SUMMARY

• A Preliminary Ecological Appraisal was commissioned by Lancaster City Council to identify possible ecological constraints that could affect the development of 8 sites and areas currently being considered as new site allocations under its Local Plan. This report looks at one of these sites: South Lancaster.

• An ecological data search was undertaken of records held by the Local Record Centre for Lancashire, LERN, together with additional sources such as the Magic website.

• An Extended Phase 1 Habitat Survey of the site was undertaken on 19th and 20th January 2016 by two members of the Greater Manchester Ecology Unit. An assessment was also made of the potential of the sites to support protected and priority species.

• The proposed site allocation lies within the risk zone of a number of European sites including Morecambe Bay and Bowland Fells. A HRA will be required for this proposed allocation.

• The proposed site also lies within the SSSI Impact Risk Zone for a number of SSSI. Any proposals that come forward that may cause air pollution may require further studies and surveys.

• Park Coppice BHS lies with the southern safeguarded area and is an ancient woodland. Ancient woodland is irreplaceable and its loss should be avoided. Burrow Beck BHS lies partly within the northern part of the proposed allocation site. The Lancaster Canal BHS forms the western boundary of the proposed site. Further surveys will be required at this location. There are a further 12 Biological Heritage Sites within 2km of the proposed site.

• A number of ponds occur on the proposed site, one of which has recent records of great crested newts. All ponds will require further surveys, including surveys for water vole and amphibians.

• Two streams cross the site. The streams and their surrounding habitats will require further survey, including one for water voles

• The proposed site supports a network of hedgerows, walls, small woodland and mature trees. These will require further survey for bats and birds. The other areas of the proposed site allocation support arable and agriculturally improved grassland of limited ecological value. . • The proposed site allocation also has the potential to support protected species including otter, bats, water vole, badger and breeding birds. Additional surveys will be required for these species before any detailed planning proposals can be brought forward.

1 INTRODUCTION

The Greater Manchester Ecology Unit (GMEU) was commissioned by Lancaster City Council in November 2015 to identify possible ecological constraints that could affect the development of 8 sites and areas currently being considered as new site allocations under its Local Plan. This report looks at one of these sites: South Lancaster.

1.1 SURVEY BRIEF

The work commission involved:

• Desktop surveys for any existing ecological information relating to the sites and areas, particularly concerning the presence of specially protected sites or species.

• A ‘walkover’ site survey and appraisal.

• The preparation of Reports for each site appraising the ecological value of the sites and advising of any possible ecological constraints that may apply to future developments.

The Reports will include:

 plans showing any areas of potential nature conservation importance;  a description of the survey techniques employed and their limitations (if any);  the findings of the desktop and site surveys;  an appraisal of the nature conservation value of the study areas;  recommendations for further ecological surveys that would be required in support of any future planning applications for the sites and areas

1.2 SITE LOCATION & PROPOSAL

As part of its Local Plan Lancaster City Council is proposing a number of strategic sites to meet the needs for jobs and housing. The land identified is to the South of Lancaster, land which contains sites at Whinney Carr, Burrow Heights and extending south towards Galgate, (see Figure 1).

This is the largest strategic allocation proposed by the City Council, and could provide land to deliver 3,000 houses through the plan period and land for economic development close to a reconfigured Junction 33a of the M6.

The proposed strategic site supports predominantly pastoral farmland which stretches south from the urban settlement of Lancaster to land parallel to Lancaster University. The site is predominantly Greenfield with scattered farmsteads. It also includes an area of safeguarded land which is to the extreme south, adjacent to the settlement of Galgate (see Figure 2).

The following UK legislation may be relevant to the proposed site allocations:

• The Conservation of Habitats and Species Regulations 2010 (as amended)

• The Wildlife and Countryside Act 1981 (as amended)

• The Natural Environment and Rural Communities (NERC) Act (2006)

• Countryside and Rights of Way (CROW) Act 2000

• Protection of Badgers Act 1992

The National Planning Policy Framework (NPPF) 2012 acts as guidance for local planning authorities and decision-takers, both in drawing up plans and making decisions about planning applications.

3 METHODOLOGY

3.1 Desk Study

The Multi-Agency Geographic Information for the Countryside (MAGIC) collaborative database website (http://magic.defra.gov.uk/MagicMap.aspx) was searched for information on key environmental schemes and statutory designations in January 2016.

