Ms Elsie Manley gave me access to the diaries of Bishop Philip Strong, which are in her possession. I stayed with Elsie for a week reading the diaries and making notes. It was both generous and gracious of her. Reading the diaries and handling some of the mementoes of Strong’s life – his prayer book with a bullet hole through its middle – were moving experiences and have left me a feeling of privilege and gratitude. Finally, my wife Kerry and children have watched this thesis unfold and have made sacrifices in family life to accommodate it. I am as usual grateful and privileged to have such an understanding and patient family. iii ABSTRACT THE PAST IS A FOREIGN COUNTRY: A History of the Church of England in the Diocese of Brisbane, 1950 - 1970. This thesis charts the history of the Church of England in the Diocese of Brisbane from 1950 to 1970. The history of the Diocese from its beginnings in the mid-nineteenth century could be read as the attempt to address the challenge of three abiding issues: a lack of ordained clergy, of financial resources and of active members. But suddenly, for about a decade from the early 1950s, these shortfalls were transcended. Churches recorded growing participation and parents sent their children to Sunday Schools in record numbers. More young men than ever before attended the theological college – St Francis’ College at Milton – and a money raising scheme, called the Wells Way, allowed parishes to tap post-World War II prosperity. Perhaps for the first time in Diocesan history, parishes could plan for the future with some confidence that the financial and human resources were in place for those plans to come to fruition. The first part of this thesis attempts to explain why this decade of growth occurred. Several answers are given. The Diocese established parishes in the emerging suburbs, which provided social activities for families, and especially for that new class of young people called ‘teenagers’. The churches were also seen as upholders of moral standards and one of the bulwarks against atheistic communism. Finally, the Diocese of Brisbane was seen to carry something of the ethos of the Church of England in England at a time of pride in the British heritage, which burst out when the newly crowned Queen Elizabeth II toured Australia in 1954 to tumultuous acclaim. The second part of this thesis charts the numerical decline which set in from the early 1960s. Coincidentally, this decline began when a new archbishop – Philip Strong – was installed in March 1963 as Archbishop of Brisbane. Strong came to Brisbane with a powerful reputation as a iv longstanding, missionary bishop in Papua New Guinea, whose steadfastness in World War II, during the Japanese invasion, evoked much respect and pride. After examining a number of theories for why numerical decline should suddenly set in, this thesis argues that rapid change – social, cultural, economic and technological – is the principal reason for the decline. Sundays were no longer sacrosanct to the churches alone. A more liberal spirit to moral issues challenged the traditional Christian moral code. Immigration patterns changed. New media, especially television, had a profound effect on the churches, more so than has perhaps been realised. Attitudes to authority figures and authoritative institutions changed in the wake of the Vietnam War, and the inchoate feminist movement challenged traditional church teachings on the role of women in religious institutions. The speed and scale of change wrong-footed the Diocese (and other churches), and it was unable to read or satisfactorily address social changes. What changes should the church accommodate? What ones should the church resist? The answer to these questions introduced a new divide in the Diocese (as elsewhere) between conservatives and liberals. The capacity of the Diocese to respond to social change was further inhibited by other factors. There was a loss of confidence in traditional teachings, especially after the publication of John Robinson’s book, Honest to God, in 1963. As well, Diocesan leadership tensions meant that time and energy was directed internally. The Diocese had a powerful registrar, Roland St John and he and other outspoken leaders did not always see eye to eye with the archbishop. Strong, who had spent the previous 26 years in Papua New Guinea, exercising unchallenged authority, found it hard to adjust to these more robust and challenging voices, some of whom were much more liberal than his own conservatism allowed. Finally, Anglo-Catholicism – the Diocesan theological engine room, which had created the passion and direction for Diocesan ministry over so many years – was seriously wounded by social and cultural change and gradually lost its force to inspire and motivate. v The thesis finishes by drawing some conclusions from this history and outlining the legacy of these years. A Note on Terminology The terms ‘Roman Catholic; and ‘Catholic’ are used throughout the thesis to refer to that Christian Church which is under the jurisdiction of the Bishop of Rome. This became a lifelong pursuit on my 20th birthday, when my father gave me a copy of The Parish Churches ot' England by J. Charles Cox and Charles Bradley Ford. In his preface, written in March 1935, Mr Ford pointed out that Dr Cox's English Parish Church was lirsl published in 1914, and was the recognised handbook on its subiect. In time the book became out of print and it was felt that a revised edition would be appropriate, because Cox was somewhat discutsive in his writrng. The text was pruned and space made for the inclusion of a chapter on'Local Varieties in Design'. This was based on Cox's original notes on the subject and other sources. I found this book quite fascinating and as the years went by I began to purchase second-hand copies of Cox's works and eventually wanted to know more about the man himself.

    5 ‘Mr Necessity’: Sir Howard Beale, 1958–641 Matthew Jordan Howard Beale was appointed Ambassador to the United States in 1957 at a critical time in American and indeed world history. The Cold War was well underway and tensions between the US-led West and Soviet Russia made the prospect of a ‘hot war’ with all its awful consequences a real possibility. Moved mainly by the inherent strategic limitations of ‘massive retaliation’, the US increasingly focused on winning ‘hearts and minds’ in former colonial territories in the Middle East, Asia and Africa during the 1950s and thereby stopping the spread of global communism.2 This broadening of the policy of containment, based on a continuing belief that communism was monolithic, found its most pertinent manifestation for Australia in the signing of the Manila Pact in September 1954. The pact, which established the Southeast Asia Treaty Organization (SEATO), committed the US to the defence of signatory countries in the event of communist aggression or subversion.     Explanatory Notes for Development Assessment Local Heritage Register Amendments to the Queensland Heritage Act 1992, Schedule 8 and 8A of the Integrated Planning Act 1997, the Integrated Planning Regulation 1998, and the Queensland Heritage Regulation 2003 became effective on 31 March 2008. All aspects of development on a Local Heritage Place in a Local Heritage Register under the Queensland Heritage Act 1992, are code assessable (unless City Plan 2000 requires impact assessment). Those code assessable applications are assessed against the Code in Schedule 2 of the Queensland Heritage Regulation 2003 and the Heritage Place Code in City Plan 2000. City Plan 2000 makes some aspects of development impact assessable on the site of a Heritage Place and a Heritage Precinct. Heritage Places and Heritage Precincts are identified in the Heritage Register of the Heritage Register Planning Scheme Policy in City Plan 2000. Those impact assessable applications are assessed under the relevant provisions of the City Plan 2000.     Welsh disestablishment: ‘A blessing in disguise’. David W. Jones The history of the protracted campaign to achieve Welsh disestablishment was to be characterised by a litany of broken pledges and frustrated attempts. It was also an exemplar of the ‘democratic deficit’ which has haunted Welsh politics. As Sir Henry Lewis1 declared in 1914: ‘The demand for disestablishment is a symptom of the times. It is the democracy that asks for it, not the Nonconformists. The demand is national, not denominational’.2 The Welsh Church Act in 1914 represented the outcome of the final, desperate scramble to cross the legislative line, oozing political compromise and equivocation in its wake. Even then, it would not have taken place without the fortuitous occurrence of constitutional change created by the Parliament Act 1911. This removed the obstacle of veto by the House of Lords, but still allowed for statutory delay. Lord Rosebery, the prime minister, had warned a Liberal meeting in Cardiff in 1895 that the Welsh demand for disestablishment faced a harsh democratic reality, in that: ‘it is hard for the representatives of the other 37 millions of population which are comprised in the United Kingdom to give first and the foremost place to a measure which affects only a million and a half’.3 But in case his audience were insufficiently disheartened by his homily, he added that there was: ‘another and more permanent barrier which opposes itself to your wishes in respect to Welsh Disestablishment’, being the intransigence of the House of Lords.4 The legislative delay which the Lords could invoke meant that the Welsh Church Bill was introduced to parliament on 23 April 1912, but it was not to be enacted until 18 September 1914.
