To achieve this objective, the Zoological Survey of India undertakes faunistic survey programmes and publishes the results in the form of research papers and reports and under the series "Fauna of India", "The Handbooks" and "Technical Monographs" The present contribution on the Turtles and Tortoises is the sixth in the series of "Handbooks" This is a very primitive group of animals which have a role in the conservation of Nature and are an important protein source. While studies on this group of animals began at the turn of this century, intensive studies were taken up only recently. The present "Handbook" gives a comprehensive taxonomic account of all the marine, freshwater and land turtles and tortoises of India, along with their phylogeny, distribution and keys for easy identification. It includes other information, wherever known, about their biology, ecology, conservation and captive breeding. A total of 32 species and subspecies distributed over sixteen genera and five families are dealt with here. I congratulate the authors for undertaking this work which I am sure will prove useful to students and researchers in the field of Herpetology both in India and abroad. -

From the Collection Combing the Roots of Colonialism: Jamaican Tortoiseshell Combs and Social Status, 1655–1692 Donald F. Johnson This article analyzes a set of seventeenth-century Jamaican tortoiseshell combs, arguing that these objects were cultural hybrids, combining recognizable colonial materials with familiar English forms and social meanings to allow those who had enriched themselves in the colonies entry into England’s elite. In examining the combs, this essay considers the double-sided combs’ origins in a European context, the actual process by which the material for these combs was harvested and forged into consumer goods, the ways in which the turtle trade shaped colonialism in the West Indies, and changing attitudes toward travel that made such an object possible. The MFEWS Central America Weather Hazards and Benefits Assessment For November 27 – December 3, 2008 1) In the last two weeks, heavy rainfall in Costa Rica and Panama has resulted in flooding and rising river levels for local areas in the Limon province and Bocas del Toro region of Panama. The development of a tropical low in the southern Caribbean is expected to produce significant rainfall across the Atlantic regions of Nicaragua, Costa Rica and Panama over the next seven days. Hazards Assessment Text Explanation: Over the last seven days, little to no rainfall was observed across Guatemala, Honduras and El Salvador with increased precipitation in excess of 50 mm observed, across local areas in Nicaragua, Costa Rica, and Panama. The persistent decrease in weekly rainfall over Guatemala and Honduras continues to provide much needed relief to the flood-affected regions of Guatemala, Honduras and Costa Rica, however anomalously wet conditions in the southern Caribbean have resulted in localized flooding and rising river levels Costa Rica and Panama. Government authorities in Costa Rica have issued an alert for municipalities in Limon province, as roads have been closed and hundreds of residents have been displaced from their homes. Presently, increasing water levels in the Barbilla, Reventazón (Siquirres), Chirripó (Matina) and Parismina Rivers in Costa Rica and Panama continue to be heavily monitored. For the November 27 – December 3 observation period, precipitation models indicate the persistence of a tropical low located in the southern Caribbean. Because this tropical low is forecast to remain quasi-stationary over the next 3-5 days, excessive rainfall totals (> 150 mm) are expected to negatively impact many local areas in the Bocas del Toro, Chiriqui provinces in Panama, the Limon, Puntarenas, Heredia, Alajuela and Cartago provinces of Costa Rica, and Atlantic departments of Nicaragua. -

Box 2866, Gainesville, Florida 32602 USA ABSTRACT. - We monitored leatherback turtle, Dermochelys coriacea, nesting in Parque Nacional Tortuguero on the Caribbean coast of Costa Rica during the 1995 nesting season. Between 8 April and 11 May, leatherbacks deposited an estimated 702 clutches along 35 km of beach between the mouths of the Tortuguero and Parismina rivers. Comparison of our data with those from previous studies indicate a probable decline in numbers of nesting turtles, possibly caused by the high levels of egg harvest which have occurred during recent decades. Public awareness campaigns and programs to encourage community participation in conservation efforts are needed in addition to more stringent enforcement of existing laws protecting leatherback turtles and their eggs. We advocate that ground surveys of the nesting beach be conducted throughout the nesting season complemented by occasional aerial surveys of the entire coastline to assess overall distribution of nesting leatherbacks. Mrosovsky* Editorial Advisor: Archie Carr EDITORIAL A conference on turtles, titled the "World Conference on Sea Turtle Conservation" is soon to open in Washington. Far from Washington, out in the Indian Ocean, lie a group of small is- lands, the Seychelles. Only 50-100 thousand people live on these islands and their views are not likely to be heard in Washington. But the history of recent efforts there to conserve sea turtles is an instructive one for participants to ponder. In 1968 the Seychelles proclaimed a complete ban on taking green turtles. The intent was to give time for assessment of stocks and for devising a management plan that would enable ex- ploitation of this resource without endangering it. Assistance was sought from IUM Unfortunately nothing materialized, letters from the Seychelles went unanswered, momentum was lost (see Salm, 1976; Frazier, in press). During this time there was considerable poaching and pressure to lift the ban increased. The Seychellois resented being told they could not eat turtle when it was an important and traditional source of meat. After resisting these pressures for a while, in 1976 the government, disillusioned, as one high official put it, by the apparent unwillingness of the international conservation movement to do anything for the green turtles of Seychelles, other than wring their hands in dismay at any proposal to modify the ban, rescind- ed it in favour of less complete restrictions. The predicament of the Seychelles government is not unique. It exemplifies problems facing many countries with sea turtles. -

