EXPOSICIÓN DE MOTIVOS

Los presentes lineamientos tienen como objetivo establecer las normas que regularán la evaluación de los productos académicos de los profesores-investigadores de la División por parte del Comité de Publicaciones y Propiedad Intelectual.

El primer capítulo de este Reglamento, define que se trata de un ordenamiento que regula la función del Comité de Publicaciones y Propiedad Intelectual.

En el capítulo segundo se menciona el objetivo del Comité, mientras que los requisitos mínimos para que sea evaluado el producto académico del profesor-investigador se mencionan en el capítulo tercero.

El capítulo cuarto señala los criterios generales para la evaluación de los productos académicos.

La definición de cada uno de los productos académicos se presenta en el capítulo quinto.

El capítulo sexto regula el procedimiento interno, que habrá de cumplir cada profesor-investigador para la obtención del aval del producto académico; asimismo, integra las causas de excusas y recusaciones.

CAPÍTULO I DE LA FUNDAMENTACIÓN

Artículo 1.- El presente ordenamiento regula la operación del Comité de Publicaciones y Propiedad Intelectual de la División de Ciencias Económico Administrativas y establece las normas para evaluar y otorgar el aval a los productos académicos de los profesores-investigadores de la División. Lo anterior con apego a la Ley Orgánica de la Universidad de Guanajuato, al Estatuto Orgánico, al Estatuto Académico, al Estatuto del Personal Académico, al Plan de Desarrollo Institucional, al Plan de Desarrollo del Campus y al Plan de Desarrollo de la División.

CAPÍTULO II OBJETIVO

Artículo 2.- El objetivo del Comité de Publicaciones y Propiedad Intelectual de la División de Ciencias Económico Administrativas es evaluar los productos académicos de los profesores-investigadores de la División para determinar si cumplen o no con los requisitos para que les sea otorgado el aval al que hace mención el Reglamento del Programa de Estímulos al Desempeño del Personal Docente.

CAPÍTULO III DE LOS CANDIDATOS A LA EVALUACIÓN

Artículo 3.- Son candidatos para obtener el aval aquellos profesores de carrera de tiempo completo de 40 horas y de manera proporcional los de 30 horas, en las categorías de asociado y titular.

Artículo 4.- Los profesores que quieran ser acreedores al aval deberán bajo protesta decir la verdad y apegarse a los principios del Código de Ética de la Universidad.

Artículo 5.- El Comité de Publicaciones y Propiedad Intelectual podrá comprobar la veracidad de la información entregada para la evaluación y el otorgamiento del aval.

CAPÍTULO IV DE LOS CRITERIOS GENERALES DE LA EVALUACIÓN

Artículo 6.- Para la obtención del aval, los productos académicos de los profesores-investigadores serán evaluados por el Comité de Publicaciones y Propiedad Intelectual de la División, de acuerdo a los presentes Lineamientos.

El Comité de Publicaciones y Propiedad Intelectual de la División se reserva el derecho de verificar la autenticidad de los documentos presentados para su evaluación. 3

Artículo 7.- Se considera un producto académico aquella obra escrita u oral que aporta elementos para la creación de conocimiento en un área específica.

Artículo 8.- Serán considerados como criterios generales para la evaluación de los productos académicos los siguientes: a) Valor agregado: Se refiere a la claridad y la vigencia de los conceptos, la profundidad con que se trate el tema y la contribución al área del conocimiento correspondiente. b) Formato estándar: De acuerdo a las alternativas presentadas en el Apéndice 2. c) Honestidad académica: De acuerdo al Código de Ética de la Universidad.

El otorgamiento del aval estará en función del cumplimiento de todos y cada uno de los tres puntos señalados en este artículo.

Artículo 9.- Se considerarán para su evaluación productos académicos en los idiomas español, francés, inglés y portugués. Obras ejecutadas en cualquier otro idioma se podrán evaluar con el apoyo de un asesor externo al Comité de Publicaciones y Propiedad Intelectual.

Se sugiere que cuando el profesor-investigador presente un producto académico en lengua no materna, éste sea sometido tanto a la revisión de ortografía y gramática disponible en los paquetes estándar de procesamiento de textos como a la revisión de un Servicio Editorial profesional, con el objetivo de mejorar el producto y agilizar la evaluación por parte del Comité de Publicaciones y Propiedad Intelectual. (Ver Apéndice 3).

Artículo 10.- Los productos académicos que serán evaluados para el otorgamiento del aval son: a) Libro especializado b) Reedición de libro (corregida y aumentada) c) Capítulo en libro de investigación d) Traducción de libro e) Traducción de capítulo de libro f) Productos de divulgación g) Memorias en extenso (con ISBN) h) Traducción de productos de divulgación i) Edición de revista o catálogo j) Reseña k) Artículo de investigación en revistas científicas especializadas arbitradas

l) Editorial en revista m) Cartas al editor en revista n) Trabajo presentado en evento especializado (Memoria de evento sin ISBN)

Lo anterior de acuerdo a los criterios utilizados por CONACYT en su glosario de términos técnicos y al Reglamento del Programa de Estímulos al Desempeño del Personal Docente.

