In the beginning of the 155th meeting of SEAC, which was held on 23.04.2018 at 11:00 A.M. at the Conference Room, Paribesh Bhawan, Bidhan Nagar, the Secretary, SEAC welcome all the members. After introductory session, one case was discussed under 'Miscellaneous' section. Fifteen cases were placed for reconsideration. Eight applicants were requested to make their presentation before the committee. Seven applicants appeared before the SEAC for technical presentation on their respective project proposal. One applicant could not appear before the SEAC.

SESSION I

A. Miscellaneous Section:- 1. Proposed expansion of Day Care and Oncology Building and Alternations of Service Block and new Meditation Centre by M/s. Apollo Gleneagles Hospital Limited within Apollo Gleneagles Hospital, 58, Canal Circular Road, Kolkata – 700054, besides Eastern Metropolitan Bypass Activity: This is an expansion proposal for construction of Day Care and Oncology Building and Alterations of Service Block and new Meditation Centre within the Apollo Gleneagles Hospital, Kolkata. Total Land Area is 34147 sqm. and Build up area is 53787.7 sqm. