1. INTRODUCTION

1.1. Justification of the site

1. Over the years of independence, the management of the Government has made efforts to develop the education sector and training of highly qualified specialists for various industries.

2. The Ministry of Labor, Migration and Employment of the Republic of Tajikistan pays special attention to the technical condition, the availability of educational facilities (institutions) in schools to enhance vocational education and training of learners and students.

3. The proposed Project on Strengthening Technical and Vocational Education and Training (Project) will have an impact on national workforce with a high proportion of skilled workers employed in Tajikistan's domestic economy. The project is aimed at meeting the needs of the Republic of Tajikistan. Within the framework of the project, unemployed and partially employed young people and the adult population in the Republic will be provided with job opportunities and income in the domestic and international labor markets by providing quality training.

4. The outcome of the Project will be a more effective, efficient, quality-assured, and flexible system for the delivery of technical vocational training. The project includes the achievement of five outputs, namely: (i) modernization of the methodology of the TVET system; (ii) improving the physical conditions of training institutions; (iii) increasing the volume and quality improvement of TVET delivery; (iv) expansion of equal access to TVET; and (v) strengthening the leadership and management of the TVET system.

5. In November 2015, a Grant Agreement was signed between the Republic of Tajikistan and ADB on project financing.

6. A general IEE/ EMP for the overall project was prepared and approved by September 2015. The project has been classified as category B in accordance with ADB's Safeguard policies.

7. As part of this Project, the Ministry of Labor, Migration and Employment of the Republic of Tajikistan shall sign a contract "MOLME/SH/CW01-02-B" with the construction firm for rehabilitation of a Technical Vocational Tourism and Service lyceum in Dushanbe.

8. The Contractor will undertake, in accordance with this contract, professionally and qualitatively, the rehabilitation works of the Technical Vocational Construction Lyceum in Dushanbe within the terms provided for in the Contract to be awarded.

9. The Environmental Management Plan (EMP), which is part of the IEE, is general and wide- ranging and covers all possible consequences associated with the project. Therefore, the Contractor is required to develop a Site-specific Environmental Management Plan (SSEMP) prior to the commencement of construction works. 10. The main objective of the plan is to document how the environmental mitigation measures and required management plans proposed for rehabilitating the project site will be brought into line with the project commitments.

11. In addition, during the implementation of the Project, the Contractor will strictly comply with ADB's safeguard requirements and national laws and regulations in the field of environmental protection, and, under the terms of the contract, will develop and refine the working 6

measures, plan and management system for environmental protection in areas of repair works.

2. DEFINING THE BORDERS

2.1. Current condition of the site

12. The Professional-technical lyceum of tourism and service in Dushanbe consist of 3 buildings. (i) Administrative and Training building (ii) Garages and warehouse building (iii) Canteen.

13. Two buildings of Lyceum were selected for reconstruction under STVET project:

(i) Administrative and Training building (first floor) and (ii) Canteen building.

14. The administrative and training building was built in 1967. It is a 4-story brick building with ferroconcrete floors, steel-plastic windows and roof covered with ruberoid. There are 32 educational classes, 2 educational laboratories, library and 20 administrative offices in the building. The building is in a poor condition inside and outside.

15. Administrative and training building. The left wing of the first floor of Lyceum administrative and training building was have been selected for rehabilitation. It is planned to overhaul the first floor, the corridor, with the replacement of windows and doors, renovate floors and ceilings, replace electrical wiring and appliances, reconstruct toilets, to do partial repair of the roof, repair of the facade, construct a ramp for sedentary persons in wheelchairs.

16. Canteen Building. The canteen building was built in 1988. It is a one storey brick building with wooden windows and roofs covered by asbestos cement slates. There are dining hall, kitchen and warehouse in the building.

17. The canteen building is also in a very poor condition. Therefore it is planned to demolish the building and construct a new one on the same place.

