Planning Committee meeting – 14th December 2020 Minutes of the meeting of St Agnes Parish Council Planning Committee as above, held online and via telephone at 18:30.

Present: Cllrs Brown (Chair), Ball, Bunt, Clark, Drew, Johns, Ripper, Slater (late arrival). Absent: Cllr Roberts. In attendance: C Callaway, Deputy Clerk; 6 members of the public.

PL40/20 Public Participation: C Pitt (Agent) spoke in favour of PA20/09348. N King spoke in objection to PA20/09348.

K Lake gave context to PA20/07447. T Bessell outlined a pre-planning proposal for their existing Cornish Lavender business and Tea Room at Great Carnbargus Farm. She explained that new access to the site would be required and a planning application would be submitted in due course. Members of the Committee were invited to the farm on a site visit in the forthcoming weeks.

PL42/20 Pre planning presentation: PA20/02270/PREAPP- Pre application advice for demolition of existing breezeblock garden structures and construction of outbuilding/annexe. Langley Cottage, Polbreen Lane, St Agnes TR5 0UN RECEIVED as above from C & L Fletcher-Smith. Feedback was provided. Members expressed some concern about the proposed use of materials in the Conservation Area.

PL43/20 Planning Applications for consideration RECEIVED a request by the planning authority for consultation and responded:

PA20/09348: Construction of up to 14 holiday units and associated infrastructure - outline with some matters (appearance, landscaping and scale) reserved. S Matthews. Millside, Perrancoombe, Perranporth TR6 0JQ

The Council strongly objects as follows: Contrary to Cornwall Local Plan Policy 5 and NDP Policy 19 as the site is not well served by public transport and communications infrastructure. It was recognised that the proposal was for a new venture and not the expansion of an existing business already in situ. This area is particularly tranquil, and the

The Council strongly objects as follows: The scale and density of the development would cause harm to the surrounding area, contrary to NDP Policy 10 (St Agnes Parish Landscapes) and NDP Policy 19, with regard to character and size. Further, the proposal is contrary to Cornwall Local Plan Policies 1, 2, 5, 12 and 23 and the NPPF (updated version), paragraphs 8, 11, 83, 122, 127 and 170. As the site is located in a valley, there was also concern expressed about flood risk. Cllrs Brown/Slater. Unanimous.
