1 INTRODUCTION 1.1 Background The Torrens Valley Heritage Survey was commissioned by the Council in May 2001. The Review was undertaken by Anna Pope Historical Consultant, a specialist in the preparation of heritage surveys and reports. Previous heritage assessment of the Torrens Valley ward (formerly the District of Gumeracha) was undertaken in 1994, when the Gumeracha Heritage Survey was completed by Rick Bzowy Architects. That 1994 Survey made six State Heritage recommendations, all of which were subsequently entered on the State Heritage Register. The Survey also made 132 local heritage recommendations; however, these have not yet been included in Council’s Development Plan. The 1976 Northern Metropolitan Regional Study by Bruer Vogt & Hignett has also been reviewed as part of this survey process. This study includes recommendations for Paracombe, Inglewood & Houghton. Work on the zoning and policies of the different townships and settlements is currently being undertaken by Harry Bechervaise Urban Design & Planning. To complement this work, Historic (Conservation) Policy Areas have also been defined and described as part of the Torrens Valley Heritage Survey recommendations. In the case of the Mount Torrens State Heritage Area, a separate recommendation report has previously been prepared by Historical Research Pty Ltd (November 1999).

1.2 Objectives The major tasks of this survey were:

• to reassess all local heritage recommendations made in the 1994 Gumeracha Heritage Survey using the criteria contained in the Development Act 1993

• to assess any other places which have been identified via other research or recommended by members of the community.

• to identify and provide detailed descriptions and recommendations for proposed Historic (Conservation) Policy Areas The survey will provide an authoritative overview of the district’s heritage resources. More specifically, it will make recommendations for a Local Heritage Register as well as recommendations for local heritage areas (ie. Historic (Conservation) Policy Areas). These recommendations will then be considered by Council, property owners and interested members of the public during the Heritage Survey and PAR process. Eventually, places and areas of local heritage significance should be listed in Council’s Development Plan. The process of preparing the Development Plan Amendment Report (PAR) for Local Heritage will involve community consultation and liaison with owners. When a list is included in the Development Plan, it will assist assessment, conservation, planning, and development control processes in the Mount Torrens ward.

1.3 Study Area The Torrens Valley ward (formerly the District of Gumeracha) encompasses the whole of the valley of the Torrens River from near Houghton and Paracombe in the west to Birdwood and Mount Torrens in the east. The area also stretches north of Kersbrook and Forreston to the southern edge of the Para Wirra Conservation Park and south to the border of the Onkaparinga Valley. Politically, the environs around Gumeracha were originally part of the District of Talunga (founded in 1853), with parts of the district also falling into the districts of Para Wirra and Highercombe. In 1935 the Para Wirra District Council and part of the Mount Pleasant District Council joined with Talunga to form the District Council of Gumeracha. In 1976, the Glen Ewin ward of the City of Tea Tree Gully was added to DC Gumeracha. In 1993, the District of Gumeracha amalgamated with Onkaparinga Valley, Stirling and East Torrens to create the . The District of Gumeracha then became known as the Torrens Valley Ward. The location of this ward within the Adelaide Hills Council is defined by figure 1.1.

1.4 Methodology The five major components of the project were: • preparation of the inventory • historical research • community consultation • fieldwork • recommendations

1.4.1 Inventory Previous heritage surveys of the district (or part thereof) are: • Gumeracha Heritage Survey (Rick Bzowy Architects, 1994) • Northern Metropolitan Regional Study (Bruer Vogt & Hignett, 1976) • Mount Torrens State Heritage Area, Conservation Management Plan (Historical Research Pty Ltd, November 1999) All of the recommendations and places mentioned in these reports are included in the inventory. Other sources of information for the inventory included the list of identified and registered places of Heritage , the Australian Heritage Commission and the National Trust of South Australia; and Gavin McEwin's 1982 survey of the older properties in the Mount Torrens area. Some of the other recommendations on the inventory were provided by members of the community, especially members of the Gumeracha Historical Society, and others emerged from the research and fieldwork carried out by Anna Pope and Claire Booth. The inventory brings all of these recommendations and identifications together in a concise format, which also provides a current category describing the status of the place (ie. whether it is being recommended for one of the lists, is a contributory place within a

1.4.2 Historical research Historical research was carried out to determine the principal themes and events characterising the development of the Torrens Valley district, using the framework established in Susan Marsden's 1980 document South Australian State Historic Preservation Plan: Historical Guidelines. Research was carried out in the state and local archives and through consultation with members of the community. The results of all documentary, community and physical research were analysed and summarised in chapter 2, Statement of Historical Significance. Otherwise, historical analysis has been included as part of the recommendation assessment reports, and in the descriptions of the Historic (Conservation) Policy Areas.

