HIPSWELL PARISH COUNCIL Meeting of Hipswell Parish Council held on Monday 18th May 2015 in Hipswell Village Hall on the rising of the previous two meetings. Parish Councillors: Coun K Mendham (Chairman), Coun A Bagley (Vice-Chairman) Coun D Metcalfe, Coun A Metcalfe, Coun S Mendham and Coun A Munro. District Councillor: D/Coun P Cullen, D/Coun L Grose Clerk: Mrs. Christine Stedman Police: PCSO Katie Whitehead MOP: Mr. J Burbridge

Before the meeting commenced the chairman welcomed the new District Councillor, Coun Grose and in turn the members of the parish council introduced themselves to him.

1. (05.15) Public speaking time No one wished to speak.

2. (05.15) Apologies C/Coun H Grant and P C Godfrey.

3. (05.15) Declaration of Interest Coun A Bagley declared an interest in item (17)

4. (05.15) Approval of minutes from March Meeting These were approved by Coun K Mendham, seconded by Coun A Munro with all in agreement.

5. (05.15) Matters arising

Village Hall Gate The gate has now been moved and the occupants of the house next door have put up a new fence to the front, having removed all the shrubbery etc. to the side. It was agreed by all that this has much improved the side of the Village Hall.

6. (05.15) Police matters P C Godfrey was unable to attend the meeting but PCSO Katie Whitehead did attend. Prior to the meeting PC Godfrey had sent the clerk a report which she had emailed to the councillors and was as follows: Crime From 1st April’15 to 30th April’15 there were 14 crimes reported in the parish. For the same period in 2014 there were 16 crimes reported. Crime related – 1 Sexual offence - 1 Theft – 2 Theft of money, enquiries with the victim remain ongoing. Theft of trampoline, CCTV and house to house enquiries made with negative gain. Violence – 3 Male assaulted police whilst attempts were being made to detain him for being drunk and disorderly. Male has been charged with both offences and is due to appear in court later in May. A male was issued with a CRD for a domestic related incident. Burglary – 1 Entry was gained to a property and items taken from the kitchen area. CCTV footage was obtained and a female is currently wanted in connection with this offence. Criminal Damage – 6 Two reports of damage made within 24 hours of one and another, in a similar proximity involved broken glass to window/door of property. All lines of enquiry have been exhausted. Another report involved damage to fencing. An offender was identified and a Community Resolution Disposal (CRD) was issued with the conditions being met. The crime locations were situated within the parish. Anti-social behaviour (ASB) Between 1st April’15 and 30th April’15 there were 18 incidents of ASB reported in the parish. For the same period in 2014 there were 6. The locations were all within the parish.

Supporting Victims’ in North Julia Milligan is the Police and Crime Commissioner for and is funding a new service called “Supporting Victims” to help people living in North Yorkshire to cope after crime and get their lives back to normal as soon as possible. 7. (05.15) County matters C/Coun Grant was not able to attend the meeting and the clerk was asked to take back to her a number of concerns from the parish council which are as follows: • Complaints were made about the condition of the new road surfacing down Longwood Bank towards Richmond which was generally felt that was worse now than before the work was done. • Complaints have been made to the clerk and members of the parish council concerning the lack of a Zebra Crossing in front of the Village Hall. It appears that a lady walking her child to school had nearly been knocked over. Also some parents have complained to the Headmaster of the C of E Primary School. The question was also asked if there could be a Crossing Lady installed there. • The damaged speed humps still had not been repaired and due to the extra traffic coming through the Village caused by the new build on Richmond Road means that these vehicles are able to speed through the Village. The clerk was also asked to contact C/Coun Grant to ask if it is Highways who sweep the gutters on the roads as in Gough Road/Plumer Road there is a lot of glass etc. just lying in there. Also there are three very large potholes in Allenby Road so the clerk would ask if these were Highway concerns or MOD. Thanks were recorded to C/Coun Grant for keeping the parish council in the picture over previous concerns made by them.

8. (05.15) District matters D/Coun Cullen reported on the following: • The housing development in Gough Road was going ahead. Concerns were given by the parish council regarding the extra use of the utilities and whether or not the existing ones could cope. • Equipment from The White Rose Club has been offered to Wackadays. • The Electoral Roll has now been changed. • Caravans have parked on the Rugby Field in Plumer Road, the military police have been involved.

D/Coun Grose had nothing to report.

9. (05.15) Parish Councillor(s) Co-option Mr J Burbridge, having stood down, wished to be co-opted back onto the parish council. Coun K Mendham proposed and Coun A Munro seconded this and Mr J Burbridge was then co-opted onto the council.

10. (05.15) Burial Board Matters The chairman felt that this item should be on the Agenda for each meeting so that if the Burial Board Representatives had any issues to bring up to the parish council it would not be necessary for them to ask the clerk each time for this to be included. However, she stressed to the representatives that the parish council had the upmost faith in them to make day to day decisions without having to resort to reporting every little detail back to the parish. Any financial decisions would automatically come back to the parish. The clerk had received an email from the chairman of the Burial Board asking that thanks be given to Coun S Todd for her letter of support which had helped them to apply successfully for a grant.

11. (05.15) Traffic management issues All matters relating to this are covered in County Matters. (2)

12. (05.15) Risk assessment – completion of monthly form All assets have been checked and the form will be completed next month. Coun D Metcalfe stated that he felt the memorial in the closed churchyard which was still awaiting repair would need to be done by a builder so that Mr Pickard would be able to complete his work. The chairman asked if the clerk would contact MOD asking about the dog litter bins in various parts of Hipswell West as some of these bins appear not to have been emptied

13. (05.15) Use of Village Green The clerk had received an email asking if the Village Green could be used for Boogie Bounce classes during the summer as it got very hot inside the Village Hall. After much discussion the parish council decided regretfully against this for the following reasons: Insurance concerns, complaints regarding the noise and health and safety issues.

14. (05.15) Renewal of the Insurance Policy The clerk had asked the Insurance Company to issue the new policy early so that the councillors were able to examine it. The policy is due in September but as there is no meeting in August this has meant that the councillors were not able to see it beforehand. Everyone was happy with this and the payment will be made accordingly.

15. (05.15) Land at the back of 39 St Johns Road The clerk had again been contacted by the owners of 39 St Johns Road asking if it was possible for them to put down gravel and use this land as car parking. After much discussion the council decided that due to the long Agenda of this meeting this item should be deferred until a later date. The clerk would contact the owners of the house to inform them.

16. (05.15) Proposed Waiting Restrictions The clerk had received a letter from Highways with information regarding proposed waiting restrictions in various locations within the parish. The two roads which were proposed were Gough Road and Richmond Road. All of the councillors looked at the map and details in question and there were no objections made to this plan. The clerk would contact Highways and inform them of this decision.

17. (05.15) Parking on Access Road Coun Bagley had contacted C/Coun Grant regarding the continued parking along the access road making it impossible for people to get in or out. C/Coun Grant had contacted Highways who stated that a number of Keep Clear road markings could be put in place which would make it easier for the Police to be involved if there were any incidents of indiscriminate parking as such markings are covered in the Highway Code. Highways had sent a map showing where these markings could go but unfortunately neither the clerk nor Coun Bagley had been sent this. The clerk would contact C/Coun Grant to get sight of this map.

