THE TRAFFIC RESTRICTION (TEMPORARY PROVISIONS) (CARNIVAL) ORDER, 1994

1. This Order may be cited as the Traffic Restriction (Temporary Citation Provisions) (Carnival) Order, 1994.

2. Notwithstanding any enactment to the contrary, motoristSParkingof attending the Parade of Bands at the Grand Stand may park their vehicles on the Queen's Park Savannah, during the period commencing Park three hours before the start of the function and ending three hours after savannah the closure of the function.

PART I PORT-OF-SPAIN 3. On Monday, 14th February, 1994, parking is prohibited on the Parking undermentioned roads and all roads lying within and bounded by the said undermentioned roads, between the hours of 12.00 midnight on Sunday, 13th February, 1994 and 9.00 p.m. on Monday, 14th February, 1994, and vehicular traffic is prohibited between the hours of 1.00 a.m. and 9.00 p.m. on Monday, 14th February, 1994: (a) Duke Street, between Piccadilly Street and ; (b) Park Street, between Flament Street and Charlotte Street; (c) Flament Street, between Park Street and Wrightson Road; (d) Independence Square North, between Wrightson Road and Duncan Street; (e) Independence Square South, between Wrightson Road and Duncan Street; (f) Charlotte Street, between Park Street and South Quay; (g) Nelson Street; (h) Duncan Street, between Prince Street and Queen Street; (i) Fraser Street; (j) Richmond Street, between Tragarete Road and Independence Square South; (k) St. Vincent Street, between Oxford Street and Independence Square South; 62 Traffic Restriction (Temporary Provisions) (Carnival) Order, 1994

Parking prohibited 4. Parking is prohibited from 12.00 midnight on Sunday, 13th February, l994 to 9.00 p.m. on Monday, 14th February, 1994, on the following roads: (a) Duncan Street; (b) Piccadilly Street, between Park Street and St_ Joseph Road; (c) South Quay, between St. Vincent Street and Duncan Street, with the exception of the taxis operating from the northern side of South Quay between St. Vincent Street and Chacon Street; (d) Queen Street, between Duncan Street and Piccadilly Street; (e) Oxford Street; (/) Broadway, between South Quay and ; (g) Stone Street.

One-way traffic 5. During the times and on the dates specified in paragraph 3, vehicular traffic shall proceed as follows: (a) Queen Street, between Duncan Street and Piccadilly Street-in all easterly direction only; (b) Piccadilly Street, between Park Street and Prince Street- in a southerly direction only; (c) Stone Street, between Wrightson Road and Park Street- in a southerly direction only.

Two-way traffic 6. During the times and on the dates specified in paragraph 3 vehicular traffic shall proceed in both directions along Piccadilly Street, between Prince Street and Queen Street. Taxi stands 7. From 1.00 a.m. on Monday, 14th February, 1994, to 12.00 midnight on Tuesday, 15th February, 1994, taxis shall operate as follows: (a) taxis assigned to taxi stands on and in the vicinity of Independence Square North, betweep. (b) taxis assigned to taxi stands on Independence Square North, between St. Vincent Street and Abercromby Street, shall operate from the western side of Broadway, between Independence Square South and South Quay; (c) taxis assigned to taxi stands on Independence Square other than those referred to in subparagraphs (a) and (b) shall operate from the northern side of South Quay, between St. Vincent Street and Chacon Street.

CARNIVAL MONDAY AND TuESDAY 8. (1) On Monday, 14th February, 1994, from 1.00 a.m. to 9.00 p.m. and on Tuesday, 15th February, 1994, from 6.00 a.m. to 9.00 p.m. parking is prohibited on the roads specified in subparagraph (2), and all roads lying in and within the specified roads. 10. During the times and on the dates specified in paragraph 8(1), One-way traffic vehicular traffic shall proceed as follows: (a) on Queen Street, between Duncan Street and Piccadilly Street-in an easterly direction; 66 Traffic Restriction (Temporary Provisions) (Carnival) Order, 1994

(b) on Piccadilly Street, between Park Street and Prince Street-in a southerly direction; (c) on Observatory Street, between Basilon Street and Belmont Circular Road-in a northerly direction and between Belmont Circular Road and Quarry Street-in a southerly direction; (d) on Basilon Street-in a westerly direction; (e) on Archer Street, between Belmont Circular Road and Jemingham Avenue-in a southerly direction; ({) on Cadiz Road-in an easterly direction only; (g) on Luis Street, between Ariapita Avenue and Tragarete Road-in a northerly direction only.

Two-waytraffic 11. (1) During the times and on the dates specified in paragraph 8(1), vehicular traffic shall proceed in both directions along Piccadilly Street, between Prince Street and Queen Street. (2) Notwithstanding any enactment to the contrary, from 6.00 a.m. on Monday, 14th February, 1994 to 6.00 a.m. on Wednesday, 16th February, 1994, vehicular traffic may proceed in both directions around the Queen's Park Savannah, between Cadiz Road and Maraval Road by way of Circular Road.

Taxi stand 12. From 1.00 a.m. on Monday, 14th February, 1994, to 12.00 midnight on Tuesday, 15th February, 1994, taxis assigned to the taxi stand on Victoria Avenue shall operate from Cummins Lane.

