Minutes of the Annual Meeting of the Parish Council held on Thursday 4th May 2017 at Eggborough Methodist Church commencing at 7.30pm

Present: Councillor K Wilders, Councillor B Dodsworth, Councillor J Wilders, Councillor Senior, Councillor White, Councillor Spencer

T1 To elect a Chairman Resolved To elect Councillor Jack Wilders as Chairman

T2 To elect a Vice-Chairman Resolved Not to elect a Vice-Chairman

T3 To sign the Declaration of Acceptance of Office. Councillor Jack Wilders signed the Declaration of Acceptance of Office

T4 To accept apologies for absence and declarations of interest There were no apologies for absence or declarations of interest

T5 Minutes Minutes of the Parish Council meeting held on Thursday 6th April 2017 were taken as read, approved as a true record and signed by Councillor Jack Wilders

T6 Matters arising from the minutes 6/4/17 - for information only There were no matters arising

T7 To consider the following planning application

-Proposed erection of rear extension and roof conversion including 2 no. dormer roof extensions to create a 3 bedroom dormer bungalow and the erection of a car port at Deveron Holme, Water Lane, Eggborough Resolved No Objection

-Proposed erection of 1 no. detached dwelling at Shirley Dene, 23 Weeland Road, Eggborough Resolved To object to the planning application -The property will be overlooking bungalows to the rear and side -The original outline planning application was for a bungalow - see drawing ref 63346

An appeal has been lodged with the Secretary of State in respect of Glenholme, Lane, Eggborough

Resolved To make all the above payments

Councillor White has undertaken an internal audit of the year end accounts

T9 To approve and complete the Annual Governance Statement for the financial year ending 31st March 2017 The Clerk had previously circulated copies of the financial statement for the year ending 31st March 2017 to all Councillors. Resolved The Annual Governance Statement was approved and signed by the Chairman and the Clerk as RFO

T10 To approve the Accounting Statement for the financial year ending 31st March 2017 Resolved The Accounting Statement was signed by the Chairman The Clerk had already signed the statement on 16th April 2017

T11 To discuss the closure of Nat West Bank, Branch The Selby branch of Nat West is closing in October The Parish Council could leave things as they are and visit branches in Goole or if required or change banks. At the moment the Clerk has no authority to obtain information as she is not a signatory. Resolved To stay with Nat West and for the Clerk to become a signatory so she has the power to obtain information over the phone or at a branch. The Clerk will not sign any cheques

T12 To be informed of the Workplace Pension which has now come into effect The new workplace pension has now come into effect The Clerk does not fit the criteria to be able to enrol and does not wish to join it The Clerk received a letter from the Chair advising of this fact The Clerk will complete the Declaration of Compliance which must be done by 2nd October 2017 2 T13 To re-confirm Brian Hodder as the Internal Auditor Resolved To re-confirm Brian Hodder as the Internal Auditor

T14 To re-confirm the Standing Orders Resolved To re-confirm the Standing Orders

T15 To re-confirm the Financial Regulations Resolved To re-confirm the Financial Regulations

T16 To re-confirm the Financial Risk Assessment Copies of the Financial Risk Assessment were circulated to all Councillors prior to the meeting The Clerk has made one change as Brian Hodder is the new Internal Auditor Resolved To re-confirm the Financial Risk Assessment

T17 To be informed of the Parish Council's list of Assets The Clerk had previously circulated the Parish Council's list of Assets to all Councillors This has been amended due to the installation of new play equipment on the Westfield and Village Hall play areas. Also, the Parish Council is now responsible for the play area at Foxdales The Clerk has informed the insurance company of the changes as this may effect the insurance premium

T18 To discuss the complaints received relating to the Foxdales area and public footpath Residents have contacted the Clerk to complain about various issues: The public footpath leading to Kellington, problems with litter around the area, youths playing football across the road, no dog waste signs for the bins in the play area, litter bins not being empties, anti-social behaviour The local farmer has also contacted the Clerk requesting the footpath be closed Resolved Not to request the closure of the public footpath Any residents concerned about anti-social behaviour will be asked to ring the police The litter bins have been emptied by the Clerk and Councillor Senior but will be emptied in the future by Council. The area has now been litter picked by the Clerk and Councillor Senior Councillor Martin will investigate the cost of 'no dog waste signs' for the litter bins in the play area

T19 To discuss current highway matters The parking of cars on the bend on Kellington Lane and other parts of the road and the traffic issues this can cause were discussed Resolved To contact the Police to ask that this be looked at

T20 To receive reports on meetings attended -The Clerk and Councillor J Wilders discussed the Planning Training Meeting they attended on 10th April at Selby District Council offices 3 T21 To be informed of correspondence received to date -Letter of thanks from Kellington and Whitley PCC for the donation -Letter from Methodist Chapel re: War Plaque -Email from resident about the disturbance on the Village Hall play area

T22 Exchange of Information -Email about Arriva bus services -Councillor White advised the Parish Council of the new lights that have been installed at the back of the village hall

T23 To be informed of minor items for delegation to the Clerk and items for the next agenda

The meeting closed at 9.15pm