18. Both buildings do not meet modern building and sanitary standards and need to be renovated and reconstructed.

19. As mentioned above asbestos cement sheets were used as roofing material for Lyceum buildings. Roof should be demolished and also replaced by non-hazardous materials which will not cause risks for health of Lyceum students and staff. To mitigate the occupational and public health risks of inhalation of airborne asbestos fibers, when disassembling the roofs they will be removed and disposed by following the internationally-recognized Standard Practice for Maintenance, Renovation and Repair of Installed Asbestos Cement Products (American Society for Testing and Materials [ASTM] E 2394). An Asbestos Containing Materials Handling, Management and Disposal Plan shall be prepared by the Contractor.

2.1. Location of objects and access to the site

20. The Technical Vocational Tourism and Service lyceum in Dushanbe is located in the Shokmansur district of Dushanbe city, at the Dustii halkho Street 94 (see Zone 4 in Fig.1).

22. The main road that will be used in the transportation of equipment and construction materials is Dustii halkho Street. The contractor will establish warning signs while conducting rehabilitation works.

23. The Figure 3 below shows project site boundaries and what receptors (other houses, schools, hospitals, or any other receptor) are located close to the site, as well as access roads.

24. The Lyceum buildings proposed for the rehabilitation are located at the distance of 40-100 meters from the residential houses. Other buildings around the site are: From the North side:  Amonatbank Branch building – at the distance of 40m from Lyceum;  Parking - at the distance of 40 m;  Directorate for construction of government facilities of the Executive office of the President of the Republic of Tajikistan - at the distance of 50 m; From the South side:  (Elevator- funicular)- at the distance of 30-40 m;  Cafe buildings - at the distance of 80 m;  From the East side:  Garden and private houses - at a distance of 40-100 m;

26. Construction waste from the site can be disposed at the nearest landfill of Dushanbe located at the distance of about 5 km from the Lyceum site. The Contractor shall conclude for this purpose, an agreement with the communal services of Dushanbe city and apply for relevant permits.

4. POTENTIAL IMPACTS AND MITIGATION MEASURES

30. In addition, the Contractor should prepare the following Site-specific Environmental Management plans (SSEMP): - Waste Management and Disposal Plan;

I. INTRODUCTION 1.1. Justification of the site

2. Over the years of independence, the management of the Government has made efforts to develop the education sector and training of highly qualified specialists for various industries.

3. The Ministry of Labor, Migration and Employment of the Republic of Tajikistan pays special attention to the technical condition, the availability of educational facilities (institutions) in schools to enhance vocational education and training of learners and students.

4. The proposed Project on Strengthening Technical and Vocational Education and Training (Project) will have an impact on national workforce with a high proportion of skilled workers employed in Tajikistan's domestic economy. The project is aimed at meeting the needs of the Republic of Tajikistan. Within the framework of the project, unemployed and partially employed young people and the adult population in the Republic will be provided with job opportunities and income in the domestic and international labor markets by providing quality training.

5. The outcome of the Project will be a more effective, efficient, quality-assured, and flexible system for the delivery of technical vocational training. The project includes the achievement of five outputs, namely: (i) modernization of the methodology of the TVET system; (ii) improving the physical conditions of training institutions; (iii) increasing the volume and quality improvement of TVET delivery; (iv) expansion of equal access to TVET; and (v) strengthening the leadership and management of the TVET system.

6. In November 2015, a Grant Agreement was signed between the Republic of Tajikistan and ADB on project financing.

7. A general IEE/ EMP for the overall project was prepared and approved by September 2015. The project has been classified as category B in accordance with ADB's Safeguard policies.

8. As part of this Project, the Ministry of Labor, Migration and Employment of the Republic of Tajikistan shall sign a contract "MOLME/SH/CW01/01" with the construction firm for the rehabilitation of two buildings within the Technical Vocational Construction Lyceum campus in Dushanbe.

9. The Contractor will undertake, in accordance with this contract, professionally and qualitatively, the rehabilitation works of the Technical Vocational Construction Lyceum in Dushanbe within the terms provided for in the Contract to be awarded.

