I understand that my thesis may be made electronically available to the public. ii Abstract In nineteenth-century Upper Canada (Ontario), professional work was a primary means by which men could improve their social status and class position. As increasing numbers of men sought entry into these learned occupations, current practitioners sought new ways of securing prominent positions in their chosen professions and asserting themselves as having expertise. This dissertation studies the activities and experiences of the five physicians who, as the first medical superintendents (head physicians) at the Provincial Lunatic Asylum, Toronto from 1840 to 1865, sought such enhanced professional status. Opened in January 1841 as a public welfare institution, the Toronto asylum was housed initially in a former jail; in 1850 it was relocated to a permanent building on Queen Street West. During the asylum‘s first twenty-five years of operation physicians Drs. William Rees, Walter Telfer, George Hamilton Park, John Scott, and Joseph Workman successively held the position of medical superintendent at the institution. Given the often insecure status of physicians working in private practice, these doctors hoped that government employment at the asylum would bring greater stability and prestige by establishing them as experts in the treatment of insanity. Yet professional growth in Upper Canada during the Union period (1840-1867) occurred within the context of the colony‘s rapidly changing socio-political culture and processes of state development, factors that contributed to the ability of these doctors to ―professionalize‖ as medical superintendents. Rees, Telfer, Park, and Scott would never realize enhanced status largely due to the constraints of Upper Canada‘s Georgian social culture in the 1840s and early 1850s. During the 1850s, however, demographic, political, and religious changes in the colony brought about a cultural transition, introducing social values that were more characteristically Victorian. For Joseph Workman, whose beliefs more reflected the new Victorian culture, this cultural shift initially involved him in professional conflicts brought about by the social tensions occurring as part of the transition. Nevertheless, by the 1860s, changes in government led to the development of new legislation and departmentalization of welfare and the public service that led him to gain recognition as a medical expert in a unique field. iii Acknowledgements Many people contributed to the production of this dissertation and helped to make my experience as a Ph.D. student a positive one. This project is based on an analysis of newspaper articles published by William Lyon Mackenzie and his contemporaries, diplomatic cables between Washington D.C. and London, letters, and accounts of celebrations, toasts, and public meetings which occurred between 1837 and 1842. I argue Americans and Upper Canadians in the Great Lakes region made up a culture area. By re-engaging in a battle with the British, Upper Canadians, and their American supporters sought redemption. Reacting to geographic isolation from major metropolitan areas and a looming psychic crisis motivated many of these individuals to act.

    HINCKS , Sir FRANCIS , banker, journalist, politician, and colonial administrator; b. 14 Dec. 1807 in Cork (Republic of Ireland), the youngest of nine children of the Reverend Thomas Dix Hincks and Anne Boult; m. first 29 July 1832 Martha Anne Stewart (d. 1874) of Legoniel, near Belfast (Northern Ireland), and they had five children; m. secondly 14 July 1875 Emily Louisa Delatre, widow of Robert Baldwin Sullivan*; d. 18 Aug. 1885 in Montreal, Que. Francis Hincks’s father was a Presbyterian clergyman whose interest in education and social reform led him to resign his pastorate and devote himself full time to teaching. His elder sons, of whom William* was one, became university teachers or clergymen, and it was assumed that Francis would follow in their footsteps. However, after briefly attending the Royal Belfast Academical Institution in 1823, he expressed a strong preference for a business career and was apprenticed to a Belfast shipping firm, John Martin and Company, in that year. In August 1832 Hincks and his bride of two weeks departed for York (Toronto), Upper Canada. He had visited the colony during the winter of 1830–31 while investigating business opportunities in the West Indies and the Canadas. Early in December he opened a wholesale dry goods, wine, and liquor warehouse in premises rented from William Warren Baldwin* and his son Robert*; the two families soon became close friends. Hincks’s first advertisement in the Colonial Advocate offered sherry, Spanish red wine, Holland Geneva (gin), Irish whiskey, dry goods, boots and shoes, and stationery to the general merchants of Upper Canada.

Among those who supported this Publisher(s) new ideal was the politician and journalist George Brown, who heavily criticized Workman’s appointment as an example of political patronage. Yet, The Ontario Historical Society the antagonism that continued to escalate between Brown and Workman owed its genesis not only to Brown’s ideals, but was also fueled by the considerations ISSN of party factionalism as well as by the clash of two strong personalities. Their feud would reach its climax in the heavily publicized 1857 libel suit, Workman 0030-2953 (print) v. Brown. Sharing a common devotion to the Reform party and to lunacy 2371-4654 (digital) reform, an examination of the feud between Brown and Workman reveals the many schisms that could divide Reformers during this period.
