SOUTH FORK TOWNSHIP KANABEC COUNTY, MINNESOTA

SUMMARY A sign inventory and evaluation was completed in December of 2013. Using a combination of visual inspection and a RoadVista 922 Retroreflectometer, select signs were measured to display compliance with the minimum levels of retroreflectivity.

A total of 100 signs were located and evaluated, 27 of which are guide signs. Our analysis of your inventory has also generated a list of 18 signs that are not required according to the Minnesota Manual of Uniform Traffic Control Devices and can be considered for removal rather than replacement. 16 additional signs are deemed necessary in the township and 3 signs need a relocation or change of panel type.

*** Signs 62, 72, and 80, SCHOOL BUS STOP AHEAD SIGNS – If the bus does not stop at these locations, the signs should be removed.

GENERAL NOTES REGARDING

The majority of signs suggested for removal are warning signs. Warning signs, other than those that are mandatory, are only suggested for use when the warned condition is not apparent. Excessive use of signs should be avoided as they are not enforceable and it creates the potential for inconsistent application (liability).

The T Intersection Sign is recommended for removal unless the intersection is not controlled or visible. If the intersection is visible and not controlled, the judgment of our engineering staff indicates that the placement of a Two Direction Large Arrow (W1-7) is a better, more visible alternative to a T Intersection sign, unless a driveway or field entrance prevents installation. If the intersection is not visible, but controlled, a Stop Ahead or Yield Ahead is a better alternative.

All Watch for Children signs are also shown as not required. Studies have shown that these signs are not effective. Furthermore, as with all warning signs, they are not enforceable. Some townships have chosen to have the party/parties requesting these signs to reimburse the township for the installation and maintenance. Please note that the requesting party/parties should not install the signs themselves. All signs must be installed properly and meet state requirements.

Statutory Speed Limit on all rural is 55 M.P.H. and 35 M.P.H. in a rural residential area according to Minnesota State Statutes, unless legally adopted otherwise. Our analysis suggests the removal of Speed Limit Signs. We suggest their removal because, they restate a statutory condition, are repetitive, or state a non-statutory speed limit that may be improperly applied and, as such, are not enforceable. Speed limitation or zoning within a local area may be changed upon the basis of an Engineering and Traffic Investigation (See MN Statute 169.14, Subd. 5). If a non-statutory speed limit has been properly adopted, the Speed Limit Signs may remain in place provided that they adequately delineate the speed zone (additional signage may be required). NOTE: Rural Residential Areas must be legally adopted and properly signed to be enforceable.

Dead End and No Outlet signs are not required per the MMUTCD. These signs are for the convenience of the road user and also reduce traffic that may inadvertently use the road. The township is encouraged to develop a consistent policy on when and where this type of signage is used.

Object Marker (X4-4) signs are commonly used to mark bridge ends and culvert ends that are close to the road edge. These alternating and diagonally striped signs shall be reflective and be placed such that the stripes are pointing down toward the center of the road.

Minimum Maintenance Roads must be property designated by resolution and posted on either end and at points of entry along the roadway. According to Minn. Stat. § 160.095, Subd. 4, any road that is properly designated as Minimum Maintenance “must be maintained at the level required to serve the occasional or intermittent traffic”. This maintenance requirement applies year round. Additional information regarding Minimum Maintenance roads is available from the MN Association of Townships.

Per MMUTCD Requirements, all Sign Posts on roadways with speed limits 50MPH or greater must meet crashworthy standards. Unless officially adopted otherwise, the majority of township roads have a statutory speed limit of 55MPH. See plans for posts required to be replaced and structural details.

The ultimate decision to remove any of the above suggested signs is up to the Township. Documentation and consistency is paramount in reducing township liability. It should also be noted that the list of signs that are not required are based on field conditions at the time of field review. It is the responsibility of the township to review the necessity of certain signs if field conditions change in the future.