An Ecological Data search was undertaken from the Local Record Centre covering Lancaster LERN. Information on all protected and priority species within 2km of the site allocations together with the citations for any BHS sites were requested. The information returned from LERN only includes data that they are at liberty to distribute. Therefore the North Lancashire Bat Group and the Lancashire Badger Group were also contacted for data. Data from LERN was edited to exclude data prior to 1980.

The results of these studies are found in Section 4.

3.2 Field Survey

The main survey of the site was undertaken using an extended Phase 1 Habitat Survey methodology. This survey method records habitat distributions, assesses the potential of the site to support protected and priority species and records flora and fauna present at the time of survey. However no detailed surveys for species were undertaken. Invasive non-native plant species stands, as listed under Schedule 9 of the Wildlife and Countryside Act 1981, as amended, were also noted. The Bat Surveys for Professional Ecologists: Good Practice Guidelines (3rd edn) (Bat Conservation Trust 2016) were used to assessed the quality of the habitats present on site for bats.

The survey was undertaken on the 19th and 20th January 2016 by Suzanne Waymont MCIEEM Senior Ecologist and Mandy Elford MCIEEM, Ecologist (NE Class 2 Bat License holder) with the Greater Manchester Ecology Unit. The weather conditions at the time of survey were cold and sunny.

3.3 Survey limitations

The timing of the survey in January is outside of the ideal time to undertake full ecological surveys. In addition, many invasive, non-native plant species die back over winter, although their

remains are often visible. Many of the hedgerows had been recently cut. As a result the number of species in some and their species richness may have been underestimated.

However the nature of the survey was to provide an initial appraisal of the ecological value of the site, advise on any possible ecological constraints and to provide recommendations for any further ecological surveys that would be required. The limitations listed above did not therefore limit the primary purpose of the survey; areas that supported habitats of potential interest, and features that could be used by protected species requiring further survey could be identified.

The data search from LERN includes only data that they are at liberty to distribute. The absence of biological records for an area in no way implies that taxa are not present.

4 BASE LINE ECOLOGICAL CONDITIONS

4.1 DESKTOP SEARCH

The desktop search results are shown in Appendix 1.

Designated Sites and Areas

There is one European designated site within 2km of the proposed site allocation: Morecambe Bay SPA/SAC/Ramsar Site. The proposed site at South Lancaster also lies within the SSSI Impact Risk Zone for a number of sites. These are detailed below and the citations for these designations can be found in Appendix 2

Morecambe Bay The proposed site allocation lies just over 1.2km of Morecambe Bay Special Protection Area for birds (SPA), Special Area for Conservation (SAC) and Site of Special Scientific Interest (SSSI). Morecambe Bay is also designated as a Ramsar Site (see Map 1).

The SPA supports numerous coastal and marine habitats that support internationally important assemblages of breeding sea birds and wintering waterfowl. The site also support 3% of the British breeding population of sandwich terns together with important wintering populations of northern pintail, pink-footed goose, ruddy turnstone, dunlin, red knot, Eurasian oystercatcher, bar-tailed godwit, Eurasian curlew, grey plover, common shelduck and common redshank. The site is also of international importance for the numbers of common ringed plover it supports.

The primary qualifying habitats of Morecambe Bay SAC are estuaries, mudflats and sandflats not covered by seawater at low tide, large shallow inlets and bays, perennial vegetation of stony banks, Salicornia and other annuals colonising mud and sand, Atlantic salt meadows, shifting dunes along the shoreline with Ammophila arenaria, fixed dunes with herbaceous vegetation and humid dune slacks. Other qualifying habitats include sandbanks which are slightly covered by sea water all the time, coastal lagoons, reefs, embryonic shifting dunes, Atlantic decalcified fixed dunes and dunes with Salix repens ssp, argentea. The SAC is also designated for great crested newts.

The SSSI (see Map 2) is designated as one of the two largest areas of intertidal estuarine flats in Britain being of international significance for wintering wading birds and national significance for wintering wildfowl. It provides a vital link in the chain of west coast estuaries used by migrating birds. The site also supports important saltmarsh habitat including a number of rare and uncommon plants and a variety of scarce invertebrate species.

The proposed site at South Lancaster lies within the SSSI Impact Risk Zone for Morecambe Bay, which is used to assess planning applications for likely impacts on SSSIs/SACs/SPAs & Ramsar sites (England). The risks listed for the site at its nearest point include:

• Airports, helipads and other aviation proposals. • Pig & poultry units, slurry lagoons > 4000m³ • General combustion processes >50MW energy input. Including: energy from waste incineration, other incineration, landfill gas generation plant, pyrolysis/gasification, anaerobic digestion, sewage treatment works, other incineration/ combustion.

