believe what they are saying and that it is not the job of the Parish Council. Cannot reply as letter not signed. The letter to be sent to Rathlin.

The next meeting will be held on Tuesday 6th December 2016 at Sproatley Memorial Institute at 7.00pm. Members of the public are welcome to attend any meeting but are not entitled to participate.