Artículo 11.- El Comité de Publicaciones y Propiedad Intelectual suscribirá un dictamen para los productos académicos evaluados y los remitirá con las observaciones correspondientes al profesor-investigador. Los dictámenes tendrán tres categorías: a) Aval b) Aval condicionado, sujeto a revisiones c) Sin Aval

Artículo 12.- El dictamen emitido por el Comité de Publicaciones y Propiedad Intelectual podrá ser apelable en un término de cinco días hábiles contados a partir de la fecha de la notificación oficial al interesado.

CAPÍTULO V CRITERIOS DE EVALUACIÓN

Artículo 13.- Los productos académicos que serán evaluados son los siguientes: a) Libro: Obra completa publicada impresa o digital sobre temas científicos, tecnológicos, culturales, artísticos o disciplinares, que realiza el profesor-investigador para ofrecer información relevante sobre un área del conocimiento relacionada con su quehacer. Se valorarán los siguientes criterios de calidad: - Contar con ISBN, aunque esto no garantiza por si sólo el aval - La profundidad con que se trate el tema - La claridad y la vigencia de los conceptos - Las fuentes de información - La contribución al área del conocimiento correspondiente - La extensión (mínimo 50 páginas) - El formato editorial (ver Apéndice 3 para los formatos aceptados) - El prestigio de la editorial b) Reedición de libro (corregida y aumentada): Implica modificaciones o actualizaciones de una obra ya editada, de acuerdo a los criterios del rubro del libro.

c) Capítulo de libro: Para ser considerado como tal, debe formar parte de un libro editado y publicado, de acuerdo a los criterios del rubro del libro. Las breves introducciones y los prólogos no se evalúan como capítulos de libro. d) Traducción de libro: Es la edición de un texto convertido de un idioma a otro distinto al original, publicado por una institución de reconocido prestigio. e) Traducción de capítulo de libro: Es la edición de un capítulo de libro en otro idioma publicado por instituciones de reconocido prestigio. f) Productos de divulgación: Son los escritos que comunican conocimiento utilizando para ello, una gran variedad de medios. Dicha comunicación va dirigida a distintos públicos, recreando el conocimiento y contextualizándolo para hacerlo accesible. La calidad se estima en función de la originalidad, el impacto y la claridad. Son considerados para este rubro artículos en revistas o periódicos de divulgación. g) Memorias en extenso (con ISBN): Se refiere a versiones escritas de ponencias realizadas en algún evento o foro académico. Se tomarán en cuenta para la evaluación aquellas que cuenten con ISBN y que hayan pasado por un proceso de dictamen. h) Traducción de productos de divulgación: Es la conversión de un artículo de divulgación escrito en otro idioma, en algún medio impreso o digital de reconocido prestigio. i) Edición de revista o catálogo: Es la revisión y diseño de una publicación periódica, científica, técnica o de divulgación, que contribuye al quehacer universitario. j) Reseña: Es la narración acerca de un artículo, libro o evento académico que se publica en una revista arbitrada con ISSN. El criterio de calidad será que la reseña sea a modo de ensayo crítico, y no sólo una síntesis del texto original. k) Artículo de investigación en revista especializada: Es la publicación de los resultados de investigación en revistas periódicas especializadas con arbitraje e ISSN, que informan sobre estudios originales, teorías o técnicas que no hayan sido publicados con anterioridad y que contribuyan a la generación del conocimiento. l) Editorial en revista: Es la publicación de escritos tales como prólogos, comentarios editoriales, presentaciones de libros, u otros análogos, solicitados a profesores, por un Editor o Comité Editorial, como reconocimiento a su experiencia y que implican el conocimiento profundo sobre un tema. Es necesario que la revista cuente con ISSN. m) Cartas al editor en revista: Es la publicación de escritos como cartas, que cumplen con el objetivo de opinar sobre algunos aspectos de la política editorial de la revista. Emiten un juicio crítico sobre un hecho de dominio público, amplían, interpretan o explican algunos aspectos de trabajos publicados recientemente en la revista.

n) Trabajo presentado en evento especializado (Memoria de evento sin ISBN): Es la presentación de los resultados parciales o totales de una investigación, en seminarios, simposios, congresos o cualquier otro evento similar que no fueron arbitrados y/o que no cuentan con ISBN.

Para todos y cada uno de los productos académicos mencionados, se tomarán en cuenta los criterios descritos en el artículo 8 de los presentes Lineamientos.

El contar con registro ISSN para los productos académicos publicados en revistas científicas especializadas, garantiza la obtención automática del aval.

CAPÍTULO VI DEL PROCEDIMIENTO

Artículo 14.- El Comité de Publicaciones y Propiedad Intelectual llevará a cabo una evaluación integral de los documentos entregados por el profesor-investigador mediante los cuales pretenda acreditar su producto académico. La integralidad hace referencia a cumplir con los puntos antes mencionados de acuerdo al tipo de producto a que se refiera y también a los atributos de calidad, honestidad y ética.

Para este proceso de análisis, el Comité de Publicaciones y Propiedad Intelectual podrá allegarse de la información complementaria o adicional sobre los aspectos a evaluar por los medios que considere pertinentes; igualmente podrá auxiliarse de asesores especialistas a efecto de contar con mejores elementos de juicio, quienes en su caso tendrán voz, pero no voto.