1.4.3 Community consultation As part of the survey process, members of the community were invited to contribute suggestions for places of significance. Information was provided to the community through a press release, and local historians and interested historical society members have also been consulted regarding potential places of heritage significance. Members of the community, as well as owners and users of many of the places, provided useful historical information to the survey team, as well as providing suggestions for additional places to be surveyed. Owners of places recommended as local heritage places, or as contributory places in an historic (conservation) policy area, will also be sent copies of the relevant report (draft), and invited to a public meeting to discuss the heritage survey.

1.4.4 Fieldwork The consultants surveyed all of the places which were listed in the inventory. Places and areas of significance were photographed and assessed by the consultant, and are described in the Survey recommendations.

1.4.5 Recommendations The Heritage Survey identifies and assesses surviving places of heritage significance. Those places which make a significant contribution to an understanding of the cultural heritage of the Torrens Valley area, and are not already included on the State Heritage Register, are recommended for inclusion in the State or local heritage registers. The recommendations contained in this Survey emerged from a combination of historical research, community consultation and fieldwork. The Survey includes an assessment report for all proposed heritage places which uses the format suggested by Heritage South Australia. All recommendations comply with the criteria contained in the South Australian Heritage Act 1993 and Development Act 1993, as well as general guidelines for Heritage Places and Historic (Conservation) Policy Areas produced by the Department of Environment & Heritage and Planning SA. They are also assessed using the principles of the Australia ICOMOS Charter for the Conservation of Places of Cultural Significance: The

2 HISTORICAL BACKGROUND

2.1 Summary of Significant Historical Themes The district's physical characteristics and its historical development combine to produce many closely-intertwined significant historical themes. Because of its large numbers of winding waterways and relative proximity to Adelaide, the Torrens Valley was both a particularly successful agricultural district and an area which presented major challenges in road building and transport. The relative abundance of water also led to significant man- made structures in the district, particularly the Millbrook Reservoir, which submerged most of the town of Millbrook and the localities of Chain of Ponds and Sunning Hill. Many other significant themes also emerge from a close analysis of the district's history and development. These are described with examples in the following table.

3 INVENTORY & RECOMMENDATIONS The main purpose of this Survey is to evaluate the heritage resources of the Torrens Valley district for the purposes of conservation, planning and assessment.

Accordingly, recommendations have been made for places to be entered in the State or local heritage registers, or as State Heritage Areas or Historic (Conservation) Policy Areas. The first step in this process was to establish a thematic overview history for the area, based on the range of primary and secondary historical material available, as well as information provided by persons or groups with a knowledge of the development of the area. Field surveys were undertaken to identify, describe and locate places considered to be of significance to the area. This fieldwork was carried out to complement the historical research, thus providing a basis from which to make recommendations for places for the State and local heritage registers. In summary the following recommendations are made.

4 CURRENT STATE HERITAGE PLACES Any place may be entered in the State Heritage Register if it meets one or more of the criteria for entry under section 16 of the Heritage Act 1993. A place could include natural features, land, buildings and structures. The criteria help to determine whether a place is part of the environmental, social or cultural heritage of the State. 5 RECOMMENDATIONS: STATE HERITAGE PLACES

5.1 Format of Heritage Assessment Reports The register assessment reports in this chapter are presented in the format recommended by Heritage South Australia.

5.1.1 Description The description of the place includes at least two paragraphs, the first concentrating on the history of the place, and the last providing a physical description of the property. The historical description provides a summary of the historical context of the property, the date of construction, the various uses of the place, and the main people associated with the place. The physical description serves two purposes, to provide enough of a description to complement the photograph to enable the place to be recognised, and to indicate the fabric which is considered to be of cultural significance. Those parts of the described fabric which are not considered to be of significance are enclosed in square brackets [x].