Altitude: between sea level and 269 metres above sea level 6. Area: 75,310 hectares 7. Overview: This reserve is the core area of the Area de Conservación y Desarrollo Sostenible de Llanuras del Tortuguero (ACTo). The reserve has three identifiable and separate parts: 1) incorporated into the Tortuguero National Park (23,903 hectares); 2) included in the Barra del Colorado wildlife reserve (40,315 hectares); 3) included in the border reserve (Refugio Fronterizo) (11,092 hectares). Eighty per cent of the reserve has sandy soils produced by sedimentation, which in the coastal area form parallel bars, rising several metres above the water-table, and depressions subject to variable flooding, forming lakes, grass marshes and wooded swamps. This system is maintained by high precipitation and deficient drainage. The average temperature is 25°C, with recorded lows of 18°C and a highs of 33°C. Minimum monthly precipitation is 157 mm, and total annual precipitation is approximately 6000 mm. There are more than 330 days of cloud cover per year, and this area is classified as very humid tropical forest. The area of Lomas de Sierpe y Coronel was produced by volcanic activity. The base is formed by permeable, light grey, broken lava rocks. Overlying this are harder rocks and grey or dark grey lavas. Volcanic activity formed a group of small islands raised on the ocean floor along the eastern coast indented with traces of former bays. -

However, in areas where exploitation of adults has been substan- tially reduced or halted, increases in local nesting populations of several species have been shown. There is a paucity of published information on catch rates, methodologies, target species and size classes in small scale marine turtle fisheries. In the Cayman Islands a legal, highly regulated turtle fishery exists; laws regarding turtle protection regulate seasonality, capture location and method, size class, and levels of take via a licensing system. Licenses have only been issued to ‘traditional’ fishermen and will not be issued to other individuals in the future. Analysis of fishery data from legally captured animals (n = 27) shows that all turtles reported as captured were either adults or very large juveniles, and many were captured during periods when adults were likely to have been in the waters of the Cayman Islands to breed. -

Long-Term Conservation Efforts Contribute to Positive Green Turtle

Postal 246-2050, San Pedro, Costa Rica Received 8 April 2003; received in revised form 29 March 2004; accepted 13 April 2004 Abstract Worldwide, green turtle Chelonia mydas populations have declined and the species is classified as globally endangered. Tor- tuguero, Costa Rica, hosts the largest remaining green turtle rookery in the Atlantic basin. Tortuguero green turtles have been hunted since pre-Columbian times. Monitoring and conservation of the green turtle population began in 1955. The long-term efforts provide an excellent opportunity to evaluate the success of sea turtle conservation action and policies. Nest counts conducted 1971– 2003 were analyzed to: (1) determine the nesting trend, (2) estimate rookery size and (3) identify events and policy decisions in- fluencing the trend. A nonparametric regression model indicates a 417% increase in nesting over the study period. Rookery size was defined as the mean number of nests 1999–2003 and estimated at 104,411 nests yearÀ1, corresponding to 17,402–37,290 nesting females yearÀ1. A comparison with 34 index populations verifies Tortuguero as one of the two largest green turtle rookeries worldwide. Events and policy decisions in Costa Rica, Nicaragua, and Panama that comprise the main nesting, feeding and mating grounds for the Tortuguero population are likely to have had the greatest influence on green turtle survivorship. Conservation efforts and policies catalyzing increased hatchling production and decreased adult and juvenile mortality since 1963 have contributed to the positive nesting trend.