10. The Environmental Management Plan (EMP), which is part of the IEE, is general and wide- ranging and covers all possible consequences associated with the project. Therefore, the Contractor is required to develop a Site-specific Environmental Management Plan (SSEMP) prior to the commencement of construction works.

11. The main objective of the plan is to document how the environmental mitigation measures and required management plans proposed for rehabilitating the project site will be brought into line with the project commitments.

12. In addition, during the implementation of the Project, the Contractor will strictly comply with ADB's safeguard requirements and national laws and regulations in the field of environmental 23

protection, and, under the terms of the contract, will develop and refine the working measures, plan and management system for environmental protection in areas of repair works.

II. DEFINING THE BORDERS

2.1. Current condition of the site 13. The buildings to be rehabilitated are the (i) production and educational building and the (ii) dormitories (one unit) of this Lyceum, which are not currently being occupied or in use. Due to the poor inadequate condition, the buildings needs proper repair and reconstruction.

2.2. Location of objects and access to the site

14. The Technical Vocational Construction Lyceum is located in the Firdavsi district of Dushanbe city, in Borbad avenue, house 42 (Zone 3 in Figure 1). The educational building of the lyceum will become the main venue for all student classes/studies.

15. Figure 2 below presents a view of the facilities to be rehabilitated - the production and educational building, and one of the three dormitories that will undergo repairs and rehabilitation.

16. Transportation of equipment and construction materials will be done using Borbad street and Jami avenue. The contractor has to establish warning signs at appropriate points (at least at the distance 20 m before construction site) during conduction of rehabilitation works and observe requirements to ensure traffic and pedestrian safety.

17. Figure 3 below shows the project boundaries and other receptors located close to the site, as well as access roads.

18. Buildings to be rehabilitated are located approximately 50-100m from the nearest residential quarters.

On the North side of the Lyceum are:  Residential private houses at a distance of 100- 200 m On the South side there are:  The Enterprise of thermal networks of Dushanbe - 50-100 m On the West side, across the main road Borbad, there are:  Residential apartment buildings at a distance 130-150 m. From the East side there are:  FТtnОss CОntОr “OrКnРО” Кt К НТstКnМО 40-70 m and the Mountain College.

19. There is no need for arrangement for a working camp, as all workers are local.

20. Construction waste at the site should be placed at the nearest waste storage facilities which are located at a distance of about 5 km from the site. For this purpose, the contractor has to 26

make agreements with the local communal housing services of Dushanbe and take appropriate permits.

23. The general Environmental Management plan (EMP) for all project sites has been approved as part of Initial Environmental Examination (IEE) endorsed by State Environmental

Committee of the Republic of Tajikistan and general management measures that apply to this sub-project should be followed by the Contractor.

24. In addition, the Contractor should prepare the following eight (8) Site-specific Environmental Management plans (SSEMPs):

1. INTRODUCTION

1.1. Justification of the site

1. Over the years of independence, the management of the Government has made efforts to develop the education sector and training of highly qualified specialists for various industries.

2. The Ministry of Labor, Migration and Employment of the Republic of Tajikistan pays special attention to the technical condition, the availability of educational facilities in schools to enhance vocational education and training of learners and students.

3. The proposed Project on Strengthening Technical and Vocational Education and Training (Project) will have an impact on national workforce with a high proportion of skilled workers employed in Tajikistan's domestic economy. The project is aimed at meeting the needs of the Republic of Tajikistan. Within the framework of the project, unemployed and partially employed young people and the adult population in the Republic will be provided with job opportunities and income in the domestic and international labor markets by providing quality training.

4. The outcome of the Project will be a more effective, efficient, quality-assured, and flexible system for the delivery of technical vocational training. The project includes the achievement of five outputs, namely: (i) modernization of the methodology of the TVET system; (ii) improving the physical conditions of training institutions; (iii) increasing the volume and quality improvement of TVET delivery; (iv) expansion of equal access to TVET; and (v) strengthening the leadership and management of the TVET system.

