Ekram El-Huni [email protected] El Arish: As at 30 th January, nearly 9,559 MT of relief items have c rossed from the Egyptian border. In Graan Jaff [email protected] terms of medicines and medical equipment, 3,935 MT (representing 41%) of cargo has crossed Pino Semeraro directly from the Egyptian border crossing to Palestinian Rafah. As for non-medical [email protected] humanitarian cargo, almost 5,623.5 MT has been dispatched from El-Aouga (nearly 5,142.5 MT, Valerio.Marutti representing 54%) and most recently Karam Abu Salem (481 MT, representing 5%) (Sources: El-Arish [email protected] Municipality and Karam Abu Salem Customs).

Border crossing updates:

During the reporting period Kerem Shalom was open with the only exception of the 27 th January when as a consequence of the security incident happened at Kissufim all crossing points were closed. From 25th to 29 th January an average of 101 trucks per day (68.3% humanitarian and 31.7% commercial) crossed from Kerem Shalom into the Gaza Strip. The point was operational for 4 days (as per info up to 29th January) but only for conveyor belt truckloads (bulk wheat). The opening of Karni is considered a priority by the humanitarian community since it will increase the number of truckloads entering per day into the Gaza Strip. Sufa crossing point, closed since mid 2008, continued to remain closed during the reporting period. The reopening of this border point could release some of the pressure on Kerem Shalom enabling a major influx of humanitarian as well as commercial cargo into the Gaza strip. Erez was open this week to continue the emergency medical evacuations. International organizations pe rsonnel were allowed to cross into Gaza during this week through the point. Nahal Oz , the fuel/Gas dedicated crossing point was operational 6 days this week (half day on the 27 th ). The below consolidated table shows the quantity of fuel for power plant station, transportation (mainly for UNRWA) and Gas for cooking that have been transferred up to the 28th January into Gaza according to the record of the JHCC, OCHA and the COGAT.

Logistics Cluster warehouses and transit Hubs:

One of the services offered by the Logistics Cluster for the response to the Gaza crisis is the availability of warehousing facilities and trasit hubs in El Arish, Jerusalem, and Rafah where users can store cargo temporarily

The Logistics Cluster cell in El Arish, based on the request of the Municipality and the Egyptian Red crescent established two staging areas: one at the airport and one at the stadium. During this week the Logistics Cluster relocated part of the cargo stored at the stadium to a larger warehouse. This warehouse with an estimated 4,200 square meter capacity, belongs to the WFP Cooperating Partner “Sinai Development Project”. At the staging areas in El arish the Logistics Cluster is offering the following services: marking of relief items that require transport services in and Gaza, segregation of cargo between medicine and medical relief items and palletization of non-medical cargo as per the set Israeli requirements.

The Logistics Cluster Cell in Jerusalem reached an agreement with UNRWA for the use of the their facility in Jerusalem to receive and consolidate cargo coming from the or Israel for onward delivery into the Gaza Strip. Two Logistics Cluster officers work on a daily basis at the UNRWA facility to consolidate, palletize (as per required standards) and mark the pallets with the logistics Cluster “pink” stickers. The pallets are then load into the trucks for delivery to Gaza according to the planning coordinated with the COGAT for the crossing.

In the Gaza Strip, the Logistics Cluster secured three transit hubs , one in Gaza City with a warehouse capacity of 1,500 sqm and two in Rafah for a total capacity of 800 sqm. As previously informed these facilities are transit warehouses where small cargos of less than a full truckload are temporarily stored. All users should be informed that in order to be able to collect the cargo, they are required to fill a Release Order Form which is to be give to the Logitics Officer when collecting the cargo. Detailed snapshots on the warehouse/transit hub facilities offered by the Logistics Cluster, as well as the Standard Operating Procedures of the services offered have been made available to the humanitarian community on the Logistics Cluster webpage.

Civil/Military coordination: With the ceasing of the Joint Humanitarian Coordination centre (JHCC) activities and the responsibility for the coordination of humanitarian affairs brought back to the Coordination Office for the Government Activities in the Territories (COGAT), daily meetings were held in Tel Aviv starting 26 th January. During the meeting the Logistics cluster representative is raising logistics concerns and issue in the name of the humanitarian community with the Israeli Authorities. During the reporting period the COGAT informed that containers will not be allowed to cross into Gaza for the foreseeable future. It was then re-iterated that the Erez crossing procedures existing prior the 27 th December, remain in effect for the delivery of humanitarian cargo into Gaza.
