1 INTRODUCTION

1.1 Background

1.1.1 RGP is instructed by Young & Co’s Brewery Plc to provide transport planning and highway advice with regard to change of use proposals at the Horts public house, 49 Broad Street, Bristol BS1 2EP.

1.1.2 The building currently comprises a public house at ground floor and basement levels, with ancillary facilities and office space within the upper floors. Owing to the site’s highly accessible location city centre location, no car parking is available at the site, whilst delivery and servicing activity is accommodated on-street at the site frontage from Broad Street.

1.1.3 The development proposals comprise the change of use of the upper floors from ancillary and office space to provide 19 hotel bedrooms, which would be linked to the public house and operated by Youngs. No car parking would be provided as part of the proposals, whilst two new cycle parking spaces would be provided on-site.

1.1.4 The proposals include a refurbishment of the public house, although the quantum of floorspace would not materially alter and hence there would be no perceptible change in the trip generation potential of this space.

1.1.5 This Travel Plan demonstrates the opportunities for sustainable travel to / from the site as well as highlighting the benefits that a Travel Plan can bring to the operator. This Travel Plan will target staff, customer and guest travel and reflects corporate-wide initiatives regularly implemented by Young’s at their sites.

1.2 Travel Planning Policy

1.2.1 The need to manage transport in new developments is embedded within national, regional and local policy, with the need to reduce car dependency, increase travel choices and encourage sustainable travel supported by the National Planning Policy Framework (NPPF).

1.2.2 The NPPF states that all developments which will generate significant amounts of movement should be required to provide a Travel Plan (Paragraph 111). Whilst this proposal alone does not generate ‘significant’ amounts of movement, this Travel Plan has been prepared nevertheless to reduce the impact of the development on the surrounding area.

1.2.3 Furthermore, Paragraph 104 of the NPPF recommends that planning policies support an appropriate mix of uses across an area, to minimise the number and length of journeys needed for employment, shopping, leisure, education and other activities.

1.2.4 The proposals are below the typical Department for Transport thresholds for when a Travel Plan is required (100-bedrooms for hotel uses). However, given the scale of development is classed by Bristol City Council as a ‘major’ planning application and reflective of the applicant’s commitment to sustainability, a Travel Plan has nonetheless been produced.

1.2.5 In addition, the production of this Travel Plan meets the Building Research Establishment’s Environmental Assessment Methodology (BREEAM) requirements for credits associated with TRA01: Transport Assessment and Travel Plan and TRA02: Sustainable Transport Measures under BREEAM New Construction (2018).

1.2.6 In preparing this Travel Plan, consideration has been given to relevant national guidance and best practice, as well as Bristol City Council’s ‘Travel Plan Guide for New Developments’ document.

2 WHAT IS A TRAVEL PLAN?

2.1 What is a Travel Plan?

2.1.1 A Travel Plan is a strategy through which an organisation is able to manage journeys related to its operation. It comprises a package of measures tailored to the needs of an individual site and aimed at promoting more sustainable travel (walking, cycling and public transport) and reducing reliance on the private car. The development of such measures can reduce the impact of travel and transport whilst also bringing a range of benefits to individuals and the local community.

2.1.2 For staff and customers / hotel guests, the Travel Plan can:

(i) Help provide less stressful options for travel, with the ability to socialise;

(ii) Present opportunities to build healthy exercise into daily life; and

(iii) Reduce the cost of travel.

2.1.3 For the local community a Travel Plan can:

(i) Make local streets less congested, less dangerous, less noisy and less polluted;

(ii) Enhance public transport;

(iii) Improve the environment and the routes available for walking and cycling; and

(iv) Help create a place which is better to live in, work in and visit, which in turn can attract investment.

2.1.4 For developers / employers a Travel Plan can:

(i) satisfy the requirements of local planning and highway authorities, permitting development;

(ii) enhance an establishment’s image (in terms of ‘green credentials’ and ‘social corporate responsibility’); and

(iii) offer financial savings.