5.1.2 State Heritage Criteria The Heritage Act 1993 provides the statutory basis for criteria under which places—land, buildings or structures—are assessed for entry in the State Heritage Register. There must be a process of selection, assessment and critical judgement involved in the entry of places in the Register. A place is of heritage value if it satisfies one or more of the following criteria: (a) it demonstrates important aspects of the evolution or pattern of the State's history; or (b) it has rare, uncommon or endangered qualities that are of cultural significance; or (c) it may yield information that will contribute to an understanding of the State's history, including its natural history; or (d) it is an outstanding representative of a particular class of places of cultural significance; or (e) it demonstrates a high degree of creative, aesthetic or technical accomplishment or is an outstanding representative of particular construction techniques or design characteristics; or (f) it has strong cultural or spiritual associations for the community or a group within it; or (g) it has a special association with the life or work of a person or organisation or an event of historical importance.

5.2 State Heritage Recommendations The following place in the Torrens Valley district has been recommended for entry in the State Heritage Register.

ASSESSMENT OF HERITAGE VALUE Description Single-storey three-bay church building constructed of irregular blocks of local stone with informal use of stone for dressings and a corrugated-iron gable roof. There is also a gabled porch (now roofless) to the front (south-west) of the church, with a central front door which is now blocked in. [The south-west facade of chapel and porch have been rendered.] There are three windows to each side, each with a timber lintel and timber-framed multi-paned window. There is also a skillion- roofed extension to rear, the eastern section of which is constructed of similar stone with a red- brick chimney, [and the northern section of which is a later, timber-framed corrugated-iron-clad room with open doorway.] [Other later additions include a red-brick chimney in the centre of the chapel.] Statement of Heritage Value The former Union Chapel at Houghton has significant associations with the distinctive early religious development of the colony, and in particular with the religious cooperation which prompted the construction of several multi-denominational or `Union' Chapels. It is significant as a rare surviving example of this type of building, as well as one of the earliest surviving church buildings in the State (fourth-oldest). As such, it demonstrates the early design methods and construction techniques used by South Australia's earliest pioneers. Relevant Criteria (a) it demonstrates important aspects of the evolution or pattern of the State's history, having close associations with the distinctive early religious development of the Colony, and particularly with the spirit of religious cooperation which grew out of the practical desire to build a place of worship as soon as possible despite limited resources, as well as being one of the oldest surviving educational buildings in the state and providing significant information about the colony's earliest schools. (b) it has rare, uncommon or endangered qualities that are of cultural significance; being a rare surviving example of an early 1840s multi-denominational chapel which demonstrates important aspects of the early religious development of the State, and being endangered through disuse. (d) it is an outstanding representative of a particular class of places of cultural significance, being one of only two surviving multi-denominational chapels from the early 1840s, and demonstrating the unpretentious design and building techniques of this significant and practical class of buildings.

RECOMMENDATION We recommend that the former Union Chapel be included in the State Heritage Register.

ASSESSMENT OF HERITAGE VALUE Criterion (a) it demonstrates important aspects of the evolution or pattern of the State's history. This is the oldest Union Chapel in South Australia, and as such has significant associations with the remarkable early religious development of the Colony. South Australia was founded on principles of non-discrimination against dissenting denominations. To avoid religious favouritism towards the Church of England, the South Australian Government did not offer financial aid to any churches for most of the Colonial period (except between 1847-51). Generally those who wanted to build themselves a church were reliant on raising funds within the community, and usually large donations from wealthier locals and donations of land and labour were required before a church could be constructed. Despite the many privations encountered during this pioneering phase, especially in the barely- surveyed farming districts, many of the early settlers were extremely devout and keen to construct a church as soon as possible. They considered that the construction of a fine monument to their faith was a high priority, despite the many difficulties they faced. In fact, many settlers placed the completion of a permanent church building above the construction of their own houses, choosing to put their precious labour and materials into the church while they and their families resided in crude huts for longer, as a testament to their faith. Several communities reached a sensible compromise by banding together to construct a church building which could be used in turn by several denominations (usually three) and probably also as a school and local meeting place. These churches were generally known as Union churches, and the oldest known example survives at Houghton, and the second oldest being the fine stone church at Angaston which was constructed between 1843 and 44 (currently entered in the State Heritage Register). The Houghton church was constructed by a Union comprising local Congregationalists, Wesleyans and `Episcopalians'. Both of the former denominations flourished in the area and went on to build their own churches, but the Episcopalians (generally an alternative name for adherents to the Church of England) soon disappeared from the historical records. If the Union Chapel had not been constructed in 1843, it would probably have been several years before the Wesleyans and Congregationalists could have built a place of worship, and the village would have waited longer for a suitable school-room. As it was, the completion of the chapel in 1843 underlined Houghton's exceptional significance during this period. Having been founded in 1841, by the end of 1845, Houghton was one of South Australia's most important early townships, with the Adelaide Hills' earliest hotel, church and school and one of the earliest general stores and smithies. The fact that Houghton was also the first South Australian town to construct a Union Chapel reinforces its early significance in the context of the Colony. The former Union Chapel at Houghton is also significant as the fourth-oldest surviving church in South Australia. This is especially significant when you consider that of the 16 or more purpose- built places of worship constructed by the end of 1843 in a devout South Australia, only four survive. Of the four oldest surviving churches in the State, only the Union Chapel at Houghton is not included in the State Heritage Register. The main reason for this is that the place was not identified or assessed during the 1994 Gumeracha Heritage Survey (Bzowy Architects). It is also one of the oldest surviving school buildings in the State, having been used as a private school from 1847, thus providing information about the early development of education in South