Artículo 15.- Existirá un recurso de revisión, que tiene por objeto que se confirme, revoque o modifique la decisión impugnada y deberá interponerse por el interesado, ante el Consejo Divisional, dentro de los 5 días siguientes a la notificación del acto. Para la resolución por parte del Comité se contará con 20 días a partir de la fecha en que se reciba la impugnación por escrito.

En el escrito en que se interponga el recurso, el recurrente deberá expresar claramente los agravios que a su juicio le cause la resolución impugnada. Pudiendo anexar toda la documentación complementaria necesaria para acreditar el agravio impugnado.

La documentación anexada al escrito de agravio no será calificada si el recurrente no la mencionó previamente; la documentación que se aporte con posterioridad al proceso de evaluación no podrá ser tomada en cuenta a efecto de modificar el dictamen, solo será eficiente para proporcionar mayores elementos de convicción para que el Consejo pueda confirmar o modificar la determinación impugnada.

Artículo 16.- La resolución por parte del Consejo Divisional que ponga fin al recurso será

definitiva.

Artículo 17.- En el Comité de Publicaciones y Propiedad Intelectual, el quórum de asistencia será de la mitad más uno del total de los miembros, y para que las votaciones sean válidas deberán ser sancionadas por mayoría relativa de los presentes. El Presidente tendrá voto de calidad en caso de empate.

El Secretario del Comité de Publicaciones y Propiedad Intelectual será electo por el voto de la mayoría de los miembros.

Artículo 18.- Los integrantes del Comité de Publicaciones y Propiedad Intelectual deberán excusarse en todos aquellos casos en que, por alguna razón, pueda verse afectada su imparcialidad.

Definiciones de la Real Academia Española de la Lengua de los Términos Utilizados en el Artículo 8 de este Reglamento

1) Claridad. (Del lat. clarĭtas, -ātis). ~ meridiana. claridad de un argumento o un razonamiento de muy fácil comprensión.

2) Vigencia. 1. f. Cualidad de vigente. vigente. (Del lat. vigens, -entis, part. act. de vigēre, tener vigor). 1. adj. Dicho de una ley, de una ordenanza, de un estilo o de una costumbre: Que está en vigor y observancia.

En este apéndice se presentan algunos formatos editoriales aceptados para productos académicos, tanto libros como artículos científicos.

ARTWORK For the best quality final product, it is highly recommended that you submit all of your artwork – photographs, line drawings, etc. – in an electronic format. Your art will then be produced to the highest standards with the greatest accuracy to detail. The published work will directly reflect the quality of the artwork provided. Electronic Figure Submission  Supply all figures electronically.  Indicate what graphics program was used to create the artwork.  For vector graphics, the preferred format is EPS; for halftones, please use TIFF format. MS Office files are also acceptable.  Vector graphics containing fonts must have the fonts embedded in the files.

 Name your figure files with "Fig" and the figure number, e.g., Fig1.eps. Line Art

 Definition: Black and white graphic with no shading.  Do not use faint lines and/or lettering and check that all lines and lettering within the figures are legible at final size.  All lines should be at least 0.1 mm (0.3 pt) wide.  Scanned line drawings and line drawings in bitmap format should have a minimum resolution of 1200 dpi.  Vector graphics containing fonts must have the fonts embedded in the files.

Halftone Art

 Definition: Photographs, drawings, or paintings with fine shading, etc.

 If any magnification is used in the photographs, indicate this by using scale bars within the figures themselves.  Halftones should have a minimum resolution of 300 dpi. Combination Art

 Definition: a combination of halftone and line art, e.g., halftones containing line drawing, extensive lettering, color diagrams, etc.  Combination artwork should have a minimum resolution of 600 dpi. Color Art  Color art is free of charge for online publication.  If black and white will be shown in the print version, make sure that the main information will still be visible. Many colors are not distinguishable from one another when converted to black and white. A simple way to check this is to make a xerographic copy to see if the necessary distinctions between the different colors are still apparent.  If the figures will be printed in black and white, do not refer to color in the captions.  Color illustrations should be submitted as RGB (8 bits per channel). Figure Lettering  To add lettering, it is best to use Helvetica or Arial (sans serif fonts).  Keep lettering consistently sized throughout your final-sized artwork, usually about 2–3 mm (8–12 pt).  Variance of type size within an illustration should be minimal, e.g., do not use 8-pt type on an axis and 20-pt type for the axis label.  Avoid effects such as shading, outline letters, etc.  Do not include titles or captions within your illustrations.

Figure Numbering  All figures are to be numbered using Arabic numerals.  Figures should always be cited in text in consecutive numerical order.  Figure parts should be denoted by lowercase letters (a, b, c, etc.).

 If an appendix appears in your article and it contains one or more figures, continue the consecutive numbering of the main text. Do not number the appendix figures, "A1, A2, A3, etc." Figures in online appendices (Electronic Supplementary Material) should, however, be numbered separately. Figure Captions  Each figure should have a concise caption describing accurately what the figure depicts. Include the captions in the text file of the manuscript, not in the figure file.  Figure captions begin with the term Fig. in bold type, followed by the figure number, also in bold type.  No punctuation is to be included after the number, nor is any punctuation to be placed at the end of the caption.  Identify all elements found in the figure in the figure caption; and use boxes, circles, etc., as coordinate points in graphs.  Identify previously published material by giving the original source in the form of a reference citation at the end of the figure caption.

