The health clinic project highlights the adaptability of the made-in- Indonesia building technology IOM is using in the construction of thousands of semi-permanent homes for tsunami-affected people around the province.

Training of Trainers Course

IOM, in collaboration with the Ministry of Health/Directorate for Mental Health Services and the Psychiatric Hospital, conducted its third training of trainers course to assist severe trauma-related tsunami and earthquake survivors in Banda Aceh. Thirty health professionals, public health centre personnel, religious and community leaders and IOM medical staff and volunteers at the “training of trainers” workshop assisting severe trauma-related tsunami and the community at large, learned about the effects of severe stress, early earthquake survivors©IOM, Gina Pangilinan, 2005. detection of mental health disorders and basic treatments.

USNS Mercy Thanks IOM The United States Navy medical ship Mercy departed Banda Aceh on 16 March, but not before the officers and staff gave certificates and mementos to the IOM Medical Team. For the past two months, IOM and USN Mercy worked together on disease surveillance and outbreak response in numerous displaced person’s camps in the Banda Aceh area. In addition, the USNS Mercy provided medical services on its 1,000-bed San Diego-based floating hospital and is now on its way to provide humanitarian assistance for the victims of an earthquake in Alor in East Nusa Tenggara province.

IOM Medan opened an office in Belawan to better facilitate the transport of goods through the IOM logistic assistance programme. In addition, IOM is providing computer equipment and support to the POSKO office in Medan. IOM Medan will provide timely and accurate transport information on the moved items to NAD. Along with the IOM, the State Ministry of Public Housing and the Ministry of Public Works, the Research Institute for Human Settlements (RISHA) recently held a one-day workshop in Jakarta. The workshop enabled manufacturers and donors to better understand the concept of the RISHA IOM International “Simple and Healthy House” which IOM is installing at Banda Aceh. This unit entitled (“Kople Organization for Migration Ampat”) exceeds internationally agreed standards, is earthquake resistant tested, and provides TERP Headquarters temporary shelter for up to two years. Furthermore it uses Indonesian and environmentally JL. M.H.THAMRIN kav. 9 friendly materials, is manufactured in-country and can be assembled and disassembled with Gedung Surya lt.11 Jakarta 10350 local labor for eventual use in permanent shelter construction. Comprehensive Damage Assessment The International Organization for Migration and its Government of Indonesia partners is beginning the first grassroots assessments of the damage done to civic infrastructure by the Dec. 26 tsunami, in historic Sabang this weekend.The National Planning Board (BAPENAS) recently requested IOM’s assistance coordinating the sweeping six-week-long survey of tsunami-related damage in 94 sub-districts located in 17 coastal districts around Aceh province.

The surveys of more than 1,000 villages and towns will provide the most accurate and comprehensive picture yet of the damage done to private homes, public buildings like schools and hospitals, roads, bridges and telecommunications infrastructure, a crucial step in the reconstruction process. IOM in cooperation with the Ministry of Public Works (MPU) recently completed a two- day-long training session for 60 front-line assessors from MPU, the Ministry of Justice and Human Rights (Depkeh & HAM), the World Bank-funded Urban Poverty Project and IOM staff.

The team is fanning out across the province by car, boat and motorcycle to train hundreds of local surveyors and provide oversight and engineering expertise during the assessment process.

The first assessments will begin on the weekend in historic Sabang, on Wei Island. Located off the northwest coast of Aceh, Sabang is known locally as “Kilometer Zero”, the first landfall on the sprawling Indonesian archipelago.

Aspiration Assessments IOM and its partners in the past few days have completed a province-wide needs and aspirations assessment that sought feedback from thousands of tsunami-affected people in 71 sub-districts around Aceh. Roughly 200 staff from the Kecamatan Development Project (KDP), Depkeh & HAM and IOM conducted one-on-one interviews with over 2,200 displaced people, returnees and community leaders living in temporary relocation centers, private homes and public facilities. Women were specifically targeted for their input. In addition, focus group discussions were held in each of the sub-districts.

The population was asked for their input about issues ranging from transitional and permanent future settlements to possible future livelihood opportunities.The results will be tabulated and will be used to craft relevant future programs designed to support and enhance both the livelihood and housing aspirations of the estimated 400,000 Acehnese who lost their homes and jobs to the tsunami. Page 3 In Medan, IOM continues to participate in survey to reach many of the 14,000 people displaced to Medan and to assess their requirements and desire to return to their homes in Nanggroe Aceh Darussalam (NAD) Province.
