The Heart of Asia – Istanbul Process 9Th Ministerial Conference The Heart of Asia – Istanbul Process 9th Ministerial Conference “Strengthening Consensus for Peace and Development” Dushanbe Declaration Preamble We, the Ministers of Foreign Affairs and high-level representatives of the Participating Countries, joined by the high level representatives of the Supporting Countries and of the Supporting Regional and International Organizations, having met in Dushanbe, Tajikistan on 30th March 2021 at the 9th Ministerial Conference of the Heart of Asia-Istanbul Process (HoA-IP), under co-chairmanship of H.E. Sirojiddin Muhriddin, Minister of Foreign Affairs of the Republic of Tajikistan and H.E. Mohammad Haneef Atmar, Minister of Foreign Affairs of the Islamic Republic of Afghanistan; We express our gratitude to H.E. Emomali Rahmon, President of the Republic of Tajikistan and H.E. Mohammad Ashraf Ghani, President of the Islamic Republic of Afghanistan for inaugurating the 9th Ministerial Conference of the Heart of Asia- Istanbul Process; Recalling the previous Ministerial Declarations of the HoA-IP and reaffirming our commitment to the principles, objectives, and outcomes enshrined in the Declarations for promoting peace, security, and prosperity in Afghanistan and the Heart of Asia Region; Reaffirming that the HoA-IP is an important platform led by Afghanistan for enhancing dialogue and building trust among regional countries. The HoA-IP promotes regional political, security and economic cooperation with the goal of building peace, stability and prosperity in Afghanistan and the entire region; Stressing the need to advance regional cooperation and dialogue as effective and necessary means to address common challenges and to promote security, stability and socio-economic development in the Heart of Asia Region, and renewing our commitment to strengthening enhanced cooperation through various combinations of bilateral, trilateral and multilateral processes among Participating and Supporting Countries in an effective manner; Admiring the cooperation and solidarity of the countries and organizations participating in the HoA-IP, during the COVID-19 pandemic, and the assistance provided; Peace, Political and Security Cooperation 1. We support the ongoing efforts for the peace process and the continuation of the negotiations between the Government of the Islamic Republic of Afghanistan and the Taliban. While recognizing the importance and contributions of neighboring countries and regional and international partners, we call upon them to maximize their efforts for the success of the peace process; 2. We acknowledge that long-term stability and prosperity in the region require peace and security in Afghanistan, and therefore the region as well as the international community has a shared responsibility and common interest to work together for promoting peace and stability in Afghanistan and the region as a whole; 3. We welcome the renewed diplomatic efforts by all countries to accelerate the peace process through a meaningful peace negotiation, including the ongoing negotiations in Doha, the Moscow “Troika plus” meeting, and diligent preparations for a high-level meeting in Turkey. We also support the enhanced role for the UN in the peace process, and in this regard, welcome the recent appointment of the UN Secretary General’s personal envoy to Afghanistan and the surrounding region; 4. We recognize that a comprehensive and permanent ceasefire will enable all sides to reach an agreement on a political settlement, and in this regard, we affirm that any political settlement must protect the rights of all Afghans, including women, youth and minorities. It should also respect the strong desire of Afghans to achieve durable peace and prosperity, and must respond to their strong desire to sustain and build on the economic, social, political and development gains achieved since 2001, including respect for Afghanistan’s international obligations; 5. We condemn the continuing high level of violence in Afghanistan, especially the high number of civilian causalities and deliberate targeting of civil service employees, civil society activists, human rights defenders, journalists and media workers by the Taliban and terrorist groups. While condemning in the strongest terms, all terrorist activities in all forms and manifestations as being criminal and unjustifiable; we emphasize the need for an immediate, permanent and comprehensive ceasefire, resume meaningful peace negotiations and full respect for International Humanitarian Law; 6. We also express our concerns about the continued relations between the Taliban and international terrorist groups, including Al-Qaida as outlined in the twenty-seventh report of the Analytical Support and Sanctions Monitoring Team of the United Nations Security Council (S/2021/68). While taking note of the recent announcement made by the Taliban to have ordered its members across Afghanistan not to allow foreign fighters in their ranks, we reaffirm the importance of ensuring that the territory of Afghanistan is not used as safe havens for any terrorist groups, foreign terrorist entity, including Daesh/ISIS, Al-Qaida or other regional and international terrorist groups and their affiliates, including those referenced in the previous HoA Declarations; 7. We commend the sacrifices and achievements of the Afghan National Defense and Security Forces (ANDSF) and in the fight against international terrorism, and we emphasize the importance of supporting the Afghan Government in capacity building, in particular of the ANDSF, in securing their country and in the fight against international terrorism; 