Figure Placement and Size  When preparing your figures, size figures to fit in the column width.  For most journals the figures should be 39 mm, 84 mm, 129 mm, or 174 mm wide and not higher than 234 mm.  For books and book-sized journals, the figures should be 80 mm or 122 mm wide and not higher than 198 mm. Permissions If you include figures that have already been published elsewhere, you must obtain permission from the copyright owner(s) for both the print and online format. Please be aware that some publishers do not grant electronic rights for free and that Springer will not be able to refund any costs that may have occurred to receive these permissions. In such cases, material from other sources should be used. Accessibility In order to give people of all abilities and disabilities access to the content of your figures, please make sure that  All figures have descriptive captions (blind users could then use a text-to-speech software or a text-to-Braille hardware)  Patterns are used instead of or in addition to colors for conveying information (color-blind users would then be able to distinguish the visual elements)  Any figure lettering has a contrast ratio of at least 4.5:1

These notes are to help you to prepare a proposal that can be fully, carefully and rapidly assessed. About Cambridge University Press Cambridge University Press is an integral part of the University of Cambridge and is constitutionally devoted to printing and publishing for 'the acquisition, advancement, conservation and dissemination of knowledge in all subjects'. The Press is governed by a University Syndicate, an official committee comprising 18 senior University 13

academics from a wide variety of disciplines, which was first established in the sixteenth century. The Press Syndicate meets every two weeks during term time (and monthly during the vacations). At these meetings the Press editors recommend proposals to the Syndicate for publication. When a recommendation is accepted by the Syndicate, a contract is then offered to the author(s) or editor(s). Preparing your proposal The function of the proposal is to convince the Press editor, referees and Press Syndicate that the book you propose will be a valuable addition to the literature. In essence, why should your book be published? Never simply assume the a priori importance of what you intend to do. In general, the more you can tell us about the book the better. We need to know the working title, your reasons for writing, what the book will cover, the expected readership and information about you and other authors or contributors. Title The choice of title is very important. The title defines the subject area, the level at which you will write, and the relationship of this book to others in this area. It will appear in catalogues and publicity listings, and in bibliographies and reference lists and it may be the only indication of content, of crucial importance to librarians, booksellers and other institutional customers. The title should therefore be given careful thought and should be as informative and descriptive as is compatible with a bold statement. If you are offered a contract, your Press editor will expect to work with you on the final wording for the title and subtitle. Reasons for writing It may be that we have asked you to write; it may be that the impetus has come from your students or your colleagues; perhaps you yourself have felt the need for a book on the subject for your own work; it may be that you teach a course and want to produce a book to accompany it. You may have other reasons. Please tell us why this is a good topic for you to write on at this time, and why you feel motivated to write a book now. Content We need to know as much as possible about the proposed structure and contents of the book. The subject area and the way you will present the topics should be stated clearly. Any scheme you draw up at this stage will inevitably change as writing proceeds and your book grows and develops, but the more detailed your initial presentation, the better. As you prepare your outline, you may find it useful to consider these questions:  Why does a book need to be written on your proposed topic?  What themes, concepts and ideas will you develop?  How does your book differ from others in the area? What unique features or focus does it have? What is the existing competition for your book? Please give us details of the most relevant titles, indicating their relative strengths and weaknesses.  Is the book based on a course you teach? If so, please give details.  How long, in words or printed pages, do you expect the finished book to be?  Will the book be illustrated by line drawings, photographs, graphs or in any other way? Will any of this material be in colour?  Will it sit comfortably in one of the series of books on our list, or do you consider it to be a stand-alone volume?  If it is to be a textbook, please give details of the curricula to which it relates, including course titles and level.  Would your book compete with or complement others on similar subjects? Please give a list of chapters and a paragraph or two about the content of each, or at least detailed subsection headings. If you have already prepared one or more sample chapters, we may ask to see these.

Readership Please tell us about the readership you expect to reach with the book Is the book primarily for A. academic specialists, practitioners or professionals in your field B. undergraduates, whether for course or reference usage C. advanced and/or graduate students D. a range of scholars or professionals in disciplines other than your own? 14

