This will be Mr. Sack’s third term as a surveyor member of the Board. His original term began in 1997. Mr. Sack is an Associate with the family owned engineering and land surveying firm, Sack and Associates, located in Tulsa. He is an active member and Past President of the Oklahoma Society of Land Surveyors. He served two terms as Secretary and Vice Chair of the Board, and just recently served for the second time as Board Chair. On a national level, Mr. Sack was recently elected to serve two years as the NCEES Southern Zone Assistant Vice President and has been an active member of the NCEES Examinations for Professional Surveyors since 1998. He is also a past recipient of the NCEES Southern Zone Distinguished Service Award. OKLAHOMA STATE BOARD OF LICENSURE FOR PROFESSIONAL ENGINEERS AND LAND SURVEYORS 1000502 PELS Newsletter_sc.p65 2 8/20/2009, 11:21 AM WINTER/SPRING 2009 3 RULE CHANGE EFFECTIVE MAY 11 - DECLARING DISCIPLINES OF COMPETENCY: Beginning May 11, 2009, Board Rule OAC 245:15-9-4(a) was amended to require that professional engineers in the state of Oklahoma declare their discipline(s) of competency. Please read the following information carefully, complete the form, and return it to this office. You may fax, e-mail, or mail this form to the Board office. You may also go online at www.pels.ok.gov, log in to your account with your pin and password through the online renewal system, and provide this information online. This informa- tion is public record and also will appear on the Board’s website on the online database. If you prefer, you may wait and supply this information at the time of your next license renewal. The following criteria must be met to designate a primary or secondary discipline of engineering: a. A degree in the discipline of engineering, or b. An experience record documenting at least 4 years of experience in the discipline of engi- neering verified by at least one PE reference provider that has personal knowledge of the license holder’s character, reputation, suitability for licensure, and engineering experience, or c. Verification of successful passage of the examination on the principles and practice of engi- neering exam in the discipline of engineering designated. Please select in the space below your primary discipline of engineering and up to 4 secondary disci- plines of engineering, if applicable, for which you will be offering your services in Oklahoma. Selecting a discipline of engineering does not indicate competency to practice all aspects of that discipline of engineering. The licensee is required to only practice within the discipline of engineering in areas in which he/ she is competent. For example, listing “Civil” as your primary discipline does not mean that you are competent to do all types of civil engineering projects. The civil engineer’s specialty may be in wastewater, but not transportation. In this case, the engineer would simply list “Civil”. Please choose your discipline(s) from the list below. 1. Mr. Mansur served on the Board from 1987 to 1993 and was Board Chairman from 1992- 1993. Until his death on July 12, he was very proud of the fact that he was the oldest living professional engineer in the state of Oklahoma, holding license number 976. Mr. Mansur was an active member of this Board as well as an active member of the NCEES, and served as an Emeritus Member of the Board until the time of his death. Cline Mansur was born September 22, 1914 and graduated from Elk City High School. In 1934 he graduated from the University of Oklahoma with a B.S. in Civil Engineering. Following graduation he worked at the OU Powerhouse and in 1938 married Betty Jo Chitwood. He worked for W.R. Holway and Associates on the Pensacola Dam until he was called to active duty during WWII. During the war he served in a variety of assignments with the Persian Gulf Command, including Assistant Chief of Staff of Operations for the Command.