8. We remain determined to counter all forms and manifestations of terrorism and extremism by reinforcing our collective efforts. We reiterate our resolve to work together to prevent and suppress terrorist acts through increased regional and international solidarity and cooperation, in accordance with the UN Charter and obligations under international law, including international human rights law, international humanitarian law, and where applicable the international refugee law, as well as through the full implementation of the UN Security Council Resolutions. In this regard, we strongly call for concerted regional and international cooperation to ensure dismantling of terrorist sanctuaries and safe havens, preventing and interdicting the movement of terrorists and terrorist groups, including foreign terrorist fighters, across the countries of the HoA Region and anywhere else, as well as disrupting all financial, tactical, logistical or any other form of support for terrorism without any distinction; Counter Narcotics 9. We are concerned about the high level of illicit cultivation and production of opium in Afghanistan, the volume of drug trafficking, illicit drug trade, trafficking of precursors, the new prevalence of methamphetamine, the rising demand for illicit narcotics and the rising drug abuse in the HoA Region and beyond. This poses a threat to the socio-economic development, security and stability not only in Afghanistan, but also in the surrounding region and the world as a whole. Further eradication of opium cultivation, promotion of alternative livelihoods, law enforcement, prevention, treatment, rehabilitation and public information efforts are required as part of a comprehensive and integrated strategy to address this common challenge, based on the principle of common and shared responsibility, and consistent with the international drug control Conventions; 10. We call upon the international community to continue to assist the Government of Afghanistan in implementing its National Drug Control Strategy and National Drug Action Plan and its efforts to eliminate the cultivation and production of, trafficking in and consumption of illicit drugs, increase support for Afghan law enforcement and criminal justice agencies, agricultural and rural development for the creation of improved alternative, licit livelihoods for farmers and demand-reduction support, increase public awareness of counter-narcotics issues and build the capacity of drug control institutions, and care and treatment centers for drug users. We also stress the urgent need to respond to the serious challenges posed by the nexus between revenue from illicit narcotics and financial support for anti- government actors and terrorist entities in Afghanistan and the HoA Region. We appreciate efforts to strengthen capacity of law enforcement, border control and other relevant agencies to counter illicit drug production and trafficking in the HoA Region, including through training projects and activities under the auspices of the United Nations Office on Drugs and Crime; Refugees and Returnees 11. We commend countries in the region and beyond for their hospitality and support in hosting millions of Afghan refugees for four decades. We acknowledge the role of regional and neighboring countries in particular Iran and Pakistan in hosting Afghan refugees for such a long time and call for creating conducive conditions in Afghanistan for voluntary, safe, dignified and sustainable repatriation. In respecting the well-being and human rights of the refugees, we urge the international community to continue to assist host countries in taking care of the essential needs of Afghan refugees and to provide support to the repatriation and reintegration efforts of the Government of Afghanistan and targeted assistance for their voluntary, safe and dignified repatriation and their sustainable reintegration in Afghanistan, with emphasis on youth,

As per the instructions of His Excellency the President of Afghanistan, The Asia Foundation's Promoting Regional Cooperation Capacity in MoFA (PRCC-MoFA) project and RCD plans to commission a study paper to understand the full extend of ‘lost opportunities’ & ‘cost of non-cooperation’. The study will undertake an in-depth study that looks in the past to quantify ‘lost opportunities’ and look forward to estimate the exact benefits that each country can earn by pursuing economic cooperation. Historical background Historically, Afghanistan was part of Central Asia1. Composed of steppes and mountainous areas, historically, there were no real borderlines dividing its territory. Although Afghanistan appears as a political entity in the 18th century, the rest of the region would only be eff ectively inserted in the international system aft er the Soviet Union expansion towards it. Central Asia represents the connecting link between these East and West, an Empires channel of communication, but also target of dispute among diff erent empires. This expansion can significantly contribute to raising the stature and the profile of the organisation. With the inclusion of India and Pakistan, the SCO now accounts for about 80 percent of Eurasia’s territory, 44 percent of the world’s population and 24 percent of the global GDP. This expansion of the SCO will likely not be the last. The SCO is gaining more attention and being seen as a counterbalance to North Atlantic Treaty Organization (NATO). With several countries expressing their desire to join the SCO, Afghanistan emerges as a viable candidate to be elevated as a full member from an observer status considering the special geopolitical status that Afghanistan possess.