About the authors/editors Please give a brief account of each author or editor's present academic interests and position or professional affiliation, with a list of any recent publications and any other information you think might help us. If the book is an edited volume, please also provide the names and affiliations of each contributor, together with an indication whether or not they have agreed to contribute to the volume, at least in principle. Level The book you are going to write will most probably fit into one of the following broad categories: Monographs Monographs are works of original scholarly research, engaging with other relevant primary and secondary literature and pushing forward disciplines into new areas of enquiry. Publication of the best and most important monographic work is central to what Cambridge does as a University press. In selecting monographs we apply extremely stringent criteria of ambition, significance and quality, and indeed in many cases recommend to individual scholars (and particularly those who have recently completed doctoral theses) that their research is more effectively disseminated in article form in appropriate scholarly journals, rather than as a book proper. We very rarely contract monographs on the basis of a proposal alone: our referees need to see at least a substantial section of a completed monographic typescript to make a considered evaluation. Textbooks A textbook is best defined as a book written for a college or university student. It will be used to explain and expand the content of a particular lecture course or series of courses which students are expected to attend. A textbook must be an essential adjunct to a course and students will be strongly recommended to buy it. Its coverage may be truly comprehensive or relatively specialised, depending on the type of student to whom it will be directed. It should be sufficiently wide in its appeal (and broad in its exemplification) to be suitable for courses other than your own. In your proposal, please indicate the courses for which your book may be appropriate. Is the book for first year undergraduates, or for graduate students, for example? What would typical courses for this readership be called? It is particularly important to consider how your book relates to the competition. How is your book superior to, or more up-to-date than existing texts? You may wish to devote a special section to the strengths and weaknesses of the established textbooks. Multi-author or edited works Edited works should be thorough and structured reviews of a major subject, in which both the chapter topics and the contributors have been carefully selected by the volume editor(s) to ensure that the resulting book is as comprehensive, coherent and integrated a treatment of that subject as possible. Cambridge does not publish conference proceedings per se, and if you are proposing to edit a book based on an academic meeting or workshop, then it is essential that the chapters are written expressly for the book and are not transcriptions of presentations, that you have selected only the best contributions from the meeting, and have, if necessary, supplemented these with specially commissioned chapters to ensure that the book is fully rounded and cohesive. For all edited works, please give us the contributors’ names and affiliations, chapter titles and short abstracts of each chapter in the order in which they will appear in the book. Have all the contributors been approached and/or agreed at least in principle that they will contribute? Tell us how and why you have selected the topics and contributors for the chapters and how they fit together. How will you as editor ensure that the resulting chapters are of a consistent standard and level? Please also indicate a timetable for contributors to submit first drafts to you, and an estimate of when you think the volume will be in final form and ready to send to the Press. The above notwithstanding, the Press Syndicate is committed as general policy to taking on fewer unsolicited edited volumes of the kind described, and in such cases we now often recommend to potential editors that they consider dissemination of their proposed articles as a special issue of an appropriate journal, rather than as a book proper. Reference books This type of book collects together and summarises all the information available in one area. That area may be wide or narrow, but it is important that it is covered comprehensively. Currently there is a good demand for specialist dictionaries and reference handbooks and manuals in most areas of the humanities and social

sciences.There has always been a demand for dictionaries, and as the boundaries between traditional subjects become less well defined, the usefulness of specialist encyclopedias, dictionaries, handbooks, practical guides and other works of reference becomes ever greater. Such books may be organised thematically, or alphabetically. A proposal for this type of book should include a provisional list of topics to be included and, if possible, some specimen pages. Please also provide information on how you see the intended readership using the book. What we don’t publish! We do not publish new fiction, poetry or other forms of creative writing. We do not publish autobiography or memoir. We do not publish overtly devotional or religious tracts (except for the Bible), or political polemic. We do not publish cookbooks, car handbooks or D-I-Y manuals. We do not publish highly illustrated books for the general reader. Everything we publish must have some educational and/or scholarly value. Procedure Your proposal and any supporting material will be read by the appropriate Cambridge editor, who will discuss it with colleagues: we strongly advise you to show your outline before we see it to any immediate collaborators, students (if it is a text) and other professional colleagues, and that you consider their opinions carefully. This will speed up our assessment process and will almost certainly help you to write a well-balanced proposal. At this stage we may take external reports from referees, with a view to a formal commitment to publish, or we may simply ask you to prepare a more substantial draft (without any commitment to publish on either side): much will depend on the nature and level of the intended book, as described above. Or we may simply decline to pursue your proposal, as inappropriate in level or intention for Cambridge University Press. Summary The amount and type of information you give, overall, should be the amount and type you yourself would need if you were asked to assess a proposal from another authority in your field. Your initial proposal should include:  Title  Reasons for writing, proposed length and amount of illustration  Intended completion date  General overall account of content of book, list of chapters and indication of content of each chapter  Brief credentials of author(s)  Level of presentation  The readership and market for the book  Comparison with competing books.

The American Economic Review: Guidelines

The American Economic Review: Submission Guidelines Special Announcement to Authors: Effective July 1, 2011 Upon a joint recommendation of the editors of the American Economic Review and the four American Economic Journals, the Executive Committee has voted to drop the "double-blind" refereeing process for all journals of the American Economic Association. The change to "single-blind" refereeing will become effective on July 1, 2011. Easy access to search engines increasingly limits the effectiveness of the double-blind process in maintaining anonymity. Further, it increases the administrative cost of the journals and makes it harder for referees to identify an author's potential conflicts of interest arising, for example, from consulting.

Submission Policy

Any paper submitted to the American Economic Review should NOT be under consideration for publication at another journal. All submitted papers must also represent original work, and should fully reference and describe all prior work on the same subject and compare the submitted paper to that work. In an effort to prevent plagiarism, the American Economic Association subscribes to CrossCheck to screen its submissions. CrossCheck has a "database of current and archival scholarly literature" and uses the Ithenticate tool to "compare authored work against the content in the database and highlight matching or similar text for further editorial review." Submission to AEA journals implies permission of the Association to check the submission electronically for plagiarism, using the CrossCheck system. Submission fees must be paid by credit card at the time of submission. We are unable to review manuscripts that have been previously rejected by the AER. The AER reserves the right to reject papers without review. Authors should also indicate, either in their cover letter or in the title page referred to below or both, whether the research reported in their paper was the result of a for-pay consulting relationship or if they or their employer has a financial interest in the topic of the paper which might constitute a conflict of interest. Source information for tables, figures, maps, photos, and other artwork should be mentioned in the captions. For material that is copyrighted, you must obtain a letter of permission from the copyright holder. In the US, , EU countries, and Japan, copyright is automatically granted for photos to the owner(s) of the photos.