Lune Estuary SSSI The proposed site allocation lies within 1.2km from the Lune Estuary SSSI (see Map 2). The Estuary is part of Morecambe SPA/SAC but is designated separately as a SSSI. As part of Morecambe Bay this SSSI forms a major link in the chain of estuaries along the west coast of Britain used by birds on migration between the breeding grounds in the far north, and the wintering grounds further south and is of international importance for the passage and wintering waterfowl it supports. A large part of the estuary, between Knott End and Cockersands Point, is covered by the Wyre-Lune Sanctuary which provides a protected roost for wintering pink- footed geese. Some of the saltmarshes are of interest for their breeding bird populations and collectively support a variety of plant communities and a number of uncommon plant species.

The risks listed for the site at its nearest point to the SSSI include: • Pipelines, pylons and overhead cables. Any transport proposal including road, rail and by water (excluding routine maintenance). Airports, helipads and other aviation proposals. • Solar schemes with footprint > 0.5ha, all wind turbines. • Planning applications for quarries: new proposals or extensions, outside or extending outside existing settlements/urban areas affecting greenspace, farmland or semi natural habitats. • Large non-residential developments outside existing settlements/urban areas where footprint exceeds 1ha. • Residential development of 50 units or more. • Any residential development of 50 or more houses outside existing settlements/urban areas. • Any industrial/agricultural development that could cause air pollution (including: industrial processes, pig & poultry units, slurry lagoons > 200m³ & manure stores > 250t). • General combustion processes >20MW energy input. Including: energy from waste incineration, other incineration, landfill gas generation plant, pyrolysis/gasification, anaerobic digestion, sewage treatment works, other incineration/ combustion. • Landfill. Including: inert landfill, non-hazardous landfill, hazardous landfill. • Any composting proposal with more than 75000 tonnes maximum annual operational throughput. Including: open windrow composting, in-vessel composting, anaerobic digestion, other waste management. • Any discharge of water or liquid waste that is more than 5m³/day. The water needs to either be discharged to ground (i.e. to seep away) or to surface water, such as a beck or stream. Discharges to mains sewer are excluded.

Bowland Fells SPA/SSSI The proposed site lies just under 5km away for Bowland Fells SPA/SSSI. The SPA supports expansive blanket bog and heather dominated moorland which provides suitable habitat for a diverse range of upland breeding birds, including merlin (Falco columbarius), hen harrier (Circus cyaneus) and lesser black-backed gull (Larus fuscus). The SSSI is also designated for its upland habitats and associated avifauna, together with the presence of a number of nationally or locally uncommon plant species

The risks listed for the site at its nearest point to the SSSI include: • Airports, helipads and other aviation proposals.

• Any industrial/agricultural development that could cause air pollution (including: industrial processes, pig & poultry units, slurry lagoons > 750m³ & manure stores > 3500t). • General combustion processes >50MW energy input. Including: energy from waste incineration, other incineration, landfill gas generation plant, pyrolysis/gasification, anaerobic digestion, sewage treatment works, other incineration/ combustion.

Calf Hill and Cragg Woods SAC/SSSI The proposed site allocation lies just over 3.5km away from Calf Hill and Cragg Woods SAC/SSSI. The primary reason for the selection of the SAC of the old sessile oak woods it supports with alluvial forests with alder and ash also being a qualifying feature. The SSSI is notified for the four types of woodland its supports that are nationally scarce.

The risks listed for the site at its nearest point to the SSSI include: • Pig & poultry units, slurry lagoons > 4000m³ • General combustion processes >50MW energy input. Including: energy from waste incineration, other incineration, landfill gas generation plant, pyrolysis/gasification, anaerobic digestion, sewage treatment works, other incineration/ combustion.

Cockerham Marsh SSSI The proposed site allocation lies just over 5km from Cockerham Marsh SSSI. The primary reason for the selection of the SSSI is the colony of natterjack toad it supports, the only colony in Lancashire. The site consists of the pools and marshy grassland currently used by the toads and the adjacent length of embankment and delph ditch into which the colony may expand.