It outlines Ankara's interests and policy trajectories in its eastern neighbourhood and addresses the question why Turkey, hailed by many as a natural mediator in the Afghan Peace Process, has yet to come forward with a clear strategy. Moreover, focusing on shared concerns regarding displacement and migration, the brief explores the potential for enhanced cooperation between Turkey and the European Union in and on Afghanistan.     Proposed ‘stock-taking’ meeting on progress with the Istanbul Process (draft) Denmark, European Union and the Universal Rights Group In cooperation with the ‘Quartet’ (Pakistan, Turkey, UK and US) Concept note Background The main intergovernmental policy framework for combatting religious intolerance, stigmatisation, discrimination, incitement to violence and violence against persons based on religion or belief is set down in Human Rights Council resolution 16/18 and its sister resolution at the General Assembly – GA resolution 66/167. Resolutions 16/18 and 66/167 were adopted by consensus in 2011, and hailed by stakeholders from all regions and faiths as an important step forwards in international efforts to confront religious intolerance. The inclusion of an explicit plan of action to combat religious intolerance in the operative paragraphs of these resolutions (as well as in later iterations of the texts), is key to understanding their value and importance. What is more, States had the foresight to also put in place a dedicated mechanism of implementation for the action plan: the ‘Istanbul Process.’ Since the launch of the Process in Istanbul, Turkey in July 2011, there have been six expert-level meetings: in Washington (US), London (UK and Canada), Geneva (OIC), Doha (Qatar), Jeddah (OIC), and Singapore. More than eight years after the adoption of resolution 16/18 and against a worrying backdrop of heightened religious intolerance worldwide (including rising Islamaphobia and anti-Semitism), maintaining consensus around the ‘16/18 framework’ remains of the utmost importance.     Building Peace in Afghanistan through Regional Economic Integration: From RECCA-VI to the Heart of Asia Ministerial Dr. Richard Ponzio Abstract Afghanistan, its neighbors, and international partners face a stark choice today: either promote Afghan economic development and stability by clinging to a continued – yet unsustainable – dependency on foreign aid and military assistance, or transform the country into a financially sustainable trade and transit hub that benefits its citizens and region through new economic opportunities and a durable peace. Given the regional nature of Afghanistan’s myriad economic, political and security challenges, the choice is clear. Since November 2011, the Istanbul Process on Regional Security and Cooperation for a Secure and Stable Afghanistan, also known as “The Heart of Asia Istanbul Process”, has sought to combine a focus on regional political dialogue, security, and economic integration to address several of the most fundamental threats and challenges facing Afghanistan and its wider region. With the introduction of two confidence-building measures (CBMs) on Trade, Commerce & Investment and Regional Infrastructure in 2012, the Istanbul Process has built directly on progress achieved by the series of Regional Economic Cooperation Conferences on Afghanistan (RECCA), initiated in December 2005 in Kabul. In considering the way forward for advancing regional economic integration with Afghanistan, my paper examines the economic dimensions of Afghanistan’s decades-long conflict, reviews the respective strengths of the Istanbul Process and RECCA since 2011 in improving the conditions for peacebuilding and reconciliation and considers the level and effectiveness of collaboration between these two regional forums. Finally, it offers concrete recommendations for improving Istanbul Process-RECCA coordination, implementation and further strengthening of the regional economic and governance dimensions for achieving a durable peace in Afghanistan.

The EU supports the measures that have emerged from this Process aimed at increasing cooperation and inclusive sustainable development in Afghanistan and the Central Asia region. The EU values the Istanbul Process as an initiative originating in the region itself, which recognises Afghanistan’s crucial role in promoting connectivity and cooperation across the “Heart of Asia” region, and welcomes Afghanistan’s willingness and determination to use its regional and historical position to promote security and peaceful economic cooperation in the region. Furthermore, the EU is committed to fostering political consultations, confidence building measures, and to promoting result-orientated regional cooperation. The EU confirms its long-term commitment to Afghanistan beyond 2014 after the drawdown of ISAF forces, bearing in mind that security and stability cannot be sustained without poverty reduction and economic development. As part of this commitment, the EU supports enhanced efforts towards economic cooperation in the region.     The Heart of Asia - Istanbul Process 7th Ministerial Conference 1st December, 2017 Baku Declaration “Security & Economic Connectivity Towards A Strengthened Heart of Asia Region” 1. We, the Ministers of Foreign Affairs and high-level representatives of the participating and supporting countries, joined by high level representatives of the international and regional organizations, have met in Baku, the Republic of Azerbaijan, on 1st December 2017 at our Seventh Ministerial Conference of the Heart of Asia - Istanbul Process (HoA-IP). The Conference was co-chaired by H.E. Mr. Elmar Mammadyarov, Minister of Foreign Affairs of the Republic of Azerbaijan and H.E. Mr. Salahuddin Rabbani, Minister of Foreign Affairs of the Islamic Republic of Afghanistan. 2. We express our gratitude to H.E. Mr. Mohammad Ashraf Ghani, President of the Islamic Republic of Afghanistan and H.E. Mr. Ilham Heydar oglu Aliyev, President of the Republic of Azerbaijan for inaugurating the Seventh Ministerial Conference. 3. We recall the six Ministerial Conferences in Istanbul (2011), Kabul (2012), Almaty (2013), Beijing (2014), Islamabad (2015) and Amritsar (2016) and we reaffirm our commitment to the principles, objectives, and outcomes enshrined in the Declarations of these Conferences that have defined the ideals for the working of the HoA-IP and its overarching goal of promoting peace and prosperity in the Heart of Asia region. 4. We reaffirm that the HoA-IP is a unique and important platform for enhancing dialogue and building trust among regional countries. The HoA-IP promotes regional political, security and economic cooperation with the goal of building peace, stability and prosperity in Afghanistan and the entire region.