Route for 13. Vehicles proceeding to the Port-of-Spain General Hospital on emergency vehicles to an emergency shall travel along the following routes and leave by the Port-of-Spain General said route: Hospital (a) from the east-may enter Duncan Street from South Quay proceeding into Queen Street, north along Piccadilly Street, east on Laventille Hill, north on Quarry Street into Observatory Street, Belmont Circular Road, entering the Hospital from the mortuary entrance; (b) from the west-Circular Road, Queen's Park East, Belmont Circular Road entering the Hospital by way of the mortuary entrance.

Bands approach 14. Bands shall enter the Queen's Park Savannah Competition Centre through the entrance on Frederick Street, and bands from Belmont shall enter the Queen's Park Savannah from Jemingham Avenue and shall leave through either exits on Queen's Park West.

16. Bands shall approach the Victoria Square Competition Centre Bands approach by proceeding eastwards along Ariapita Avenue, turning into

18. Vehicles shall enter the Queen's Park Savannah at the Entryofvehicies following points: (a) Queen's Park East, near St. Ann's Roundabout; (b) Queen's Park West, opposite Dundonald Street; (c) Queen's Park West, opposite Casuals Club; (d) Circular Road, opposite President's House; (e) Maraval Road, opposite Whitehall.

19. Parking on the Queen's Park Savannah shall be in accordanceParkingonthe with the directions of the police officer on duty.

PART II SAN JUAN

20. This Part has effect during the times and on the dates specified commencement . and cessation m paragraphs 21 and 23.

21. On Sunday 13th, Monday 14th and Tuesday 15th February, Parking 1994, parking is prohibited on Saddle Road, between Prizgar Road and prohibited Eastern Main Road, between the hours of 10.00 a.m. and 6.00 p.m.

Parking 25. No vehicles shall be permitted to park or wait on Southern prohibited Main Road between Eastern Main Road and Churchill-Roosevelt Highway.

Vehicular 26. Vehicular traffic shall proceed as follows: (a) vehicles proceeding east along Eastern Main Road shall be diverted along Auzonville Road, east along Hendrickson Street, south along Tunapuna Road, east along Green Street and south along El Dorado Road to Eastern Main Road; (b) vehicles proceeding west along Eastern Main Road shall turn south along Macoya Road, west along Churchill- Roosevelt Highway, north along the entrance to the University of the West Indies, west along Watts Trace, north along Evans Street and continuing onto Eastern Main Road. 33. (1) Vehicular traffic entering Arima shall proceed as follows: Vehite"cular rou s (a) from the west-along Eastern Main Road, north into Industry Street, east along Anglican Street, and north along King Street, east along Sanchez Street and south along Prince Street; (b) from the east-along Guanapo Street, south into Quesnel Street continuing west and then south into Pro Queen Street; (c) from the south-along Cocorite Street, west into Quesnel Street, or along O'Meara Road, north into Railway Road, into Industry Street. (2) Vehicles proceeding to the Arima Fire Station or the Arima Police Station, shall do so by way of Green Street.

34. Public Transport Service Corporation buses shall proceed as routes follows: (a) buses approaching Arima from the east, along Guanapo Street, shall travel south into Quesnel Street continuing south into Pro Queen Street, west along Robinson Circular into St. Mary Avenue, Hollis Avenue onto the terminus; (b) buses proceeding to Sangre Grande will do so by proceeding north along King Street, east along Sorzano Street, then east along Columbus Street onto Moreno Street, then east into Guanapo Street; (c) buses proceeding to Port-of-Spain will travel north along King Street, west along Industry Street onto John Shaw Avenue.

Parking restricted 37. Parking is permitted on the following roads: (a) St. Joseph between Farfan Street and Longden Street on the. western side; (b) Guanapo Street, between Moreno Street and Raglan Street on the southern side.

PARTVll SANGRE GRANDE

Commencement 38. This Part has effect between the hours of: and cessation (a) 11.00 a.m. and 7.00 p.m. on Monday, 14th February, 1994; and (b) 11.00 a.m. and 10.00 p.m. on Tuesday, 15th February, 1994.

Vehicular 39. (b) traffic proceeding west along Eastern Main Road shall be diverted north into Savi Street, west along Toco Road, north along Henderson Street, west along Brierley Street, north along Foster Road, west along River Street, north along Ojoe Road, west along Adventist Street, south along Ramdass Street and west along Eastern Main Road; (c) traffic proceeding north along Cunapo Southern Main Road towards Eastern Main Road shall proceed west into Juteram Street, north into Paul Street and west along Eastern Main Road; (d) traffic proceeding into Cunapo Southern Main Road shall proceed south into Paul Street, east into Mary Street and south into Cunapo Southern Main Road.

40. Temporary bus 42. Public Transport Service Corporation buses shall proceed as routes follows: (a) buses operating from Manzanilla and Toco, shall approach the terminus in Sangre Grande via Ojoe Road and Brierley Street; (b) buses operating from Arima shall approach the Terminus in Sangre Grande via Picton Road and Brierley Street.

Two-waytraffic 43. Traffic may proceed in both directions on Brierley Street between Railway Road and Toco Road during the Carnival period.

PART VIII CHAGUANAS

Commencement 44. This Part has effect between the hours of: and cessation (a) 7.00 a.m. and 9.00 p.m. on Monday, 14th February, 1994; and (b) 9.00 a.m. and 12.00 midnight on Tuesday, 15th February, 1994. Parking 45. Vehicular traffic shall proceed as follows: One-way traffic (a) along Endeavour Road, between Chaguanas Main Road and Rudranath Capildeo Street, in a southerly direction; (b) along Railway Road East, between Laing Street and Chaguanas Main Road, in a southerly direction; (c) along Railway Road West, in a northerly direction.

48.