3 PURPOSE OF THIS TRAVEL PLAN

3.1.1 The objective of this Travel Plan, as far as is reasonable, is to encourage alternative modes of travel for staff, customer and guest related trips to and from Horts public house following the proposed addition of 19 hotel bedrooms.

3.1.2 Staff travel patterns tend to be easier to influence given they make regular journeys to / from the site and can be more easily offered relevant material, incentives and support. However, customer and guest travel is also targeted within this Travel Plan and can reasonably be influenced due to the likely short distance of journeys and range of transport services available locally.

Key Benefits of Travel Plans to Young’s include: • Meeting local planning policy objectives; • Improved ‘green credentials’ and strengthening the Young’s brand as seen by customers; • Improved corporate social responsibilities, above that of its competitors; • Financial savings for Young’s and its staff / customers; and • Improved staff retention and morale.

3.1.3 Through the development of a Travel Plan issues relating to congestion, road safety and inappropriate parking can be addressed bringing benefits to staff, customers, guests and the local community.

4 KEY AIMS OF THIS TRAVEL PLAN

4.1.1 This Travel Plan represents a long-term strategy to promote more sustainable travel and to offer realistic transport choices for all journeys associated with the site. These include:

(i) Commuting journeys by staff;

(ii) Journeys made by patrons to the public house;

(iii) Journeys made by hotel guests to reach the hotel initially; and

(iv) Journeys made by hotel guests during their stay.

The Key Aims of this Travel Plan are to: • Provide staff, guests and customers with greater information as to the alternative modes of travel available when travelling to and from the site. • Identify opportunities to provide new infrastructure to support sustainable modes of travel for staff, guests and customers; • Promote the use of alternative modes of travel; and • Support staff, guests and customers to achieve a shift in travel behaviour away from single occupancy car travel towards more sustainable modes of transport.

4.1.2 The overall aim of the Travel Plan therefore is to reduce reliance upon the private car and promote active modes of travel (walking and cycling) by increasing awareness of the alternative modes and promoting the associated benefits of sustainable transport.

4.1.3 The objectives of this Travel Plan can be summarised as follows:

(i) Establish travel behaviour patterns and recognise any barriers to change;

(ii) Identify measures to reduce reliance on the car and enable the site to minimise traffic generation;

(iii) Introduce measures to limit delivery trips;

(iv) Foster awareness of and ‘buy in’ to the Travel Plan amongst staff, customers and guests; and

(v) Implement a package of physical and management measures that will facilitate and actively encourage the use of sustainable modes.

4.1.4 The Department for Transport’s research study ‘Making Travel Plans Work’ found that the most basic travel plans can achieve 3-5% reductions in the numbers of employees travelling to work alone by car, with more comprehensive plans achieving 15-30% reductions over a two to four year period.

4.1.5 Although Travel Plans typically target all site users, modal shift is most effective when targeting regular journeys, which are short in length, such as the daily commute. Success rates are increased further when awareness of alternatives to the car are presented prior to travel habits becoming formed.

4.1.6 A Travel Plan is never complete, it is an evolving document and process which requires continuous input and monitoring, as well as on-going commitment from all users of the site. Figure 4.1 below illustrates the ‘Life Cycle’ of the Travel Plan from its inception through to the implementation and monitoring stages.

5 TRAVEL PLAN COORDINATOR

5.1.1 A Travel Plan Coordinator (TPC) is responsible for taking the lead for travel planning at their site. It will be their responsibility to raise awareness of sustainable travel, promote initiatives and monitor the overall effectiveness. It is envisaged that the operations manager of the pub will fulfil the Travel Plan Coordinator (TPC) role, although certain responsibilities may be delegated accordingly to senior staff members.

5.1.2 The relevant contact details for the management of the Travel Plan, will be provided to the local planning authority.