5. In November 2015, a Grant Agreement was signed between the Republic of Tajikistan and ADB on project financing.

6. A general IEE/ EMP for the overall project was prepared and approved by September 2015. The project has been classified as category B in accordance with ADB's Safeguard policies.

7. As part of this Project, the Ministry of Labour, Migration and Employment of the Republic of Tajikistan shall sign a contract "MOLME/SH/CW01-1" with the construction firm for rehabilitation of a Technical Vocational Sewing Lyceum in Dushanbe (this Contract includes two sites including the subject).

8. The Contractor will professionally and qualitatively undertake the rehabilitation works of the Technical Vocational Sewing Lyceum in Dushanbe in accordance with this contract and within the terms provided for in the Contract to be awarded.

9. The Environmental Management Plan (EMP), which is part of the IEE, is general and wide- ranging and covers all possible consequences associated with the project. Therefore, the Contractor is required to develop a Site-specific Environmental Management Plan (SSEMP) prior to the commencement of construction works.

10. The main objective of the plan is to document how the environmental mitigation measures and required management plans proposed for rehabilitating the project site will be brought into line with the project commitments.

11. In addition, during the implementation of the Project, the Contractor will strictly comply with ADB's safeguard requirements and national laws and regulations in the field of environmental protection, and, under the terms of the contract, will develop and refine the working measures, plan and management system for environmental protection in areas of repair works

2. DEFINING THE BORDERS

2.1. Current condition of the site

12. The Sewing lyceum in Dushanbe consists of two Educational and one administrative educational building. All buildings are two-storey with one-storey passage between the administrative educational building and the educational buildings.

13. Building 1 (in Figure 1) is a two-storey recently renovated building. It was built in 1984. This building has 2 classrooms, 2 workshops, canteen and gym. This building was renovated in 2017.

14. Building 2 (in Figure 2) is a two-storey building built in1965. This is a brick masonry building, with concrete ceiling and metal sheet roof. The building has wooden windows with bad junction compactness. This building has 18 classrooms and 2 workshops and administrative offices of the lyceum. The part of the left wing of the building serves as PAG office. This building has been selected for rehabilitation.

15. It is planned to renovate the second floor, corridor, with replacement of windows, floors, ceiling and electrical wiring of the building. Also repair of the roof and facade of the building, arranging of ramps are envisaged.

16. Building 3 (in Figure 2) is a two-storey building built in 1965. This is a brick masonry building, with concrete ceiling and slate roof. The building has wooden windows with bad junctions compactness. This building has 5 classroom and 14 workshops.

17. Connecting passage between Building 2 and Building 3 is a one-storey building built in 1965. This is a brick masonry building, with concrete ceiling and metal sheet roof. The building has wooden windows with bad junctions compactness. The building is only connecting two educational building and there is neither classroom nor workshop.

18. The buildings proposed for rehabilitation are : (i) one educational and administrative building located in one of the Lyceum sites (ii) and the dormitory of this Lyceum, located in another area of Dushanbe, called Giprozemgorodok, which is not being occupied or in use. Due to the poor inadequate condition, the buildings need proper repair and rehabilitation.

19. The dormitory building of the lyceum is situated in the south-western parts of Dushanbe in “GТprozОЦРoroНok”. TСТs Тs Пour-storey building built in 1987. This is a brick masonry building, with concrete ceiling and slate roof. The building has wooden windows and empty openings. There are 20 rooms, 2 sanitary facilities and 1 kitchen at each floor in very poor condition.

20. 22. Asbestos cement sheets were used as roofing material. To mitigate the occupational and public health risks of inhalation of airborne asbestos fibres, when disassembling the roofs they will be removed and disposed of following the internationally-recognized Standard Practice for Maintenance, Renovation and Repair of Installed Asbestos Cement Products (American Society for Testing and Materials [ASTM] E 2394).

