Subsequent to our Bulletin 26 on child conscription in the East, there were news reports on the subject and a press release from AI. This bulletin updates the earlier one and elucidates how little the LTTE has been constrained by the publicity. We underscore the predicament of children in the rural East and the powerlessness of parents. At present the international community is preoccupied with what the powers-that-be have dubbed a "war on terrorism" and its tragic fallout. The local media and political establishment are playing out their power games with callous disregard for the gaping pitfalls just ahead. The ongoing tragedy in a corner of this island would tend to be therefore passed by with indifference. Being mindful of this, and yet knowing the trauma of the families concerned, and their desperate entreaties, we feel impelled to publish this update. We trust that these victims would be given a hearing, at least by those who understand the gravity of phenomena involving child soldiers. Their outgrowth, we well know, cannot be confined to a time and place. 0. Beyond Grief and Beyond Justice The trauma of events speaks louder than words. Before we go into other ramifications, we give a few detailed examples among thousands. These illustrate the tragedy of families wrenched asunder by criminal demands on them and their children. United Nations S/2007/758 Security Council Distr.: General 21 December 2007 Original: English Report of the Secretary-General on children and armed conflict in Sri Lanka Summary The present report, prepared pursuant to Security Council resolution 1612 (2005), is submitted to the Council as a country update report on the situation of children and armed conflict in Sri Lanka. It covers the period from 1 November 2006 to 14 September 2007 and provides an update on the follow-up by the parties to the conflict to the recommendations and conclusions made by the Working Group of the Security Council on Children and Armed Conflict. The report provides information on progress in ending the recruitment and use of children by armed groups or armed forces and other grave violations committed against children in Sri Lanka. It notes that, while there has been limited progress in the release of children associated with the Liberation Tigers of Tamil Eelam (LTTE) and Tamil Makkal Viduthali Pulikal (TMVP)/Karuna faction as previously called for, both groups continue to abduct children, direct attacks against civilians and impede the access of humanitarian actors. The report commends the Government’s establishment of a multidisciplinary task force on children and armed conflict and welcomes the agreement of the Liberation Tigers of Tamil Eelam to increase dialogue with the United Nations Children’s Fund on the release of children. It calls on LTTE and the TMVP/Karuna faction to cease the abduction, recruitment and use of children, release all children associated with their forces, engage in transparent procedures for release and verification, and finalize action plans with the United Nations country team which meet international standards. -

Conflict-Related Internal Displacement in Sri Lanka: A study on Forced Displacement, Freedom of Movement, Return and Relocation April 2006 – April 2007 and Addendum covering April – July 2007 Inter-Agency IASC Standing Committee The Inter-Agency Standing Committee (IASC) Established in June 1992 in response to United Nations General Assembly Resolution 46/182 on the strengthening of humanitarian assistance, the Inter-Agency Standing Committee (IASC) is an inter-agency forum for coordination, policy development and decision-making. The IASC consists of 8 agencies as full member (OCHA, UNHCR, UNICEF, WFP, UNDP, UNFPA, FAO, WHO) and an extensive number of standing invitees including UN agencies (OHCHR, Office of the Representative of the UN Secretary-General on the Human Rights of Internally Displaced Persons), international organizations and NGO consortia (ICRC, IFRC, IOM, ICVA, InterAction, SCHR) and the WorldBank. Under the leadership of the Emergency Relief Coordinator, the IASC develops humanitarian policies, agrees on a clear division of responsibility for the various aspects of humanitarian assistance, identifies and addresses gaps in response, and advocates for effective application of humanitarian principles. The IASC in Sri Lanka is chaired by the UN Resident and Humanitarian Coordinator and comprises the Executive Heads of the following organizations: OCHA, UNHCR, UNICEF, WFP, UNDP, UNFPA, FAO, WHO, IOM, OHCHR, CHA, FCE, Sarvodaya, Sewa Lanka, Oxfam, NRC, CARE, World Vision, ACF, ZOA, Solidar, Save the Children, Merlin.
