Our Organisation NHS 24 is the national provider of digital and telephone based health and care services for Scotland. We provide people with access to information, care and advice through multiple channels including telephone, web and online. We work in collaboration with partners, the public and our people to co-design services using technology and a digital first approach to sustainable service development and delivery. Our Services As Scotland's national provider of digital and telephone based health and care services, we are at the forefront of pioneering new and innovative ways of working. It might surprise you to know that we're not just a phone service, we increasingly engage with people in Scotland through our website, social media, digital products and webchat. There's no such thing as a typical job at NHS 24. We employ a wide range of clinical and non-clinical staff. From call handlers and nurse practitioners to dental nurses and physiotherapists, the diversity of our workforce reflects the constantly evolving needs of our patients. As an integral part of the NHS in Scotland, NHS 24 continues to develop, provide, and facilitate an expanding range of multichannel, patient centred, safe and effective digital and telephone based health services. For example:  People across Scotland can call NHS 24 using the free phone number 111. This gives people access to the help and advice they need when they cannot wait until their GP surgery reopens. We have highly skilled multi-disciplinary teams including call handlers, nurses, pharmacists, mental health advisors delivering services 24/7. During 2020/21, people with worsening symptoms of COVID are also advised to use the 111 service for support.  NHS 24 also operates a COVID advice line in parallel with comprehensive information provided via our NHS inform digital platform. The helpline gives support and guidance and helps people to book COVID tests if they are unable to book a test online.  NHS 24 also provides urgent care to the public during the day. If they were considering going to A&E for a health need which their GP surgery cannot deal with, the public can now call 111 for assessment and referral if needed.  NHS 24 provides a comprehensive mental health support service 24/7 with clinical support available via the 111 service, as well as a listening and advice service through Breathing Space.  For those with a dental emergency out of hours, NHS 24 operates the Scottish Emergency Dental Service through 111.

 NHS 24 works in close partnership with all Health Boards and the Scottish Ambulance Service to provide essential services to patients in need of urgent advice and care during the out-of-hours period when their GP surgery is closed.  NHS 24 employs a range of staff across its locations, including clinical and non- clinical staff and essential support services staff.  NHS 24 provides access to trusted health information and support through a range of different services, including NHS inform, Care Information Scotland, Breathing Space, Living Life and Smokeline. These services are available to the public via a range of delivery channels, including the internet, over the telephone and web chat.  NHS 24 delivers a national winter health preparedness campaign on behalf of NHSScotland. This year, Show You Care, Prepare was developed specifically to support the public as to what services are available during the COVID 19 pandemic.  Our social media channels are regularly used to reach a national audience for a range of Scottish Government and other public health campaigns, in addition to hosting a broad range of NHS 24 health information content.

Finance

The Finance Department manages a budget of around £100m per annum. We have a small but dedicated team that are responsible for ensuring good governance and control over the funds allocated to NHS 24. This includes functions such as treasury, accounts payable/receivable, maintaining and adherence to standing financial instruction, counter fraud, budgeting and forecasting. We work closely with all departments and are responsible for service level agreements for services such procurement and payroll. We work closely with internal auditors and provide assurance to committees and the board. The department is also responsible for the annual accounts process and ensuring compliance with accounting standards and regulations. We seek to add value by engaging with other departments to ensure they are supported in carrying out their duties. This includes planning, procuring of goods and services and the managing of budgets.

The Role – Director of Finance – Executive Level E

As an Executive Team member, to fully contribute to and participate in the governance, strategic development and corporate management of NHS 24. To provide professional leadership, expertise and advice to the Board and the Executive Management Team.

To provide corporate management and governance of the Finance Directorate, in the Board, and to provide expert professional leadership and advice for the functional area of Finance.

As a key strategic leader within NHSScotland, work collaboratively across the system to ensure that the finance function deliver continuous and quality improvement to its services that enable NHSScotland to deliver safe and effective, patient centred services. In particular contribute to the development of a digitally enabled workforce across NHSScotland.

Skills The job requires an individual who can establish and maintain a high level of credibility with the directors and senior managers with whom they will require to interact across the NHS in Scotland. The post therefore requires mature levels of professional and managerial knowledge, demonstrable leadership and communication skills with a high level of interpersonal, strategic, technical, and influencing abilities. Qualifications The post requires to be undertaken by a professionally qualified accountant (CCAB recognised) who has extensive post qualifying experience at a senior level within complex (preferably public sector) organisations.

4 Role of Department

The Director of Finance is the Accounting Officer for NHS 24. The Directorate has three operational arms, Finance, Corporate Risk Management and Estates & Facilities.

The role of the Finance Directorate is to lead the development and implementation of NHS 24's five year financial plan and to ensure that the strategic direction of the organisation is appropriately funded and that financial systems, processes and procedures are in place to deliver the highest standards of corporate governance. The department works closely with managers within NHS 24 to exercise strong control of the financial resources allocated and ensuring value for money.

The Directorate is responsible for leading the Risk Management discipline across NHS 24 and for managing the Estates & Facilities and procurement functions to ensure the highest standard of governance and best value.

The post holder monitors and controls the total resource for the organisation but has direct budget responsibility for £6.629m revenue. The total number of staff managed by the post holder is 10 wte.

The Directorate is also responsible for ensuring information governance in line with legislation and best practice.

5 Key Result Areas

The key result areas for the Director of Finance are as follows: 1. As an Executive Member of the NHS 24 Board, to participate fully in the leadership and corporate management of NHS 24, providing professional expertise and direction to the Board in areas of financial management and corporate governance.

