NURSERY GARDENS, BADSEY - DEVELOPMENT BRIEF Page 2 Introduction

Landform Estates is promoting land to the south of 34 The Development Brief summarises the key technical Bretforton Road, known as Nursery Gardens, in Badsey issues that relate to the Site and demonstrates that it is for the development of approximately 95 residential Suitable, Available and Achievable for residential use. dwellings. The Site, which measures approximately 4.12 ha (10.20 acres) in area, directly abuts the existing Badsey Settlement Boundary along the full length of its northern and western boundaries and along part of its eastern and southern boundaries (see Settlement Plan below). The Site comprises different uses that include an area of brownfield land (in use as workshops, offices and hard standing), an area under glass for market gardening and the remainder of the Site which is unused open backland.

It is understood that the Objectively Assessed Housing Need across the three districts will increase and therefore the plan review will need to identify and allocate additional housing sites, together with land for employment and open space to support these uses.

Community Engagement

In addition to meeting with WDC and WCC, Landform The Club are currently preparing a new business and has met and discussed proposals to address wider development plan to address these shortcomings, which community needs with the Chair of Badsey Recreation will support an application to WDC for access to funds Club and the Headmaster of Badsey First School. The concept masterplan illustrates a suitable framework The assessments comprise: for the proposed housing development. It has been designed to create a pedestrian friendly environment • Transport Assessment (Cannon Consulting with a permeable network of routes encouraging Consulting) walking and cycling through the site and towards the • Landscape Visual Assessment (SLR Consulting) Village Centre, School and Recreation Club to the • Arboriculture (AT Coombes) south. • Ecological Assessment (Ecology Solutions) • Archaeology & Conservation Assessment (CgMS) The proposed development will accommodate a mix of • Ground Conditions Geo-Technical Assessment (Nott Group Consulting) dwelling typologies and tenures addressing local needs. • Flooding and Utilities (Cannon Consulting Engineers) To inform the Concept Masterplan, comprehensive technical assessments have been completed which demonstrate that the Site is deliverable in the short- term and on an economically viable basis. There are no technical ‘showstoppers’ or unreasonable ‘upfront costs’ required to open-up the Site that would prevent development and all services and infrastructure are available close by to the Site with sufficient capacity to serve it.

NURSERY GARDENS, BADSEY - DEVELOPMENT BRIEF Page 6 Transport and Movement

The existing level of traffic in Badsey is relatively high for a village of this size and nature. This is particularly noticeable in the high level of large heavy goods vehicles that pass through the village serving market gardening operations located to the north of the village.

Traffic surveys undertaken in November 2018 at the junction of Bretforton Road with Birmingham Road, recorded vehicle queue lengths of 11 vehicles in the AM peak hour and 18 vehicles just prior to the PM peak hour on the southbound approach of Birmingham Road towards Bretforton Road. This is considered to be a high length of queue in a rural setting and it causes both delays to traffic flows and adds to the air pollution level in this part of the village.

The western approach, which carries the majority of the HGV traffic, to the Bretforton Road/Birmingham Road junction is through double reverse bends and the tightness of these bends causes many HGVs to over- run the kerbs and footpath which is evidenced by the damaged kerbs on both sides of the carriageway.

There is a single footway around the western side of the carriageway through the bends, which is as narrow as 1.0m, has poor quality surfacing, with encroaching vegetation and overhanging trees in places. The constant flow of HGVs is intimidating to pedestrians and cyclists, making their journey along the narrow footway feel unpleasant and dangerous, which acts as a significant disincentive for the use of the existing route. Currently, it is the only pedestrian/cycle route from the north and east of the village to the school, village centre and recreation club.

Public Transport

The site is well located within Badsey to provide easy access to local bus stops. These include the provision of bus shelters and are located at Birmingham Road, less than 250m from the center of the site, serving route 24, which provides an hourly weekday service between Redditch and . Additional bus stops are located to the west of the site on Bretforton Road, approximately 500m from the center of the site, serving routes 247, 552, 973 and R4, which, when combined, generally provide two services every hour to Evesham and nearby villages.

NURSERY GARDENS, BADSEY - DEVELOPMENT BRIEF Page 12 Summary

Nursery Gardens is currently partly brownfield and underused backland and, given its immediate proximity to the Settlement Boundary, would provide a logical extension to the existing village to provide a high-quality housing scheme. In addition, the scheme will deliver an improvement at the Bretforton Road/Birmingham Road junction, together with a new footpath/cycleway and an improvement to an existing footpath. The new footpath/ cycleway will connect the northern and eastern parts of Badsey directly to the village centre, greatly improving access to the school and recreation club, which would otherwise be undeliverable.

The Development Brief demonstrates that Nursery Gardens is wholly Suitable, Available and Achievable and its development for housing would make a valuable contribution to meeting the identified housing need in Wychavon, whilst delivering a range of wider local community benefits.