5.1.3 The TPC will ensure that there are adequate resources available to fully implement the Travel Plan.

5.1.4 The TPC role should be defined within the job description of the Operations Manager. RGP can hold Travel Plan Introduction and Training Seminars prior to opening, if required. This ensures that the TPC knows what is expected of them from the outset, when a Travel Plan is to be implemented. The role of the TPC is imperative to the success of the Travel Plan.

Summary of the Travel Plan Coordinator Role: • Manage the day to day running of the Travel Plan, liaising with management should any additional budget be required; • Analyse survey data as to travel behaviour; • Delegate certain tasks of the TPC to other staff; • Ensure the necessary review and monitoring is undertaken on an annual basis; • Investigate further Travel Plan / sustainable initiatives; and • Train staff to deal with travel related queries from guests and customers.

5.1.5 All staff should be informed of the Travel Plan through the induction programme.

6 SITE LOCATION AND ACCESSIBILITY CREDENTIALS

6.1 Site Location

6.1.1 The application site is located at 49 Broad Street, within . It is therefore within a highly accessible area and close to an extensive range of business and leisure attractions, as well as benefitting from close proximity to a range of public car parks.

6.1.2 Figure 6.1, below, provides an overview of the site’s location and proximity to surrounding car parks and public transport services.

6.1.3 The closest public car parks to the site are at Nelson Street (150m to the north-east) and Rupert Street (250m to the north). These are operated by NCP and permit long- stay and overnight parking for the public and hence could cater for future hotel guests.

6.1.4 The Nelson Street and Rupert Street car parks have provision for over 750 car parking spaces between them. These would likely be the principal car parks used, however, there are numerous other suitable car parks throughout the surrounding area.

6.1.5 Broad Street is a single carriageway road which facilitates two-way traffic. It is subject to double yellow lines ‘no parking’ restrictions along much of its length, although there are various on-street parking bays and loading bays along the north-eastern side of the road.

6.1.6 Car parking spaces along the site frontage are for short-stay use and are subject to pay and display restrictions. Additionally, a car club space is located on Broad Street, approximately 60m to the north-west of the site.

6.2 Accessibility Credentials

6.2.1 Figure 6.1 illustrates the site’s location in context of the local highway network and public transport infrastructure. Additionally, Figure 6.2, below details the amenities available within 500m of the site, in accordance with BREEAM standards.

6.2.2 The site is in a highly accessible location, which enables both staff and guests to travel using sustainable modes such as public transport, walking and cycling.

6.2.3 There are good quality footways located along Broad Street and continuing into the surrounding city centre areas. There are also pedestrianed areas within the local area, such as along Corn Street, 100m to the south-east.

6.2.4 Additionally, dropped kerbs with tactile paving / raised table crossings are located at designated crossing points on Broad Street, as well as signalised pedestrian crossings on Rupert Street (200m north-west) and High Street (200m south-east).

6.2.5 These facilitate safe and convenient routes, including for those with visual or mobility impairments, plus pedestrians with pushchairs for example.

6.3 Public Transport Services

6.3.1 The site is located approximately 1km north-west of Bristol Temple Meads rail station, which can be conveniently accessed on foot. The station provides extensive rail connections across the UK, which is particularly beneficial for guests, who would be likely to arrive from throughout the UK.

6.3.2 From Bristol Temple Meads, there are regular direct rail services to notable destinations including London Paddington, London Waterloo, Cardiff, Taunton, Plymouth, Birmingham, Manchester, Leeds, Edinburgh and Glasgow, as well as numerous others.

6.3.3 There are a range of bus stops located within the immediate vicinity of the site, with the most notable being on Rupert Street, 200m to the west, and Wine Street, 200m to the east. From these stops, an extensive range of bus routes can be accessed, serving destinations throughout the city centre and wider Bristol area. These services could be utilised by hotel guests and would also be attractive to hotel staff when commuting to the site for shifts.