2. To ensure that high level expertise in the areas of financial planning, corporate risk, Estates & Facilities and procurement are directly available to the Executive Team and the Board, and to ensure that financial strategies are effectively integrated into and aligned with the corporate management process. To act as lead officer supporting the Audit Committee and to attend other Governance Committees as required.

3. To ensure the integrity of the financial and control environment of NHS 24, providing and monitoring the financial management systems and processes in line with professional practice and internal and external audit requirements in terms of the use of public funds, the safeguarding of assets and the pursuit of value for money. To lead the planning and production of the Annual Accounts for NHS 24 in line with regulatory requirements.

4. To lead the development of a robust financial strategy, and the supporting financial plans, with funding projections, to enable NHS 24 to achieve its strategic corporate objectives and maximise the use of financial resources allocated. To lead the management of the brokerage arrangements with SGHSCD.

5. To lead on all aspects of governance and financial management of the significant and new contracts which have been put in place in respect of the new technology infrastructure and applications, and which are vital to the delivery and expansion of NHS 24 services across Scotland.

6. To lead the Risk Management process for NHS 24, developing and implementing the Risk Management Strategy and to provide assurance to the NHS 24 Board (through the Audit Committee) and the Executive Team that appropriate policies, procedures, processes and systems are in place for the effective management of all risks facing the organisation.

7. To lead the development and monitoring of an effective Estates and Asset Management strategy, including all aspects of land and property management, and the Carbon Management Strategy. To lead the implementation of an effective procurement and logistics service to NHS 24 to required national and local policy and service delivery standards.

8. To recruit, develop, and manage staff within the Finance, Estates & Facilities & Procurement functions and create an open, supportive and positive culture to maximise their potential. To ensure efficiency and effectiveness in achieving all aspects of the functions’ roles, and to ensure that a customer orientation is developed within the services which responds to the needs of service users.

9. To participate in and contribute to regional and national NHS Finance networks and to work closely with SGHSCD in order to ensure that NHS 24’s position in such discussions is appropriately reflected, that national policy and strategy developments are taken account of within NHS 24 and that the SGHSCD is kept informed of any developing positions within NHS 24 as required.

10. To establish effective working relationships with interdependent functions, services and other agencies, including NHS NSS, and to ensure the effective management of all contractual arrangements for the provision of out-sourced services (for example payroll and other financial transactional systems, legal services, procurement advice, property advice and other facilities services). 6 Assignment and Review Work

 The post holder is directly accountable to the Chief Executive of NHS 24 for the effective delivery and performance of the finance and associated function required by NHS 24. He/she is responsible for providing leadership in the development of these services, and professional leadership to all staff employed within the department.  The post holder is expected to fulfil these roles within the parameters of established national and organisational priorities, policies and procedures and Scottish Government's priorities and policies for health. The post operates within NHS 24’s own strategic framework to which the post holder contributes as a full member of the Board. The post holder must also take account of national regulatory requirements such as legal and professional frameworks relating to financial management and corporate governance.  The post holder is responsible for providing the Chief Executive and the Board with specialist advice on financial and governance issues.  Review of performance in the post is undertaken through the agreement of performance objectives and individual performance appraisal by the Chief Executive, reviewed by the Board Chairman. Formal appraisal is undertaken on an annual cycle, but the Chief Executive will undertake more frequent ongoing, informal reviews of current developments and progress on significant issues on an ongoing basis.  A close working relationship with the Chair of the Board's Audit Committee forms an important part of the review of the work of the holder.

7 Communications and Working Relationships

The post holder is expected to communicate with a wide range of senior clinical and non-clinical staff across NHS 24 and with senior officials of external organisations. Excellent communication skills are required since a major purpose of communication is to influence and persuade others, and negotiate the implementation of change. The post holder is expected to have strong presentation skills and to be able to express a view convincingly and coherently, verbally and in writing.

Excluding the post holder’s immediate boss (the Chief Executive) and his/her subordinates within NHS 24, the following are key working relationships, with examples of the purposes of these contacts:

 With Non-executive Directors (including the Employee Director) of the NHS Board and the Chair and members of the Audit Committee - to ensure the provision of information and support to enable them to effectively fulfil their roles as non- executives, particularly in relation to the financial probity and corporate governance of NHS 24.  With colleague Executive Directors and other senior managers, clinical staff within NHS 24 - working closely with them in the planning, delivery, evaluation and development of services.  With Executive Directors of neighbouring NHS systems -to represent NHS 24 in discussions relating to financial flows arising from regional planning  With SGHSCD.  With representatives of Local Government, voluntary and independent sector agencies, and private sector organisations.

Other essential links include Health & Safety Executive, Scottish Environmental Protection Agency, Environmental Health Department, Quality Improvement Scotland, Audit Scotland, Internal Audit.

8 Most Challenging Part of the Job

 To ensure financial balance on an ongoing basis for NHS 24 against a background of tight resource in the health economy, and ensuring the best use of limited resources to support the delivery and development of NHS 24 services to the people of Scotland.

 To ensure that best use is made of the limited resources available to NHS 24 to make the maximum positive impact for NHS Scotland. This requires the post-holder to confidently negotiate with individuals and groups both within and out with the organisation where good corporate governance is perceived to be in conflict with and viewed as an impediment to the operation of the service. 9 Qualifications and/or Experience Specified for the Post by the Employing Authority
