Fremont is named after John C. Fremont, who mapped a trail through Mission Pass in the 1840’s, but its history goes back much further. Mission San Jose, founded in 1797, is one of the oldest settlements in the area and the only mission in Alameda County. Ohlone Indians, the area’s original inhabitants, built and maintained the mission under the direction of the Spanish padres. In 1850, when California achieved statehood, the community was growing with settlers. One of the area’s country retreats, the Warm Springs Resort, catered to travelers until it was destroyed in an earthquake in 1868. Leland Stanford bought that land, built an estate and distillery, and planted vineyards. Weibel Vineyards later took over the winery. Today, that land is the site of expensive new homes with a bottling operation the only evidence that a winery once thrived on the site. From 1912 to 1916, the Niles area became the headquarters of Essanay Studios. Many westerns were produced in Niles Canyon including “The Tramp”, Charlie Chaplin’s masterpiece. In 1956, the communities of Mission San Jose, Centerville, Niles, Irvington and Warm Springs combined to form the city of Fremont. Today, the 94-square mile city combines residential living with industrial and commercial developments. Fremont has grown into the fourth largest city in the Bay Area and the second largest city in Alameda County. It is considered part of Silicon Valley with many computer companies located in the Warm Springs area. Also in Fremont is the NUMMI car and truck assembly plant. The plant is the city’s largest employer, which INTRODUCTION is a joint venture between General Motors and Toyota. Fremont now has two major highways running through it, Interstates 880 and 680, as well as Highway 84, which cross the Bay on the Dumbarton Bridge. NEWARK

Newark, whose modern boundaries were first drafted in 1875 by the Perrin brothers, established a dairy and laid out the town. Despite jokes from local ranchers about the boggy site chosen for the town, the brothers eventually attracted the Pacific Land Investment, Company. Settlers interested in parcels of inexpensive farmland, moved to the area and grew wheat, potatoes and onions. By 1878, trains, a hotel and the first ferry boat were bringing travelers to the town. Newark has grown into a suburban blue and white-collar city that mixes commerce and industry. The industry is slowly moving toward computers and the city expects more jobs to open up as Silicon Valley firms move to Newark. Newark’s industry began in 1877 with the Carter Brothers railroad shops. The Wedgewood stoves were built in Newark for more than 30 years beginning in 1910. The city is home to one of the major shopping malls in Alameda County, Newpark Mall. UNION CITY

Union City was once the home of Costanoan Indians and then part of the lands of Mission San Jose de Guadalupe. Union City began rapidly developing in the 1850’s when farmers and traders settled in the area. The village grew around a general store established by Henry Smith. Because of its key role in the East Bay, the western area, then known as Alvarado, became the county seat when Alameda County was established in 1852. It’s industrial future was established when it became the site of the first successful beet sugar mill, a natural outgrowth of the farming community. Low transportation costs, because of nearby Alvarado Dock on Alameda Creek, made it a significant shipping port for the area’s produce. In 1959, the towns of Alvarado and Decoto combined to form Union City. Today the community is composed of industrial parks, inviting residential areas and commercial development. The city is in the middle of a transition from the blue-collar to a mix of blue and white-collar businesses. There are about 100 small manufacturing plants in Union City. The gladiolus nursery business is flourishing; with fields of the flowers visible from Mission Boulevard. Union City also has it’s own bus service, UC Transit, which connects to AC Transit and BART.

W E A T H E R The weather in the Tri-Cities can be accurately described as almost delightful. The qualifying word is “almost” because there will be extremely hot days, foggy days, and rainy days. All in all, these days are few, and beautiful days are plentiful. Alameda County holds broad weather patterns. In the summer, Fremont hardly ever sees rain. September and October usually bring in winter with several spells of heat. Every few years, snow will visit the mountain tops, like Fremont’s own Mission Peak. In the spring and summer, the sun moves north creating a mass of ocean air called the Pacific High which blocks storms from the California coast and sends winds to the coast. When the sun moves south in the fall, it takes the Pacific High with it. The winds stay somewhat calm for a while awaiting the soon-to-come storms. The storms bring to the Tri-cities most of its annual rainfall of 14 to 19 inches. As spring approaches, the Pacific high settles down and the storms rest. The winds of spring and summer pick up moisture as they speed across the Pacific Ocean and, at the coast, strip the warm water from the surface allowing the cold water to rise. Cold water exposed to warm water creates a thick fog that acts like an air conditioner for the Bay Area. AUTOMOBILE REGISTRATION If you are from out of state, you must register your out of state vehicle upon entry. To avoid penalty, you have 20 days to resolve this matter.

The registration fee depends on the make and year of the car. In general, newer cars and more expensive cars will cost more to register.

SMOG CERTIFICATE All cars that you plan to register in California (that are newer than either 1955 for domestic or 1965 for foreign models) must have a smog certificate prior to registration, even if no additional smog device is necessary. Certification charges will vary.

A smog inspection can be completed at many convenient locations. You may want to check with a nearby service station or dealer for details.

What Do The Numbers Mean? These are percentile rankings, drawn from tests administered by the California Department of Education over 6 years. If a school scores in the 91st percentile, it has done better than 91% of other public schools in the state. If it scores in the 51st percentile, it has done better than 51% of other public schools. If a school scores in the 1st percentile, 99% of the other schools have scored higher.

These ranking systems do not recognize overall gains or losses, they only show how one school did against all other schools.

SCHOOL ACCOUNTABILITY REPORT CARD

Want to know more about a particular school or school district? Every public school and district in the state is required by law to issue an annual School Accountability Report Card. The everyday name is the SARC report or the SARC card. SARCs are supposed to include:

-The ethnic make up of the school and school district. -Test results. The results my be presented in several ways but almost without exception the formats follow the presentation methods of the California Dept. of Education. -Dropout rates for high schools -A description of the curriculum and the programs. -Class size and, teacher-pupil ratios.

-Description of the teaching staff. How many have teaching credentials. ATION -Description of facilities.

No matter how low the scores, the SARCs find the silver lining and ways to praise the school, the district and the teachers. But this is quibbling; in fact, the SARCs contain much useful information. To obtain a SARC, call the school and if the person answering the phone can’t help you, ask for the superintendent’s secretary or the curriculum department. Some schools want you to pick up the report in person; others will mail it to you. It sometimes helps if you mail the school a stamped, self- addressed envelop or simply $3 worth of stamps and a cover letter. If you don’t know the name of the neighborhood school, start with the school district.

BABY CARE For licensing, California divides child-care facilities into several categories: -Small family: up to 6 children in the provider’s home. -Large family: 7-12 children in the provider’s home. -Nursery Schools or Child-Care centers. A child is considered an infant from birth to age 2.

Individual sitters are not licensed and neither are people whom parents arrange for informally to take care of their children. If a person is clearly in the business of child care for more than one family, he or she should be licensed.

Each of the three categories has restrictions. For example, the small-family provider with six children

BABY CARE cannot have more than three under age 2. In everyday reality, many of the larger facilities tend to limit enrollments to children over age 2, and some have even higher age limits or a requirement that the child be toilet-trained.

The state and its local umbrella agencies maintain referral lists of local infant-care and day-care providers. All you have to do is call and they will send a list of the licensed providers and suggestions on how to make a wise choice.