2.2. Location of objects and access to the site

23. The Technical Vocational Sewing Lyceum is located in Firdavsi district of Dushanbe city, on Borbad Avenue, house 48 (Zone 3 in Fig.1). The administrative (educational) building of the lyceum proposed for rehabilitation as part of the Project is the main venue for lyceum students. The dormitory is also located in Firdavsi district of Dushanbe but on Nakhimova street, 67/13

24. The main road that will be used for the transportation of equipment and construction materials to educational building of Sewing Lyceum is Borbad avenue. The contractor will establish warning signs on conducting rehabilitation works. Nakhimova street will be used for transportation of materials to the dormitory of the Sewing lyceum.

25. Figure 2 below shows project boundaries and which receptors (other houses, schools, hospitals, or any other receptor) are located close to the site, as well as access roads.

26. There will be some buildings operating during these civil works, like the PAG office, the new Training center TVET (the Nearest objects-20 m), Mining college, and Tajik Institute of Entrepreneurship and Service.

27. The nearest residential houses are located on the other side of Borbad road, at the distance of more than 100 meters from the building of Technical Vocational Sewing Lyceum in Dushanbe

29. The dormitory of the Sewing Lyceum of Dushanbe is surrounded by dormitories of various other university and lyceums. The nearest building located in close proximity on the south side it is an empty dormitory, other buildings in all other directions are at a distance of 50-60 m or more from the facility.

4. POTENTIAL IMPACTS AND MITIGATION MEASURES

30. Potential impacts of proposed additional activities and relevant mitigation measures are described in Table 2 below.

The general Environmental Management plan (EMP) for all project sites is approved as part of Initial Environmental Examination (IEE) endorsed by State Environmental Committee of the Republic of Tajikistan and general management measures that apply to this sub-project should be followed by the Contractor.

32. In addition, the Contractor should prepare the following Site-specific Environmental Management plans (SSEMP):

I. INTRODUCTION

1.1. Justification of the site

1. Over the years of independence, the management of the Government has made efforts to develop the education sector and training of highly qualified specialists for various industries.

2. The Ministry of Labor, Migration and Employment of the Republic of Tajikistan pays special attention to the technical condition, the availability of educational facilities (institutions) in schools to enhance vocational education and training of learners and students.

3. The proposed Project on Strengthening Technical and Vocational Education and Training (Project) will have an impact on national workforce with a high proportion of skilled workers employed in Tajikistan's domestic economy. The project is aimed at meeting the needs of the Republic of Tajikistan. Within the framework of the project, unemployed and partially employed young people and the adult population in the Republic will be provided with job opportunities and income in the domestic and international labor markets by providing quality training.

4. The outcome of the Project will be a more effective, efficient, quality-assured, and flexible system for the delivery of technical vocational training. The project includes the achievement of five outputs, namely: (i) modernization of the methodology of the TVET system; (ii) improving the physical conditions of training institutions; (iii) increasing the volume and quality improvement of TVET delivery; (iv) expansion of equal access to TVET; and (v) strengthening the leadership and management of the TVET system.

5. In November 2015, a Grant Agreement was signed between the Republic of Tajikistan and ADB on project financing.

6. A general IEE/ EMP for the overall project was prepared and approved by September 2015. The project has been classified as category B in accordance with ADB's Safeguard policies

7. As part of this Project, the Ministry of Labor, Migration and Employment of the Republic of Tajikistan shall sign a contract "MOLME/SH/CW01-02-A" with the construction firm for rehabilitation of a Technical Vocational Auto transport lyceum in Dushanbe.

8. The Contractor, in accordance with this contract, undertakes to carry out, professionally and qualitatively, the rehabilitation works of the Rehabilitation of Technical Vocational Auto transport lyceum in Dushanbe within the terms provided for in the Contract to be awarded.

9. The Environmental Management Plan (EMP), which is part of the IEE, is more general and wide-ranging and covers all possible consequences associated with the project. Therefore, the Contractor is required to develop a Site-specific Environmental Management Plan (SSEMP) prior to the commencement of construction works.