18. (05.15) YLCA The clerk had forwarded to all councillors a copy of the Provision of Services Agreement from YLCA. This was proposed by Coun D Metcalfe, seconded by Coun K Mendham that this be agreed.

19. (05.15) Purchase of Good Councillors Guide The clerk had received an email from YLCA asking if they wished to purchase a number of hard copies of the Guide. Coun D Metcalfe proposed, Coun K Mendham seconded that 10 copies be ordered and this was agreed by all.

20. (05.15) Cutting of Verges The clerk had been notified that certain areas of grass within the Village which were cut for visibility, if the parish council cut these they could then claim this cost back from NYCC. The clerk was awaiting a communication to inform the council exactly which areas and the amount.

4. (06.15) Approval of minutes from May Meeting There were two amendments to the minutes which were as follows: Coun S Mendham’s name had been missed off the list of councillors attending the meeting and D/Coun Cullen pointed out that in District Report it was not The White Rose Club that had been offered to Wackadays but the equipment. The minutes were then proposed by Coun K Mendham and seconded by Coun S Mendham with all in agreement.

5. (06.15) Matters arising

Parking on Access Road The clerk had received a copy of the map from Highways showing the proposed Keep Clear signs and this map had been forwarded to all councillors. The feeling from the councillors was that the Keep Clear signs should be on the whole of the access road and to this end the clerk was asked to contact Highways asking if this could be done. C/Coun Grant stated that she was to meet with Highways the following day and would add her weight to this concern.

6. (06.15) Police matters P C Godfrey attended the meeting and gave the following report:

Richmondshire Safer Homes Project In order to decrease the risk of house burglaries, electronic equipment is available from the police that makes a house look ‘lived in’ whilst occupants are away from their home. The equipment will be loaned out with priority being given to people who are away from their home for a period of time (holiday, deployment etc.) and people who have been victims of a house burglary previously. Army Liaison North Yorkshire police are liaising closely with units moving to Catterick Garrison and will be offering the units ‘Policing in Catterick Garrison’ and Road Safety presentations. Their families will also have a chance to meet with police officers at ‘Meet and Greet’ mornings. School and Youth Liaison PC Godfrey continues to give presentations in schools with the aim of further driving down incidents of youth related anti-social behaviour. The summer holiday will be a period where North Yorkshire Police will place emphasis on high profile patrols within the Catterick Garrison area. Road Safety North Yorkshire Police in partnership with the Fire Service will be undertaking road safety initiatives throughout Road Safety Week (8th to 14th June). Op Attention – North Yorkshire police Drink Driving Campaign is currently underway and will continue throughout the summer.

7. (06.15) County matters C/Coun Grant reported on the following matters: • Following a number of complaints Longwood Bank has now been resurfaced again. However, councillors stated that it was still causing concerns. • Following flooding around Kingfisher Drive, the drains were to be cleaned out. • It looked unlikely that a Zebra Crossing could be put in front of the Village Hall. • Darlington College at Catterick was due to close in September, C/Coun Grant had written to MP Mr. Rishi Sunak expressing her concerns about the gap in training provision in the area when this happens. • County have to make savings of 74million by 2020 and will need to decide what and where savings could be made. • Catterick Racecourse is to have an all-weather, floodlit track which could be a potential for an increase in traffic. • The Garrison Area Partnership reported that it was a possibility that a skate board park could be set up in Catterick and C/Coun Grant asked if the councillors had any ideas for a location for this. The old swimming pool in Shute Road was mentioned and the clerk would email Chloe Lewis with this suggestion.

8. (06.15) District matters D/Coun Cullen reported on the following: • The full planning will be coming out shortly for the Gough Road/Somerset Close as outlining permission has been granted. Concerns were shown by the parish council as to whether or not the utilities could cope with the extra usage. Also concerns were raised over the potential of the flooding issues which occur during heavy rain/snow. • The MOD still have a number of brown field sites which could be developed over the years.

D/Coun Grose had nothing to report.

Coun Burbridge has asked to clerk to bring up the fact that some departments at County, District and MOD still think that the houses on the Leadmill and Pleasantdale Estates are MOD and not privately owned. The chairman said that she is to attend a meeting with the management team and will ask for a contact number to distribute to these bodies.

9. (06.15) Burial Board Matters Coun D Metcalfe stated that the new car parking area in Hall Lane is now well underway.

10. (06.15) Traffic management issues There were no traffic management issues.

11. (06.15) Risk assessment – completion of monthly form Coun D Metcalfe stated that he had spoken with a contractor who had agreed to carry out the necessary work in the closed churchyard to the large memorial which would cost £200. This in turn would allow Mr. Pickard to reassemble the memorial in question. Coun D Metcalfe would liaise with both the contractor and Mr. Pickard. The forms for May and June were duly completed.

12. (06.15) Appointment of planning committee vice-chairman Coun S Mendham proposed and Coun K Mendham seconded that Coun A Bagley carried on from last year as vice-chairman. As there were no other nominations this was agreed by all.

13. (06.15) Approval of the Internal Audit Coun S Mendham and Coun A Metcalfe signed and dated the Internal Audit statement.

14. (06.15) Nepal Disaster Appeal Coun D Metcalfe proposed, Coun K Mendham seconded that a donation of £1000 be given to this appeal with all in agreement and the clerk would find out details of where to send the cheque.

15. (06.15) Change of date for September meeting The clerk asked if the date of the September meeting could be changed from the 14th to the 7th September. Coun D Metcalfe proposed, Coun K Mendham seconded and as there were no objections this was agreed.

4. (07.15) Approval of minutes from May Meeting There were two amendments to the minutes which were as follows: Item 13. (Approval of the Internal Audit) this should have been shown as Coun A Metcalfe not Coun A Bagley and Item 15. (Change of date for September Meeting) should have been 7th September 2015 not 8th September 2015). The clerk would amend these and they were proposed by Coun S Mendham, seconded by Coun K Mendham with all in agreement.

5. (07.15) Matters arising

Parking on Access Road The clerk had received an email from Mr Beighton at Highways who stated that he would be glad to attend a site meeting with the councillors to discuss further whether or not Double Yellow Lines could be placed on this road. The chairman expressed concern over the residents whose houses fronted onto this road as the Yellow Lines would apply to them as well as casual traffic. Coun D Metcalfe proposed, Coun A Bagley seconded that if Highways were in agreement this meeting with Highways should go ahead and if deemed suitable the yellow lines be placed. This was agreed by all and C/Coun Grant asked to be informed when the meeting was to take place so she could attend.

6. (07.15) Police matters There was no police representation at the meeting.

