STAFF WORK BY Planning and Traffic Division Michigan State Highway Department PROCEDURES FOR DETERMINING ROADWAY DEFICIENCIES FOREWORD The Michigan Good.Roads Federation, through its Highway Study Committee, has made a study of Michigan highway, road, and street needs. This study has now './ been completed and a report of its findings has been prepared and printed for the information of the people, the Governor, and the Legislature of the State • • The present book is a collection of the procedures prepared by the engineering staff and consultants of the committee, and issued to the various highway agencies for their use in determining and reporting the needs of the roadway systems under their jurisdictions. This collection of documents was made at the request of the Public Roads Administration for distribution to agencies or organizations in other states where a similar study might be contemplated. The Michigan Good Roads Federation which initiated this study is made up of groups and oreanizations interested in progressive highway development and use. The Highway Study Committee which made the study is composed of representa­ tives of private hi~hway user groups, commercial users, road builders, the County Road Association of Michigan, ·the Michigan Municipal League and the State Highway Department. The special staff for the study was made up of personnel from the Planning and Traffic Divis ion of the State Highway Department. The work of the staff was supplemented by technicians from other cooperating agencies and organizations and by specialists and consultants from the Public Roads Administration and the Automotive Safety Foundation. The standards and methods set forth in these procedural manuals were for­ mulated by three sub-committees conversant, respectively, with conditions in the state, county, and city and village hip;hway jurisdictions. The sub-committee deal­ ing with the bases and procedures for determining state trunkline needs was appointed by the State Highway Commissioner; that with county road needs, by the County Roads Association of Michigan; and that' with municipal streets, by the Michie;an Municipal League. The Committee 1 s engineering staff and consultants collected and prepared the basic background material for establishing standards by which the adequacy of the various types of roadways could be measured. They suggested standards for the several kinds of roads and streets. They also suggested procedures for determining needs in relation to these standards. The sets of proposed standards and procedures for the state trunklines, the county roads, and the municipal streets were each submitted to the appropriate sub-committee for examination, revision, and approval. These sub-committees are responsible for the procedural manuals in their final form as here presented. Reference to the accompanying organization chart of the, Highway Study Committee, will reveal that the ultimate formulation of the standards and pro­ cedures was done by hie;hway and traffic engineers and highway and civil adminis­ trators. Their preparation for the task was practical experience with conditions in their several highway fields. Their object was to establish methods by which other practical highway men could do a job essential to further highway development. The fact that these manuals produced generally successful results, w~s due in part to the methods adopted to familiarize county and municipal highway officials with their use. Local conuni ttees, acting under the initiative of the County Roads Association, organized regional meetings of county officials at which members of the study committee's staff carefully explained the standards, the procedures, and the methods of operation. A like program was followed in the case of municipal street officials. During the period when the field work based on these manuals was in progress, the study staff maintained steady and cooperative contact with the local agencie.s. District and assistant district engineers of the State Highway Depart­ ment also gave much assistance, particularly to the smaller cities and villages. It is hoped that this presentation of some of the basic working documents used in the Michigan highway study, may prove of value and interest to those responsible for highway administration and development in other states.     WHAT IS THE DIFFERENCE BETWEEN AN ARTERIAL STREET AND A NON-ARTERIAL (LOCAL) STREET? Federal and State guidelines require that streets be classified based on function. Generally, streets are classified as either arterial streets or non-arterial streets. Cities can also use the designations to guide the nature of improvements on certain roadways, such as sidewalks or street calming devices. The primary function of arterials is to provide a high degree of vehicular mobility through effective street design and by limiting property access. The vehicles on arterials are often through traffic. Generally, the higher the classification of a street (Principal Arterial) being the highest), the greater the volumes, through movements, length of trips and the fewer the access points. Arterials in Shoreline are further divided into the three classes and are described as follows: • Principal Arterials have higher levels of local land access controls, with limited driveway access, and regional significance as major vehicular travel routes that connect between cities within a metropolitan area. Examples: Aurora Avenue N, NE 175th Street and 15th Avenue NE • Minor Arterials are generally designed to provide a high degree of intra-community connections and are less significant from a perspective of a regional mobility. Examples: Meridian Avenue N,N/ NE 185th Street and NW Richmond Beach Road • Collector Arterials assemble traffic from the interior of an area/community and deliver it to the closest Minor or Principal Arterials. Collector Arterials provide for both mobility and access to property and are designed to fulfill both functions. Examples: Greenwood Avenue N, Fremont Avenue N and NW Innis Arden Way.