10. The main objective of the plan is to document how the environmental mitigation measures and required management plans proposed for rehabilitating the project site will be brought into line with the project commitments.

11. In addition, during the implementation of the Project, the Contractor will strictly comply with ADB's safeguard requirements and national laws and regulations in the field of environmental protection, and, under the terms of the contract, will develop and refine the working measures, plan and management system for environmental protection in areas of repair works.

II. DEFINING THE BORDERS

2.1. Current condition of the site

12. Two of the six buildings of the Vocational Auto transport Lyceum have been selected for rehabilitation: i) the academic and dormitory building (the first floor) and; ii) the workshop of the lyceum. Both buildings inside and outside are in a poor condition, and do not meet modern construction standards and requirements. Relevant renovation and reconstruction are needed.

13. he academic and dormitory building was built in 1985. It is a brick masonry building, with Ferro-concrete floor, steel-plastic windows and roof covered with ruberoid and asbestos- cement sheets. Educational classes are located on the first floor. The remaining three floors are used for dormitory. There are in total 10 classrooms and 40 living rooms on the dormitory. The first floor of this building was proposed for the rehabilitation under STVET project.

14. The proposed plan is to repair the corridor, windows and doors, renovate floors and ceilings, replace electrical wiring and appliances, replace the roof, repair of the facade. Construction of the ramp for people with disabilities will be also done as per new construction standards.

15. he workshop building of this lyceum also was built in 1985. It is a standalone one-story brick building with wooden windows and ceilings and roof covered by asbestos-cement slates. There are 3 workshops and 2 technical premises in the building. As part of the rehabilitation, the following will be done: replacement of windows and doors, replacement of floors and ceilings, replacement of electrical part and devices, replacement of the roof, renovation of the ПКхКНО, rОМonstruМtТon oП аКХХs with enlargement of workshops area.

16. As was mentioned above, asbestos cement sheets were used as roofing material on buildings proposed for the rehabilitation. Roof should be demolished and then replaced by non- hazardous materials which will not cause risks for health of Lyceum students and staff. To mitigate the occupational and public health risks of inhalation of airborne asbestos fibers, when disassembling the roofs they will be removed and disposed in accordance with internationally-recognized Standard Practice for Maintenance, Renovation and Repair of Installed Asbestos Cement Products (American Society for Testing and Materials [ASTM] E 2394). An Asbestos Containing Materials Handling, Management and Disposal Plan should be be prepared by the Contractor as part of the SSEMPs.

2.2. Location of the objects and access to the site

16. The Technical Vocational Auto transport lyceum in Dushanbe is located in the Somoni district of Dushanbe city, 192 Rudaki Avenue (see Zone 2 in Fig.1).

18. The main road which will be used for the transportation of equipment and construction materials is Rudaki Avenue. The contractor will establish warning signs while conducting the rehabilitation works.

19. Figure 2 below shows project boundaries and which receptors (other houses, schools, hospitals, or any other receptor) are located close to the site, including the access roads.

4. POTENTIAL IMPACTS AND MITIGATION MEASURES

24. Potential impacts of proposed additional activities and relevant mitigation measures are described in Table 2 below.

In compliance with national regulations the contractor will insure that the construction site is properly secured and construction related traffic regulated. 25. The general Environmental Management plan (EMP) for all project sites is approved as part of Initial Environmental Examination (IEE) endorsed by State Environmental Committee of the Republic of Tajikistan and general management measures that apply to this sub-project should be followed by the Contractor.

26. In addition, the Contractor should prepare the following eight Site-specific Environmental Management plans (SSEMP):

I. INTRODUCTION

1.1. Justification of the site

1. Over the years of independence, the management of the Government has made efforts to develop the education sector and training of highly qualified specialists for various industries.

2. The Ministry of Labor, Migration and Employment of the Republic of Tajikistan pays special attention to the technical condition, the availability of educational facilities (institutions) in schools to enhance vocational education and training of learners and students.