7. (07.15) County matters C/Coun Grant reported on the following matters: • C/Coun Grant had attended a Police Presentation and passed to the parish council a leaflet Policing in North Yorkshire also two other leaflets First from the Local Government Association and one from Local Government Information Unit. • C/Coun Grant had met with Highways in regard to the damaged speed humps through the Village and had been informed that these would be replaced during this financial year and were Option B in excess of £1K. They would install tarmac ones instead of the ones already down as these are in bad repair. Coun D Metcalfe asked why Highways had removed the very damaged ones and not just left them until the replacements were done. C/Coun Grant said that they had been removed for safety’s sake. Coun D Metcalfe also asked if C/Coun Grant could find out which month this is likely to happen as the damage had been reported for quite some time. During the meeting Highways had acknowledged that the cars were going through the Village too fast and it was felt that the new full width speed humps would slow them down. Coun D Metcalfe stated that the proposed new build in the garden of Anvil House would have cars exiting onto a blind corner and he felt that this access road should be made one way. • C/Coun Grant commented that the number 54 bus is due to be axed and she asked if the parish council would email the Integrated Passenger Service at NYCC to ask if this could be reconsidered. Also C/Coun Grant would find out if the Little White Bus Company was able to cover more areas in the Garrison. (1)

7. (07.15) County matters cont. Coun A Munro asked if C/Coun Grant could ask Highways if the overhanging trees/bushes could be cut back on the 6136 at the junction of Woodhouse and Longwood Bank also the red road sign needs to be moved as it is obstructing visibility at the junction of Sandbeck/Plumer Road where the sign post is for Richmond, Brokes and Catterick. The chairman asked if C/Coun Grant could find out who was responsible for the pathway which comes out of Haig Wood onto Richmond Road as she felt that a gate of some kind should be fitted as there was nothing to stop a child or a walker from stepping out straight into the path of an oncoming vehicle. Because of the bushes etc. it was impossible for a driver to see anyone until it would be too late. Coun D Metcalfe asked about the lack of road markings at the Hildyard Row junctions as there were very worn and hard to see. He questioned the event of an accident taking place as the non-action of a driver might well be questioned because of their condition. The question was raised as to whose responsibility this would be if this happened. C/Coun Grant said she would take all these matters forward on behalf of the Parish Council.

8. (07.15) District matters D/Coun Cullen reported on the following: • Regarding sewage connected with new builds on the Garrison, Yorkshire Water has given assurances that all future builds will be able to be accommodated. D/Coun Cullen will investigate this matter further. The chairman questioned the state of the water pressure on Hipswell West which was sometime very poor or too much. • D/Coun Cullen was asked about the re-cycling at Tesco’s with the deployment of troops coming back into the area. He stated that extra skips were being put on all the sites to cope with the extra boxes etc. Also unwanted White Goods.

D/Coun Grose had nothing to report.

9. (07.15) Burial Board Matters The clerk had received a copy of the proposed Terms of Reference which she had forwarded to all the councillors. The chairman read out the proposed changes and it was proposed by Coun D Metcalfe, seconded by Coun A Munro that these were acceptable to Hipswell Parish Council. The clerk would notify the Burial Board clerk of this decision.

12. (07.15) Accidents on Plumer Road Concern was expressed by the chairman as to an accident which had occurred on Plumer Road recently, however it was felt that the extra traffic using this route would ease once the new build on Richmond Road was completed.

13. (07.15) Clerk’s annual salary review As in previous years the clerk’s salary comes up for discussion in July each year. The clerk stated that she was happy with the remuneration she receives at the moment she then left the room to enable the councillors to discuss this. It was decided that for this year the clerk’s salary would remain the same.

(09.15) Public speaking time Mrs Palmer, a member of the public raised concerns to the parish council about the proposed new build at the bottom of the bank into Colburn. She had received an invitation to attend a public meeting in the Village Hall relating to this and after speaking to some of her neighbours felt that this was not a good place to build as the access to and from the proposed housing was dangerous. The chairman pointed out to Mrs Palmer that at this stage the parish council could do nothing until the actual planning application was received by them, they would then be in a position to voice concerns. The chairman suggested to Mrs Palmer that she wrote to the developers and the planning department at RDC stating her feelings and also, if they wished, her neighbours could sign the letters. The chairman asked Mrs Palmer to keep in touch with the parish council over this so that when the planning did arrive they would be able to include her comments and observations.

6. (09.15) Police matters P C Godfrey attended the meeting and gave a report as follows: Crime From 1 July 2015 to 31 July 2015 there were 12 crimes reported in the parish. From 1 August 2015 to 31 August 2015 there were 14 crimes reported in the parish. Total for the two months – 26 crimes In the same period in 2014 there were 28 crimes Crimes reported include: Theft 10 (4 Richmondshire Walk, 2 Baden Powell, 2 Beacon) Violence 8 (3 Baden Powell, 1 Beacon, 1 Richmondshire Walk, 2 Plumer Road Estates, 1 St Martins) Criminal Damage 3 Drugs 1 Burglary (Non Dwelling) 2 Other 2 Anti-Social Behaviour (ASB) From 1 July 2015 to 31 July 2015 there were 18 incidents of ASB reported in the parish. From 1 August 2015 to 31 August 2015 there were 14 incidents of ASB reported in the parish. Total for the two months – 32 incidents In the same period in 2014 there were 25 incidents

(1) 6. (09.15) Police matters cont. ASB Locations These were in various locations throughout the parish Richmondshire Safer Homes Project In order to decrease the risk of house burglaries, electronic equipment is available from the police that makes a house look ‘lived in’ whilst occupants are away from their home. The equipment will be loaned out with priority being given to people who are away from their home for a period of time (holiday, deployment etc.) and people who have been victims of a house burglary previously. Army Liaison Police have met with the Unit Welfare Officers of all units in Catterick Garrison. Requests for Road Safety Presentations and for police attendance at coffee mornings are being made. Some of the new regiments (4 Scots and 2 York’s) have significant numbers of troops from the Commonwealth, particularly Fiji, West Indies, Africa and Nepal and efforts will be made by the police to build on the already good relationships with the communities. School and Youth Liaison High Profile Patrols were carried out by North Yorkshire Police in an effort to minimise anti-social behaviour. There are a lot of new children in the parish and officers and PCSO’s have made regular visits to playparks in order to meet the new arrivals. There is an increase in pupils at the primary schools and Risedale College and the schools are well prepared for this. Road Safety Police will carry out speed enforcement as robustly as they always have as it is a main priority. More officers are now trained in the use of the Speed Enforcement Pro Laser. Princes Gate Liaison has been made with the managers of all retail units currently open. Emphasis has been placed on the importance of reporting suspicious behaviour and reporting shoplifting in order for police to take positive action with shoplifters. ‘Supporting Victims’ in North Yorkshire Julia Mulligan is the Police and Crime Commissioner for North Yorkshire, and she is funding a new service called ‘Supporting Victims’ to help people living in North Yorkshire to cope after crime, and get their lives back to normal as soon as possible. Coun D Metcalfe asked PC Godfrey whether or not it was compulsory for an agricultural tractor to use its flashing orange light if it is on a public highway and if so what would the penalty be for non-use. PC Godfrey stated that he would look into this.

7. (09.15) County matters C/Coun Grant reported on the following matters: • C/Count Grant stated that there was going to be a shortage of school places throughout the Garrison and would mean extra classrooms having to be provided. • She had attended a meeting about Devolution at NYCC which has resulted in 2 options being put forward – 1. The Greater Yorkshire option which includes West Yorkshire, East Riding, City of York and Hull. 2. Is a reflection of the LEP area which is York, North Yorkshire, East Riding and Hull with option 1 being the one decided upon. • Next week is the official opening of the Princes Gate Shopping complex C/Coun Grant has complained about the lack of litter bins. • A new scheme is being piloted in North Yorkshire called Community Speed Watch to deter people from driving over the limit by knocking on the head the 10% leeway. • Following the last meeting, the various points brought forward to her C/Coun Grant had dealt with these and emails had been sent to the clerk who in turn had forwarded these to the councillors.

