SACK REAPPOINTED TO THE BOARD

ed Sack, PLS was recently reappointed to the Board Tby Governor Brad Henry to serve another six year term, from June 29, 2009 to June 28, 2015. This will be Mr. Sack’s third term as a surveyor member of the Board. His original term began in 1997. Mr. Sack is an Associate with the family owned engineering and land surveying firm, Sack and Associates, located in Tulsa. He is an active member and Past President of the Oklahoma Society of Land Surveyors. He served two terms as Secretary and Vice Chair of the Board, and just recently served for the second time as Board Chair. On a national level, Mr. Sack was recently elected to serve two years as the NCEES Southern Zone Assistant Vice President and has been an active member of the NCEES Examinations for Professional Surveyors since 1998. He is also a past recipient of the NCEES Southern Zone Distinguished Service Award.

RULE CHANGE EFFECTIVE MAY 11 - DECLARING DISCIPLINES OF COMPETENCY:

Beginning May 11, 2009, Board Rule OAC 245:15-9-4(a) was amended to require that professional engineers in the state of Oklahoma declare their discipline(s) of competency. Please read the following information carefully, complete the form, and return it to this office. You may fax, e-mail, or mail this form to the Board office. You may also go online at www.pels.ok.gov, log in to your account with your pin and password through the online renewal system, and provide this information online. This informa- tion is public record and also will appear on the Board’s website on the online database. If you prefer, you may wait and supply this information at the time of your next license renewal. The following criteria must be met to designate a primary or secondary discipline of engineering: a. A degree in the discipline of engineering, or b. An experience record documenting at least 4 years of experience in the discipline of engi- neering verified by at least one PE reference provider that has personal knowledge of the license holder’s character, reputation, suitability for licensure, and engineering experience, or c. Verification of successful passage of the examination on the principles and practice of engi- neering exam in the discipline of engineering designated. Please select in the space below your primary discipline of engineering and up to 4 secondary disci- plines of engineering, if applicable, for which you will be offering your services in Oklahoma. Selecting a discipline of engineering does not indicate competency to practice all aspects of that discipline of engineering. The licensee is required to only practice within the discipline of engineering in areas in which he/ she is competent. For example, listing “Civil” as your primary discipline does not mean that you are competent to do all types of civil engineering projects. The civil engineer’s specialty may be in wastewater, but not transportation. In this case, the engineer would simply list “Civil”.

IN REMEMBRANCE OF CLINE MANSUR

line Mansur, PE, PLS passed away on July 12, C2009. Mr. Mansur served on the Board from 1987 to 1993 and was Board Chairman from 1992- 1993. Until his death on July 12, he was very proud of the fact that he was the oldest living professional engineer in the state of Oklahoma, holding license number 976. Mr. Mansur was an active member of this Board as well as an active member of the NCEES, and served as an Emeritus Member of the Board until the time of his death. Cline Mansur was born September 22, 1914 and graduated from Elk City High School. In 1934 he graduated from the University of Oklahoma with a B.S. in Civil Engineering. Following graduation he worked at the OU Powerhouse and in 1938 married Betty Jo Chitwood. He worked for W.R. Holway and Associates on the Pensacola Dam until he was called to active duty during WWII. During the war he served in a variety of assignments with the Persian Gulf Command, including Assistant Chief of Staff of Operations for the Command. After the War he continued to serve in the Army Reserve and retired as a Colonel with the Corps of Engineers. In 1947, Mr. Mansur opened an engineering consulting firm, Owen, Mansur and Steele, later Mansur, Daubert and Strella. During his 60 years as a civil engineer Mr. Mansur was responsible for the engineering of many of Tulsa and Oklahoma’s public works projects, streets, highways, and land development projects. He was also one of the founding members of the Consulting Engineer’s Council of Oklahoma, (now ACEC of Oklahoma). Cline Mansur was a well-respected member of his community, his church, his professions. He was adored by his wife, children, grandchildren, and great- grandchildren. He will be remembered and he will be missed by all who had the privilege of knowing him.

