1 INTRODUCTION The 11th Asian Seniors Bowling Championship, hosted by the Guam Bowling Congress, will be held from November 23 to 30, 2011 at the Central Lanes Bowling Center for member cities of the Asian Bowling Federation of which this tournament is sanctioned by.

2. BOWLING CENTER Central Lanes Bowling Center The 30 lanes Brunswick anvilane synthetic overlay surface bowling center is equipped with GS-96 machines with computerized scoring and is located in the Century Plaza Commercial Building in Tamuning, Guam.

3. OFFICIAL HOTEL The official hotel for this championship is the Fiesta Resort Guam. The Fiesta Resort Guam is situated in the Tumon Bay hotel area, this contemporary hotel is two miles from Two Lovers Point and three miles from the airport. Standard ocean view guestrooms feature two twin (single) beds, balcony with ocean view, glass desk with chair, in-room safe, high-speed Internet access, voice mail, cable/satellite TV with pay movies, refrigerator, coffee/tea maker, complimentary bottled water, hair dryer, shower/tub combination with handheld shower, slippers, trouser press, and air conditioning. A variety of recreational amenities exist on site including tennis courts and an outdoor pool with water volleyball and basketball nets

The rate for single and twin room occupancy is US$125.00 inclusive of tax and breakfast. Each additional pax is US$60.00.

4. FACILITIES AND SERVICES

VIP Area During the whole 11th Asian Seniors Bowling Championship period one VIP-lounge will be available for important guests, officers and board members of the ASBC, sponsors, head of delegations, accredited press officers and members of the Organizing committee.

Press Facilities Guam Senior Bowling Federation will offer press facilities during the championship. These facilities include DSL broadband line connections for desktop computers, telephones, faxes and copiers at the bowling venue press center.

Bus Service Bus transfers are available to and from the official hotel and official venue on a fixed schedule for VIPs, participants and officials. For non- officials (i.e. supporters, spouses and parents), bus transfers will be available to them provided they pay and “Entrance Fee”. A Bus schedule will be provided in subsequent bulletins.

Shuttle Buses are also available for shopping from the convenience of the hotel. Duty Free Shopper’s Bus is free of charge and departs the hotel every hour. Trolleys are available at $11.00 per week per person for other shopping outlets and transportation to the hotel row. The hotel will provide a travel agent whom will assist you in purchasing the weeklong passes.

For those who do not stay in the official hotel, they will have to make their own transportation arraignments. Transportation for arrival and departure to/from the airport will be provided.

Entrance Fee An Entrance Fee for each person participating in the championship is US$100.00 as approved by the ASBC. An entrance fee of US$100.00 will be assessed for all non-bowlers (i.e. coach, manager, supporters, spouses, and parents). This entrance fee will cover bus transfers, entry into the bowling center during the competition, Welcome Reception in the Opening Ceremony and Victory Banquet.

Reception To help you during your stay, a reception center will be set up at the official hotel during arrival and departures. The staff will be able to assist you in all your special needs.

Result Services Once each game is played, results will be available on print for team managers and coaches in a designated pigeonhole provided in the bowling counter area. At the same time, scores will be directly uploaded to the official championship website.

Welcome Reception and Opening Ceremony This event will be held at Central Lanes Bowling Center and the Fiesta Resort Guam. All teams will be notified accordingly.

Victory Banquet The Banquet will be held on Sunday, November 30, 2011 at 2000 hours at the Ballroom of the Fiesta Resort Guam. Entry to the Victory Banquet is free to accredited officials and participants. For non-accredited officials (supporters, spouses and parents), payment of an entrance fee of US$60.00 per person would include the Victory Banquet.

Photographs When submitting participants and officials, please send separately via email digital photographs of participants and officials to facilitate us in the preparation of your accreditation tags in advance so that they can be handed to you during your arrival. Failure to submit digital photographs will result in the delay of accreditation tags being ready when you arrive.

5. TRAVELING TO GUAM (Information and Visa Application) Arrival to Guam is through the A. B. Won Pat Guam International Airport, which is approximately 5 minutes to the bowling center and 10 minutes to the official hotel.

