INTRODUCTION

The £4.5 billion development is Barnet Council’s most significant growth and regeneration programme. It will create a new sustainable mixed use town centre for Barnet and North . This regeneration is underpinned by

major transport improvements, including an Midland Main Line (between King’s additional new Thameslink railway station Cross St Pancras and connecting to King’s Cross St Pancras in under Brent Terrace Bedford/the Midlands) Edgware Road 15 minutes.

The Brent Cross Thameslink project includes: • An additional Thameslink station between Cricklewood and Hendon stations; Brent South • Relocated sidings and stabling (train storage) facilities; Shopping Park • A new 24 hour access pedestrian bridge across the railway; • A Waste Transfer Station; • A Rail Freight Facility; • A new vehicle and pedestrian bridge across the Midland Main Line; • Junction improvement works on the A5 Edgware Road.

A NEW STATION, SOONER

We will shortly submit an application to allow the new Thameslink station and associated infrastructure works to be constructed at the same time. Thameslink Station Midland Main Line Bridge Thameslink Sidings (Indicative Area) Grouping all of the rail-related projects and infrastructure works together into Phase 2. This allows them to be delivered earlier in the programme N than previously planned with the station due to open in 2022 rather than 2031.

WASTE TRANSFER STATION

WASTE TRANSFER STATION

DESIGN & APPEARANCE, MATERIALS, LAYOUT

The designs for the Waste Transfer Station are at a very early stage. We are considering a range of options for the external appearance of the building. • The facility will be approximately five storeys high; within the heights permitted by the S73 application. • Options for cladding the building include metal framing or Rodeca, NEW MIDLAND a translucent light weight polycarbonate. WASTE TRANSFER STATION

OPERATION PROPOSED SITE LAYOUT AND VEHICLE ACCESS ROUTES

The site has been designed to: • Process and store all waste inside the building; • Prevent odours leaving the building; • Have a similar capacity to the existing facility; • Provide space for vehicles to queue inside the site; • Provide parking on site for Waste Transfer Station staff. The site will be accessed from Geron Way via a new signal-controlled junction on the A5. Vehicles transferring waste from the Waste Transfer Station to Edmonton are expected to travel along the A5 and A406 North Circular and not travel along residential streets.

RAIL FREIGHT FACILITY

A Rail Freight Facility is part of the approved Masterplan for Brent Cross Cricklewood to replace an existing strategic freight facility which has to be relocated to make way for the wider Brent Cross Cricklewood regeneration.

The Rail Freight Facility that is now being proposed has some significant N differences to the original proposal: • There is now more demand for a facility that can handle building aggregates and construction spoil. These materials have different handling requirements and so a building is not required as originally planned. • Substantially fewer cars will park on site and HGV parking will now be within the working areas. Barnet Council is in discussions with DB Cargo (the current tenant of the existing rail freight site) to develop the plans. If planning permission is granted, construction of the facility will begin in 2019 and operation will commence in Spring 2020. DB Cargo has submitted a temporary planning application to operate the northern part of the site which is currently being considered by the Local Planning Authority.

The plans presented today are for the facility in its simplest form. We will continue to assess the impacts and work on the design to mitigate these before we submit a planning application in the summer. Your comments today will help us with this work.

The rail freight facility will consist of two parallel rail sidings, with connections to the adjacent mainline at either end. The current proposal is for 5 bays where materials will be unloaded, stored and loaded. OPERATION

The Rail Freight Facility will operate up to six days per week. It is currently anticipated that up to three trains will arrive and be unloaded per day. The arrival times will be determined by the available train slots on the network, but unloading and loading will only occur between 6am and 6pm.

Aggregate will be unloaded using excavators and placed in a stockpile, before being distributed to construction sites across London by road vehicle. An internal access roadway will provide access to the material stockpiles. Access will be via the existing junction with the A5, which will be upgraded. Most of the lorries leaving the site are expected to travel northwards. There will be 24/7 night vision CCTV surveillance of the site. DB Cargo will operate the facility but other rail freight operating companies will also be able to lease land and use the facility.

CONTROLLING DUST, NOISE AND LIGHT

We know that people will have concerns about the dust, noise and light generated by an open-air Rail Freight Facility.