The risks listed for the site at its nearest point to the SSSI include: • Airports, helipads and other aviation proposals. • Any industrial/agricultural development that could cause air pollution (including: industrial processes, pig & poultry units, slurry lagoons > 750m³ & manure stores > 3500t). • General combustion processes >50MW energy input. Including: energy from waste incineration, other incineration, landfill gas generation plant, pyrolysis/gasification, anaerobic digestion, sewage treatment works, other incineration/ combustion.

BHS There are 15 Biological Heritage Sites (BHS) within 2km of the proposed sites. The citations for these sites can be found in Appendix 3. The table below lists the BHS and the reasons for selection. Their locations are shown in Map 3.

The Lancaster Canal BHS forms the western boundary of the site. Park Coppice BHS lies with the southern safeguarded area and Burrow Beck BHS lies in the northern part of the proposed site

Habitats

Ancient Woodland There are a number of ancient woodlands within 2km of the proposed site allocation (See Map 4). Ancient woodland is any wooded area that has been wooded continuously since at least 1600AD. All of these woodland sites are selected as BHS, including Park Coppice which lies within the proposed site.

Species and Species Groups

Bats Seven roosting species of bats have been recorded from within 5km of the site together with records of unidentified bat species and unidentified Myotis species (see Map 5). These are pipistrelle, common pipistrelle, soprano pipistrelle, noctule, Natterer’s and brown long-eared bat. There are no records for roosts within the site itself. The closest roost sites are from houses to north-west of the site, from Lancaster University to the east and houses to the south of the site.

Other bat records were returned for 6 identified species within 5km of the site. These included Daubenton’s bat, noctule, common pipistrelle, pipistrelle, soprano pipistrelle and brown long- eared bat together with several unidentified species (see Table 3). There is one record for the proposed site of common pipistrelle in the middle of the site. There are also several records from the Lancaster Canal, Lancaster University and the housing surrounding the site.

Badgers The data search from LERN returned five records for badgers. These records will be discussed in a separate confidential report.

The records from LERN do not include information from the Lancashire Badger Group. The badger group have been contacted separately for their information, although no data has been received so far. Any results will be published in the separate confidential report.

Otters There are relatively high numbers of otter records within 2km of the proposed site allocation, associated with the Lancaster Canal (see Map 6).

Water Vole There is a record of water vole from 1998 from Burrow Beck, which runs through the proposed site (see Map 6). There are also records of water vole from Cranwell Avenue nature area in the late 1990’s and from River Conder at Conder Green in 2000.

Brown Hare There are no records of brown hare from the site but there are numerous records from the west of the site (see Map 6).

Hedgehog There are no records for hedgehog from the site, although there is record from the A6, adjacent to the site (see Map 6). There are also several records from around Pennyhill to the west of the proposed site.

Grey Seal There are two records of grey seal from the River Lune SSSI (see Map 6).

Amphibians and Reptiles Several records for great crested newt were returned for a pond within the proposed site allocation (SD47875867). These records were mostly from 2014. There is also an older record for common frog from Park Coppice.

In addition there are records of great crested newts to the south of the site from both within and outside of Berry's Farm and Sellerley Farm Ponds and Conder Green Saltmarsh BHS. There is also a record for smooth newt at this location. There are several other records for amphibians within 2km of the proposed site (see Map 8).

There is an old record from 1971 for slow-worm within the proposed site. There are several other records from within 2km of the site, with the most recent being form Dorrington Road Allotments in 2011.

Species of Principal Importance This group of species have been identified as being of Principle Importance for Conservation in England under Section 41 of the Natural Environment and Rural Communities (NERC) Act which came into force on 1st Oct 2006. In addition to the species listed above, records for 63 other species were returned from within 2km of the proposed site. There are numerous records recorded from within the proposed site, mainly around Burrow Heights. There are also records for lapwing and purple ramping-fumitory record for the 1km SD4757. A full list can be found in Table 3.

81 Lancashire BAP Long List Species occur within 2km of the proposed site. These are species which occur in Lancashire and are considered to be of significance. There are numerous moth records recorded from within the proposed site, mainly around Burrow Heights. There are also records for swallow and four-dotted footman (moth) form the 1km SD4757. A full list can be found in Table 4.

Invasive and Non-Native Species Invasive Species are considered to be any non-native or plant that has the ability to spread causing damage to the environment, the economy, our health and the way we live (GB Non-native Species Secretariat)

The data search returned records for 11 such species within 2km of the site (see Map 8). These are all plant species and include: Japanese knotweed, Himalayan balsam, common cord-grass, giant hogweed, monkey flower, curly waterweed, water fern, winter heliotrope, Canadian waterweed, rhododendron and fringed water-lily. There are record of Indian balsam, winter

heliotrope and curly waterweed from around Burrow Beck within the proposed site from the proposed site. There are also records of rhododendron from Park Coppice BHS. There are also numerous records for invasive and non-native species from the Lancaster Canal.