Please be advised that entry into Guam requires a United States of America visa. Kindly check with the United States of America Embassies or consulates with information on the waiver programs and necessary documents needed to comply with the immigration and naturalization regulations as Guam is a territory of the United States of America. RULES AND REGULATIONS

1. Date November 23-30, 2011

2. Venue Central Lanes Bowling Center Century Plaza, 219 S. Marine Corps Drive, Suite 114, Tamuning, Guam 96913

3. Divisions and Brackets Men’s & Women’s Division Senior Bracket : 50 – 59 years old Grand Senior Bracket : 60 years old or above

4. Events Consists of the following events for the four brackets (Senior and Grand Senior Brackets for men and women) : Singles : 6 games Doubles : 6 games Four Players Team : 6 games All-Events : Based on the total pinfalls of the foregoing 18 games Masters : 15 round robin matches and a position round for the top 16 bowlers from the All Events standing

Note: In case there are less than 5 teams/bowlers entered for an event of a bracket, the event will not be conducted in the bracket.

5. Competition Schedule Refer to the attached Schedule.

6. Eligibility 6.1 Only athletes representing a member federation of Asian Seniors Bowling Council are eligible to compete in the 11th Asian Senior Bowling Championships. Bowlers must be fifty (50) years old or above for Senior Bracket, sixty (60) years old or above for Grand Senior Bracket as of the end of the year 2011.

6.2 The athletes who take part in the 11th Asian Senior Bowling Championships shall meet the criteria stipulated in WTBA Constitution and Rules.

6.3. Each member federation of Asian Seniors Bowling Council may enter the maximum of four (4) Men’s teams and four (4) Women’s teams for Senior and Grand Senior Brackets.

6.4. In case a four player’s team or a doubles team from the same division consists of the bowlers from both Senior and Grand Senior Brackets, the team has to be registered in Senior Bracket.

7.2 Entry Fee US$ 100 per bowler, official and supporter.(fees for transportation from the airport to the center, welcome reception and victory banquet included)

8. Competition Methods 8.1 Tournament Rules The 10th Asian Senior Bowling Championships will be conducted in accordance with the latest WTBA Rules and Regulations. In case of translation-related disagreement over the rules, the English text shall take precedence. Any unforeseen incident not addressed by the rules shall be resolved as follows: General Issues: Resolve in accordance with the Asian Senior Bowling Council Rules and Regulations. Technical Issues: Resolve in accordance with the spirit of the WTBA Rules and Regulations.

8.2 Tournament Format 8.2.1 Style of Play Each game shall be bowled on a pair of lanes. Teams and/or individuals shall successively and in regular order bowl one frame on one lane, and on the next frame alternate and use the adjoining lane until five frames are bowled on each lane of the pair, completing the game. When there is a question concerning which of any two bowlers shall bowl first, it is incumbent upon the bowler on the right to do so.

8.2.2 Competition Procedure 8.2.2.1 Singles Open to all members of each squad. 6 games in one block across twelve lanes with, when feasible, two persons from the same federation scheduled per lane. Each game shall be played on a different pair of lanes. Players from a given federation shall be scheduled on at least two different squads.

8.2.2.2 Doubles 6 games in one block shall be conducted across twelve lanes. Each game shall be played on a different pair of lanes. Two teams from each federation, one to be scheduled per lane. The teams of the same federation shall be scheduled on different squads when possible.

8.2.2.3 Four Players Team Six games in two three-game blocks would be conducted in two days. Both blocks shall be bowled across six lanes. One team scheduled per lane with each game of a block bowled on a different pair of lanes. Line-up changes are not permitted during a block.

8.2.2.4 Masters Finals Master Finals shall be round robin competition between the top 16 players based on their 18 qualifying games. All qualifying pinfalls will be dropped. One game matches will be played. The final match will be played as a position round, making a total of 16 games. The determination of champion is based on the total pinfalls (including bonus points) of 16 games. . These 16 games shall be bowled over two days, 8 games on the first day and 8 games on the second day according to a pre- arranged schedule.

Position number for the pre-arranged schedule shall be decided by draw. However, the Technical Committee will select position numbers for players from the same federation to ensure such players will compete against each other within the first 8 games.

Standings shall be based on total pinfalls from each of the matches together with a bonus of ten for each match won, including the position round. Each player shall receive a bonus of five for a tie.

a. Any vacancies that may exist at the start of Master Finals shall be filled by the no-qualifiers available at the time and in order of finish in the qualifying competition. Ties between two or more players shall be decided by draw.

b. Any semifinalist who has not registered in person for the first eight-game block prior to the time specified shall be replaced as described in (a) above.