Australia.

Criterion (b) it has rare, uncommon or endangered qualities that are of cultural significance. Union chapels were a practical way for early South Australians to erect a place of worship quickly and cheaply, with the only snag being that they had to share it with other denominations. As congregations grew more prosperous they were able to erect their own chapel and withdraw from the Union. Other congregations disbanded and disappeared altogether from the Union. Eventually, these early cooperative chapels became obsolete. The problem then lay in the fact that no single congregation had responsibility for the building, and often they were not maintained. In addition, many of these early and quickly-constructed chapels were non-permanent structures, and therefore unlikely to survive long if disused and not maintained. Timber Union Chapels in places such as Golden Grove and Cudlee Creek have not survived for this reason. In fact, the only located Union Chapels to survive are the 1843 one at Houghton, and the 1843-44 chapel at Angaston (currently on the State Heritage Register). Thus, these are both rare surviving examples of this significant South Australian building type. In addition, the disuse of the chapel at Houghton and the proximity of several mature poplars which are undermining the building's structure, endangers the significant fabric of the building and places its survival at risk. Criterion (d) it is an outstanding representative of a particular class of places of cultural significance. The former Union Chapel at Houghton is one of only two known surviving multi-denominational chapels in South Australia. During the pioneer phase of settlement, several Union Chapels were constructed by practical, devout and cooperative groups of settlers. The earliest Union Chapels to survive is the simple stone building at Houghton. Although disused, in a state of disrepair, and having a semi-ruined porch, the surviving fabric of the chapel provides a fine example of this important early building type. The former Union Chapel is also significant as one of the oldest surviving churches in the State. Together with the Ebenezer Baptist Chapel which was built in the same year (exact date unknown), the Houghton Union Chapel is the third- or fourth-oldest surviving church in South Australia. This is especially significant when you consider that of the 16 or more purpose-built places of worship constructed by the end of 1843 in a devout South Australia, only four survive. Of the four oldest surviving churches in the State, only the Union Chapel at Houghton is not included in the State Heritage Register. The main reason for this is that the place was not identified or assessed during the 1994 Gumeracha Heritage Survey (Bzowy Architects). The church has also been little altered since its original construction, and maintains a high integrity, especially externally. The surviving fabric provides a significant and indicative example of early 1840s chapel design and construction techniques. It displays an unpretentious design yet fine attention to detailing in the construction of its windows which is entirely compatible with its original function as a building designed both as a practical interim solution and a focus of community pride which would be `acceptable in the eyes of God'.

