(內容如有任何差異,應以英文內文為準) 本第 16 條規劃申請旨在獲得城市規劃委員會(下稱「城規會」)批准,於 干諾道西 92 至 103A 號和德輔道西 91、99 及 101 號(下稱「申請地點」)的 擬議辦公室/在「商業」地帶土地用途表的第一欄用途經常准許使用的其他 商業用途發展(下稱「擬議發展」)略為放寬建築物高度限制,由主水平基 準上 120 米提高至擬議主水平基準上約 136 米。

申請地點於西營盤及上環分區計劃大綱核准圖編號 S/H3/34(下稱「分區計 劃大綱圖」)上被劃爲「商業」地帶。根據「商業」地帶的註釋,土地用途 表的第一欄用途中包含「辦公室」以及其他經常准許使用的商業用途。此外, 申請地點内的發展不 得超過主水平基準上 120 米的最高建築物高度限制,或 不得超過現有建築物的高度,兩者中以數目較大者為準。註釋內的備註(10) 指出,城規會如接獲根據《城市規劃條例》第 16 條提出的申請,可按個別 發展或重建計劃的情況,考慮略為放寬建築物高度……限制。

擬議發展將就規劃方面帶來以下公眾規劃增益:

• 符合「商業」地帶的規劃意向;

• 將申請地點零碎的地段合併發展,以實現多項規劃優點;

• 改善街道景觀和設計以及步行環境的舒適度;

• 為公眾提供額外的行人通道;

• 符合《可持續建築設計指引》上的相關規定;

• 引入「綠色建築」環保特色;

• 符合多項分區計劃大綱圖中所規定略為放寬建築物高度限制的要求;

• 擬議發展所申請的略為放寬的建築物高度與周圍環境兼容;

• 不會對周邊地區帶來負面影響;及

• 為繼續促進干諾道西及徳輔道西一帶轉型為地區商業/金融中心和區域/地 區商業/購物中心創立良好先例。

申請人對於申請地點推進擬議發展抱有誠懇和積極的態度。基於本規劃報告 所闡述的規劃優點和理據,我們懇請城規會通過是次規劃申請。

Executive Summary

This Section 16 Planning Application (the S16 Application) is submitted to seek approval from the Town Planning Board (TPB) for the proposed minor relaxation of building height restriction from 120mPD to about 136mPD for proposed office/ other commercial uses always permitted in Column 1 of the “Commercial” zone development (the Proposed Development) at No. 92-103A Connaught Road West and No. 91, 99 and 101 Des Voeux Road West (the Application Site).

The Application Site falls within an area zoned as “Commercial” (“C”) zone on the Approved Sai Ying Pun & Sheung Wan Outline Zoning Plan No. S/H3/34. According to the Notes of the Approved OZP, “Office” and various other commercial uses are always permitted under Column 1 uses of the “C” zone. Development at the Application Site is subject to a maximum BH of 120mPD, or the height of the existing building, whichever is the greater. It is stated in the Remarks (10) of the Notes that based on the individual merits of a development or redevelopment proposal, minor relaxation of building height…may be considered by the Town Planning Board on application under Section 16 of the Town Planning Ordinance.

The Proposed Development is expected to achieve the following public planning benefits under the Proposed Development Scheme: • Aligning with the planning intention of the “C” zone; • Achieving multiple merits by amalgamating smaller sites; • Providing better streetscape and pedestrian level comfort; • Providing additional pedestrian connection for the public; • Compliance with relevant provisions of the Sustainable Building Design Guidelines (SBDG); • Consideration of green building design; • Fulfilling relevant criteria for consideration of minor relaxation of building height restriction as stipulated in the OZP; • The proposed minor relaxation of building height restriction is compatible with the surroundings; • No adverse impacts to the surroundings; and • Creating a desirable precedent in continuing the transformation along Connaught Road West and Des Voeux Road West into the territorial business/financial centre and regional/district commercial/shopping centre. The Applicant has demonstrated their genuine intention and commitment in taking forward the Proposed Development at the Application Site. In light of the planning merits and justifications put forward in this Supporting Planning Statement, we