All manuscripts should be submitted in PDF format with 1.5 line spacing and should not exceed 40 pages (a 50-page limit applies to double-spaced manuscripts). This limit includes reference lists, figures, and tables. 2. Please use 12-point Times New Roman or similar font. Margins should be 1.5 inches on the top, bottom, and sides. 3. Please include the words "For Online Publication" at the beginning of any lengthy appendix. The 40-page manuscript limit can be exceeded by an appendix if it is clearly marked as such. 4. Your manuscript should include a title page with each author's name and contact information. Please indicate the institutions and/or grant numbers of any financial support you have received for your research. Also indicate whether the research reported in the paper was the result of a for-pay consulting relationship. If your submission is derived from a paper you have published elsewhere please make that evident on your title page as well. 5. Include an abstract of 100 or fewer words. 6. Reference to articles and books in the text: For citations in the text, use author last name(s) only followed by year of publication in parentheses. When listing a string of references within the text, arrange first in chronological order, then alphabetically within years. If there is more than one publication referred to in the same year by the author(s), use the year and a, b, etc. (example: 1997a, b). Referenced year and spelling of last name in the text must match those in the reference section exactly. Mathematical equations:  Equations should be typed on separate lines and numbered consecutively at the left margin, using Arabic numbers in parentheses;  Please use italics for scalar variables, use boldface to specify vectors and matrices, and use script for sets.

 Subscripts and superscripts must be easily distinguished from regular variables and from each other. Use only two levels of sub- and superscripts.  Fractions: When equations in the text contain fractions, use a slash "/" or solidus and clearly denote numerator and denominator with parentheses. Display fractions that are too complicated to keep in the text on a separate line. 9. Quotations must correspond exactly with the original in wording, spelling, and punctuation. Page numbers must be given. Changes must be indicated: use brackets to identify insertions; use ellipsis dots (...) to show omissions. Also indicate where emphasis has been added. Only lengthy quotations (more than 50 words) should be separated from the text; such quotations must be indented at the left margin. 10. Tables should:  Be no more than 9 columns wide;  Be numbered consecutively with Arabic numbers;  Not use vertical lines to show space distinction (use only horizontal lines and additional blank space if necessary);  Not have any shading;  Use Panel A and Panel B to denote sections of a table. Do not abbreviate in column headings. Spell out "percent"; do not use the percent sign. Place a zero in front of the decimal point in all decimal fractions (i.e., 0.357, not .357). For footnotes pertaining to specific table entries, footnote keys should be lowercase letters (a, b, c, etc.); these footnotes should follow the more general table Note(s) or Source(s). Use asterisk (*) footnotes for the following: *** Significant at the 1 percent level. ** Significant at the 5 percent level. * Significant at the 10 percent level. Full citations of the sources are to be included in the references. 11. Figures MUST be submitted in PDF, EPS, AI, WMF, or PPT. Format photographs and raster images at 300 dpi. If there are variables (italics) or matrices and vectors (boldface) in figures, they should be designated as such. You are encouraged to create figures in color. Figures you create in color will appear in black and white in the print journal. You should ensure that your colored elements are sufficiently differentiated when rendered as gray so that readers of the paper version can understand them. The journal cannot reprint imagery owned by a third party without the formal written consent of the copyright holder. This can include, but is not limited to, reproductions of advertisements, maps, diagrams, corporate logos, and screen shots of webpages. 12. Print Appendix: Authors are encouraged to use an Appendix for technical proofs and derivations that can be separated from the main text. The Appendix should begin on a new page following the text, preceding the references. Designate multiple Appendices A, B, C, as necessary. Number equations, theorems, propositions, etc., within the Appendix as (A1), etc. 13. Online Appendix: Appendices that exceed five pages will appear only on our website. Online Appendices should be sent as a separate PDF file. Online Appendices will be posted without being typeset or copyedited by the journal. 14. Reference section: Use full names of authors and/or editors. List all author/editors up to/including ten names. Authors of articles and books and material without specific authors or editors, such as government documents or bulletins, are to be listed alphabetically. Please follow the Chicago Manual of Style’s ―Author-Date‖ style. LaTeX and Scientific Word users, please use the aea.bst file. We encourage you to use bibliographic software when preparing your reference list. If you are using software please select ―Chicago Author-Date‖ when using bibliographic software. Other style points:  Do not use Q.E.D. or an end-of-proof box (an extra line of space will be added instead). Do not use the % sign; always spell out the word ―percent.‖  Apostrophes are used for possessives (e.g., Robert’s journal), generally not for pluralization (i.e., HMOs).  Hyphenate compound adjectives when they come before a noun, not after (e.g., a well-known author; an author well known). Generally, the following prefixes are not hyphenated: non, pre, post, over, under, intra, pro, re, semi. However, quasi and self are hyphenated whether they precede or follow the noun.

