General Election 2019 Candidate’s Responses to Pride Questions on Support for LGBT+ People

December 2019

Warwickshire Pride - Registered Charity Number: 1162449 Introduction When the December 2019 General Election was announced, Warwickshire Pride’s board of trustees thought it would be helpful to engage with each parliamentary candidate in Warwickshire to find out their views on LGBT+ rights and what they would do to support Warwickshire’s LGBT+ community, should they be elected. Each candidate was sent three questions by email on 14th November 2019, with a response deadline of 30th November to give time for this report to be written and the for community to have an opportunity to read the results. The three questions asked were: 1. Do you support LGBT+ rights? 2. What will you actively do to support LGBT+ constituents? 3. What will you do to combat the rise in hate crimes against LGBT+ people? This report details the responses that were received from candidates, plus who did not respond. It also details candidates whose contact details we were unable to find, who therefore did not receive the questions from Warwickshire Pride. Warwickshire Pride has no political affiliation. This has been purely an engagement exercise to ensure that Warwickshire’s LGBT+ community is aware of their local candidate’s stance on LGBT+ rights and the support they would provide to their LGBT+ constituents. The responses contained in this report have not been edited in any way. They are copied and pasted directly from the responses. If you wish to know more about this process or the responses received, please email:

Hate crime, in all its forms, goes directly against these values and it is completely unacceptable that anyone in our society should live in fear of intimidation or violence. As such, we must stand up for diversity and face down discrimination wherever we see it. Since the publication of the Hate Crime Action Plan in 2016 there has been an increase in reporting and improvements in identification and recording of crime by the police. However, rates of attrition within the criminal justice system remain worryingly high and targeted online abuse continues to present a significant problem. While in contrast to overall trends, under- reporting still exists within specific groups. It is good news that the updated 2016 plan will continue to help build on the success already achieved and provide informed guidance for the future. Over the next two years the updates will include a wide- ranging Law Commission review into hate crime. This will identify gaps within the current legislation and determine if there should be additional protected characteristics. A new public campaign will then seek to increase awareness of what constitutes a hate crime.

Debbie Bannigan Labour Party (Continued from previous page…) - Ensure all front facing staff (including police) are trained to support transgender people accessing their services - Ensure all council forms and documentation allow for non- binary gender choices (n.b. this should spread into all public services) - Normalise the sharing of pronouns and respecting people's pronouns through a pronoun badge scheme (n.b. I share my pronouns - I am she/her but equally happy with they/them) - Provide gender neutral bathrooms in all council properties - Where possible, minimise gendering of spaces, events and locations, for example by providing gender neutral bathrooms/ dressing areas - Encourage diversity in recruitment - Provide clear and robust support for LGBT+ people experiencing hate crime, hate incidents, or -phobias (including transphobia, homophobia, biphobia, etc.) - Encourage schools to establish LGBT+ groups, or find other direct ways to support their LGBT+ students - Connect with other Warwickshire or Coventry LGBT+ groups and services, to find ways to work together, share resources and experience - Work with Warwickshire County Council child protection services to find collaborative ways to support LGBT+ children and young people who are in unsupportive and/or abusive living situations - Ensure GPs and staff are trained to understand trans issues and can signpost people seeking access to Gender Identity Clinics to other appropriate local support during the long wait (nb the wait for referral is unacceptable. Investment in our health services must include rapid referral for gender indentity issues) On a national level, there is work to do to cement LGBT+ rights. On-going debates about the Gender Recognition Act are a case in point. We confuse a fear of predatory men with a worry about non-judgemental access to services for trans women, which may result in further victimisation of an already vulnerable group. I would expect to be a strong voice for the LGBT+ community in Rugby and Bulkington in those debates and make sure that we get our fair share of representation and resources when initiatives are rolled out. Becca Stevenson Green Party Yes. I absolutely support LGBT+ rights, and indeed the As a lesbian and part of the LGBT+ community in Hate crime is a blight on society. There’s two routes I broader concept of equality and ending discrimination Warwickshire I would hope to support constituents and be can see to tackle it, and as ever the best route is likely to on any basis. a visible advocate in parliament. I would hope to work be a combination of both. One is the law and order closely with local LGBTIQA+ groups, such as yourselves aspect. That comes down partly well-funded public at Warwickshire Pride, to identify what I can do to help the services, addressing cuts to police budgets and also community. I view the role of an MP as to listen to the reviewing specific training of police officers as regards constituents affected by a particular subject, and then to the needs of the LGBTIQA+ community and the work together to identify the problems that are faced discrimination they face. locally, the resolutions and how I can help to achieve The other side of the coin is educating the public and those solutions. securing long term societal change by breaking down barriers. Part of that is education and outreach, which Warwickshire Pride does so well, and I would love to be a part of with you, if I am elected. Part of it is making sure that legislatively, society keeps moving in the right direction. Robust legal protections of the equality of the LGBTIQA+ community, reinforces the fact that members of the community are the same as everybody else and are to be treated in the exact same way as anybody else. Further to this, I am really proud of Green Party policy, in regard of LGBTIQA+ rights, and can honestly say the policy is fully reflective of my own beliefs. I am committed to striving for the end of discrimination of all kinds, and this very much includes discrimination on the basis of sexual and gender identity. Rugby and Bulkington

Becca Stevenson Green Party (Continued from previous page…) Green Party policy specifically recognises both within and outside of the binary view of heterosexual and homosexual, and male and female, and the harmful na- ture of a person having such a central part of their sense of self stigmatised or erased. I will work to introduce specific LGBTIQA+ protections into equality and diversity legislation, preventing harassment, and ending opt-outs for religious organisations. I also want to see asexual and intersex people unequivocally included in updated equality legislation. A core part of our equality policy is to ensure that every teacher is qualified and skilled on providing an LGBTIQA+ inclusive education that reinforces the validity of all lifestyles. This is to guard, as best we can, against the feelings of isolation and fear of rejection that can occur when a young person first begins to notice that they are experiencing different feelings than some of their friends. As a Green MP I will support an end to the ban on civil partnership ceremonies occurring in places of worship, although decisions on undertaking such ceremonies would still ultimately be a matter for the relevant religious bodies. The NHS needs to be brought up to date, in terms of the need for more Gender Identity Clinics, and in terms of making sure that transitioning through the NHS is an empowering experience. I also very much want to see an end to the “spousal veto” where a trans person requires written permission from their partner for their marriage to continue, if they obtain a gender recognition certificate. Indeed a review of the Gender Recognition Act, Equalities Act, and Marriage (Same Sex Couples) Act needs to be undertaken to ensure that they no longer discriminate against trans people in any way.