8.2.3 Tournament Rules 8.2.3.1 Inspection All participants must register and submit their bowling balls for inspection to confirm that their weight and other specifications are in compliance with the WTBA Playing Rules and Regulations. The score of participants bowling with non-registered balls shall be declared invalid.

8.2.3.2 Order of Bowling Once a block of games has begun, no changes shall be made in the line-up for that block.

8.2.3.3 Substitution A player who has already started in competition shall not be replaced. A player having already participated in the same event shall not replace another player. When a player replaces another player during a game under this rule, he/she shall forfeit his/her All- Events score.

8.2.3.4 Interrupted Game The Tournament Manager may authorize the completion of a game and/or series on another pair of lanes when equipment failure on the starting lanes would delay the normal progress of the series. An interrupted game and/or series that cannot be completed on the same day must be resumed from the point of interruption on the next day.

8.2.3.5 Bowling on Wrong Lane When a single player, or one player from each team on a pair of lanes, on the wrong lane, and the error is discovered before another player has bowled, a dead ball shall be declared and the player(s) shall be required to re-bowl on the correct lane(s). When more than one player on the same team has bowled on the wrong lane, the game shall be completed without adjustment and the next game started on the correctly scheduled lane.

In singles match play competition, where a player bowls two frames each time it is his/her turn to bowl, and the other player bowls on the wrong lane, a dead ball shall be declared and the player required to re-bowl on the correct lanes, providing the error is discovered before the opposing player has made a delivery. Otherwise, the score stands as bowled, with all subsequent frames the game bowled on the correct lanes.

8.2.4 Tie-Break Procedures 8.2.4.1 The player or team with the highest score in each event shall be the winner. When equal scores (ties) are registered for any of the first three places in the Four Player Teams, Doubles and Singles events, co-champions or co-winners shall be declared. That is: in case of a tie for the 1st position, for example, the individuals or teams involved shall be declared as gold medalists, and 2nd and 3rd positions shall be filled from the next highest scores.

8.2.4.3 When a tie occurs for sixteenth place in the All-Events total, a one-game roll-off shall be held.

8.2.4.3 In case of a tie in the Master Final before the position round (after 15 games) between places 2-3,4-5,6-7 and so on, the player with the higher position is the one who in the round robin has: a. The higher total scratch pinfall. b. Won their match. c. Won more matches. d. The least difference between the highest and the lowest game. e. The higher game.

8.2.4.4 When a tie occurs after the position round for first or third place, a one game roll off shall be held.

8.2.5 Slow Bowling Bowlers who are ready to step on approach to deliver a ball shall have the following rights and obligations:

8.2.5.1 They may claim right of way only over a player moving to the approach or preparing to bowl on the lane immediately to their left.

8.2.5.2 They shall yield to a player moving to the approach or preparing to bowl on the lane immediately to their right.

8.2.5.3 Players shall be ready to bowl when it is their turn and shall not delay the start of their approach or delivery if the lanes immediately adjacent to them on the left and right are clear.

8.2.5.4 If a player does not observe the procedures outlined in 7.2.5.1, 7.2.5.2, and 7.2.5.3 above, it may be construed as slow bowling. Such player shall be warned by an authorized tournament official with a white card for the first offence (no penalty) and a yellow card for the second offence (no penalty). For third and subsequent offences in any given block of games, the bowler shall be shown a red card and given a zero pinfall for the frame.

Note: A block of games is defined as six games for Singles, Doubles, and Four Player Teams. Each of the eight games on the first day and eight games on the second day of the Masters Semi-finals shall be considered a separate block. The number of warnings shall not carry over from one block to another.

For interpretation of the enforcement of the rules concerning slow bowling, the Delegate of the Day shall specifically monitor any player or team that gets more than four frames behind the leader in a Singles, Doubles or Masters Event, or more than two frames behind in a Four Player Team event, excluding the end pairs of lanes.

8.2.6 Code Numbers and Lane Assignments Code Numbers shall be drawn by lot and used to schedule lane assignments for each federation.

8.2.7 All Line-up shall be submitted to the Tournament Office one day prior to the day of the event.

9. Uniform All players shall wear a standard uniform approved by their federation. Individual variations are not permitted. The uniform and advertising shall be in accordance with stipulations of FIQ WTBA Rules.

10. Equipment Asian Senior Bowling Council will use equipment meeting FIQ-WTBA approved standards.

11. Competition Management 11.1 Responsibility for management of the competition will be assumed, under the guidance of the WTBA, ABF and ASBC, by an organization of competition officials belonging to the Japan Bowling Congress and appointed by Organizing Committee of the 10th Asian Senior Bowling Championships.