3. The proposed Project on Strengthening Technical and Vocational Education and Training (Project) will have an impact on national workforce with a high proportion of skilled workers employed in Tajikistan's domestic economy. The project is aimed at meeting the needs of the Republic of Tajikistan. Within the framework of the project, unemployed and partially employed young people and the adult population in the Republic will be provided with job opportunities and income in the domestic and international labor markets by providing quality training.

4. The outcome of the Project will be a more effective, efficient, quality-assured, and flexible system for the delivery of technical vocational training. The project includes the achievement of five outputs, namely: (i) modernization of the methodology of the TVET system; (ii) improving the physical conditions of training institutions; (iii) increasing the volume and quality improvement of TVET delivery; (iv) expansion of equal access to TVET; and (v) strengthening the leadership and management of the TVET system.

5. In November 2015, a Grant Agreement was signed between the Republic of Tajikistan and ADB on project financing.

6. A general IEE/ EMP for the overall project was prepared and approved by September 2015. The project has been classified as category B in accordance with ADB's Safeguard policies

7. As part of this Project, the Ministry of Labor, Migration and Employment of the Republic of Tajikistan shall sign a contract ("MOLME/SH/CW01-02-C") with the construction firm for rehabilitation of a Technical Vocational lyceum in Shahrinav.

8. The Contractor, in accordance with this contract, undertakes to carry out, professionally and qualitatively, the rehabilitation works of the Rehabilitation of Technical Vocational lyceum in Shahrinav within the terms provided for in the Contract to be awarded.

9. The Environmental Management Plan (EMP), which is part of the IEE, is more general and wide-ranging and covers all possible consequences associated with the project. Therefore, the Contractor is required to develop a Site-specific Environmental Management Plan (SSEMP) prior to the commencement of construction works.

10. The main objective of the plan is to document how the environmental mitigation measures and required management plans proposed for rehabilitating the project site will be brought into line with the project commitments.

In addition, during the implementation of the Project, the Contractor will strictly comply with ADB's safeguard requirements and national laws and regulations in the field of environmental protection, and, under the terms of the contract, will develop and refine the working measures, plan and management system for environmental protection in areas of repair works.

2. DEFINING THE BORDERS

2.1. Current condition of the site

12. The vocational-technical Lyceum of Shahrinav consists of 6 buildings. Three of them will be renovated: i) Administrative and educational building consisting of three blocks – Main building, Training Laboratories in the left wing and RRC in the right wing; ii) Canteen; iii) Dormitory (1st floor).

13. Administrative and educational building. The administrative and educational building is a two- story building, with adjusted two one-story wings. It is a brick masonry building with the roof covered by asbestos-cement sheets. The building has been built in the 1960s and the second floor of this building was proposed for the renovation under STVET project. The following is expected to be done: replacement of windows and doors, reconstruction of floors and ceilings, rОpХКМОЦОnt oП ОХОМtrТМКХ аТrТnР КnН КppХТКnМОs, Кs аОХХ Кs rooП КnН ПКхКНО rОpКТr КnН construction of a ramp for people with disabilities.

14. The training laboratories are located in the left wing of the Administrative and Training Building. It is a one-story brick masonry building with roof covered by asbestos-cement sheets. The following works are being proposed: replacement of windows and doors, renovation of floors and ceilings, replacement of electrical wiring and devices, make replacement of the roof, reconstruction of the ПКхКНО КnН walls. All parts of the building that do not meet the standards should be demolished.

15. The Regional Resource Centre (RRC) is located in the right wing of the Administrative and Training building. This is also a one-story brick building. The plan is to redesign the existing director's office and reception room of the RRC in accordance with all requirements. It is also being proposed to conduct repair of premises, replacement of windows and doors, renovation of floors and ceilings, replacement of electrical wiring and devices.

