Multi-Use Amenities & Club Room Upgrade Launceston City FC Inc. - Buckby Motors Park.

Proposal Brief:

Launceston City FC Inc. is seeking up to $2.0M funding for the development of football facilities at their Prospect Vale Park home ground, Buckby Motors Park. The proposed development has been presented such that it can be staged as funding becomes available with the primary focus on new upgraded, modern, inclusive male/female change rooms, additional public toilets, storage & medical rooms. Included are extended club rooms & wet area to future proof the club’s current location. An Initial investment from the Tasmanian Government of $1.0M will enable the highest priority upgrades to commence. Namely the new change rooms, additional public toilets, storage & medical rooms.

This development proposal has wide ranging support from , (FT), Meander Valley Council, (MVC), Australian Italian Club, (AIC), major sponsors Buckby Motors, The Honourable Rosemary Armitage MLC & many others. The Meander Valley Council have identified this as a priority project for the Community, the Australian Italian Club have provided land owner consent and are very supportive of the proposal. The primary objective of the development is to offer additional, modernised & inclusive player amenities in line with the current Australian Building Code, Australian Standards and community expectations. Secondary focus will be improved spectator and community facilities.

1. Existing amenities are well past their use by date and do not meet the requirements or expectations of 200 game day participants!

2. Council owned amenities are over utilised and do not allow for the venue to fully utilise the grounds available (accessing PVP change rooms by Launceston City Football Club is limited due to existing use).

3. Allows the venue as a whole to reach its full growth potential.

4. Improvements to the safety and security for players, supporters & general public.

5. Improved social function space for the club’s sponsors, supporters, players & wider community.

6. A greater ability to revenue or fundraise through improved catering & social space.

Critical issues to be rectified: 1. Use of shipping containers as change rooms will be rectified.

2. Improved disability accesses.

3. Just one toilet currently exits per change room, (only 3 in total).

4. Storage for player’s gear is very limited, especially with multiple teams on the same day.

5. The shower facility is completely open with no private shower cubicles as required in new developments (lockable shower cubicles).

6. The change rooms can even be viewed directly through external windows.

7. Heating is non-existent; being of concrete construction means temperatures within the change rooms are very uncomfortable during winter. This makes changing and showering a rather unpleasant experience for all concerned!

The Launceston City Football Club (LCFC) Inc. was formed in 1958 and has always aspired to compete at the highest level. The Club has a proud history having won several Northern and State Championships making it the most successful Launceston based team to date.

Launceston Juventus was offered a chance to participate in the 1979 . In order to participate, Juventus had to have their own ground. As a result, in 1978 The Australian Italian Club (AIC) was contacted to see if they would be interested in joining forces and suitable land was acquired at Prospect, where the club is located to this day.

The AIC paid for the land and built their premises on it at the same time. The land was cleared, levelled and prepared for top soil using solely volunteer labour and equipment paid for with beer and money for fuel! 3 ½ days of very hard work!

That was only part of the work though and what followed were many days & weeks of free labour, toil & sweat to get the ground ready for the very first game!

In the early days the grounds were fully maintained by the club using their force of volunteers, mowing lawns with their own mowers & moving the sprinklers around as required. Lights were added during the late 1990s early 2000s at great expense, again a large portion of the work performed by volunteers with a lot of donated items.

The grounds were eventually handed back to the Meander Valley Council in 2004/2005 as the associated running costs became just too much for the members & volunteers involved at the time. It should be noted that some of those very same members remain loyal supporters to this day!

Since 2013 LCFC has been one of only 2 Launceston based Clubs to compete in the state wide ‘Victory League’ alongside 5 Clubs from Hobart and 1 club from Devonport. This competition was rebranded in 2016 as the ‘National Premier League – Tasmania’ and now consists of 8 NPL clubs.

Launceston City FC would like to congratulate the Meander Valley Council on the development work undertaken to date, especially the most recent upgrade to the lower training pitches officially opened on the 29th of March this year. There is no doubt the future of the venue as a whole looks bright.

Currently the site is utilised by some3500 regular sporting participants annually. With the venue now boasting 8 touch fields, 4 full size soccer pitches & 1 AFL ground it has the potential to become a premier community sporting venue in the state! These pitches are top quality, all weather grounds, the significance of which should not be underestimated.

With an estimated1,000 homes, (in excess of actually), already planned for the next 10 years just in the local Prospect/Blackstone Heights community there is no question that additional facilities are needed to keep up with demand.

With that in mind Launceston City FC is prepared to put in the work to ensure the long term potential of the park by undertaking the development as described. Without the development there is a real risk of restricting the growth potential and given all the work undertaken over a very long period of time that seems such a shame!

