WELSH COUNCIL MINUTES OF COMMUNITY COUNCIL MEETING ON March 3rd 2015

PRESENT: Councillors Ann Thomas (in the Chair), Bill Fawcett, Nick Craddock, Graham Duffield, Andrew Foyle, Glyn Jenkins and Rhodri Traherne

ITEM 1 (507) PUBLIC FORUM Heol-y-March: Present: Charles and Gerald Keen (part owners of Hendrewennol), Scott Lewis (Hendrewennol Manager), Christine and Rhydian Evans, Murray Shepherd, Tristram Palmer-Morgan, Bridget Craddock, Amanda and Ian Campbell (residents of Heol-y-March). Concerns raised at the last meeting were summarised by the Chair. Charles and Gerald Keen gave a brief history of Hendrewennol and its recent development. It was agreed that clarification of planning regulations would be sought from the Vale of Council. Any feedback would be available on the website. Heol Mynydd: Nicky Bowen raised concerns over speed of traffic in Village. It was agreed that those who wished to register their concerns should email the Clerk for further discussion at the next meeting.

ITEM 3 (509) DECLARATION OF MEMBERS’ INTERESTS Nick Craddock declared an interest in discussions over Hendrewennol. Nick Craddock left the meeting prior to Item 6 a) which was moved to the end of the agenda.

ITEM 4 (510) The minutes of the 3rd February 2015 were approved and signed.

ITEM 5 (511) POLICE REPORT PC Thomas emailed his report. There was one crime in the area, a theft in WSD

ITEM 6 (512) MATTERS ARISING a) Hendrewennol – it was agreed the Chair would draft a letter to the Vale Council for circulation amongst Councillors and approval. b) Nick Craddock signed the acceptance of office form and was given the disclosure of member’s interests form to complete Revision of the circulation list is in hand. It was agreed the Clerk should contact the Enforcement Officer over increased activity at Talyfan Castle Farm.

ITEM 7 (513) REPORT FROM RHODRI TRAHERNE Rhodri reported on developments in the Vale budget, Reshaping Services and improvements to Five Mile Lane.

ITEM 8 (514) HIGHWAYS AND FOOTPATHS It was agreed to monitor the flooding at Cherry Orchard Farm. Potholes and abandoned wheel were reported.

ITEM 12 (518) FINANCES Payment approved: Green Lawn Venture £75.00 remove and reinstall notice board Plantscape £350.00 repair of noticeboard Graham Duffield £8.38 website domain charge. Thank him Thanks were recorded to Graham Duffield for his running of the website. It was agreed that, following a meeting with the Williams Ross Accounts for PAYE submission, payment by cheque was authorised if the due date fell before the next meeting. It was agreed to review the Clerk’s salary at the AGM. A one off payment (£10.80) as recommended by NALC was approved in addition to the Clerk’s salary and expenses.

ITEM 14 (520) CURRENT AND FUTURE PROJECTS Logbook for the pond signed for and February There were no suggestions for a Cash Grant application Waders gratefully received by Ecology Team It was agreed the Clerk should contact Peter Beddoes over the damaged rail at the pond for a quotation to repair. A working party to tidy up the area round the pond was arranged for March 15th at 10.30am Thanks were expressed to Andrew Foyle who photographed the smashed bench at Maendy Corner, removed debris and put a notice warning danger from brackets set in concrete. He also tidied up flower beds. It was agreed the Clerk should put in an insurance claim. She had been assured this would not affect the premium. Peter Beddoes had prepared a quotation

There being no other business the Chairman thanked those present for attending and closed the meeting.
