The 53rd State Legislature's Second Regular Session will begin on Monday, January 8, 2018. Opening day will include the Governor's Annual State of the State Address, and the Governor is expected to release his proposed FY 2019 budget on Friday, July 12. At the time of this report, House and Senate Legislative Water Committee membership are the same as they were at the end of last session, but may undergo some changes before session starts. As in prior years, Public Affairs will arrange for a CAP presentation before House and Senate water committees to inform members of CAP background, operations, and current issues. CAP's internal Legislative Review Committee, comprised of CAP staff from various departments, has been appointed for the 2018 session. The Committee will begin meeting in January to review bills and amendments for technical impacts to CAP operations. To date, there have been 103 bills that have been pre-filed for the upcoming session. Public Affairs staff will review every bill and amendment and work with the Legislative Review Committee to analyze issues that could impact CAP operations and require guidance and direction from the Board's Public Policy Committee.
