CHAPTER 60: TRAFFIC AND VEHICLES
ARTICLE I - GENERAL PROVISIONS
§ 60.1 Definitions of words and phrases A. The words and phrases used in this Chapter shall for the purpose of this Chapter have the meaning respectively ascribed to them by Article I of the Vehicle and Traffic Law of the State of New York.
B. The following words and phrases which are not defined by Article I of the Vehicle and Traffic Law of the State of New York shall have the meanings respectively ascribed to them in this Section for the purposes of this Chapter:
1. "Curb line" shall mean the prolongation of the lateral line of a curb or, in the absence of a curb, the lateral boundary line of the roadway.
2. "Holidays" shall mean and include such days designated as public holidays as provided in Section 24 of the General Construction Law. (See People v. Abelove, 54 Misc2d 306 which holds that municipality must enumerate the holidays on signs if §24 of the Gen Const Law is not followed).
3. "Official time standard" shall mean the time standard which is in current use in this State whenever certain hours are named herein or on traffic control devices.
4. "Public parking lot" shall mean a plot or parcel of land or building owned and/or leased by this Town, not including highways, upon or within which the parking of vehicles is regulated by signs.
§ 60.2 Authority to install traffic control devices The Town Superintendent of Highways, under the direction of the Chief of Police, shall install and maintain traffic control devices when and as required under the provisions of this Chapter to make effective the provisions of this Chapter and shall install and maintain such additional traffic control devices as the Town Superintendent of Highways may deem necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York subject to the provisions of Sections 1682 and 1684 of that law.
§ 60.4 Traffic control signals Traffic control signals shall be installed, maintained and operated as follows:
A. Hinsdale Road and Milton Avenue - a pretimed traffic control signal at the intersection of Hinsdale Road with Milton Avenue consisting of the following:
1. Two vehicular signal faces visible on each approach of the intersection 2. Sequence of operation: Fully automatic traffic control signal
Revised – 12/11/2020 1 B. West Genesee Street and Fairmount Fair Entrance - a pretimed traffic control signal at the intersection of West Genesee Street with Fairmount Fair entrance consisting of the following:
1. Two vehicular signal faces visible on each approach of the intersection 2. Sequence of operation: Fully automatic traffic control signal
C. West Genesee Street with Mackay Avenue and Beverly Drive - a pretimed traffic control signal at the intersection of West Genesee Street with Mackay Avenue and Beverly Drive consisting of the following:
1. Two vehicular signal faces visible on each approach of the intersection. 2. Sequence of operation: Fully automatic traffic control signal.
D. West Genesee Street with Hinsdale Road and West Genesee Street Senior High School Entrance - a pretimed traffic control signal at the intersection of West Genesee Street with Hinsdale Road and West Genesee Street Senior High school entrance consisting of the following:
1. Two vehicular signal faces visible on each approach of the intersection 2. Sequence of operation: Fully automatic traffic control signal
E. West Genesee Street and Vanida Drive - a pretimed traffic control signal at the intersection of West Genesee Street with Vanida Drive consisting of the following:
1. Two vehicular signal faces visible on each approach of the intersection. 2. Sequence of operation: Fully automatic traffic control signal.
F. West Genesee Street and Camillus Plaza Entrance - a pretimed traffic control signal at the intersection of West Genesee Street with Camillus Plaza Entrance consisting of the following:
1. Two vehicular signal faces visible on each approach of the intersection. 2. Sequence of operation: Fully automatic traffic control signal
G. West Genesee Street and Kasson Road - a pretimed traffic control signal at the intersection of West Genesee Street with Kasson Road consisting of the following:
1. Two vehicular signal faces visible on each approach of the intersection. 2. Sequence of operation: Fully automatic traffic control signal.
H. Milton Avenue and Hinsdale Road - a pretimed traffic control signal at the intersection of Milton Avenue with Hinsdale Road consisting of the following
1. Two vehicular signal faces visible on each approach of the intersection. 2. Sequence of operation: Fully automatic traffic control signal.
I. West Genesee Street and Gillespie Avenue - a traffic control signal at the intersection of West Genesee Street with Gillespie Avenue consisting of the following:
Revised – 12/11/2020 2 1. Two vehicular signal faces visible on each approach of the intersection on West Genesee Street and one signal face visible on the approach from Gillespie Avenue. 2. Sequence of operation: Vehicle actuated or automatic as may be provided for by Onondaga County Department of Transportation.
§ 60.7 Prohibition of U-Turns The turning of vehicles so as to proceed in the opposite direction is hereby prohibited at the following locations: None.
§ 60.8 One-way Roadways A. (formerly Kathleen Terrace - deleted LL#8-87, effective 11/13/87)
B. Beverly Drive is hereby designated for one-way traffic in a southerly direction from West Genesee Street to Inwood Drive on the westerly side of the median and for one-way traffic in a northerly direction from Inwood Drive to West Genesee Street on the easterly side of the median.
C. Hollowcrest Drive is hereby designated for one-way traffic in a southerly direction from Chapel Drive to Inwood Drive on the westerly side of the median and for one-way traffic in a northerly direction from Inwood Drive to Chapel Drive on the easterly side of the median.
D. Yorkshire Boulevard is hereby designated for one-way traffic in a northerly direction from West Genesee Street to Hudson Street and Camelot Circle on the easterly side of the mall and for one- way traffic in a southerly direction from Hudson Street and Camelot Circle to West Genesee Street on the westerly side of the mall.
E. Patterson Avenue is designated for one-way northbound traffic from its intersection with West Genesee Street to a point 50' north of said intersection.
ARTICLE II – TRAFFIC CONTROL DEVICES
§60.21-No Left Turn Intersections The following intersections are hereby designated as no left turn intersections and a no left turn sign shall be erected on the private road or driveway at its intersection with a public highway.