HISTORY Early records show that there was an active group of early church-goers in the embryonic township. In 1841, the Congregationalists (and possibly others) held occasional services in a `smoky hut' in Houghton.1 During the early part of 1843, the combined Congregationalists, Wesleyans & Episcopalians built a stone multi-purpose building on lot 18 which was called the `Union Chapel'. This building was constructed by the community, with `the people themselves carting stone and sand, burning lime, sawing the timber and splitting the shingles for the roof'. The first service in the Union Chapel was conducted by Thomas Playford (great-grandfather of the former South Australian Premier of the same name). By arrangement, the Union Chapel was used by a number of denominations for services and other activities until it was closed in 1873. There was also a cemetery behind the chapel, although this has since been razed, with the only surviving gravestone being to the north-west of the CWA building (1850 grave). In 1847 the trustees of the Union Chapel conveyed its use during the week to schoolmaster William Riccardo Squibb. Squibb was a significant local resident who also preached in the chapel and served as Houghton's postmaster from the 1850s until his death in 1885. He was also politically active and was instrumental in the forming of the district's first local council in 1852. In 1850, Squibb had resigned as schoolmaster and he subsequently built himself a house on lot 17 next to the chapel (now gone). Despite the initial good intentions of the combined congregations, the union was not a huge success as `sectarian pride' caused a rift between the three denominations. The Episcopalians were the first to withdraw their support, and then in 1868 the Wesleyan Methodists built their own church across the green from the Union Chapel. Finally, the Congregationalists also constructed their own church on the other side of the green (in 1875), and the Union Chapel was left to be used by the community as a local school (until 1878) and as a meeting place. But no congregation took on the responsibility of maintenance for the building, and neglect caused it to be disused by the early 20th century, when buildings such as the newer school (1878), Rechabite Hall (c1880) and Methodist Hall (1901) became the preferred locations for community meetings and functions. During the mid-20th century, the building was converted to a residence. However, in the last few decades it has been little used, other than as an outbuilding. In 1956, the chapel's original Bible was relocated to a glass case within the Congregational Church (now Uniting). Houghton was particularly significant during the 1840s, when it offered the only blacksmith and hotel between Walkerville and Chain of Ponds, as well as providing the only school, chapel and post office for a large area. Of these five defining early buildings in Houghton only the former Union Chapel of 1843 remains intact. Significant local historian Ian Auhl described Houghton's Union Chapel as `a monument to Christian commonsense' (Auhl sketchbook p 52)

General Recommendations • The former Union Chapel should be preserved and conserved. Endangered fabric should be stabilised to prevent further deterioration. To achieve this, the roof, windows & doors to the main part of the building need repairs and then ongoing maintenance. The semi-ruined porch is a more challenging conservation project. It requires repairs to walls & openings, stabilisation of structure and reinstatement of roof timbers and corrugated-iron sheeting. • The chapel's relationship to the green should be re-established by use of signage. • In view of its significance, it would be desirable for the former Union Chapel to be purchased or leased by Council or the local community. The building could then be put to an appropriate use as a hall and CWA building. However the restoration of this building will also require a substantial financial commitment. • Those mature poplars to the south-east of the former Union Chapel which are compromising its fabric should be removed. • The significant gravestone which is associated with the Union Chapel (recommended for Local Heritage Register) should be preserved and protected by a simple fence surround.

6 STATE HERITAGE AREAS The State Heritage Branch guidelines for selection of a State Heritage Area are as follows:

The criteria and report format for a State Heritage Area closely follow those required for a recommendation for the Register. However, an area will be of greater extent, and will normally be made up of a large number of land parcels.

The significance of a State Heritage Area should rest on qualities which are exceptional, not commonplace, and it should constitute a continuous and unified area comprised for the most part of significant fabric, and relatively free from unsympathetic intrusions. Individual places of particular significance within the area should be identified and described.

The boundary of a State Heritage Area should be clearly defined, following cadastral boundaries where possible, and simple in outline. It should take in the continuously significant area without the addition of buffer zones.

The town of Mount Torrens has previously been recommended as a State Heritage Area, and is currently being processed to be included in the State Heritage Register. This survey recommends no additional area in the Torrens Valley district as a State Heritage Area.

7 RECOMMENDATIONS: LOCAL HERITAGE PLACES

7.1 Criteria for Local Heritage Places A place may be designated as being of local heritage value if it meets one or more of the criteria contained in section 23 (4) of the Development Act 1993. The criteria are as follows:

(a) it displays historical, economic or social themes that are of importance to the local area; or (b) it represents customs or ways of life that are characteristic of the local area; or (c) it has played an important part in the lives of local residents; or (d) it displays aesthetic merit, design characteristics or construction techniques of significance to the local area; or (e) it is associated with a notable local personality or event; or (f) it is a notable landmark in the area; or (g) in the case of a tree, it is of special significance or importance within the local area.

8 HISTORIC (CONSERVATION) POLICY AREAS

8.1 Definition of Historic (Conservation) Policy Areas The Planning Bulletin – Heritage 2001 defines Historic (Conservation) Policy Areas as areas which comprise and demonstrate: • significant built form composed of historic elements that contribute to the character of the streetscape; • physical character, including natural and cultural landscapes and land division patterns which relate to historic development of the local area; and [or] • unified, consistent physical form in the public realm with an identifiable historic, economic or social theme associated with an earlier era of development.2