(2) 7. (09.15) County matters cont. • The library consultation is to be discussed further. • C/Coun Grant has been appointed to the Police & Crime Board

8. (09.15) District matters D/Coun Cullen reported on the following: • Concerning the Devaluation the RDC are looking at the Greater Yorkshire option. • Regarding Refuse Collections, the RDC are looking to reduce the collection days but increase the hours, this will be a financial saving without making any redundancies. D/Coun Cullen was concerned that this scheme was going ahead without going to the Scrutiny Board for consultation. • The RDC have expressed concern over the forthcoming legislation regarding the selling off of council and affordable housing and are going to call upon Mr Rishi Sunak, MP for Richmond (Yorks) to take their concerns to the highest level in Government to seek its consideration of the exemption they the council are proposing.

D/Coun Grosse asked if the clerk would put his contact details into the Notice Boards.

9. (09.15) Burial Board Matters The clerk had received an updated copy of the proposed Terms of Reference which she had forwarded to all the councillors. The chairman read out the proposed changes and it was proposed by Coun K Mendham, seconded by Coun S Todd that these were acceptable to Hipswell Parish Council. The clerk would notify the Burial Board clerk of this decision. The new parking bays are nearly completed with some gardening work still to do and extra signage to be placed. Coun D Metcalfe asked if the clerk would minute thanks to be given to C/Coun Grant, D/Coun Dale and the Burial Board Clerk for their help in the completion of the application form for the COF Fund.

(09.15) Code of Conduct The chairman reminded the councillors to take account of behaviour at meetings, to be mindful of other councillors opinions and especially to conduct all matters through the chair as she pointed out that it is very difficult for people to hear what is being said if councillors talk over each other. Also it is hard for the clerk to hear and record matters.

13. (09.15) Closed Churchyard Coun D Metcalfe stated that a number of years ago some of the graves with a surround had been lined with a membrane and chippings put down to stop weeds from growing through. Coun D Metcalfe, Coun A Metcalfe and Coun A Bagley had been to the churchyard and counted up to 71 graves which now need to have new membranes put in place and more chippings. The three councillors offered to do this work and asked if the parish council would pay for the materials. Coun J Burbridge proposed that 1 bag of chippings and enough membrane to use this up be purchased as a trial and this was seconded by Coun A Munro. If this was a success then the rest of the graves could be done and this was agreed by all. The chairman stated that in the future any spraying of the weeds in the churchyard should be done by a professional.

(3) 14. (09.15) Registering of the Village Green The clerk had received a letter from Scotts Wright asking for a Land Registry Fee of £30 which she had paid and would claim back. This was to enable the work to be completed. In the meantime she had taken all the paperwork relating to the playing field to check whether or not this was registered. As it wasn’t, the clerk asked Scotts Wright if this could also be done.

15. (09.15) Memorial Bench – Princes Gate The chairman had heard about some black iron benches which portrayed soldiers in battle and commemorated the wars. She felt that it would be a good gesture for the parish council to supply a bench to go in the new shopping centre. The clerk obtained details and prices of the benches also photographs of the various designs which she passed around the councillors. It was proposed by Coun D Metcalfe, seconded by Coun A Metcalfe that two benches be bought but until the clerk had received permission for this she would not order them. C/Coun Grant had supplied the clerk with the name and email address of the person she needed to speak to but to date had had no reply. She would keep trying and also would go to Princes Gate and try to catch him there.

16. (09.15) St John’s Centre The clerk had received an email from the St John’s Centre asking if the parish council would be prepared to give them a grant towards the extensive update of the heating system also following a break-in which caused damage. Coun A Bagley proposed, Coun S Todd seconded that they be given a grant of a £1000 towards this work and this was agreed by all.

17. (09.15) Access Road in Hipswell Village

Following a meeting, which took place in the summer between the parish councillors and Highways the clerk had received a map from Highways showing possible double yellow lining to be put on the access road. The email from Highways also stated that if the parish council agreed that this was what they wished to go forward then Highways would set the wheels in motion starting with a consultation with the houses involved and also it would be advertised in the local press. After much discussion Coun D Metcalfe proposed, Coun A Bagley seconded that this proposal go ahead and following a vote with 5 for and 3 abstentions this was agreed. The clerk would notify Highways of the parish council’s decision.

HIPSWELL PARISH COUNCIL Meeting of Hipswell Parish Council held on Monday 12th October 2015 in Hipswell Village Hall at 7.00pm Parish Councillors: Coun K Mendham (Chairman), Coun D Metcalfe, Coun A Metcalfe, Coun A Munro & Coun S Mendham County Councillor: C/Coun H Grant District Councillor: D/Coun P Cullen, D/Coun L Grose Clerk: Mrs. Christine Stedman Police: PC Sean Godfrey MOP: There were 8 members of the public present. 1. (10.15) Public speaking time Concerns were expressed by Mr & Mrs Westen and Mrs McKie regarding the classes being held in the village Hall. The concerns were mainly about the noise and the cars parking outside. Mr Westen presented the parish council with a petition signed by 20 residents. The chairman stated whilst she could understand the problems of the parking and the noise from the music the fact was that the Village Hall had been there much longer than the houses and the classes which took place were in fact the main support of the Village Hall. She went on to say that the persons responsible for the running of the hall were planning to hold a public meeting sometime in the following month and maybe then would be a better time to address the concerns of the residents.

Mr Peter Fowler asked why the parish council had not responded to the District Council’s Boundary Changes Survey. He went on to say that the survey had only been completed by 17 parish councils. The clerk stated that she did not recall having received the survey only the results which had been circulated to all the parish councillors.

4. (10.15) Approval of minutes from September Meeting It was proposed by Coun A Metcalfe, seconded by Coun K Mendham that these minutes be approved and this was agreed by all.

5. (10.15) Matters arising

Closed Churchyard Coun D Metcalfe had obtained the membrane to line all the damaged graves and one bag of chippings which had completed 12 of these. He asked if the council would give permission for him to obtain another bag of chippings and would try, along with the help of Coun A Metcalfe, to complete another 12. He also asked if this work was completed and the weather was holding up if the council would allow the purchase of a further bag to try and get the work finished before the winter set in. Coun S Mendham proposed this and it was seconded by Coun K Mendham with all in agreement.

Memorial Bench – Princes Gate The clerk had received an email, from Mr Dixon on behalf of Keir, in reply to her request that the parish council be allowed to supply a memorial bench to be placed within the new shopping complex. He stated that he had discussed the generous offer but it would have to be declined for the following reasons: The scheme already has a number of benches within the street furniture design which has been approved as part of the planning consent. The land within the development is private land and as part of the landlords insurances all works have to be designed by a professional designer. All street furniture has been carefully positioned considering pedestrian routes, delivery routes, street café zones etc. Areas that have been dedicated as potential street trading positions for the likes of Christmas Markets. Open areas which are dedicated emergency access routes for the fire brigade. All street furniture has to be notified to adjacent traders and they have the right to offer comment. (1)

5. (10.15) Matters arising – cont. Memorial Bench – Princes Gate – cont. The parish council asked the clerk to contact Mr Dixon again and ask if it would be possible to put a bench at the back of Costa facing Gough Road.

