INVITATION Everyone in any way connected with transport is invited to register for the 36th Southern African Transport Conference (SATC 2017). It will be of particular interest to: municipal and provincial employees, policy and decision-makers, academics, researchers, students and professionals active in the planning, construction, manufacturing, logistics, operation and safety of passenger and freight transport, road traffic, rail, ports,maritime and aviation. End-users will also find the conference of interest.

SYNOPTIC PROGRAMME From Monday to Thursday the sessions/workshops (1A-1D, 2A-2C, 3A-3D, 4A) take place over a full day and it is therefore possible to register for only one session per day. However, once at the conference, delegates are welcome to move between sessions, space permitting.

STUDENT ESSAY COMPETITION The Organising Committee has instituted an essay competition open to all registered students (undergraduate as well as postgraduate) at tertiary institutions. The competition is held within the institutions (the Organising Committee has already been in contact with the institutions) and each institution will select its two winners.

Students need to prepare a five-page essay on "Southern African Solutions to Public Transport Challenges". This relates to the theme of SATC this year. Final selections will be done by each institution, and the winning essays submitted to the SATC Secretariat ([email protected]) by 15 May 2017.

The two top authors from each institution and their lecturer will be supported to attend SATC 2017. For winners from outside Gauteng, transport (economy class airfare/ bus), accommodation in Pretoria, meals and registration will be provided.

PLENARY SPEAKERS

MONDAY

Dr Ismail Vadi MEC, ROADS AND TRANSPORT, GAUTENG PROVINCE

Ismail Vadi was appointed as the Member of the Executive Council (MEC) for Roads and Transport in November 2010, where he is currently serving following his reappointment on 23 May 2014.

As the Chairperson of Governance and Planning Cluster, Vadi is tasked with ensuring transformation of the state and governance, modernisation of the public service and decisive spatial transformation. In addition, he has been assigned to improve the mobility and accessibility of Gauteng citizens, particularly the poor, and to develop transport and socio- economic infrastructure that helps citizens to participate meaningfully in economic and social activities. The vision of the Department of Roads and Transport is to develop integrated, sustainable infrastructure that promotes people-centred, innovative, developmental transport systems and an accessible, safe and affordable movement of people, goods and services.

MEC Vadi has a Doctorate in Political Studies. He also holds two Master’s of Arts degrees in History and Security Studies from the University of the Witwatersrand and the University of Pretoria respectively.Vadi is married to Zerina, a former primary school teacher. He has three children and three grandchildren.

Between April 1994 and November 2010, Vadi served as a Member of Parliament for the African National Congress (ANC). In the National Assembly, he had served on the Portfolio Committees on Education; Safety and Security; Public Service and Administration; Correctional Services; and the Joint Standing Committee on Intelligence. He served as the Chairperson of the Portfolio Committee on Communications; and in the Constitutional Assembly, he served as the Chairperson of the Theme Committee on Public Administration. He also served as Chairperson of the Ad-hoc Committee on the Special Report of the Public Protector on the then Deputy President .

Mr Nigel Hardy (FORMERLY OF) TRANSPORT FOR LONDON

Mr Nigel Hardy is a former employee of Transport for London where he worked as an Intelligent Transport Systems performance analyst throughout the lifecycle of major projects such as ‘iBus’ and ‘Countdown’. iBus is an Automatic Vehicle Location & Radio system catering for 9000 buses that enables voice and emergency radio calls, service control, real-time passenger information and performance data for contract monitoring and planning purposes. Countdown is the system that distributes bus arrivals information to bus stop displays, mobile phones via web & SMS, and to app developers as ‘open data’. Nigel’s key responsibilities included the design of the reporting system that measures Bus Operator performance 24/7 and provides a variety of historic reports used across the business to understand in detail how the bus network operates; London was one of the first cities to provide a reporting system on such a scale and of such complexity. He also managed the benefits realisation programme for both the iBus and Countdown projects.

Prof YongliXie DEAN OF SCHOOL OF HIGHWAY, CHANG'AN UNIVERSITY, XI”AN, CHINA

Professor YongliXieobtained his bachelor and master degrees from Chang’an University, in 1982 and in 1985 respectively. Subsequently Chang’an University merged with the Xi’an Highway Transport University, Xi’an Architecture and Construction University and Xi’an Engineering Technical University, China. He is currently a member of the Expert Committee of the Ministry of Transport, People’s Republic of China. ProfessorXie has specialized in the field of geotechnical engineering. His research achievements on key techniques of road construction in loess areas provide the important theoretical and technical support for road construction and maintenance and have great academic value and socioeconomic impacts in in the field of the One Belt and One Road Initiative. He is also a member of International Society for Soil Mechanics and Foundation Engineering (ISSMFE), the vice- president of the Chinese institution of Soil Mechanics and Geotechnical Engineering - China Civil Engineering Society (CISMGE - CCES), the executive president of Maintenance & Management Branch of China Highway & Transportation Society (CHTS), and the vice-president of ShaanXi Society for Rock-Soil Mechanics and Engineering. Professor Xie has published over a hundred papers; and he is the author of four fundamental books. Furthermore, he also obtained twelve national patents including five invention patents.Professor Xie has hosted over 50 national and ministerial major research projects and achieved one National Science and Technology Progress Award, twelveProvincial and Ministerial Science and Technology Progress Awards, and six Ministerial Science and Technology Progress Awards.

SESSION 3C – CHINA-AFRICA COOPERATION FORUM

CHAIRS: Ms IvandraUdoyen, SACTCC and Mr Gerhard de Beer, GIBB During SATC2016 and its 3rd China-Africa Co-operation Forum, the Southern Africa-China Transport Co-operation Center(SACTCC) reported the progress to follow up the Johannesburg Summit of the Forum of China-Africa Co-operation(FOCAC) hosted by both AU and two governments of PRC and RSA in Dec. 2015. The University of Pretoria, Chinese Chang’an University and the SACTCC signed the MoU of the cooperation on China-Africa Transport Strategy Research Institute(CATSRI) in Feb 2017. This is a milestone for a substantially mutual movement between South Africa/Africa and Chinese counterpart. Two drafted documents on teaching and learning activities at higher educational level for transport development have been approached to South African authority and another African country under the Action Plan (2016-2018) of the FOCAC which was announced at Johannesburg Summit. The SACTCC was supported by the former Hon. Minister of Ministry of Transport, RSA and the former H.E. Ambassador Liu Guijin from PR China to RSA and opened in July 2004. It has been based in Pretoria, South Africa. Last decade, SACTCC had promoted the technology exchange and co-operation at transport field and made progress. It hosted and co-sponsored the Forum and international conferences between the Southern Africa and China annually. The number of specific projects on transport technology have been implemented in South Africa, China. More than 30 scholarships and fellowships between Southern Africa and China have been achieved. Currently there are more than 10 specialists on transport and higher education at SACTCC. This Forum is the 4th series during the SATC from 2014 to 2017 as an annual base.
