This report has been prepared by Leach Rhodes Walker Architects (LRW) to form part of a Full Planning Application to City of Cardiff for an extension to The Angel Hotel at Castle St, Cardiff CF10 1SZ.

The Angel Hotel is an extremely successful hotel with a high occupancy figure and is seeking to capitalise on this success by building more guestrooms. Together with the hotel operator, LRW have examined a number of alternative locations for the bedroom block extension within the site and consider the option proposed to

be the most satisfactory. | ARCHITECTURE . ID 3D & GRAPHICS

LRW is an international practice with offices in London, Manchester and Bucharest. With over 50 years’ experience, employing a number of professionals including architects, technicians, interior and graphic designers.

LRW is confident the proposed design will sympathise with the existing property and the local context becoming a positive contribution to the character of the LEACH RHODES WALKER ARCHITECTS WALKER RHODES LEACH area and a valued asset for the local community. Importantly, the proposed design also successfully meets all aspects of the clients brief whilst complying with local planning policies.

This document sets out the aims and intentions of the proposed design that have emerged through the development of the client brief and sets out to convey the way in which the opportunities presented by the site and existing building have been correctly identified and maximised to produce a context specific design. The Design and Access Statement is to be read in conjunction with the planning drawings submitted.

The site is located in Central Cardiff, at the intersection of Westgate St, and Castle St. Castle St is the main East-West routes in central Cardiff, connects to the A48 in both sides. It’s accessed from the acute corner.

The site is in a prime location in the heart of Cardiff, is well connected and served by Cardiff central station and Cardiff Queen St station, all within 10 minutes walk. Numerous bus routes are also easily accesible from nearby stops. All of these link the site with the rest of Cardiff and beyond. | ARCHITECTURE . The Angel Hotel has a prominent location on Castle Street in the centre of Cardiff Cycling Access adjacent to and close to the Principality Stadium. The building is currently a hotel and the proposals seek to extend the use with additional guestrooms. The use is entirely compatible with the area and supports the other uses in the central area, commercial, sporting and tourism. The proposal will modernise and improve the existing hotel accomodation in addition to providing more guestrooms.

The proposal for extension respect the scale of existing hotel building within the courtyard. The low brick extension on Westgate Street will be demolished

and replaced at the full height of the street elevation, and part of the existing | ARCHITECTURE . ID 3D & GRAPHICS guestrooms at the back of Castle st will be demolish too. The proposed building has a double high basement for the conference Hall, plus four guestrooms Levels, that will be connected by two cores at the end of each existing wing. The proposal is located in the existing hotel car park at the rear of the main frontage in the area between Castle Street and Westgate Street. The option developed, extends to the Westgate Street and provides a new street frontage with an opening at ground level to provide access into the reduced car park. This option provides 189 Total rooms between existing, refurbished, and new built.

To maintain a reasonable area of car parking and to avoid overlooking of the adjacent buildings in Westgate Street, number 3, and in 17-21 Castle Street, the extension has been located as far to the north west of the car park as possible. Rooms will face over the car park and also into a new triangular courtyard which will be surrounded by guestrooms on three sides but avoids direct overlooking. The proposal pretends to close the triangle conecting both wings, improving the fire escape by connecting stairs with more than one direction of escape.

The rooms have been located above ground floor level generally maintaining | ARCHITECTURE . ID 3D & GRAPHICS car park numbers as parking will continue at ground level below the extension. The entrances to the car park will be maintained both below the extension from Westgate Street and from Castle Street via Womanby Street.

In terms of materials, a two layers brick facade is being designed, using the same colour palette of the existing Angel hotel and the neighbour building. The recessed darker brick plane it appears on the left side of the window to match the neighbour building colour while you walk from Westgate street towards the intersection you will see both colour matching, instead if you walk from the intersection through the extension, you will see the light yellow painted brick of the existing Angel Hotel matching with the new light yellow facade frame. | ARCHITECTURE . The guests approach to the main entrance of the hotel will remain unchanged. From reception lifts lead with level access to all floors of the existing building. The new extension, however, due to having an additional floor within the same overall height of building, will require a new lift where the extension meets the existing building. This will allow the change of level from the existing hotel into the extension to be made by guests unable to use the stairs for the half level change. The refurbished rooms in the existing building, in some cases formed by joining two rooms together to make one larger room, and the new rooms in the

extension will all be designed to conform to the access requirements of Part M | ARCHITECTURE . ID 3D & GRAPHICS of the Building Regulations, including colour contrast, locations of switches and handles, space and opening sizes and emergency evacuation, including vibrating pillows for guests with hearing difficulties. There will be a minimum of 5% of rooms, compliant with Part M, designed for the use of guests in wheelchairs, with appropriate space for turning, a fully compliant bathroom and emergency pull cords in the bedroom and bathroom. LEACH RHODES WALKER ARCHITECTS WALKER RHODES LEACH The extension has been designed to preserve as much of the car parking as possible by being constructed at first floor level on columns and both options preserve both access ways into the car park, either from Castle Street via Womanby Street and from Westgate Street.

The hotel is below the level that would require a fire fighting shaft as all levels of the building can be accessed directly from a fire appliance and access will be provided to the rear elevation of the new extension from the car park in the courtyard which a fire appliance can enter via Womanby Street.