Access Road in Hipswell Village The clerk has received a form from Highways to be completed regarding the matter of this access road having double yellow lines installed. As this had been agreed at the last meeting the clerk would complete this form and return to Highways.

6. (10.15) Police matters Crime From 1 September 2015 to 30 September 2015 there were 14 crimes reported in the parish. In the same period in 2014 there were 6 crimes Crimes reported include: Theft 3 (3 Richmondshire Walk) Violence 5 (2 Wardrop Road, 1 Hipswell Road Estate, 1 Beacon, 1 Richmond Road)) Criminal Damage 3 (2 Pleasantdale, 1 Richmondshire Walk) Drugs 1 Burglary 0 Other 2 Anti-Social Behaviour (ASB) From 1 September 2015 to 30 September 2015 there were 18 incidents of ASB reported in the parish. In the same period in 2014 there were 11 incidents ASB Locations Richmondshire Walk – 2 Leadmill/ Pleasantdale Estates - 2 Beacon – 3 Allenby – 1 Plumer Road Estates - 1 Baden Powell Estate – 2 Hipswell Village – 2 Other – 5 Halloween/Bonfire Night Period Patrols will be stepped up for this period with extra officers being diverted to work the evening periods in order to minimise incidents of anti-social behaviour. Richmondshire Safer Homes Project In order to decrease the risk of house burglaries, electronic equipment is available from the police that makes a house look ‘lived in’ whilst occupants are away from their home. The equipment will be loaned out with priority being given to people who are away from their home for a period of time (holiday, deployment etc) and people who have been victims of a house burglary previously. Army Liaison Liaison with military units continues with crime prevention guidance being disseminated to service families via the unit welfare officers. School and Youth Liaison Presentations are taking place in the local schools with an emphasis on good decision making, risky behaviour, anti-social behaviour, bullying and tobacco/alcohol issues. Road Safety Police will carry out speed enforcement as robustly as they always have as it is a main priority. More officers are now trained in the use of the Speed Enforcement Pro Laser. Princes Gate Liaison is ongoing with regular visits to all units and patrolling of the area in silent hours.

7. (10.15) County matters C/Coun Grant reported on the following matters: • All the necessary documentation for the lining around the village green/entrance to Risedale College is now in hand and has been signed off. • Official opening of Princes Gate has taken place and all shops will be filled shortly. • Intervened with developers at Princes Gate to ensure that litter bins were put in place. Also to ensure that the entrance to Princes Gate for vehicles is reviewed now that drivers are using the entrance. Engineers are in the process of altering the entrance. • Please note that Area 1 will be inviting parish clerks and county council members to a workshop which will be showing how to log lights, potholes etc on line. • As NYCC vice-chair of Care and Independence, looking at Adult Substance Misuse Services and Autism Strategy. • As an LGA Programme Boards member I attended LGA People and Places also Community Wellbeing inaugural meetings in . • Following discussions with Area 1 the white lining will be redone at the Hildyard Row mini roundabout. However, coloured marking is no longer replaced as a matter of course. Visibility from Rosedale is considered to be appropriate. • Please look at the current NYCC consultations – Children’s Services, Autism Strategy, Residential planning consultations and Local plan 4 consultations. • Please note that I will shortly have access to a £5K funding pot which I can distribute in £300 chunks. If you can identify projects I can help with let me know please. C/Count Grant also commented on the following: That the speed cushions in Hipswell Village are being replaced at the moment. The lights outside Phoenix House which throw light onto the bollards are out again. She expressed concern over the use of Legal Highs and is trying to raise the issue through County.

8. (10.15) District matters D/Coun Cullen reported on the following issues: • That in view of the increased funds allocated to the York North Yorkshire & East Riding LEP, RDC has agreed to increase its funding to the LEP from £8000 to £20250 to enable it to function more effectively. He did however comment that the LEP appeared to be developing into an unelected “Quango” spending considerable amounts of public money. • He expressed concern that the Government and through it the administration at RDC wish to ease the lack of affordable housing by building a mix of to buy or to rent properties. However the cost of the houses to rent or buy would appear to be out of the reach of local people with our local lower wage economy and the “affordable” properties quoted by David Cameron at up to £250K was totally unrealistic for our area.

8. (10.15) District matters cont. • That it would appear that devolution in our area looks likely to mean an YNYER option i.e. North Yorkshire +East Riding with Hull possibly not included. • That following his comment several years ago that around 95% of Richmondshire would have access to Superfast Broadband he reported that there is only around 5% not now connected although it appears that there are still problems connecting households from the superfast boxes. • That the issue of accepting refugees in to this area is likely to exacerbate the problem of a shortage of houses for all and he suggested that any funding from Government to assist would likely be inadequate to meet the needs of RDC in addressing the severe problem of housing refugees.

D/Coun Grose commented that the RDC may start to give mortgages.

9. (10.15) Burial Board Matters The council discussed the figures from the census of 2011 and decided it would be the most accurate figures to use for the calculation of the precept. It was noted that both Couns Helen Grant and Angie Dale had both sent emails stating that they were happy for the military to be removed. It was felt using the figures from 2011 and removing the military would give accurate and fairer division of cost for each parish.

10. (10.15) Traffic management issues There were no traffic management issues.

11. (10.15) Risk assessment – completion of monthly form The monthly form was duly completed.

12. (10.15) Co-option of Parish Councillor As the parish council has a vacancy it was suggested that D/Coun Grose, who meets the necessary criteria, might be interested in becoming a Hipswell Parish Councillor. He agreed to stand and was proposed by Coun D Metcalfe, seconded by Coun K Mendham with all in agreement. The clerk and D/Coun Grose completed the Declaration of Acceptance of Office.

13. (10.15) Parking – the chairman As this matter related to the public speaking time this item was taken out of order. The chairman felt that the parking around the village hall was a problem and could see both sides. The people attending the classes had to park somewhere and the parking being very limited in the Village makes things very difficult. She felt that the best way forward was to try and resolve this matter amicably the residents and the people attending the classes to make allowances for each other. It would help if the parked cars were placed in positions which were not causing problems for the residents which would ease the tensions.

14. (10.15) Letter-Headed paper The clerk reported that she had very little letter-headed paper left and ask the parish council if they wished her to re-order or maybe, as she uses so little letter-headed paper now due to many of the communications being done by email, it would be easier and cheaper for her to run some off the computer as and when it was needed. This was agreed by all.

15. (10.15) Transparency Code The clerk explained that all parish councils who have a precept of under £25000 were now obligated by the government to put all minutes, accounts etc on line so that this information was accessible to all. To this end she asked if the council would like her to make enquiries regarding the setting up of a web-site. She had also received information from YLCA stating that there was some funding available to these councils to assist with this. It was agreed that the clerk should look into both these matters.

Thanks were given to Coun D Metcalfe who had organized this, also to Coun A Metcalfe and Coun J Burbridge who had volunteered to help.

Memorial Bench – Princes Gate The clerk had contacted Mr Dixon regarding an alternative position for a bench at the Prices Gate Shopping Centre but to date had not received a reply.

