History
Part 1: Clarence (known as "Clancy") Sayen was an important figure in the world of aviation. For over ten years (1951-1962), he was President of the Air Line Pilots Association, and for twelve years (1952-1964) was President of the International Federation of Air Line Pilots Associations. His executive and adminis¬trative experience included the following activities: Staffing and administering a legal division which pro¬cessed approximately 350 cases per year before administrative bodies, governmental agencies, and in state and federal courts. Staffing and administering an employment agreement department which negotiated approximately 130 collective bargaining agreements per year. This included a research organization and preparation and presentation for arbitrations, Presidential Emergency Boards etc. The development, administration, and negotiation of insurance and pension programs. Planning and administering an engineering and safety program covering U.S. and international aviation and including evaluation of new transport aircraft, investigation of all air carrier accidents, participation in the formulation of governmental or international regulations affecting aviation, airways systems and airport development, Congressional liaison, investigations, or hearings. Administration of a national and international public relations program. Representation and personal appearances before municipal, state, federal, and international bodies. Frequent preparation and presentation of testimony before Congressional Committees. Addresses to national and international groups, radio and television appearances, press relations and university lec¬tures. Maintenance of an understanding of national and aviation problems and industrial processes in many countries. Maintaining a strong community of interest among many groups or different national backgrounds and languages and reconciling disputes among them. Member, Defense Air Transportation Manpower Working Group. Representative of IFALPA to the last two Assemblies of the ICAO. Director, Northern State Univ. Alumni Association. Member, Board of Directors of General Movers Corp., Martin Van Lines, A World Van Service, and World Van Service. Clarence Sayen was born February 11, 1919, in the upper peninsula town of Rock, Michigan. The son of a lumberjack, he lost his right index finger in an accident, while still a youngster. Because of this disability he was later rejected by the U.S. Air Force, and faced some frustration as a flyer. He was an honor student and athlete at Rock High School, from which he graduated in 1936. During a summer vacation he worked on a lake freighter as an ordinary seaman in the Merchant Marine. He studied at Northern Michigan State Teachers College (now NMU) and graduated "with distinction" in 1942. He married Marjorie Alvord, of Marquette, in 1942. Undeterred by his handicap, Mr. Sayen studiedaviation at Michigan Technological College (now University) at Houghton and the University of Minnesota. He became a flight training and flying instructor during World War II. While working (1944-1949) as an airline pilot for Braniff International Airways, he also earned an MA degree at Southern Methodist University, and taught in the Geography department there. His thesis was on Commercial Aviation in South America with a Detailed Study of Colombia. He was a delegate and co- pilot representative at the 1948 ALPA Board of Directors meeting. His constructive work on a pilot pension program brought him to the attention of David Behncke, the first president of ALPA, who hired him as Executive Vice President in 1949. In 1951 at a special Board of Directors meeting he was elevated to the presidency. At 32, he had become the youngest union leader in the country. In June 1962 Clarence Sayen stepped down as president of ALPA and was succeeded by Charles H. Ruby, a pilot with National Airlines since 1934 and a member of ALPA since 1938. In 1962 Mr. Sayen accepted another term as president of IFALPA that ended in 1964. Throughout his life Clarence Sayen never lost contact with Rock, Michigan and the Michigan Teachers College at Marquette. In 1958 Northern Michigan College, at the instigation of Dr. Lynn Halverson conferred on him an honorary Doctor of Science degree. Clarence Sayen's pride in his school and the honor it extended to him could only be equalled in the pride of Northern Michigan, now grown to University status, in his most illustrious alumni.
Part 3: Clarence Sayen was the second president of ALPA. He was a pilot at Braniff International Airways when he first came to the attention of ALPA President David Behncke, due to his work on the pilot's pension program. Behncke hired Sayen as the Executive Vice President of ALPA in 1949. In 1951, the Board of Directors made Sayen president of ALPA. The following year, after a period of turmoil in which Behncke had initially refused to step down, Sayen was permanently placed as president, a position he held until 1962.