After July 1, 2014, that option will no longer be available and that is why the timing of providing the information contained in this article is so important. FACTS REGARDING LEP

For those who are planning to qualify by LEP, the critical date is April 2014. This is the last date that an applicant who qualified under LEP may sit for the PS and/or OLS examinations. Under this scenario, the last opportunity for a new PLS application to be submitted to the Board is in the summer of 2013 (see Board website for most current cutoff dates). The application would then have to be approved by the Board and the applicant would take and pass the Fundamentals of Surveying Examination in October 2013. The applicant would then have to take and pass both the PS and OLS exams in April of 2014. This scenario leaves no margin for error. Even if the applicant has been approved to take the exams, if the applicant has not passed all of the exams by July 2014, he or she will have to re-apply with proof of sufficient education to qualify. Experience has shown us that many of our applicants take the examinations multiple times before they are all successfully completed. The Board allows the applicant to take each examination 4 times before filing a new application. With that in mind, this scenario would look something like this: An individual takes the FS exam 4 times and passes on the 4th try. Then the applicant takes the PS/OLS exams 4 times and passes on the 4th try. To meet the April 2014 deadline, the applicant would have had to have filed their initial application by the summer of 2010. Most of us don’t plan for the worst case scenario, but sometimes events beyond our control affect our examination schedule. Applicants often have real life human experiences like family emergencies, car problems, miscommunications, illnesses, or a crisis at work that cause them to miss an examination. Therefore the key to success in pursuing Professional Land Surveyor Licensure under LEP is to apply as soon as you qualify! If you have acquired the 9 years of acceptable surveying experience, do not procrastinate and get the application process started now. The deadline for filing an application for the April 2010 FS exam based on LEP is December 1 of this year. (Check the Board website to ensure no cutoff date changes go into effect.) THE PATH TO COMPLIANCE Continuing Education Update

he Board and its licensees have successfully completed Sample Info Box Tseveral renewal cycles since mandatory continuing education requirements for engineers and land surveyors have been in place. Annual audits by Board appointed Continuing Education Committees have revealed that generally the goal of licensees maintaining an acceptable level of competency in the advancing professions of engineering and land surveying is succeeding. However, the audits have disclosed a few problem areas that need to be addressed. One of the ongoing concerns and one of the most frequently asked questions this office receives is about what is or is not acceptable course content. Board rules state the coursework must be relevant to the practice of engineering or land surveying and must contain technical, ethical or managerial content. Furthermore, concerning the quality of the coursework, Bruce Pitts, PLS Board Rule 245: 15-11-6 (a)(1) states that “There is a clear Director of Enforcement purpose and objective for each activity, which will maintain, improve or expand skills and knowledge obtained prior to initial licensure or to develop new and relevant skills and knowledge.” Whether a course or seminar meets that criteria was intentionally left to the integrity and professionalism of the individual licensee. Therefore, licensees should not consider enrolling in correspondence, internet or any other classes that offer entry level material in a field in which they are already proficient. or classes that cover obsolete technologies. Another concern is the amount of PDH credit offered for particular coursework by some of the correspondence and internet providers. The Board has not pre-approved any providers, courses or the number of hours of credit for any course. PDH credit will be accepted only for the actual time for each program or the actual time it takes to complete a course. For example, if an on-line provider indicates that a licensee can earn 8 PDH’s for a course, and it takes the licensee 1 hour to complete the course material, the Board expects the licensees to report 1 PDH for that course. According to Board Rule 245: 15-11-6 (b) “The Board has final authority with respect to acceptability of course, credit, PDH value for course and other methods of earning credit.” Another area of concern is incomplete Summary Logs of Professional Development Hours. Often licensees only list the provider of the courses on these log forms and not the titles of each specific course. That can become a problem if the provider offers course non related programs. For example, many of the state’s technical societies offer luncheon meetings with programs that can be considered for continuing education credit. If the programs contain technical, managerial or ethical content, and meet the rest of the criteria set forth in the rules, they probably will qualify for PDH credit. However, if the technical society invites a panel to discuss OU football, that is not going to earn the recipients PDH credit. That is why it is important to list the title of the courses. Even though this Board has disciplined licensees for violating continuing education rules, the vast majority of licensees are complying with the Board rules and the vast majority of continuing education providers are honest and are supplying engineers and land surveyors with worthwhile course material that does assist the licensee maintain competency. This Board will continue to monitor continuing education classes and offer assistance to its licensees in this area as appropriate.

For the most part, the surveying exams are based on knowledge obtained in the college classroom, and those with college twood experience perform much better on the exams. Taking some or all of the Core Curriculum will improve an applicant’s chances of success on the ey examinations and improve surveying knowledge in their practice. For all rson those reasons, it just makes sense to start getting education now.