17. Copyright: EACH author/co-author will be sent a copyright transfer agreement along with the proof. A paper for which there is no signed copyright transfer agreement cannot be published. Submission Guidelines Manuscript Preparation Double Blind The manuscript should be double-blind compatible, which means (i) the author(s) must remove explicit indications of the authors’ names and institutions, (ii) the author(s) must remove all acknowledgments, and (iii) the paper should be written in such a way that it does not surely reveal an author’s identity (e.g., ―I extend the work in my dissertation (Norman 1995)‖ should be written in a neutral manner like ―This work extends the research in Norman (1995)‖). Proper attribution of prior work, especially work done by the authors, is a must and takes precedence over maintaining anonymity. Author names, institutions, and acknowledgments will be returned to the printed manuscript upon acceptance for publication. Plagiarism and Copyright Authors should read the INFORMS Guidelines for Copyright and Plagiarism before submitting their manuscript. Disclosure of Related Papers It is the authors’ responsibility to notify the editor in writing whether their submitted manuscript, or any similar version of it, (i) has substantial overlap with any of their other manuscripts (e.g., prior publications, conference proceedings, book chapters, papers submitted to other journals), (ii) has appeared in or will appear in a non-refereed publication, conference proceeding, or book chapter; and/or (iii) was previously rejected by Management Science (and, if so, justification for resubmission is provided). When in doubt, authors should err on the side of additional disclosure, leaving to the editor to decide what is relevant or not.

Formatting Requirements Submissions should use a standard (non-narrow) 11-pt font such as Arial, Times New Roman, or Helvetica, have 1-inch margins on all sides, and have 1.5 spacing. Footnotes should be used sparingly. LaTeX style files are available here at the INFORMS author portal. Page Limit Papers are judged based on their contribution relative to their length. As such, short papers are encouraged and will not automatically be labeled as ―research notes.‖ Manuscripts are expected to be written with no more than 32 pages (using the formatting described above), including all material (main body, references, appendix, tables, figures, etc.). This constraint applies to new and revised submissions. This page limit is imposed because (i) papers should focus on their main contribution, thereby increasing the clarity of the contribution and its potential to have its full impact; (ii) shorter papers are easier to review; (iii) publishing shorter papers allows us to print more manuscripts per year within our limited budget (revenue is insensitive to page length, but editorial production costs are not). To stay within our page limit you may wish to follow these guidelines for efficient writing: use a brief introduction only to establish your research question (and not to provide conclusions); avoid outlining the sections of the paper at the end of the introduction (e.g., ―In Section 2 we…‖) as these outlines are generally not necessary; use the conclusion only to conclude (and not to repeat the research question); do not discuss future research directions and limit discussion on limitations (focus on what your manuscript does, not what it does not do); include references to all relevant literature but focus on the similarities and differences with your own work (and not on the details of what the other papers do); and limit the number of results included in the paper (intuitive, expected, and straightforward results should be excluded so that you can focus on your main result) Abstract Authors should provide a text-only abstract of no more than 150 words; references should not appear in the abstract. References References should be listed alphabetically by author name at the end of the paper in conformance with journal style. In-text citations should be indicated by the author’s last name and year of publication, e.g., (Norman 1977) or Norman (1977). Electronic Companions At Management Science we print what we review and review what we print. As such, the use of Electronic Companions is not encouraged. Analytical proofs and data analysis results should be included in the main body of the manuscript or in the manuscript’s appendix, which will appear in the print journal if the paper is accepted. Although it is not encouraged, authors may provide reviewers with additional results to assist in their evaluation. These materials should be provided as a supplemental file. It is understood that such material will not be printed in the journal or as an Electronic Companion. Furthermore, the contents of such material should not be critical for the proper evaluation of the paper. Authors are free to make such materials publicly available (e.g., via their personal website or working paper repositories). Working Paper Postings and Electronic Companions Management Science discourages the publication of electronic companions (e-companions) in the online edition of the journal. Some exceptions may be made for instruction sets, survey instruments, and data sets. After acceptance and prior to publication in an INFORMS journal, authors may post their full papers---consisting of the main body of the paper, plus the electronic companion---on sites such as SSRN. After the paper has been published in the print journal, the author should remove the main paper from SSRN or any other website and in its place cite the publication in the journal; the abstract and e-companion may remain on the site. Template Files Authors can write their manuscript using their preferred software as long as they can create a PDF that meets the above guidelines. LaTeX style files are available here at the INFORMS author portal. Submission Instructions Process All manuscripts must be submitted electronically via ScholarOne Manuscripts. There are detailed instructions in the system, and they should be used in conjunction with these submission guidelines. Required Materials In the submission process authors will be requested to submit, in addition to the blinded manuscript file, 1. The name of the preferred Department Editor (DE). (Before choosing a DE, authors should consult the journal's Editorial Board list and the Department Editorial Statements.) The preferred DE is likely to be assigned, but a different DE may handle the paper if the workload of the preferred DE is too great or if the DE feels that another DE would be better suited to handle the paper. The corresponding author will be notified if the paper is assigned to a different DE, and, of course, the author will have the option to withdraw the manuscript. 2. The names of three Associate Editors (AEs) who would be appropriate to review the manuscript. The three preferred AEs should in general be chosen from the list of current AEs in the Editorial Board list. Authors may recommend one Guest Associate Editor, providing his or her contact information and the reason for the choice in the submission cover letter. 3. The names of six appropriate reviewers for the manuscript, including their institutions and e-mail addresses. 4. Authors should not select any DE, AE, or reviewer with whom any author of the paper has a conflict of interest (COI). An author has a conflict of interest with (i) his/her major professor or a student for whom the author served as a major professor, (ii) a person working at the same institution, and/or (iii) a co-author on work completed or in progress. If an author feels that it is absolutely necessary to include a person with a COI, then they must clearly identify the COI with that particular person and explain the reason for the person’s inclusion. Supplementary Materials During the submission process authors may upload additional materials that they feel will support the review process. In particular, authors submitting a revision must submit a document that summarizes the changes that they have made and includes a detailed response to each of the comments from the previous round of reviews. Copyright Policy The submission of a paper to Management Science for reviewing means that the author certifies that the manuscript is not copyrighted, nor has it been accepted for publication (or published) by any peer-reviewed journal, nor is it being reviewed elsewhere. Management Insights The Management Insights editor will write a Management Insights paragraph for every paper that is accepted for publication. The editor may contact the corresponding author with questions regarding the paper.