4.2 SURVEY RESULTS

Habitats

The proposed site in South Lancaster is primarily agriculturally improved pastures and arable, with areas of woodland, including Park Coppice BHS, and scrub. There is a network of hedgerow and wall forming field boundaries. A number of ponds occur across the site. Mature broadleaved trees are also found across the site. Two streams, Ou Beck and Burrow Beck, cross the site. The Lancaster Canal BHS forms the western boundary of the site. The results of the survey can be found in Figures 3 and 4. The topography of the land is undulating.

The Lancaster Canal BHS is in a cutting for much of its length along the boundary of the site. The banks are wooded and support species such as ash, holly, and sycamore. Ground flora species include dog’s mercury, lesser celandine, herb Robert, hart’s-tongue fern, wood false brome, opposite-leaved golden saxifrage and bluebell. Towards the south of the proposed site, the canal side habitats do not appear to be included in the BHS and in places are more open. Marginal species include branched bur-reed, soft rush, water mint, hemlock water-dropwort and common reed. Mature trees do still occur in places along the banks, including some nature ash trees as well ash, alder and . There is an area of woodland in the south supporting ash, alder, holly, silver birch, beech and hawthorn. Standing dead wood is present and some the trees support features that could be used by bats. Further survey will be required of the canal and its corridor.

Park Coppice BHS lies within the proposed site. Due nature of the survey it was not studied in detail but it supports species such as ash, oak, silver birch with hazel holly and the invasive rhododendron. Given the time of year only limited ground flora species were recorded including creeping soft-grass, bramble, and tufted hair-grass. Further survey will be required at this location.

Two streams, Ou Beck and Burrow Beck cross the site, with part of the latter being a BHS. Ou Beck had been in flood prior to the survey. Mature trees line the banks of this brook in places, while north of Shearset Beck Bridge little marginal species were visible at the time of survey.

Burrow Beck also appeared to have been recently in flood. The BHS section supported marginal species including hemlock water drop-wort, creeping buttercup and figwort with scrub of hawthorn and elder. Both streams will require further survey.

A number of ponds are found across the site. The pond at SD47945598 holds water and supports bulrush. Oak and willow occur around the edges.

The pond at SD47875867 was flooded at the time of survey. The small woodland surrounding the pond supports beech, sycamore and pine. This pond has records of great crested newts. The pond at SD47705675 is shown on the aerial photograph as supporting water. All these ponds will require further survey.

The site supports a network of hedgerows, small woodlands and mature trees. Hedgerow species include hawthorn, hazel, holly, elder and ash. The hedges along Tarnwater Lane and Highland Brow are particularly dense. Ground flora species include herb Robert, barren strawberry, red campion, cow parsley, hedge garlic, broad buckler fern and lesser celandine.

A number of mature trees are found across the site, including ash, oak, beech and sycamore.

There are also a number of small woodlands around the site, particularly in the north which support species such as beech and pine. There is a small area of young woodland by Lawson’s Bridge. This supports areas of hazel coppice together with hawthorn, cherry, ash and some conifers. Ground flora species include lord’s and ladies, scaly male fern, ivy and cow parsley. There is a small orchard associated with a property along Cinder Lane, marked 1 on the Figure 3.

Area 2 (see figure 2) is a disturbed area associated with the farm near Whinney Croft. The area marked 3 (see Figure 2) appeared to be part of a small holding associated with Five Ashes Farm

Protected and Priority Species

Bats The habitats on the site are considered to have high to moderate potential to be used by foraging and/or commuting bats. The woodlands, streams and mature trees provide foraging habitat. In addition, the mature trees across the site have features that could be used by roosting bats. A number of buildings are included within the proposed site boundary, which have the potential to support bats.

Badgers Potential signs of badgers were observed during the survey. The precise location of these signs will be included in the separate confidential badger report.

Amphibians The ponds on site appear to be suitable to support amphibians, particularly great crested newts.

Water vole and Otter The streams on the site provide suitable habitat for water vole and the Lancaster Canal support habitats suitable for otter.

Invasive and Non Native Species Rhododendron was observed in Park Coppice. No other species were recorded during the surveys but given the timing they may not have been visible, as many die back in the winter months.