Recently, due to a heavy schedule of both football & AFL on the same weekends, our U16s & women were forced to change in temporary shipping containers! Seriously, with the FIFA Women’s World Cup scheduled in Australia & New Zealand in 2023 our teams should not be getting changed in temporary shipping containers in 2021! CHANGE ROOMS PAGE 9

Launceston City Football Club recently renegotiated a 5 year x 3 lease. A critical part of the new lease negotiation was to support the building of new and appropriate change room facilities.

Participation:The growth continues!

In December 2019 Launceston City FC undertook a complete overhaul of the outdated club constitution combining our senior and junior feeder clubs to form‘One Club’. As a result we now have 430 juniors & 120 senior playing members.

During the 2019 ‘COVID’ Season we were able to rebuild our women’s program to include a strongly supported Northern Women’s Championship Team, surprising though as we believe not having modern, expanded & inclusive change room facilities is the main barrier for our female participants.

Junior numbers alone have increased 45% since 2018 & up 20% from last season.

The growth of our junior members has been a very positive sign with significant numbers registering to partake in our junior academy. This is additional training over and above the normal team training and on average there are 90 players per school term training an average of 2hrs per week, the future is certainly bright!

In 2018 our female participants made up 24% of club members.

We had two women’s teams, one competing at state level in the Women’s Super League (WSL) and the other in the Northern Championship competing across the north of the state.

Our numbers have been declining for more than the last 3 years and we believe a major contributor to be no private showers or change room facilities. The simple fact is Women and men are different physically. There are worldwide campaigns about keeping female athletes confident and in sport.

The ‘Like a Girl’ campaign has turned the insult, “like a girl”, into a compliment. The campaign states that at puberty 50% of girls are paralysed by the fear of failure. The retention of female footballers who continue after their periods is very low. That barrier is reported largely due to no female specific or private showers and toilet facilities.

Football is now the most-played competitive sport in Australia, having trumped Golf in popularity in 2016 and has grown in participation by substantially since 2001.

Football Tasmania (FT) is committed to the development of Tasmanian football infrastructure to allow further participation growth and to provide players at all levels of the sport with access to facilities equivalent to the best amateur sports grounds in the country.

Football participation in Tasmania is booming with over 38,000 participants, more than any other team sport in the state!

More than 1,000 new participants each year in U-6 to U-12 age groups registered to play football between the 2014-2018 seasons and developing enough high-quality facilities to accommodate this level of growth into the future is key to ensuring junior players continue enjoying the sport as they mature. OUR CURRENT FACILITIES PAGE 15

The existing change room facilities were built in 1978. A grant of $5,000 was received from the then Labor Government facilitated by the Honourable Harry Holgate, (who was also club patron at the time).

The change rooms had a design capacity in the vicinity of 52 showers but during the last few years have had to contend with up to 14 teams, (consistently up to 200 participants!), meaning quite a few players simply missed out on a shower and travelled home dirty! There has even been occasion where players had to change in temporary on-site containers located in the lower car park. DON’T DROP THE SOAP We’re not sure that we can even add any other comments to this photo, there is one each of these in each of our change rooms providing only 3 shower heads, (add the referees single shower head and that is a total of only 7 for the whole complex!), and very little space for much else!

Throughout Tasmania, increased participation amongst females in football has created a privacy issue at many playing venues, with male and female teams having to share a changing room when playing consecutive matches at the one ground.

This issue has acted as a barrier to the further growth of female football participation, particularly for younger girls as they transition from junior to senior football. This has been noted as a contributing factor in the demise of our women’s program for 2019.

THE PROPOSED AMENITIES

The proposed development will address the issue of male and female teams sharing the same toilet and shower areas when playing in consecutive matches, creating an environment where players of all ages and genders feel comfortable and safe when preparing for a game or changing afterwards.

Concept plans will show the detail but in summary:

• Two full sets of interconnecting change rooms complete with 16 lockable shower & 14 lockable toilet cubicles. The main change rooms can be either opened up into 2 large rooms or 4 smaller private rooms allowing for gender segregation and privacy.

• Two independent gender specific change rooms for referees.

• Secure storage rooms for training & player’s equipment.

• A State of the art medical/first aid/physio room providing direct and easy access onto the pitch for medical/training staff along with wide opening doors for easy ambulance access to the rear allowing prompt attention for any injured player or spectator.

• Public toilets to better serve all patrons of all abilities, ages & genders.

As a major sponsor of Launceston City Football Club (LCFC), Buckby Motors have always been concerned about the state of the changerooms and the image they portray in regard to the club.

We consider the changerooms to be antiquated and not fit for purpose for the modern game and the overall comfort of players.

Players appreciate modern facilities and they are a reflection of their club. Players should be able to feel comfortable in talking with pride about their club rather than being concerned that they cannot compete with clubs that have already secured funding in this area.

New state of the art facilities, meeting the needs of players, is desperately needed to insure the continued growth of the club. Modern facilities do play a part in attracting new players and family members. Any growth in membership of a club benefits all sponsors due to increased exposure and provides more incentive for the club to increase their sponsorship base.
