Resolved, That the Committee has taken note of the procedures for dealing with classified papers, as set out in the Guide to the Foreign Affairs Committee.

Resolved, That the Committee staff be authorized to provide an informal indication of probable lines of questioning to witnesses before they appear, to ensure that the information required by the Committee is available at the meeting.

Resolved, That requests for informal meetings between visitors and the full Committee shall be put to the full Committee, except in cases where short notice or a Parliamentary recess preclude that, in which case the Chair shall deal with the request.

Ordered, That a copy of the notes of each visit undertaken by the Committee shall be supplied in confidence to the Head of the International Affairs and Defence Section of the House of Commons Library, unless the Committee order otherwise.

Resolved, That each draft report shall contain a summary, the text of which has to be approved by the Committee in conjunction with the report.

Resolved, That, other than in exceptional circumstances, the Committee shall not consider individual cases.

Resolved, That, other than in exceptional circumstances, the Committee will not consider matters at its deliberative meetings unless a Member has given notice of his/her intention of raising that matter.

• I am a full-time employee of University College London.

• In 2009 I prepared a report on ‘Treaty Jurisdiction over Pirates’ for the Danish Foreign Ministry, in its capacity as Chair of the Contact Group on Piracy off the Coast of Somalia, Working Group 2 on Legal Issues (CGPCS WG2). I received a fee for this work.

• I continue to attend meetings of CGPCS WG2 in Copenhagen several times a year at the expense of the Danish Foreign Ministry (covering travel, accommodation and some expenses). I am not otherwise remunerated for this involvement and attend in the capacity of an independent academic.

• I hold a research grant from the Leverhulme Trust to produce a book on piracy with international collaborators.

• In 2010 I was contracted by the UN Office of the High Commissioner of Human Rights to serve as an external advisor to an inquiry into the 2010 incident involving the Israeli Defence Force’s interception of a flotilla bound for Gaza. The appointment was for a period of weeks. I received a fee for this work.

• I have been engaged by Professor Philippe Sands QC to assist in advice or contentious work for foreign governments on questions involving the law of the sea, including the case brought this year by the government of Mauritius against the United Kingdom regarding the declaration of a Marine Protection Area around the Chagos Islands.