    Petition for/request to initiate vacation of public highway, street, alley or easement Requirements and process overview The City of St. Louis Park will vacate public highways, streets, alleys or easements if it is found that the city has no current or future need for these lands. Proceedings to vacate such land may be commenced by petition of a majority of the owners of property fronting upon the portion of the public highway, street, alley or easement to be vacated, by action of the St. Louis Park City Council or by recommendation of the St. Louis Park Planning Commission. In order to constitute a petition for vacation, a majority of abutting property owners of the portion of public highway or street to be vacated must appear on the petition form. If the request is for vacation of a public alley or easement, it must be signed by the majority of owners of property adjacent to the alley or easement in the block where the alley or easement is situated, whether or not the petition requests vacation of the entire alley or easement. The petition shall be filed with the city clerk. If the application represents a request to the planning commission to recommend and to the city council to initiate vacation, that must be specifically stated. The applicant is encouraged to discuss the proposal with community development staff prior to completion of final plans and filing of a petition/request. The national highways constitute 82,000 kilometers, 1.7 percent of the total length, and carry 40 percent of the total traffic.” “65 percent of total traffic and 90 percent of passenger traffic are being serviced by roads. The corresponding figures in the 1950s were 12 percent and 31.6 percent. The compounded annual growth rate of traffic on roads during the last two decades has been 9 percent. Due to the ongoing COVID‐19 Pandemic, this website will act as the primary method of public outreach for this project instead of ALDOT’s traditional in‐person meeting format. 1 Project Stakeholders • Alabama Department of Transportation (ALDOT) • Mobile County The proposed improvements are part of the Alabama Statewide Transportation Improvement Program and was included in the Mobile County Pay‐As‐You‐Go program. The project is being designed by Neel‐Schaffer, Inc. in coordination with Mobile County officials. The project is being funded through federal transportation dollars as well as Mobile County Pay‐As‐You‐Go funds. 2 The project is located in south Mobile County approximately ¾ of a mile north of I‐65 and CR‐39 (McDonald Road). For this project, two alternatives will be carried forward through detailed study. Both Alternative 1 and Alternative 2 begin just north of the intersection of Old Pascagoula Road and McDonald Road and end at the intersection of Ben Hamilton Road and Three Notch‐Kroner Road. The purpose of the proposed project is to relieve traffic congestion along McDonald Road and Three Notch‐Kroner Road. Congestion along McDonald Road and Three Notch Road is due to increased development in the area.

    What is a roundabout? A roundabout is an intersection where traffic travels around a Circulatory central island in a counter- Truck Apron Roadway clockwise direction. Vehicles entering or exiting the roundabout must yield to vehicles, bicyclists, and pedestrians. Figure 1 presents the elements of a roundabout. Yield Line Splitter Island Figure 1: Elements of a Roundabout What are the advantages of roundabouts? • Less Traffic Conflict: Figure 2 compares the conflict points between a conventional intersection and a modern roundabout. The lower number of conflict points translates to less potential for accidents. • Greater safety(1): Primarily achieved by slower speeds and elimination of left turns. Design elements of the roundabouts cause drivers to reduce their speeds. • Efficient traffic flow: Up to 50% increase in traffic capacity • Reduced Pollution and fuel usage: Less stops, shorter queues and no left turn storage. • Money saved: No signal equipment to install or maintain, plus savings in electricity use. • Community benefits: Traffic calming and enhanced aesthetics by landscaping. (1) Statistics published by the U.S. Dept. of transportation, Federal Highway Administration shows roundabouts to have the following advantages over conventional intersections: • 90% reduction in fatalities • 76% reduction in injuries • 35% reduction in pedestrian accidents. Limited access highways are defined as those that the Commissioner, with the advice and consent of the Governor and the Attorney General, designates as limited access highways to allow access only at highway intersections or designated points. This is provided by Section 13b-27 of the Connecticut General Statutes. This document is distributed within the Department of Transportation and the Division Office of the Federal Highway Administration for information and use. The primary purpose to produce this document is to provide a certified copy to the Office of the State Traffic Administration (OSTA). The OSTA utilizes this annual listing to comply with Section 14-298 of the Connecticut General Statutes. This statute, among other directives, requires the OSTA to publish annually a list of limited access highways.     OVERVIEW America’s roads are often crowded, frequently in poor condition, chronically underfunded, and are becoming more dangerous. More than two out of every five miles of America’s urban interstates are congested and traffic delays cost the country $160 billion in wasted time and fuel in 2014. One out of every five miles of highway pavement is in poor condition and our roads have a significant and increasing backlog of rehabilitation needs. After years of decline, traffic fatalities increased by 7% from 2014 to 2015, with 35,092 people dying on America’s roads. CAPACITY & CONDITION With over four million miles of roads crisscrossing the United States, from 15 lane interstates to residential streets, roads are among the most visible and familiar forms of infrastructure. In 2016 alone, U.S. roads carried people and goods over 3.2 trillion miles—or more than 300 round trips between Earth and Pluto. After a slight dip during the 2008 recession, Americans are driving more and vehicle miles travelled hit a record high in 2016. With more traffic on the roads, it is no surprise that America’s congestion problem is getting worse, but adding additional lanes or new roads to the highway system will not solve congestion on its own. More than two out of every five miles of the nation’s urban interstates are congested. Of the country’s 100 largest metro areas, all but five saw increased traffic congestion from 2013 to 2014. In 2014, Americans spent 6.9 billion hours delayed in traffic—42 hours per driver. All of that sitting in traffic wasted 3.1 billion gallons of fuel.