Other Species The area supports suitable habitats for brown hare and hedgehog. No detailed bird surveys were undertaken as part of this study. The hedgerows, woodland and trees are likely be used by breeding birds.

5.0 ECOLOGICAL CONSTRAINTS – IMPLICATIONS & RECOMMENDATIONS

Although areas of the proposed site allocation support habitats of limited ecological value, there are a number of habitats of higher value and a number of potential constraints on any future development at the site. These potential constraints require further survey to determine their extent.

SPA/SAC/Ramsar Site Given the proximity of the site to a number of European Sites, including Morecambe Bay and Bowland Fells, a Habitat Regulations Assessment (HRA) of any proposal on the South Lancaster proposed site may be required. The biggest risk to the European Sites would appear to be disturbance to birds that may use the proposed site when displaced from the estuary and the impact of increased human disturbance. Other forms of pollution may also arise depending on the nature of development brought forward at this site.

SSSI Any proposals that come forward that are within the categories identified by Natural England in the SSSI Impact Risk Zones may need to undertake additional surveys and studies depending on the nature of the proposals. Impacts on all the identified SSSI will need to be considered.

BHS As identified above there are 15 BHSs within 2km of the site allocation. Two, Park Coppice and Burrow Beck, lie within the proposed site and the Lancaster Canal forms the western boundary of the proposed site. Any development proposals will need to ensure these BHSs are not adversely impacted by the proposals; potential impacts may include habitat loss, hydrological changes, pollution and increased disturbance. Ancient woodland is irreplaceable and its loss should be avoided. Further surveys of these BHS sites will be required.

All the identified Local Wildlife Sites may be impacted by increased recreational pressure or increased pollution from new traffic generated from any new development. Other forms of pollution may also arise depending on the nature of development brought forward at this site.

Ou Beck and Burrow Beck The streams and surrounding habitats will require further survey. Potential impacts may include habitat loss, hydrological changes, pollution and increased disturbance, depending on the nature of the proposals brought forward. The streams may also support water vole (see below).

Woodlands, Hedgerows, Scrub and Scattered Trees The proposed allocation site supports a network of hedgerows, small woodlands, scrub and individual trees. As well as being valuable in their own right, these features may provide important habitat for bats, badger and birds. As well as direct loss of these habitat features, development could lead to deterioration of the habitats due to increased disturbance and diffuse pollution.

Otter The Lancaster Canal is known to support otters. Surveys for this species will be required.

Water Vole The streams and ponds have the potential to support water voles. Surveys for this species will be required.

Bats There are many mature trees across the sites that have the potential to be used by roosting and foraging bats. The network of hedgerows, woodlands and trees may provide important foraging and commuting corridors across the landscape. There are also a number of buildings within the

proposed site allocation that will require at least a preliminary bat survey if impacted by any development. The Lancaster Canal is also likely to be an important foraging /commuting corridor.

Great Crested Newts There are records of great crested newts from the site. All ponds within the site will require further survey for amphibians.

Badger Potential signs of badger were recorded from the site. Surveys for badgers will therefore be required.

Birds The habitats across the site are likely to be used by nesting birds, particularly the woodlands hedgerows and trees. The site may also be used by wintering birds associated with Morecambe Bay or Bowland Fells for foraging and for refuge at times of high tide and stormy weather.

6 CONCLUSIONS

6.1 There are a number of potential ecological constraints should development be brought forward at this the South Lancaster proposed site.

6.2 Any development at the site that could significantly effect the special interest of the identified European Sites will require a HRA. Additional ecological survey and pollution assessments are likely to be required to support any HRA.

6.3 Any developments that will result in air pollution may also impact on the identified SSSI and would require further studies.

6.4 The Lancaster Canal BHS and the species it supports, particularly otter and bats, will require survey.

6.5 Park Coppice BHS and the species it supports will require further survey. Loss of ancient woodland is irreplaceable.

6.6 There are a number of streams that require further survey, inducing Burrow Beck BHS.

6.7 A number of ponds occur on site that will require further survey, particularly for great crested newt and water vole.

6.8 The other areas of the site allocation support arable and agriculturally improved grassland of limited ecological value. However the boundary features and adjacent habitats have ecological value. Further habitat surveys are required to fully assess this interest.

6.3 The proposed site allocation also has the potential to support protected species including otter, bats, water vole, badger, and breeding birds. Additional surveys will be required for these species before any detailed planning proposals can be brought forward.
