PLEASE DIRECT ANY QUESTIONS OR CONCERNS TO [email protected] CCOP PATROL REPORT: FRIDAY 02/13/2015 Roving Foot Patrol (RFP) Team #2 – 23:00-02:50 PATROLLERS: 1. 07-0054 – Chf. Greg Carey (11 Patrol credits YTD) 2. 06-0001 – DChf. Ken Craig (9 Patrol credits YTD) CONDITIONS: Cool temperatures in the high 50s, clear w/ good visibility. NOTABLE INCIDENTS: 23:05 HRS 518A CASTRO STREET – Audible Alarm (100): We responded to an audible alarm activation at 518A Castro. The premises were secure with no signs of forced entry and no-one appeared to be inside. An SFPD unmarked unit arrived moments later and the Officers verified our findings. 23:20 HRS 4000 18th STREET MUNI 38 INBOUND – Threatening Behavior ():While at the Castro & 18th intersection we heard a call on the SFPD radio of a WMA, mid 30’s with a ripped blue and white striped shirt and beard threatening a Reporting Party (RP) at the 38 Outbound bus shelter. We didn’t see anyone at the 4100 18th & Castro MUNI shelter, so we checked the 4100 18th MUNI shelter but again found no-one matching the description. RP had apparently boarded a bus and left the area. We did a quick area search and SFPD units arrived but we were Unable To Locate (UTL) the suspect. 23:30 HRS CASTRO THEATRE LOT – Urinating in Public (153): As we entered the lot, we observed one HMA and one BMA urinating against the fence in front of the disabled parking spot. We admonished them. They apologized and left. 23:35 HRS JANE WARNER PLAZA MUNI STOP – Well Being Check (910): We observed a BMA sleeping on a seat in the MUNI shelter. We conducted a well being check. He roused and advised he did not need help, though he was very agitated at being wakened. We advised CCOP Team #1 of the presence of the individual and elected to take no action as he did wake and he declined assistance. 23:35 HRS 000 BLOCK HARTFORD STREET – Well Being Check (910): We observed a BMA sitting on the North East sidewalk close to 17th Street against the building. He was awake and advised us that he did not need any medical or other assistance. 23:36 HRS 70-74 HARTFORD STREET – Trespass (601): We observed a BMA and known WMA sitting on the steps of a private residence. As we approached the BMA showed us a bottle of water and verbally advised us “it’s just water.” We asked if they lived at the residence and they told us they did not. We advised them they were trespassing and they should move on. They complied. 23:35 HRS HARVEY MILK PLAZA – Amplified Sound (43): We observed a WFA playing a guitar plugged in to a speaker. We advised them they could not use the amplifier, but could play acoustically if they wished to. The subject was clearly irritated, but complied. 23:50 HRS CASTRO MUNI STATION – Suspicious Person (917): On checking in with the MUNI station agent, she advised of a WMA with a red ball cap, blue jeans jacket and blue jeans who “constantly causes trouble” and thought he had gone down to the platform. She asked if we could take a look for him. We searched the platform and the tunnel entrances but did not locate anyone of that description. 00:05 HRS WALGREENS PARKING LOT – Open Container (21): We observed a WMA sitting on the wall on the Collingwood Street side of the lot with an open can by his side inside a brown paper bag. We inquired if it was alcohol which he confirmed. We advised him of the open container law and asked him to pour out the content. He complied. 00:10 HRS 410 CASTRO STREET – Well Being Check (910): We observed a WMA sitting on the ground next to the entrance to a closed business. We roused him successfully. He declined medical or other assistance. 00:20 HRS AREA OF DIAMOND AND 19TH STREET – Suspicious Person (917): CCOP Team #1 requested our assistance to locate and investigate a suspicious person in the area of Diamond and 19th Street. The Reporting Party (RP) had advised he was looking into multiple cars as he walked past them. We responded into the area and searched Southbound on Diamond Street with no success. Team #1 advised the suspect was now on Eureka Street. We met up with Team #1 who had made contact with the individual who claimed he was “looking for change.” He was advised the area was being monitored and his presence had been noted and reported to police. 00:50 HRS 2300 MARKET STREET AUTOMATED TOILET – Intoxicated Person (811): We observed a HMA leaning against the toilet, vomiting three or four times onto the ground. We approached to check on his well being, and as we tried to speak with him, he mumbled something to us and walked away from us, through the Chevron station and onto 17th Street. He seemed steady on his feet at this point, and had clearly declined any assistance. 01:05 HRS 100 COLLINGWOOD STREET – Parking Violation (587): We observed a Peninsula Tour Bus license # CP 87194 parked at Collingwood and 18th Street, blocking the entrance to the Mollie Stones garage and blocking the fire lane on either side of the garage entrance. We advised the driver of the bus who at first was dismissive of us, but ultimately complied and left the area. 01:07 HRS 100 COLLINGWOOD STREET – Well Being Check (910): We observed a WMA sleeping on the ground in a sleeping bag outside of the Mollie Stones parking garage. We successfully roused him and he declined medical or other assistance. 