6.3.4 Bus route information for Bristol, and specifically the city centre bus stops / routes local to the site, is contained within Appendix A.

6.4 Accessibility Index

6.4.1 Reflective of the extensive public transport services in the local area, the site has an accessibility index in excess of 45.29. The calculation is attached hereto at Appendix B.

7 TRAVEL PLAN INITIATIVES

7.1.1 The text below outlines the likely measures that will be committed to by the operator of the public house and hotel. Certain measures will be provided as part of the change of use / internal building works, whereas other measures will require on-going promotion.

7.1.2 The TPCs will introduce, refine and expand upon these initiatives during the life of the Travel Plan, initially a five-year period.

7.2 Site Infrastructure

7.2.1 The following measures will be available through the existing and proposed site infrastructure:

(i) The public house provides cooked meals which enables staff to have lunch or dinner breaks during shifts, without having to make additional journeys away from the site. This also benefits hotel guests, many of whom typically dine on-site at Youngs hotels for breakfast and evening meals.

(ii) Lockers are provided within the on-site staff rooms enabling cycle equipment to be securely stored during shifts.

(iii) Additional cycle parking facilities will be provided for staff as part of the change of use proposals. These will be secure whilst also being easily accessible and located within the site boundary.

(iv) Access ramps and dropped kerbs, where applicable, will be provided, to ensure access for all.

(v) Staff, guests and customers can make use of on-site Wi-Fi for accessing travel related websites, for example.

7.3 Company Initiatives

(i) Local Recruitment Policy – partner with Job Centre Plus to advertise and fill roles locally where possible; by virtue of this most staff would reside within a 5-mile radius of their place of work, meaning that cycling and walking will offer realistic travel choices.

(ii) Website Information – sustainable transport information to be made available on the pub / hotel’s website; this enables staff and customers to plan their journey in advance.

7.4 General Information and Raising Awareness

7.4.1 A vital element is to ensure that staff are aware of the Travel Plan and the information contained within, to encourage them to use sustainable modes of transport. The concept of the Travel Plan will be reinforced on a day-to-day basis via training, staff communications and promotion of the Travel Plan initiatives to include the associated financial incentives.

7.4.2 A principal reason for not travelling by sustainable means of transport is uncertainty regarding available routes for walking and cycling, and unawareness of the timetable and ticket / pricing information relating to public transport use.

(i) Staff Welcome Pack – all new recruits will be informed of the Travel Plan during their interview / the induction process.

(ii) Travel Plan Notice Board – an information board displaying up to date information on sustainable travel will be erected within a communal area i.e. the staff room. The noticeboard will provide up-to-date travel information, such as:

a) Walking and cycling maps, detailing safe routes to/from the site;

b) The health benefits of walking and cycling;

c) Routing, ticketing and timetable information for local public transport services;

d) Contact details for local taxi firms; and

e) A summary of the available travel initiatives, to include cycle discounts.

(iii) Staff Knowledge – Bar staff will be trained to answer customer travel queries and will be able to provide contact details for local taxi firms where needed.

(iv) Event Organisation – activities planned to coincide with national events (see ‘Travel Events Calendar’) can raise the profile of the site’s Travel Plan.

7.4.3 The TPC will be required to promote the existence of these initiatives and provide feedback to Senior Young’s Management with regards to their effectiveness. The TPC is also in a position to suggest additional measures as they feel appropriate.

7.5 Measures not considered applicable for this site

7.5.1 In line with BREEAM TRA01 and TRA02 the following elements have not be considered applicable for this site.

(i) No enhancements to walking and cycling infrastructure, bus, tram or train services are proposed at this time. This is owing to the excellent existing accessibility credentials and limited scale / impact of the change of use proposals. Therefore, no discussions have been held with the Local Authority regarding this.