16. Dormitory. The dormitory is a 4-story brick building, built in the 1960s, with roof partially covered with asbestos-cement sheets. The following is being proposed: repair half of 1st building, general repair of the premises, replacement of windows and doors, renovation of floors and ceilings, replacement of electrical wiring and devices, replacement of the roof and construction of the entrance portal from the western end of the building, and repair of the facade of the building western wing.

17. The Canteen is a one-story stand-alone building, built in the 1960s. It is a brick masonry building with the roof covered with asbestos-cement sheets. The following is being proposed: repair of premises with replacement of windows and doors, renovation of floors and ceilings, replacement of electrical wiring and devices, replacement of the roof, reconstruction of the ПКхКНО КnН аКХХs. AХХ pКrts oП tСО ЛuТХНТnР tСКt Нo not ЦООt tСО stКnНКrНs sСouХН ЛО demolished.

18. The buildings are in poor condition, do not meet the modern construction standards and are in need of renovation and reconstruction.

19. Asbestos cement sheets are being used on buildings as roofing material. Roof should be demolished and also replaced by non-hazardous materials which will not cause risks for health of Lyceum students and staff. To mitigate the occupational and public health risks of inhalation of airborne asbestos fibers, when disassembling the roofs they will be removed and disposed of following the internationally-recognized Standard Practice for Maintenance, Renovation and Repair of Installed Asbestos Cement Products (American Society for Testing and Materials [ASTM] E 2394). An Asbestos Containing Materials Handling, Management and Disposal Plan will be prepared by the Contractor as part of the SSEMPs.

2.2. Location of objects and access to the site

20. Shakhrinav is a district under Districts of Republican Subordination (DRS) in Tajikistan, located between Tajikistan's capital Dushanbe and . The Shahrinaw district borders the District from the West, district in the East, and in the South. It is delimited by the in the north and is part of the fertile Gissar Valley. The center of is Shahrinav settlement, a town located 30 km to the West from Dushanbe.

21. The Technical Vocational lyceum is located at the 13/17 Chutak Urazov street in Shahrinav district, in Cheptura village, Jamoat Tursunzade. The administrative and education building is the main venue for all students classes/studies. Figure 1 below shows location of the Lyceum.

The contractor has to establish warning signs at appropriate points (at least at the distance 20 m before construction site) during conduction of rehabilitation works and observe requirements to ensure traffic and pedestrian safety.

25. The following receptors were identified around the Technical Vocational lyceum in Shahrinav:

 From the South side of the Dormitory for students: Dormitory for teachers located at the distance of 50-60 m;  From the West side of the Dormitory for students: residential private houses at a distance of 23 m,  From the West of the administrative and educational building - there are residential private houses at the distance of 40-50 m;  From the North side of the administrative and educational building - there is the academic building at the distance of 70 m;  From the East side of Technical Vocational Lyceum - there are various structures of the Shahrinav Canning factory

26. There is no need for construction of a separate camp for the personnel of Contractor, because all workers will be local.

27. Construction waste from the site should be disposed at the nearest waste storage facility in Shahrinav which is located at a distance of about 5 km from the Lyceum site. Contractor shall conclude an agreement with the local communal services of Shahrinav (State Unitary EntОrprТsО “KСoУКРТТ ЦКnzТХТвu koЦЦunКХТ”) КnН КppХв Пor rОХОvКnt pОrЦТts.

4. POTENTIAL IMPACTS AND MITIGATION MEASURES

29. Potential impacts of proposed additional activities and relevant mitigation measures are described in the Table 2 below.

30. The general Environmental Management plan (EMP) for all project sites is approved as part of Initial Environmental Examination (IEE) endorsed by State Environmental Committee of the Republic of Tajikistan and general management measures that apply to this sub-project should be followed by the Contractor.

31. In addition, the Contractor should prepare the following eight Site-specific Environmental Management plans (SSEMP):

- Waste Management Plan; - Emergency Response Plan; - Health and Safety Protection Plan; - Plan for the consideration of complaints; - Dust Control Plan; - Noise Management Plan; - ACM Handing, Management and Disposal Plan; and - Traffic and Road Safety Management Plan.
