“The Bottom Line is that a global economy requires a comprehensive global transportation grid. If is not an efficient component of that transportation grid, the state cannot continue to be a competitive component of the global economy.”

THE RARITAN EXPRESS SHUTTLE & PORT RARITAN A New Approach to Reducing Port & Highway Congestion using New Jersey’s Liberty Corridor and the Raritan Logistics Center

Prepared by the Raritan Central Railway December,2007 A New Operation With a Global Impact - The Raritan Express

The Raritan Central Railway is in the process of creating a new rail shuttle operating between port terminals in the Newark, Elizabeth, and area to a new integrated logistics center within the Raritan Center Business Park in Edison, NJ. This "Raritan Express Shuttle" will feature the coordination of off-dock transportation with self-contained transloading and logistical services.

Elements of the new service will include a daily rail shuttle, warehousing, transloading, and distribution operations. Successful implementation of the new service will help reduce dockside congestion in participating terminals which will allow for better utilization of the existing infrastructure, improve highway safety, reduce maintenance costs by removing large numbers of overweight trucks from area roads on a daily basis, and better facilitate distribution to the larger marketplace from Philadelphia to New York City. Most importantly, all of the operations will occur in the type of highly safe and controlled environment needed in today’s new global economy.

Reducing Congestion at New Jersey’s Ports

Much like the highly successful Alameda Corridor in Southern California, the Raritan Express Shuttle, using New Jersey’s Liberty Corridor, will quickly and safely move dockside international containers off-site to an existing intermodal and logistics center during non-peak times. This will benefit the entire Port Authority of New York/New Jersey region by eliminating expensive and time consuming over- the-road permitting procedures, increasing on-dock container throughput, and reducing highway and terminal congestion. The operation will also allow the Port Authority to remove on-dock warehousing space and convert that space into the larger container grounding areas needed when handling today’s modern vessels.

Greater Options for Shippers Shippers will also benefit from the Raritan Express Shuttle. The Raritan Center Business Park’s extensive selection of on-site services will offer shippers multiple logistics options in one single location. These services include customized transloading/warehousing/distribution/ packaging, and the ability to transfer from Boston Albany MASSACHUSETTS container to railcar. Customers requiring 0 miles Worcester NEW YORK 15 additional services or space will be able to Hartford RHODE 00 miles CONNECTICUT ISLAND utilize the Heller Industrial Park, also located in Binghamton 1 New Haven Edison and served by the Raritan Central. Once 50 miles a shipment of goods is ready for delivery, direct Newark New York access to I-95 (), I-287, and PENNSYLVANIA Allentown Edison, New Jersey Routes 1, 9, 514 and 440 will ensure rapid and Trenton Harrisburg NEW Philadelphia Atlantic safe distribution to a wider marketplace. The entire operation also benefits from JERSEY Wilmington on-site police and fire facilities situated next to the terminal location. With these Ocean Hagerstown Baltimore public services on site, no other intermodal facility can match the level of DELAWARE protection and quick response time that will exist at Raritan Center. Benefitting the Environment

Every container or carload of freight that is brought to our self-contained operation via rail shuttle from the ports of Newark, Elizabeth and Staten Island will eliminate a diesel truck trip. It is expected that the development of the Raritan Express Shuttle will remove as many as 300 to 350 overweight containers from public roads on a daily basis. This represents a positive statewide environmental benefit by reducing diesel emissions and greenhouse gases and easing traffic congestion in the urban areas surrounding the ports. The reduction will result in improved air quality for the residents of New Jersey.

A New Use for an Old Route PORT NEWARK CONTAINER TERMINAL Unlike other rail corridor projects which have involved extensive and time consuming land acquisitions and MAHER TERMINAL construction, the Raritan Express will utilize existing rail lines for its entire APM (MAERSK) route. These lines include the TERMINAL Chemical Coast Secondary and the Raritan Industrial Track.