§ 60.31 Maximum Speed Limits A. Twenty-five (25) miles per hour is hereby established as the maximum speed limit at which vehicles may proceed on or along highways within this Town as follows:

B. Thirty (30) miles per hour is hereby established as the maximum speed limit at which vehicles may proceed on or along highways within the Town of Camillus unless otherwise established by Chapter 60, Article III of the Municipal Code of the Town of Camillus, however, excluding streets and highways within the Village of Camillus and New York State Highways.

F. Twenty miles an hour is hereby established as the maximum speed limit at which vehicles may proceed on or along highways within this Town as follows:
1. Airport Road at a point between the residences of 6205 and 6213 Airport Road (southbound) to Niagara Mohawk Pole #3.
G. Fifteen miles an hour is hereby established as the maximum speed limit at which vehicles may proceed on or along highways within this Town as follows:
1. Blackmore Road 300 feet back from school driveway entrance 2. Parsons Drive 300 feet back from the school driveway entrance 3. Vantage Drive 300 feet back on each side of the walkway to Easthill School 4. The one hundred block and the two hundred block of Shrineview Drive. 5. From 300' east of to 300' west of the Church of the Holy Family property on Chapel Drive. LL#21-09/24/96
ARTICLE IV - PARKING, STANDING AND STOPPING
§ 60.41 Application of Article The provisions of this Article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
§ 60.42 All-night parking The parking of vehicles is hereby prohibited on all Town highways within this Town between the hours of 1:00 A.M. and 6.00 A.M. from December 1st of each year to April 1st of the following year.

The parking of vehicles is hereby prohibited in any of the following locations:
1. On the west side of Henry Beach Drive in its first block north of West Genesee Street during school hours 2. On the north side of West Genesee Street between Hinsdale Road and Vanida Drive 3. On both sides of Hinsdale Road from the north curb line of West Genesee Street for a distance of 300 feet northerly therefrom 4. 1. On the street adjacent to the islands in the center of Yorkshire Boulevard between West Genesee Street and Hudson Street. This restriction shall not prohibit parking or standing on that side of said Yorkshire Boulevard which is adjacent to the lot lines. 2. On the south side of Chapel Drive from Hollowcrest Drive to Shrineview Drive 3. On both sides of Gifford Drive for a distance of two hundred (200) feet east of Onondaga Road. 4. On the north side of Howlett Hill Road along the Tuscarora Golf Club, being a distance of 1,200 feet. 5. On the south side of Amboy-Warners Road from Oakley Drive to Hinsdale Road.
§ 60.45 Special Event Parking A. On July 18, 19 and 20, 1996, the parking of motor vehicles is prohibited, on both sides of street in the following locations:

