												Section Presents an Evaluation of the Potential for Increased Erosion, Sedimentation, and Runoff Due to the WTTIP Projects
3. Environmental Setting, Impacts, and Mitigation Measures 3.5 Hydrology and Water Quality 3.5.1 Approach to Analysis This section presents an evaluation of the potential for increased erosion, sedimentation, and runoff due to the WTTIP projects. The analysis of water quality impacts is based on field observations and a review of existing EBMUD permits for discharges. In general, implementation of the WTTIP would not have direct long-term effects on the hydrology or water quality of regional and local surface waters. However, short-term construction impacts could result in erosion and sedimentation or discharge of construction-related pollutants to local creeks, causing water quality effects. Diversion of flood flows could also occur. Operational discharges of chloraminated water could cause adverse water quality effects. However, through compliance with existing regulations and established project procedures, as well as mitigation measures specified in this section, construction and operational impacts would be less than significant. 3.5.2 Setting Surface Water Bodies, Drainage, and Flooding The WTTIP project sites lie within the regional drainage of San Francisco Bay; the majority of project sites are located in Contra Costa County, and one project is located in Oakland (Alameda County). Precipitation is variable between East and West Contra Costa County due to the county’s distinct topography and proximity to the California coast. The rain-shadow effect of the East Bay Hills and Mt. Diablo is evident in the average annual rainfall levels, which are highest just east of the crest of the Berkeley-Oakland Hills (33.75 inches per year) and lowest in East County (9.75 inches per year). -

INTRODUCTION The Oakland Coliseum area was selected as a focus area for more detailed exposure analysis and adaptation strategy development as part of the current Metropolitan Transportation Commission (MTC) Climate Adaptation Pilot Study. Under the precursor MTC Vulnerability and Risk Assessment Project1, this area was vulnerable to inundation by sea level rise and coastal storm surge that could impact core transportation assets that support the region: Interstate-880 (I-880), the Coliseum Amtrak Station, the Coliseum/Oakland Airport BART Station, and the new Oakland Airport BART Connector Station. The current Pilot Study includes a more detailed analysis of potential inundation by sea level rise and storm surge, and the parking lots adjacent to the Oakland Coliseum are inundated with 36 inches of sea level rise2 (or a storm surge scenario that results in a similar level of inundation), and nearly the entire focus area is inundated with 48 inches of sea level rise. However, these results do not consider the additional impact of riverine-induced flooding due to precipitation events. As shown in Figure 1, Damon Slough and its tributaries, Arroyo Viejo Creek and Lion Creek, are located directly adjacent to the core transportation assets. The purpose of this technical memorandum is to explore the potential inundation that could occur due to the combination of sea level rise and riverine flooding, and to identify when and where adaptation strategies may be needed to protect both the core transportation assets, as well as other adjacent assets identified by the project management team (PMT). -

A. Caltrans BTA Requirements To be eligible for funding from the State’s Bicycle Transportation Account (BTA), local agencies must have an adopted Bicycle Transportation Plan that was approved by the Re- gional Transportation Planning Agency and by Caltrans. The plan must comply with the requirements specified in the Streets and Highways Code Section 891.2. This appendix lists those eleven requirements and notes where they are addressed in this plan. Requirement Location (a) The estimated number of existing bicycle commuters in the plan area and the estimated increase in the number of bicycle commuters resulting from implementation Section 2.3 of the plan. (b) A map and description of existing and proposed land use and settlement patterns which shall include, but not be limited to, locations of residential neighborhoods, map insert, schools, shopping centers, public buildings, and major employment centers. Section F.1 (c) A map and description of existing and proposed bikeways. Chapter 4, Appendix F, Appendix H (d) A map and description of existing and proposed end-of-trip bicycle parking facilities. Post-Project Appraisal of Arroyo Viejo Improvement Project, Oakland, California November, 2018 LA227: Restoration of Rivers and Streams Jonathan McCall, Eric Garcia, Jill Dressler, Diana Saenz Abstract Our team performed a Post-Project Appraisal to evaluate the Arroyo Viejo Creek Improvement Project, located in Oakland, California. We assessed the project's lasting success against two of the initial goals set by the the landscape architects Wolfe Mason Associates: channel stability and enhancement of riparian habitat by planting native vegetation. We performed a site survey and compared current conditions with those documented by a student report in 2005 and Wolfe Mason and Associates’ proposed conditions to assess geomorphic channel stability. Additionally, we conducted a vegetation survey to determine the percentage of native vegetation at the site. With respect to these criteria, the Arroyo Viejo Creek Improvement Project has had limited success. Comparing the geomorphology of Arroyo Viejo sixteen years post-construction to both the proposed and 2005 conditions, we see that the channel has experienced severe incision in the upstream reaches while the downstream end has seen slight aggradation. Furthermore, the project has failed to reach the target goal of 70% native vegetation cover after three years, with native plants accounting for 50% of vegetation cover sixteen years post-construction. We propose that further maintenance is required to slow incision at the upstream end of the reach and to establish more native plant cover. Arroyo -

Center for Ecosystem Management and Restoration ALAMEDA COUNTY Codornices Creek Watershed Codornices Creek drains an urbanized watershed of about 1.1 square miles. The creek is channelized or lies underground through a large portion of its 2.9-mile length. It flows west from the Berkeley Hills, entering central San Francisco Bay at the border of the cities of Albany and Berkeley. Codornices Creek As part of a fish distribution study, three sites on Codornices Creek were sampled in July 1981 (Leidy 1984). No O. mykiss were collected. In June 1996 a resident reported two “foot-long” O. mykiss just downstream of Stannage Avenue (Harvey 2003). Oncorhynchus mykiss (50-200 mm) have been observed regularly between the BART tracks and10th Avenue from 1997 to the present (Harvey 2003). A group supporting urban creek restoration has been monitoring Codornices Creek since at least 1997, when trout were observed where the creek passes under the BART tracks. In November 1999, the group electrofished the creek and collected one O.