01:20 HRS 401 CASTRO STREET – Riding On Sidewalk (SFTC 7.2.12): We observed a WMA riding a bicycle Southbound on the West side of Castro Street. We advised the rider of the SF Transportation Code prohibition and he complied. 02:05 HRS CASTRO THEATRE PARKING LOT – Urinating In Public (153): We observed a WMA and HMA urinating through the closed gate to the parking lot. We admonished them and they apologized. 02:10 HRS 4100 18TH STREET – Unlicensed Vendor (): We observed a hotdog vendor with a portable hotplate on the South side of 18th Street, selling product to waiting customers. We inquired of the HFA if she had a permit, which she did not. We admonished her and instructed her to shut down and leave the area. She complied. Some waiting customers seemed disappointed until we pointed out that there were numerous restaurants on Castro Street which have Health Department certification and permits and which were open right now, including a legitimate hot dog store. They seemed to recognize the wisdom of this advice. 02:15 HRS 4100 18TH STREET – Battery (240): We were approached by a WMA who advised he had just been “punched in the mouth” by a WFA who was still present at the location. The WMA pointed out the WFA and we advised her of the accusation and that we were detaining her for police to investigate the accusation. SFPD were called. As we waited with the WFA, she was at first compliant, but then attempted to leave the area. We prevented her from leaving and again advised she was being detained on suspicion of battery based on the testimony of the victim who remained at the scene. She relented and complied once again. After about twenty minutes waiting for SFPD to respond, she again decided to try to walk away from the scene, and once again we advised she must remain until police arrive. We called SFPD again to update them on the situation and about five minutes later three SPFD units arrived and initiated an investigation. As the victim did not have any visible injuries, the suspect was released but a report will be sent to the District Attorney for determination of any possible charges in the case. 02:45 HRS End of Patrol OTHER ITEMS OF NOTE: 1. One passing call to The Mix, Badlands, Toad Hall, 440 Castro, QBar, and Midnight Sun. 2. Two passing calls through Castro Theater parking lot and the Walgreens parking lot. 3. Three passing call through Jane Warner Plaza. 4. Two passing calls through Harvey Milk Plaza. 5. Two passing calls through the Castro MUNI station. 6. NOTABLE INCIDENTS: 23:00 Start of Patrol • 23:25 444 Castro Street – Posted Trespass (MPC25), Amplified Sound (43): BFA observed within the doorway of the Citi Bank playing an amplified keyboard in close proximity to the ATM machines and the Night Deposit area. We also observed a valid MPC25 properly posted on the bank façade. Advised the WFA of the MPC25 ordnance and asked her to move away from the area of the ATM’s explaining there was also a State Law prohibiting loitering in proximity to ATM’s. At first the subject refused to comply, stating “I play here all the time and no-one ever moves me.” We repeated the reasons for us asking her to move and she again refused. We advised that we would call SFPD if she did not comply, and on a third refusal, we called the non-emergency and Patrol Special Police. Subject eventually moved to the edge of the sidewalk by the parked cars when she realized we had indeed called SFPD, but continued to play the amplified keyboard.

  • Castro and Noe Valley
Tour #8: The Castro, Noe Valley, and Dubose Triangle The tour includes a lot of walking uphill for two and three blocks at a stretch. Because of this, you have the option of a “Reader’s Digest” (i.e., abbreviated) version of the tour or the complete, unabridged (i.e., hills included) option for this tour. The tour of the Castro, Noe Valley, and Dubose Triangle starts at the intersection of Market, 17th, and Castro streets. To reach the intersection, take any of following MUNI Metro trains: K Ingleside, L Taraval, or M Ocean View – all of which stop at the Castro Street Muni Station. You can also take the historic streetcar line, F Market & Wharfs, from Downtown to the same intersection. The #24 Divisidero bus line travels north-south along Castro Street. Link for the Google Map of this Tour: Tour #8: The Castro, Noe Valley, and Dubose Triangle. Brief comment about “The Castro”: In the 1970s, when the Castro saw the flowering of the nascent gay community in San Francisco, this neighborhood was still known as Eureka Valley. You will occasionally see that name used by businesses and other entities in the area. Visit the “Links” page of the Tours of the Tales website for addition links to information about the Castro. Castro MUNI Metro Station During the 2011 Pride Festival, the American Conservatory Theater and the City of San Francisco painted this mural at the inbound platform at the Castro MUNI Metro Station. Visitors were invited to take their photos standing at this mural and post it to Facebook for prizes.