(ii) Similarly, no specific consultation has been held on the state of the local cycling infrastructure, which is considered to be of a good standard currently and would not be materially impacted due to the small scale of the proposed extension. However, new dedicated cycle parking facilities would be provided as part of the proposals.

(iii) The scheme proposes no dedicated car parking provision owing to the highly accessible location. Therefore, no electric charging infrastructure is proposed, no car sharing priority spaces are provided and taxis would drop off/pick up from safe locations on the surrounding highway network (as per existing arrangements).

(iv) No additional lighting, landscaping or shelter provision is proposed locally as a result of the scheme, beyond that associated with / attached to the building itself.

8 MONITORING

8.1.1 An important part of any Travel Plan is the collection of data relating to the modes of travel used by staff, guests and customers of the site. In order to identify and understand travel habits and how the site operates.

8.1.2 It is anticipated that this information would be collected within three months of the hotel becoming operational. From this a baseline modal split would be identified for the site, from which all future targets will be based.

8.1.3 Following the initial surveys, monitoring will be undertaken annually by the TPC. The TPC will be responsible for comparing the results year on year and adjusting the targets and initiatives accordingly, they will also take into account travel related feedback received from staff and customers through the year. In addition, the TPC will prepare annual progress reports and ensure that the results are displayed for all to see.

8.1.4 An overview of the monitoring and management process is illustrated in Figure 8.1 below.

Baseline data to be collected within three months of opening to identify and establish travel habits.

Questionnaire results analysed to understand modal split, against which targets will be based / assessed.

Monitoring to be undertaken annually by the TPC. Compare the results year-on-year and adjust targets and initiatives accordingly.

Prepare an Annual Progress Report and communicate findings to the Local Planning Authority as well as to all users of the site.

If required, further promote the initiatives outlined and introduce new ‘remedial’ measures (i.e. cycle training, Travel Plan events, newsletter articles) if targets have not been met.

9 TARGETS

9.1.1 The key target of the Travel Plan is to achieve a reduction in car travel and also increase in the use of active travel modes, during its initial five-year life. Figure 9.1 below, sets out the suggested targets for this Travel Plan associated with each user group and journey type.

9.1.2 The targets will be in line with the SMART criteria:

9.1.4 In order to identify and understand travel habits and how the site operates, the Year 1 (baseline), 3 and 5 surveys will include questionnaires circulated to staff, whilst a snapshot of customer travel patterns will be obtained by reception staff as part of the check-in process.

9.1.5 The targets stated above will be reviewed on an annual basis and should be achieved by the target dates specified.

9.1.6 If the targets have been attained, they will be modified to provide further, more challenging targets, while if the targets have not been achieved the reasons why should be investigated and the measures in place reviewed, added to or modified to ensure that that they will be met by year five.

9.1.7 Currently the targets are based on the derived multi-modal trip generation presented in the Transport Statement and summarised in Figure 9.2 below, however these targets should be revised accordingly following initial travel surveys.

9.1.8 It can be seen that the majority of trips are anticipated to be made using sustainable modes i.e. walking, cycling or public transport (58%).

9.1.9 It is considered that these targets meet the SMART criteria and are suitably linked to the objectives of the Travel Plan.

10 TIMETABLE FOR IMPLEMENTATION

10.1.1 An ‘Implementation / Action Plan’ is attached hereto at Appendix C. This summarises the measures that will be implemented and the tasks to be undertaken by the TPC, along with timescales for their completion and review.

12 COST OF IMPLEMENTATION

12.1.1 The implementation of some of the measures will be met as part of the construction phase, whilst the maintenance and on-going management of the Travel Plan will be part of the TPC’s role. It is envisaged that this will involve approximately 1-2 hours of management time per week.

12.1.2 Budgets should be reviewed by the TPC on an annual basis to ensure any associated costs needed to implement the initiatives outlined, such as website maintenance and printing can be met and to identify whether any adjustments are required in order to achieve the targets.