Review Process Review for Contribution The Department Editor (DE) and possibly an Associate Editor (AE) will first evaluate whether a manuscript has sufficient merit to send to reviewers for further review. If not, the paper will be returned to the authors with an explanation of the editors’ reasoning. Detailed Review If a manuscript passes the initial screening, the AE will recruit reviewers to assess the merits of the manuscript. Upon receipt of the reviews, the AE will provide a recommendation to the DE, who will decide whether the paper should be accepted as is, revised, or rejected. Note that Management Science makes use of a double-blind review process in which the DEs and AEs know the identity of the authors but the reviewers do not. Timeline Management Science strives to provide high-quality feedback to 90% of authors within 90 days. Conditional that a paper is sent out to reviewers, authors will receive a decision from the DE within 65 days on average.

Decision Notification Corresponding authors will receive e-mail notification when the DE has made a final decision. (The possible decisions are Reject, Major Revision, Minor Revision, and Accept.) The e-mail message will contain any reviews submitted as text; the corresponding author can access any reviews uploaded as files by following the instructions provided in the e-mail message.

Revisions A decision of Major Revision or Minor Revision will cause the manuscript to appear in the "Manuscripts Awaiting Revision" area of the submitting author’s Author Center. Manuscripts that are not revised within one year may be reclassified as "withdrawn," and revisions submitted after the one-year mark may be treated as new submissions. All revisions should be accompanied by a separate "Response to Reviewers" document, which provides a summary of the major changes made to the document and a point-by-point description of whether and how the issues raised by the reviewers and editors have been addressed. Rejection As a rule, Management Science does not invite resubmissions of rejected manuscripts. If a submitted manuscript is based on a paper previously rejected by Management Science, it is the responsibility of the author(s) to reveal this in the submission cover letter and to state clearly why resubmission is justified. Failure to do this is a violation of our ethical guidelines. After Acceptance Final Submission A decision of Accept will cause the manuscript to appear in the ―Manuscripts Accepted for First Look‖ section of the submitting author’s Author Center, where the author must submit the final version of the manuscript in Word, Tex, LaTeX, or WordPerfect format along with a final, author-generated PDF, a signed copyright transfer agreement, and a file listing the names, institutions, and e-mail addresses of the authors of research articles and books published within the last ten years and cited by the manuscript. These individuals will be contacted when the final version of the manuscript is publicly posted in Articles in Advance. The material uploaded via the First Look process with be transmitted directly to the production editor at INFORMS, who will contact the corresponding author if any additional information is needed. As a condition of final acceptance of a paper for publication in an INFORMS journal, the author must indicate if the paper is posted on a website other than the author’s personal website. The author is responsible for ensuring that, if any part of the paper has been copyrighted for prepublication, for example, as a working paper, the copyright can and will be transferred to INFORMS when the paper has been accepted. This includes both print and electronic forms of the paper. Los ensayos presentados a El Trimestre Económico deberán tratar algún tema teórico o empírico de especial interés preferentemente para las economías de la América Latina y España. Sólo se reciben para su posible publicación trabajos en español o inglés inéditos y que no estén sometidos simultáneamente a dictamen para su publicación en otros medios. Los originales deberán presentarse en versión electrónica (Word y Excel o PDF anónimo) en la que conste la información completa de todos los cuadros, gráficas, esquemas y figuras. Deberán estar escritos a doble espacio, con extensión máxima de 35 cuartillas (incluidos texto, cuadros, gráficas, bibliografía, etc.), y en tipo de letra Times New Roman de 12 puntos. Los artículos deben incluir un resumen del trabajo en inglés y español, con una extensión máxima de 150 palabras por idioma, la clasificación JEL y las palabras clave que definan el artículo; deben presentarse sin ninguna referencia del autor ni agradecimientos y se debe adjuntar una carta dirigida al director de El Trimestre Económico, en la que se proponga el artículo para su publicación y se declare que es inédito y que 25
