1 Citizen’s Charter Sport & Youth Services Department Soon after Mizoram became a Union Territory in 1972, the then Education and Social Welfare Department requested Capt. Zolura of Tripura, to come over to Mizoram to help out in the Youth Welfare, Scouts & Guides Cell. In January, 1974 Mr.C.Pahlira’s house at Republic Veng was rented and thus started a formal Department. At that time, Officer and Staff were : Special officer – Capt. Zolura, UDC – Zohmingthanga Miler, LDC – Varthanpuii & Rochhingpuii,Store Keeper – Lalbiaka & Kapliana and Peon - P.Robawiha & Khawma, Field Staff-Field Assistants-Lalruata Sailo, John Lalkaisanga. From this establishment Mr.H.Ralliana, a good Hockey player was sent to Patiala for Diploma Coaching in Hockey during 1973-74. He was the first NIS Diploma holder in Hockey from the State. He was employed as Field Assistant immediately. Subsequently Mr. P.Vanluia and Mr. R.Buanthanga were sent for the same training in Badminton and Football respectively. Initiatives were taken for the Scouts and Guides, Mr.Biakkunga Sailo and Miss Vanhmingthangi both teachers were deputed as Organisers in 1995. In the year 1975 - 76 Miss Lalrosangi, Mr. R. Chhawnthuama and Mr. Zoliana Royte were sent to Madras Y.M.C.A. College of Physical Education. In 1976 the Department was shifted to Chawnga Building, Khatla and more posts were created. Mr. Zoliana Royte was appointed as Youth Welfare Officer, Mr. H. Ralliana as Sr. Field Assistant. In 1977 Mr. J.Ropianga Chinzah and Mr. F. Zokima were appointed as Organisers (Sports). In 1979 the designation of Youth Welfare Officer was changed to Physical Education Officer. -

Science and technology are key drivers to development, since technological and scientific intervention brings in economic growth in almost all spectrums of governance and society. The Directorate of Science & Technology, Govt. of Mizoram in its endeavor to bring about inclusive growth in governance of the state has made a number of worthwhile contributions for the successful planning and execution of state level and national schemes. It is also noteworthy for the state government that these contributions are at par with the technological advances happening at the national level which boosts the socio-economic development and well being of the society. I am sure that whatever technological advancements that are achieved at this moment will go a long way in accomplishing our goals for future development of the state. I sincerely appreciate all the hard work that has gone into the preparation of the Annual Report of Science & Technology (third edition) which highlights the valuable activities and contributions made by the Directorate of Science & Technology towards socio-economic development in the state. -

Impact of Memory and Post-Conflict Reconstruction Efforts in Mizoram
Mizoram University Journal of Humanities & Social Sciences (A Bi-Annual Refereed Journal) Vol IV Issue 2, December 2018 ISSN: 2395-7352 eISSN:2581-6780 Impact of Memory and Post-Conflict Reconstruction Efforts in Mizoram Rohmingmawii Pachuau* Abstract The Mizo insurgency movement called Rambuai reigned over with chaos and turbulence from 1966-1986. The immediate reason for conflict in Mizoram was the dreadful “Mautam Famine” of 1959 and the consequent lack of state action to address the condition of the Mizoram district. The Mizoram insurgency broke out with the declaration of Mizoram independence from the Indian Union by the Mizo National Front. It spawned a full-fledged Uprising in 1966. The insurgency and counter insurgency measures adopted by the Indian Government brought severe misery and sufferings and left a deep psychological and emotional impact on the civilian population of the Mizos. The use of air force, sexual violence and grouping of villages in particular turned insurgency in the district to be the darkest period in the history of Mizoram. However, the biggest challenges faced by post-conflict societies are how to deal with and remember the crimes of the past. In many countries, clarification of historical memory of the past has become a cause for political debates and provoked tensions among social groups. Mizoram has not escaped the debate over historical memory of Rambuai. Nevertheless, in recent years, generations of Mizo researchers and scholars have addressed the ethnic movement from a myriad of theoretical and political perspectives to reconstruct and re-visit the untold memories. In pursuance of the growing effort, the paper will examine the post-conflict reconstruction efforts in Mizoram and the impact of memory upon the rebuilding process. -

LIANSAILOVA, MINISTER : With your permission, Mr. Speaker Sir, I rise to present the Regular Budget Estimates for the year 2012-13 before this august House. 1. Sir, I deem it a great privilege to present my second Regular Budget as Finance Minister and the fourth Regular Budget of the current Ministry specially at a time when the Central Government has given us a very generous Plan endowment despite the country being impacted by the Euro zone debt crisis, political turmoil in the Middle East and widespread internal economic uncertainties. It will, therefore, be the constant endeavor of the State Government to ensure a judicious utilization of these funds to ensure economic growth and development of the State at a comparable pace with other well-performing States in the country.
