The 2002 Annual Meeting of the American Political Science Association, Boston, August 29 - Sept 1, 2002. Clean election reform in any country is in part a disciplinary project.1 To reform an electoral system - to reduce or eliminate vote buying, voter intimidation, fraudulent voting, ballot box stuffing, and the like - is to prohibit or make unacceptable certain kinds of acts. This reality suggests a need to study carefully whether reformers have an adequate understanding of the people and practices they seek to reform. History shows us that this is often not the case, especially when the object of reform is the “other” (Scott 1998). It also suggests a related need to understand how people who are the target of reform experience and react to these disciplinary efforts. Whether voters (who are the subject of this paper, but other actors as well) protest, acquiesce, resist, subvert, or embrace specific measures will have significant implications for their implementation and ultimate effect. Rarely are these aspects of clean election reform studied. One intriguing exception is the archival research of Déloye and Ihl (1991) into voided ballots cast during the 1881 French legislative elections. To reduce social pressure on voters, French lawmakers had introduced paper ballots, and imposed strict rules to disqualify ballots with extraneous writing or markings on them.

This article suggests that everyday narratives are made up of storysets with categories of meaning, story-lines that provide a temporal understanding, and plots that establish the common characters and scenes. These narrative elements are part of a sensemaking process where people are trying to understand their personal situation, changes to their households, and the national economy. We apply this logic to a study of online comments’ sections for 240 newspaper articles on austerity in Denmark and the United Kingdom. Characters such as ‘scroungers’ and ‘corporate criminals’ are identified, as are scenes such as the decline of the welfare state and the rise of technocracy. We link the storysets, story-lines, and plots together to understand how Brits and Danes are making sense of austerity. Their explanations and frustrations improve our understanding of who acts in everyday politics, and how everyday narratives are formed and maintained. Knowing this, one might be tempted to surmise that he spent his life in that northwest corner of the United States. He did not. Only during his early youth and last years did he reside there. In between, during his extensive research and teaching career as a political scientist, he lived in many parts of the United States, Canada, and several countries in the Asia-Paciﬁc region, among them Australia, Burma, Cambodia, Indonesia, Japan, the Philippines, Singapore and Vietnam. The Philippines is the country David studied most. His interest in Philippine politics, society, history, and people began in 1947 when he suspended his undergraduate enrolment at San Diego State College to accompany his parents to Manila where his father, a colonel in the Judge Advocate General corps of the US army, was assigned and his mother had a Fulbright scholarship to teach at the University of the Philippines.1 While a student at UP for a year, David’s interests in the Philippines expanded, as much a consequence of learning from his new Filipino friends and acquaintances in Manila and central Luzon as from his university classes.

This dissertation is an examination of district (huyen) government. It shows that the district was important to the central government both before the Communist victory in 1975 and afterwards and that the district level has remained a primary interface between the villagers and higher authorities. This study also examines tensions between central governments' attempts to control rural areas and localist tendencies that exist within district administrations. The dissertation focuses on selected districts in Long An province in the Mekong Delta during three periods: the wartime South Vietnamese regime, which existed below the seventeenth parallel from 1955 until its defeat by the Communists in 1975; the late 1970s and 1980s when the Communist government in Hanoi pursued a district-building campaign; and the reform era of the 1990s.

Military Junta, Withdraw from Burma Politics! Restore Democracy! End Elite Rule! We, the grassroots communities, peoples’ organizations, civil society organizations, scholar- activists, and concerned individuals strongly condemn the Burmese military coup for their onslaught of arbitrary arrests of elected government officials, pro-democracy activists, and members of civil society, and for the elimination of the democratic space in Burma. We stand in solidarity with the peoples of Burma and we register our calls: We demand that the military cease interfering with Burma politics and return to the barracks where they rightfully belong. We demand that the civilian government be reinstated, but not only to return to the hands of the elite. Having failed the human rights test by justifying the massive atrocities against Burma’s ethnic minorities, especially the Rohingya genocide, Aung San Suu Kyi should give way and make room for the emergence of progressive and multi-ethnic leadership. We demand that a new constitution be enacted once a civilian government is restored and progressive leadership emerges that will expunge all references to the military’s involvement in politics, specifically its 25% entitlement of seats in parliament which effectively makes any constitutional amendments towards a genuine democracy impossible. The crafting of a new constitution should lead to new elections that will genuinely be participative, inclusive, and democratic. As a safeguard against a return to elite rule, we call on non-NLD democratic and progressive forces to step up and organize themselves into an alternative political force that will contest political leadership in Burma. We demand that the military junta be held accountable for countless cases of human rights violations and atrocities suffered by the peoples of Burma and to face prosecution before the International Criminal Court and other international tribunals.