Letter Headed Paper The clerk had produced a template of letter-headed paper which the council felt served the purpose very well and it was proposed by Coun D Metcalfe, seconded by Coun S Mendham that the clerk would use this now thus making a saving on printing costs. This was agreed by all.

Transparency Code The clerk had obtained a price for setting up a web-site which was acceptable to the council. It was a local firm and the price quoted included training for the clerk. The clerk had also downloaded a funding form from YLCA which she would complete to try and obtain funding towards this. It was proposed by Coun K Mendham, seconded by Coun D Metcalfe that the clerk go ahead with these plans.

The chairman made comment that the crime figures and the anti-social behavior figures had both risen from the previous year. 7. (11.15) County matters C/Coun Grant, who was unable to attend the meeting, reported on the following matters: • Attended a meeting on 27th Oct’15 at RDC where it was announced that there is likely to be a 50% reduction to nothing over a 2 year period in terms of parish grant (Hipswell currently £494). This will be heard at Corporate Board on 10th Nov’15.

7. (11.15) County matters cont. • Elected as vice-chairman of Looked after Children Board NYCC • Is attending Police and Crime Panel in this week – concerned about the funding formulae, which is going to impact on North Yorkshire police. • Kingfisher Drive – drains being re-jetted to identify exactly what work needs to be done. • Locality Budget – put forward a bid for Catterick Garrison Football Centre £500 and £450 Richmond Juniors, who play at St Martins. • A6146 work continues at a pace – junction 52 must be complete before the bridge closes. The 18 month period being referred to locally is the length of the Traffic Order rather than the length of time the works are expected to take. • Has been in contact with the Kindergarten regarding a flooding issue at the front of their property. • Continues to hasten the repair of lights at Catterick Camp Centre up to Phoenix House – yet again there is a problem with MOD cables. If there were any issues the clerk would get in touch with her and she was asked to do so regarding the various lights which are out namely Gough Road/Richmond Road and just before Lidls on the left-hand side of the road.

8. (11.15) District matters D/Coun Cullen reported on the following issues: • That a 0% rise on the council tax was to be discussed and the shortfall to be made up from an increase in Fees and Charges. • Devolution is still being discussed. • With regard to the government plans to the resettlement of Syrian refugees it is proposed that within the whole of North Yorkshire 200 refugees would be resettled with between 16 to 30 being in Richmondshire. • Coun Cullen had been to the Colburn Treatment Works and was informed that there is the capacity for all the proposed new builds. D/Coun Grose stated that it was the aim of the RDC for a 0% council tax rise but this may not be possible.

9. (11.15) Burial Board Matters The burial board representatives reported on the recent meeting as follows: It had been agreed that the precept contributions of the three parishes be based on the population minus the military. Therefore Hipswell’s contribution for the coming year would be £1590. However the parish council discussed whether or not the split should be based on burials not population taken over a 5 year rolling figure. Coun K Mendham proposed, Coun J Burbridge seconded that this matter be brought up at the next burial board meeting. Coun D Metcalfe reported that it had been agreed that the untidy spoil-heap of soil would be housed in a skip adjacent to the new parking bays.

10. (11.15) Traffic management issues There were no traffic management issues.

11. (11.15) Risk assessment – completion of monthly form The monthly form was duly completed. Coun D Metcalfe noted that some of the grave surrounds require repair work to make them safe.

12. (11.15) Precept The clerk had attended a meeting at RDC regarding the setting of the precept. It was recommended that the parish council set their precept according to the needs and requirements for the coming year as against the band D amount, which would not be verified until January. It should also be noted that the grant, which is given to make up any shortfall is likely to be halved this year with it being phased out over a 2 year period. The clerk had prepared a cash flow and budget statement for the year and after much discussion it was agreed that the precept would remain at £20000. This was proposed by Coun D Metcalfe, seconded by Coun A Munro with all in agreement. The clerk would complete and submit the form.

13. (11.15) Village Hall Prior to the parish council meeting a public meeting had been held in the village hall to try and solve some of the issues arising around the classes which are being held there. The problems are mainly about the noise and parking issues. Coun Bev Partridge, chairman of the village hall committee, had pointed out that no laws were being broken as the village hall does hold a licence which permits music etc to be played. She also pointed out that the classes were always finished by 8.30pm. Some of the residents stated that they had no problems with the noise or the parking issues and pointed out that the village hall had been there long before there were any houses. The main problem appears to be the lack of parking and the parish council, after a long discussion, asked the clerk to look into the possibility if some of the grassed areas in St Johns Road could be used for parking. Some of the residents had brought this point up at the meeting. The parish council also asked if the clerk would look into the old garage site in St Johns Road and the village green opposite the village hall but the clerk reminded the council that this was registered village green and the bylaws state no parking to be allowed. At the public meeting residents were made aware of the fact that if the classes ceased to be run then there would be no income to support the village hall which would then make the parish council responsible for the hall.

14. (11.15) Garage Site – Hall Lane The clerk had been informed by the grass cutter that the steps down on to the site were being used and after discussing this with the chairman it was decided that a fence be placed to prevent this as a matter of health and safety. This had now been done and the gate onto the lane secured with a lock and chain.

15. (11.15) Local Council Tax Survey At the meeting attended by the clerk at RDC she was made aware that there was a form which had been circulated to all clerks for the attention of the parish council. This survey was to give parish councils the chance to decide which choices they would prefer when it came to the RDC making savings in order to try and keep the council tax to a 0% rise. A number of clerks attending the meeting pointed out that they had not received this form which included Hipswell. Although the opinions of the parish council would be too late to contribute towards any decisions made by RDC it was felt that the form should still be completed and sent with a letter pointing out that in fact that the form had not been received in time.

Village Hall parking The clerk had checked out the garages site in St John’s Road and felt that certain areas of this could be used as parking. Coun Grose said that he would take this forward to RDC to check whether or not the RDC actually owned the land and garages and if so who we would need to contact within the RDC to find out whether or not it would be possible to use this land for parking. (01.16) Police matters cont., ASB Locations Richmondshire Walk – 6 Leadmill - 4 Pleasantdale Estates - 0 Beacon – 5 Allenby – 0 Plumer Road Estates - 1 Baden Powell Estate – 3 Hipswell Village – 1 Other – 7 Richmondshire Safer Homes Project In order to decrease the risk of house burglaries, electronic equipment is available from the police that makes a house look ‘lived in’ whilst occupants are away from their home. The equipment will be loaned out with priority being given to people who are away from their home for a period of time (holiday, deployment etc) and people who have been victims of a house burglary previously. Army Liaison Liaison with military units continues with crime prevention guidance being disseminated to service families via the unit welfare officers. Road Safety/Drink Drive presentations were given to units that requested them which resulted in over 1000 soldiers being present. School and Youth Liaison Regular liaison takes place to identify issues arising. This has led to regular patrols of the snicket and bus stop areas at the start and end of the school day at Risedale. Road Safety Speed Enforcement is ongoing. North Yorkshire Police Christmas Drink Driving Campaign Op Attention has now concluded. Over 2000 breath tests were carried out in the county with 124 persons arrested for drink/drug driving. Op Shrewd This is an ongoing operation to identify houses that were more vulnerable to burglary due to not putting lights on, leaving curtains open with valuable items on display in their houses. Officers carry out foot patrol in plain clothes and put leaflets through the letterbox of houses identified. In the parish the following estates have been patrolled: Baden Powell estate – 6 houses identified Allenby estate– 20 houses identified Richmond Road officers’ estate – 16 houses identified. Princes Gate Liaison is ongoing with regular visits to all units and patrolling of the area in silent hours. ‘Supporting Victims’ in North Yorkshire Julia Mulligan is the Police and Crime Commissioner for North Yorkshire, and she is funding a new service called ‘Supporting Victims’ to help people living in North Yorkshire to cope after crime, and get their lives back to normal as soon as possible. Also that there had been a huge increase of population within the Garrison of late and that could account for more crimes being committed. C/Coun Grant asked about Louie’s Bar as she had heard that there was a lot of concern regarding the violence and fighting which was taking place outside the bar. PS Graham stated that the police were well aware of this matter and were dealing with it.