11.2 Technical Organization 11.2.1 Tournament Manager The host federation shall select a manager for the tournament. He and his designated representatives shall supervise and direct the tournament. This shall include responsibility to the Technical Committee, Delegates of the Day, compliance with the WTBA Rules and Regulations and other WTBA directives. 11.2.2 Technical Committee The Technical Committee shall consist of the Tournament Manger, the Technical Delegate and Technical Committee Member. The President of the A.S.B.C. shall appoint all members of the Technical Committee. The Technical Committee shall advise and counsel the host Tournament Committee and the Tournament Manager regarding lane conditioning procedures and techniques on a daily basis during competition as well as prior to its start, from a date as agreed in advance

between the Technical Delegate and the Organizing Committee. Should there be disagreement between the host Organizing Committee and the Technical Delegate, the decision of the Technical Committee shall final.

11.3 Officials 11.3.1 Delegates of the Day The Technical Committee shall appoint one or more Delegates of the Day, who shall be responsible for enforcing the WTBA Playing Rules and Regulations, uniform requirements and code of conduct as well as issues of disqualification for any conduct detrimental to tournament operation. They shall work in cooperation with the Tournament Manager and his representatives involved in daily management of the competition. Any matter that cannot be settled by the Delegate of the Day shall be heard and reviewed by the Technical Committee. The decision of the Technical Committee is final unless there is an appeal to the Jury of Appeal within 24 hours. Protests on eligibility arising after the conclusion of the tournament shall be filed directly with the Jury of Appeal within 30 days. 11.3.2 Jury of Appeal A three-member Jury of Appeal shall be appointed and empowered to cite before it all papers and persons involved in the appeal at a regularly scheduled meeting. Alternatively, if deemed appropriate, the Jury of Appeal may decide an issue by mail vote after all material involved in the matter has been studied by each of its members.

11.4 Protests 11.4.1 Eligibility Protests involving eligibility or general playing rules must be confirmed in writing to a responsible tournament official not later than 24 hours after the game in which the infraction occurred, or before prize presentation, whichever is the sooner. If no written protest is entered prior to the expiration of the 24 hours period, the game or games shall stand as bowled. Each protest under this rule must be specific in itself and this rule shall not be construed to cover a similar or previous violation. 11.4.2 Errors Errors in scoring or errors in calculation must be corrected by a responsible tournament official immediately upon discovery of such error. Questionable errors shall be decided upon by the Tournament Committee. The time limit for filing protests concerning scoring errors shall be one hour from the end of the event or block of games for each day of the tournament, but must precede the victory ceremony or the start of the next round (in an elimination event), whichever is sooner. Each protest under this rule must be specific in itself and this rule shall not be construed to cover a previous or similar violation. 11.4.3 Appeals Procedure All appeals concerning the Technical Committee's decisions must be filed in writing with the Delegate of the Day or with any member of the Jury of Appeal. Such appeals may also be filed with the General Secretary of the WTBA. Each appeal must be specific and be accompanied by a fee of US $100. If the Jury of Appeal does not uphold the appeal, the fee shall be forfeited to the FIQ WTBA.

12. Prizes Awards Ceremonies shall normally be held following the completion of each event. Players participating in awards ceremonies shall wear their uniforms.

The following prizes will be awarded: Individual Events: First Prize: Gold medal for the winner. Second Prize: Silver medal for the runner-up. Third Prize: Bronze Medal for the third-placed player. Team Events: First Prize: Gold medal for each member of the winning team. Second Prize: Silver medal for each member of the runner-up team. Third Prize: Bronze Medal for each member of the third-placed team.

Country Championship Trophy Points System An overall championship trophy will be awarded to the country that has gathered the most number of points from winning performances by the bowlers/teams of each country in accordance to the table set. In case of tie for 1st and 2nd places, the two teams or bowlers will share equally the total points for the two said positions. For example, if two teams are co-champions in the team event each team will earn (20 + 10)/2 or 15 points. Similarly points will be shared in case of a tie for 2nd and 3rd place.

In case of a tie by two or more countries in total points earned, the country with the greater number of points from Champion (gold medal) performances will be declared the country champion. In case of further tie, then the country with the greater points from the 2nd place performances will be declared the winner. In case a tie still exists, then the countries will be declared co-champions.