Series Description: Series 1: Early Years This series includes correspondence, mementos and materials which reflect the course of Clancy Sayen's early life and career. It continues through the year 19 52, because that year included lawsuits, internal difficulties at ALPA, and controversies. By the end of that year, Sayen's control of that organization had become steady, and "the ALPA years" will follow as series II.
Series 2: Executive Years, 1952-1962: These papers are correspondence and files covering the years of ALPA presidency, (IFALPA business, and dealings with ICAO will be considered later) and as well, the course of his personal life and concurrent interests. Sayen's special interest in labor peace, safety studies, and pilot security are indicated here, and will again appear in later series.
Series 3: Later Years This series includes the personal correspondence of Clarence Sayen, from 1963-1965. Correspondence, however, dealing with IFALPA and ICAO was kept in the series to follow. Among correspondents here are David Cole, Charles H. Ruby, N. E. Halaby, Bill Masland, V. Mishinkin, and John Hoving. Material in this group deals with the Executive Reserve, FAA, insurance and pensions, labor mediation, loss of license studies, and safety studies. For the sake of coherent flow, the memorabilia, awards and personal items, as well as memorials, eulogies and clippings from the period after Mr. Sayen's death, are grouped right after his correspondence. The other material noted above will follow that.
Series 5: IFALPA, 1962-1965 Clarence N. Sayen was president of the International Federation of Air Line Pilots Associations from 1952 until 1964. The files here are the records after 1962, when, after his resignation as ALPA president, he devoted much time, and maintained his own files. IFALPA is a federation of the pilot organizations of 48 or more countries, which maintains a secre¬tariat in London. This group develops policy on industrial and technical subjects, working through the ICAO and through national governments.
Series 5: ICAO ALPA is represented through IFALPA, at ICAO (International Civil Aviation Organization). International pilot problems are discussed and studied at international sessions, while interim liaison is maintained by committee and subcommittee groups, studying specific problems. Material in this series includes minutes, papers and reports. The most extensive of these are papers of the Air Navigation Commission.
Series 6: Pamphlets and Paperbacks These are pamphlets and paperbacks belonging to Mr. Sayen, which were donated by Mrs. Sayen.

Part 2: Series Description
Series 1: Undergraduate Material, 1939-1942: The bulk fo this series consists of class notes taken by Mr. Sayen while attending Northern Michigan State Teachers College. Also included are notes, drafts, and final copies of papers, syllabusess. Material needed for class work, e.g., maps, pmamphlets, and lesson plans for practice teaching.
Series 2: Graduate Material, 1946-1947: This series consists of class notes from graduate courses at Southern Methodist University. These are followed by a copy of Mr. Sayen's masters thesis. Also included are notes drafts, and final copies of other graduate papers.
Series 3: Teaching Material, 1948: While attenidng graduate school Mr. Sayne taught classes in the Geography Department. This series consists of his lecture notes, attendance and grading records, tests, outlines, etc.
Series 4: Flight Training, 1940-1948: This series consists of notes taken while MR. Sayen was learning to fly and to be a flight instructor and is arranged alphabetically by subject. Following the notes is a reference manual for cross country flight which includes both printed material and Mr. Sayen's notes. Following are miscellaneous booklets, Civil Aeronautics Bulletins and Braniff Airlines flight manuals.
Series 5: ALPA, 1950-1951: This series consists of an ALPA pilot mailing list.
Part 3: This collection consists of materials Clarence Sayen used to evaluate the ALPA retirement plan in 1947 and 1948. It also contains a single document from 1949 addressed to David Behncke recommending Sayen for the position of Executive Vice President of ALPA (author's name could not be determined).

Series III: Later Years Scope and Contents
This series includes the personal correspondence of Clarence Sayen, from 1963-1965. Correspondence, however, dealing with IFALPA and ICAO was kept in the series to follow. Among correspondents here are David Cole, Charles H. Ruby, N. E. Halaby, Bill Masland, V. Mishinkin, and John Hoving. Material in this group deals with the Executive Reserve, FAA, insurance and pensions, labor mediation, loss of license studies, and safety studies. For the sake of coherent flow, the memorabilia, awards and personal items, as well as memorials, eulogies and clippings from the period after Mr. Sayen's death, are grouped right after his correspondence. The other material noted above will follow that.

Clarence N. Sayen was president of the International Federation of Air Line Pilots Associations from 1952 until 1964. The files here are the records after 1962, when, after his resignation as ALPA president, he devoted much time, and maintained his own files.