7. (01.16) County matters C/Coun Grant reported on the following matters: The locality budget application for the Garrison Junior Football team goals had been successful. She had applied for and been successful in getting funding for the junior team which plays at Earls Orchard (St Martins Parish which is part of Hipswell Ward) for new goals. In her role as a district councillor (Scotton Parish) she had called in the decision to increase the charge for green waste collection from £17 to £20 and the reason for this was that the agenda papers had shown a specific decision not to increase them but they were increased on the night, not by 4% but by 17%. The public had no ability to make any comments on the decision hence why the decision has been called in. Ultimately this had not been upheld. The lighting problems at Camp Centre which were the result of MOD cabling problems continue to be a major problem – despite the Garrison Commander and Defence Infrastructure being contacted the problem still remains. She had recently hastened this and awaits further information. Has attended Police and Crime Panel in Selby where the Police Commissioner presented various papers including one on Hate Crime. Has liaised with the Kindergarten regarding a flooding problem there which NYCC were now addressing. She had been contacted by Area 1 Highways regarding a petition from the junior school governors regarding the need for a safer route across the road for school children. She stated that it was unfortunate that they had not contacted her to seek support which would have been freely given. However there was to be a site visit on Wednesday 13th Jan’16 which she intended to go to. For the benefit of the Burial Board she gave the latest electoral numbers which were: Colburn 2838, Hipswell 2008 and Scotton 1641. A printed copy of a NYCC press statement was provided which explains the financial difficulties facing the authority at present following the receipt of the Government Funding Statement. The clerk would ensure that all councillors received a copy of this. Action clerk

8. (01.16) District matters D/Coun P Cullen reported on the following: 1. That following pressure from other parties RDC are looking at CCTV primarily in Richmond and are finding as before that other organisations e.g. Police will not contribute to its monitoring. Cllr Cullen said he would not vote for all Richmondshire residents to finance CCTV in Richmond only. 2.Council Tax • To try to achieve an aspirational 0% Council Tax, RDC are having to increase Fees and Charges by an average 4% but with some over 10%. Despite stating Green Waste would not increase a 17% last minute increase was agreed. • Cllr Cullen wondered whether a raid on other council funds e.g. the New Homes Bonus CO, would be made to balance the budget and was assured by Cllr Grose this would not happen. 3. That the move to propose Cllr Parlour as an Honorary Alderman was refused by Full Council. 4. That Cllr Pelton had not attended meetings for over six months because of ill-health and a dispensation was agreed by Council allowing him to retain his status as a district councillor. 5. The death of Cllr Sankey of Catterick Village was announced which will result in the need in the near future for an RDC by-election. D/Coun L Grose stated that there was a lot of support for the CCTV cameras to be re- instated but the cost of screening would be very high. He also pointed out that the obtaining of a green bin was not compulsory but left to the individual to decide whether or not they wanted to participate in the scheme.

(01.16) Risk assessment – completion of monthly form Coun D Metcalfe noted that the mole hills were back on the playing field but it was felt that these should be left for the time being as as soon as the grass cutter started these would be flattened. He also pointed out that there was a van parking on the village green which had caused damage to the grass. Coun D Metcalfe would contact the clerk with the name of the firm whose van it was so that they could be contacted and it pointing out the damage that this act was doing to the village green also the cost involved getting it repaired.

12. (01.16) Dog Fouling The clerk had been contacted by the RDC pointing out that there was a scheme running which marked the dog fouling with paint. Parish Councils were being asked if they wanted to participate in the scheme and after discussion it was agreed that Hipswell would. It was proposed by Coun K Mendham, seconded by Coun D Metcalfe with all in agreement. The clerk would contact the RDC with this decision and pointing out that one of the areas was the playing field which in spite of notices stating no dogs allowed was still being used by dog walkers.

(01.16) Future audit plant Following information received from YLCA, this pointed out that smaller parish councils from the start of the 2017/18 financial year can if they wish procure their own auditor by opting out of the present system. If the parish council wishes to remain opted in for the time being no action need be taken as if the council does not apply to opt out by 31st March 2016 they remain automatically opted in. After much discussion it was decided that the best choice would be to remain opted in. The was proposed by Coun D Metcalfe, seconded by Coun K Mendham with all in agreement.

1. (02.16) Public speaking time A member of the public, Mr Lister was concerned about one of the boulders situated on the Village Green. He felt that this boulder was wrongly placed and was a danger to vehicles as it was too near the road and he demonstrated this by showing the councillors photographs on his laptop. The chairman thanked Mr Lister for bringing this matter to the attention of the parish council and stated that the matter would be looked into.

Transparency Code – Web-site The clerk was pleased to report that a grant had been given by YLCA to pay for the building of the web-site. She has since been to the office to meet the people who were going to do this and things are now in progress.

Village Hall parking D/Coun Grose reported that he had spoken to Colin Dales at RDC and was to meet with him the following day to discuss further the matter of the garage site off St John’s Road.

The Sign on the Village Green The clerk had asked Eye-Catching Signs if they would attend to the Children Crossing Sign on the Village Green which had been damaged. This has now been repaired. Coun D Metcalfe reported that the sign at the entrance to the Village had been taken and it was proposed by Coun K Mendham, seconded by Coun Grose that a new sign be purchased. The clerk would again contact Eye-catching Signs for a replacement.

Dog Fouling Regarding the spraying of the dog dirt, Coun K Mendham stated that in Hipswell West spraying could not take place on MOD land or the housing association land without permission.

6. (02.16) Police matters Crime From 1 January 2016 to 31 January 2016 there were 12 crimes reported in the parish. For the same period in 2015 there were 6 crimes reported in the parish. Crimes Autocrime – 1 One youth has been issued a youth caution and two others have been charged.

The equipment will be loaned out with priority being given to people who are away from their home for a period of time (holiday, deployment etc.) and people who have been victims of a house burglary previously. The equipment is proving popular with military units and some are considering purchasing their own equipment. Leave a Light On North Yorkshire Police are actively pushing this initiative in order to minimise the risk of house burglaries. Literature has been distributed through Army Welfare Service and Unit Welfare Officers. Online Safety and Security North Yorkshire Police are promoting this initiative to adults and children. Literature has been distributed to Army Welfare Service, Unit Welfare Officers and Schools. Lessons are planned for the primary schools as regards online safety and security.

6. (02.16) Police matters cont. Coun D Metcalfe asked what would the police do if there was an accident at Hildyard Row which related directly to the bad state of the white lines that are currently there.