D. Exemptions The regulations established in this Section shall not be construed to prevent the delivery or pick-up of merchandise or other property along the highways from which such vehicles and combinations are otherwise excluded.
§ 60.52 Pavement Markings Pavement markings in accordance with the standards and specifications established by the New York State Department of Transportation shall be applied on the highways or portions of highways in the Town as may be necessary or convenient as determined by the Town Superintendent of Highways.
ARTICLE VI - SHOPPING CENTERS
§ 60.61 Shopping center traffic regulations Pursuant to the authority granted under §§1603 and 1660-a of the Vehicle and Traffic Law and in accordance with the written request of either the owner or the person in general charge of a shopping center or the fire chief of the fire department serving the area of such shopping center, the Town Board of the town of Camillus hereby authorizes and delegates to the Chief of Police of the Town of Camillus the power to promulgate traffic regulations as provided in § 1660-a of the Vehicle and Traffic Law.
ARTICLE VII - TRAFFIC VIOLATIONS BUREAU
§ 60.71 Establishment of Traffic Violation Bureau A. Authorization The Town Justices of the Town of Camillus, Onondaga County, New York are hereby authorized to establish a Traffic Violations Bureau pursuant to the provisions of Article Fourteen-B of the General Municipal Law.
B. Scope of Authority The Traffic Violations Bureau, when established, is hereby authorized to dispose of violations of traffic laws, ordinances, rules and regulations, when such offense shall not constitute the traffic infraction known as speeding or a misdemeanor or felony.
C. Time within which to answer charge at Bureau; procedure Persons charged with an offense or violation within the limits herein stated may, within five (5) days of the date of being charged, answer the charge at the Traffic Violations Bureau either in person or by written power of attorney in the form hereinafter prescribed: Revised – 12/11/2020 48
1. By paying a prescribed fine; and 2. In writing, waiving a hearing in court; pleading guilty to the charge and authorizing the person in charge of the Traffic Violations Bureau to make such plea and pay such fine in court.
D. Effect of acceptance of fine and power of attorney by Bureau Acceptance of the prescribed fine and power of attorney by the Traffic Violations Bureau shall be deemed complete satisfaction for the violation charged and the receipt given shall so state.
§ 60.72 Personnel The Traffic Violations Bureau shall be in charge of and shall consist of such person or persons as the court shall designate.
§ 60.73 Duties and procedures C. Acceptance of fines; representing in court The Traffic Violations Bureau shall accept payment of designated fines, issue receipts, and represent in court such persons as are permitted and desire to plead guilty and waive a court appearance, either in person or by written power of attorney.
D. Record of violations The Traffic Violations Bureau shall keep a record of all the violations of which each person has been guilty during the preceding twelve (12) months, whether such guilt whether such guilt was established in court or in the Traffic Violations Bureau.
E. Effect of failure to answer charge If a person charged with a traffic violation does not answer within the designated time, the Traffic Violations Bureau shall cause a complaint to be entered against him or her and a warrant to be issued for his or her arrest and appearance before the Town Court of the Town of Camillus.
F. Multiple violations No appearance shall be accepted from any person who has been guilty of more than the number of standing, stopping and parking violations designated by the Town Court within the preceding twelve (12) months, or of three or more violations other than parking violations.
G. Right to attorney, court appearance Nothing contained in this Chapter shall authorize the Traffic Violations Bureau to deprive a person of his or her right to be represented by an attorney or to prevent him or her from exercising his or her right to appear in Court to answer, to explain, or to defend any charge of a violation of any traffic law, ordinance, rule or regulation.
H. Duty to maintain records, submit monthly reports The Traffic Violations Bureau shall keep complete and accurate records and submit detailed monthly reports to the Town Justice of all notices issued and arrests made for violations of the traffic laws, ordinances, rules and regulations, and of all fines collected by the Traffic Violations Bureau and
Revised – 12/11/2020 49 simultaneously transmit all sums collected to the Town Justices or acting Town Justices.
I. Other duties The Traffic Violations Bureau shall perform such other duties as may be prescribed by the Town Justices.
§ 60.74 Determination of fines The Town Court shall prescribe the fine to be paid for offenses which may be satisfied at the Traffic Violations Bureau provided such fines are within the limits established as penalties for such offenses by law.
ARTICLE VIII - PENALTIES
§ 60.100 Penalties The penalties for the violation of this Chapter are contained in Title 9, Article 45 and Subdivision f of § 1180 of the Vehicle and Traffic Law of the State of New York.
