This report covers advance and ongoing procurement, as well as recruitment of consultants for projects that are funded by the ADB. U.S. firms may submit their bids directly to the executing agency listed on the procurement notice. Details of the bidding procedures are stated in the Bidding Documents issued by the executing agency or otherwise stated in the procurement notice. Highlights of the Year 2015 - 16 15 AmCham Chairperson’s Message The year 2015 - 16 saw a tremendous amount of activity from the Government of India in both establishing a progressive agenda accelerating some of the prior years program. In Prime Minister Modi’s second year of governance, India saw many initiatives gather steam: Make in India, Swachh Bharat Abhiyan, Digital India, Start-up India and Skill India. The government also liberalized its FDI policy for almost all major sectors including defense, railways, agriculture and retail. More recently, the notification of 49 percent FDI (under the automatic route) in the insurance and pension sectors was also announced. The focus on “ease of doing business” has increased the industry’s confidence with removal of procedural bottlenecks and simplification of processes. The Finance Minister, in his recent speech in Australia, stated that “India needs to further ease its business processes to boost domestic and foreign investment.” The FM’s words “this was an important work that is still in progress” echoed sentiments of both the industry and the investors that there is need for fewer and easy approvals. These policies have yielded good results in attracting FDI. In the first nine months of 2015 - 16, FDI flows were estimated at over U.S.

    CUTSCUTS CRCCRC ActivityActivity ReportReport October-December 2017 ONGOING PROJECTS Green Growth & Energy Transformation UTS has entered into a contract with Friedrich Ebert Stiftung (FES) for one year to Cundertake a project titled ‘Grow GET’. The project aims to create a platform for interaction and engagement between various stakeholders (policymakers, think tanks, subject experts, industry, media, academia, consumers, etc.) and create a knowledge base on issues pertaining to energy security and green growth in Indian context. The idea is to provide technically sound and politically viable policy recommendations. CUTS Centre for Competition, Investment & Economic Regulation (CCIER) and Calcutta Resource Centre (CRC) are to work on the project respectively in the states of Rajasthan and West Bengal. This project tenure is initially for one year but is now extended till October 2017.The project is presently in its second phase and the overall theme is “Solar for Education”. The overall objective of this phase is to identify the key factors and policy recommendations that are essential for popularising solar among educational institutions. An informal multi-stakeholder platform called the Seed Community was formed with subject experts, and representatives from solar equipment manufacturers, solar project developers, media, and civil society organisations (CSOs). Advocacy & Networking • CRC in collaboration with Earth Day Network organised a half-day stakeholder CUTS Calcutta consultation entitled ‘Forum for Awareness’ with key policymakers, several Resource Centre educational institutions, solar project developers, financial institutions and 99/5/9A, Dr. Amiyo Bose media representatives in Kolkata on October 28, 2017 to share key findings of Sarani, 3rd Floor various stakeholder consultations organised under the project and deliberate Bullygunge Place Kolkata 700019 on how the same could be translated into action.