7. (02.16) County matters C/Coun Grant had contacted the Northern Echo to ask them to take up the baton regarding the lighting problems at Camp Centre which were the result of MOD cabling problems. It continues to be a major problem despite the Garrison Commander, Carillion Amey, DIO all being contacted the problem still remains. She had also contacted the MP for Richmondshire Rishi Sunak and asked him to intervene. The lights are being repaired in two phases. First completed – Camp Centre to Princes Gate. Has attended Police and Crime Panel in Selby. Police Commissioner presented various papers including the public perception of the 101 system. This was a lengthy document and it was hoped that a version for public consumption would be prepared. The PCP precept meeting had taken place the maximum pre referendum percentage of 1.99% was agreed with no veto. School admissions continue to be a matter of concern for her and a public consultation has now taken place with parents which should help when working out how to deal with the many extra school places which are needed. Discussions continue to take place regarding library provision. A visioning meeting has taken place which will colour the way provision is maintained. A meeting had taken place with the Junior school Head, Mrs Bagley and NYCC Highways. Discussions took place regarding the provision of a crossing assistant – in order to provide this the numbers actually crossing need to be sustained and higher. C/Coun Grant has been approached by Carillion Amey to find a suitable small community project and she asked members to let her know any potential projects by the end of the month. Coun D Metcalfe suggested a trench in Hall Lane to take away the excess water coming through the Village Green wall and running down the Lane. This could be connected to the gulley which is already in place. C/Coun Grant would meet with Coun D Metcalfe to do a site visit. Coun A Bagley, although not at the meeting, had asked about the progress of the double yellow lines on the access road and C/Coun Grant stated that this was still ongoing.

8. (02.16) District matters Cllr Cullen reported on the following: Council Tax That RDC was still likely to approve a 0% Council Tax increase despite the Government advice to raise it by 2% which would have meant a Band D increase from £201.40 to £205.40 approximately 8p per week. A 0% Council Tax would entail using nearly half a million pounds in reserves despite assurances previously from Hipswell RDC Cllr Grose that this would not happen. That Fees and Charges would increase on average of 4% with many increases over 10%. Cllr Cullen suggested that not increasing Council Tax proportionately would lead to large shortfalls in income over the next couple of years and he anticipated car parking charges would be raised disproportionately next year. Q3 Performances Cllr Cullen explained some of the details of the RDC's Quarter 3 Service Performances including rent arrears, green waste collection, council property repairs, car park income, sickness levels and council tax collection rates. By-elections There were two by-elections pending at Catterick Village and Richmond Central.

9. (02.16) Burial Board Matters There was nothing to report.

10. (02.16) Traffic management issues Coun D Metcalfe again expressed concern over the non-existent white lines at Hildyard Row and C/Coun Grant said that nothing would happen until the upgrade of the road took place.

12. (02.16) Grass cutting for the coming year The clerk had been in touch with the present grass cutter who had quoted the same price as the two previous years. It was proposed by Coun D Metcalfe, seconded by Coun A Metcalfe that this quote be accepted.

13. (02.16) Application by School for use of CCTV Camera The chairman had received a letter from Risedale Sports and Community College asking for authorisation to use the CCTV camera based near the school. This request was made in the light of the recent Ofsted inspection that the school had undergone. After much discussion it was decided that permission be given for them to look into this but the following matters to be pointed out. That the camera mast would remain the property of the parish council, that the school would have to take full responsibility for insurance and all would have to be agreed legally. Also that there would be no funding available from the parish council as the reason for the camera being disabled was the spiraling costs for maintenance and monitoring. The camera itself was deemed to be outdated and would need to be upgraded. Furthermore the parish council took the decision that seeing as they had received little or no feedback the camera was serving no real purpose and therefore the funds available to them could be put to better use for the community. It would also be pointed out that the Richmond CCTV cameras had also been turned off due to cost. The clerk would write and inform Risedale of these facts.

Before the start of the parish council meeting Gillian Wall (Stronger Communities Delivery Manager Richmondshire) and Melanie Fowler (Team Leader Richmondshire) came to talk about the future of the libraries in Richmond, Colburn and Catterick. There will be a reconfiguration of the services as they are now which will take place in April 2017 and to this end they are looking for volunteers who would help to run the libraries. There will be a management team to steer this scheme. All this is due to public spending cuts and without putting this scheme in place the libraries would have to be closed. The ladies explained that there would still be an number of paid staff to support the volunteers and they went on to ask that the parish council help to spread the word that volunteers are needed. The chairman thanked them for coming to speak to the council.

Boulder on Village Green The clerk had contacted the grass cutter who had agreed to move this to a safer place and would make no charge. The clerk would contact him to find out when this would be done.

Action is then taken to address any issues identified which include working with partner agencies, targeted patrols and crime reduction initiatives. School and Youth Liaison Internet Safety presentations are ongoing. Road Safety Speed Enforcement is ongoing with NYP Camera Vehicles and Proactive speed checks within Catterick Garrison. Princes Gate Liaison is ongoing with regular visits to all units and patrolling of the area in silent hours. 7. (03.16) County matters C/Coun Grant, although not able to attend the meeting sent the following report: Apologies to Coun D Metcalfe for being unable to meet with him before the last Burial Board Meeting. She has however heard from Carrillion Amey who confirmed that the project in Hall Lane would be too difficult for a community project. She has chaired the Garrison Area Partnership where she had requested updates on medical provision and school provision. Attended NYCC Richmondshire Area Partnership at Eppleby where NYP gave a district update. Also the following was discussed: Fire Authority gave an update of their current situation following the changes recently made to these processes. Poor winter maintenance on the 11th and 12th December. Child sexual abuse and exploitation. She has also attended Standards, Audit and the Looked After Children Board. Despite the increase at RDC residents are finding it difficult to understand why their bills will still increase significantly i.e. NYCC 4%, police 4% etc. Particularly difficult when RDC issue the bills. She has spoken to the Garrison Commander about various local issues. One item is the forthcoming garrison litter-pick which is going to happen later in the year. The lighting situation has now been addressed – the contract and who pays for the work will be completed within the week or so. The actual job will take a couple of days. C/Coun Grant wished to remind members that all county work should come through her as she had recently had to do twice the work as some councillors are contacting direct. She asked if there were any issues arising from the meeting could the clerk please contact her.

8. (03.16) District matters Coun Cullen reported on the following: He stated that the predicted council tax had been set at 0% despite the government’s advice to raise it to 2%. Coun Grose stated that the RDC were asking parishes if they were interested in establishing a community emergency plan. After some discussion it was decided that this was not needed in the parish.

9. (03.16) Burial Board Matters There had been a report about rubbish in the cemetery which the burial board members would address. The chairman asked whether or not the new graveyard was in use yet and was informed that there were still spaces to be filled in the old one.

(03.16) Garage Site – St John’s Road The two members of the public wished to point out that their houses backed onto this site and it was an eyesore with the garages being in a bad state of repair and the ground not fit for cars to come on to. Coun Grose had been in touch with RDC to ask about the feasibility of the area being used for car-parking and it was felt that the parish should look into this. For the meantime the clerk would contact RDC and point out the defects of this site. The members of the public would also write and put their points forward.
