● The disclaimer, mentioned during the last meeting; should the Insurance Companies advise us whether they cover any incidents relating to COVID-19, Should we ask them?Or just implement a disclaimer? Risk Assessment Template/checklist does ask you to check with your insurer, esp if taking on more volunteers. Disclaimers only good if Gurdwara has taken reasonable steps and not behave in a negligent way e.g. if COVID-19 laws say you cannot hold congregational worship and a Gurdwara holds a full diwan (even with precautions), still breaking current law => could still be treated as Gurdwara/Trustees being irresponsible & negligent, and hence potentially liable should someone decide to pursue it. But not aware of any case law at the moment that sets precedent. Also be aware - if the Gurdwara is an unincorporated charity structure, Trustees are liable & have unlimited liability. Disclaimer also needs to say what is expected of them e.g. regularly washing hands/sanitising, wearing PPE etc, otherwise not telling/briefing them and that could potentially still be seen as negligence. ● Does Government cover us under force majeure? Force Majeure is a commercial contractual term - used in contracts as a ‘catch all’ for an contractual obligation you cannot fulfil because of events beyond your control e.g. acts of God like COVID-19. Not sure there is definition under English law, more a ‘concept’. So question is what contract does the Gurdwara have with the Government or another party, and has to deliver on, that this clause can be actioned? It might apply to your suppliers e.g. cleaning companies, maintenance contractors, bio-waste disposal contractors i.e those who supply you with services under a contract. The Gurdwara runs under laws i.e. the Charity Act 2011 - not sure if this could be considered a commercial contract. However, would need to ask a specialist contracts lawyer to get a definitive answer. ● Is there a generic disclaimer available now for the Gurdwara's to use. Yes - will discuss later Email questions

● Should there be a questionnaire that sevadars to fill in before taking on the duties at reopening Not necessary as long as you have some form a disclaimer/statement, training, briefing or other control to demonstrate you have taken reasonable steps to mitigate the risks. But good practice to have a volunteer policy. ● Are the legal implications, so the advice coming through would have been assessed, is it covered by Professional Indemnity? Not giving advice here, this is a forum of Gurdwaras for discussion to given Government guidelines, updates, what others are doing and suggestions, providing feedback & seeking clarification from Government. Gurdwara Aid are the secretariat and only provide that support as in the Terms of Reference. Not here to tell you what to do. FAQ is what we have understood the Government has permitted or not permitted from what they have issued. But always have in back of our mind Trustees liabilities (I am a trustee of a Gurdwara as well) and how they might be able to demonstrate a proactive risk mitigation approach to reopening. Hence we also look at what other faiths are doing. If 3 - 4 other faiths are doing something, then have to ask is this reasonable for Gurdwaras to do as well, would this be seen as good practice - then up to the Gurdwara to decide what to do, hopefully making a more informed decision. Any professional services provided would be under on a one to one basis. ● If a person has recovered from The Virus, can he/she infect another individual? Also, could they be infected again? Some people tested positive to say they had it, but didn't know OR have antigens, Can they infect others? Any doctors to answer? Events of the past week

NHS Test and Trace service ● Helps track & trace recent contacts of anyone who tests positive for coronavirus.

If you develop symptoms ● Follow the rules to self-isolate with other members of your household. ● Order a test to find out if you have coronavirus - at www.nhs.uk/coronavirus or call 119 if you have no internet access.

If you test positive for coronavirus ● Share recent contacts through the NHS test and trace service. ● NHS alert them to self-isolate.

Sharing recent contacts ● NHS test and trace service will send you a text or email alert or call you. ● Share details of people with whom you have had close, recent contact and places you have visited. ● Via secure online website or by phone by NHS contact tracers. ● Several interfaith roundtables, ministers/MHCLG have been speaking about this. ● Several calls/meetings/webinars over next week ● Domestic abuse safe accommodation: COVID-19 emergency support fund ○ MHCLG secured £10 million for domestic abuse safe accommodation charities ○ So far £8.5m allocated to 118 successful bids ● £22 million emergency coronavirus funding for more than 540 sexual violence and domestic abuse charities ○ 548 organisations across the country are receiving money to support more victims ○ part of £76 million package for victims during the pandemic What is current - Innovative Business Funding

● Not financially viable for many businesses ● 1.75 million jobs have been furloughed across the UK ● Comparing internationally ○ France, Italy and Singapore recommend 1 metre, ○ South Korea recommends 1-2 metres, and ○ Germany, Australia and the Netherlands recommend 1.5 metres. ○ Denmark and New Zealand have reduced their recommended distance from 2 metres to 1 metres with mitigations. ○ Other countries remain at 2 metres. ● Relative risk may be 2-10 times higher at 1m than 2m. Mitigations can reduce risk to equivalent of 2m. ● The guidance should change to state that 2m or 1m with risk mitigation (where 2m is not viable) are acceptable, and that businesses should set out the mitigations that they will introduce in their risk assessment.
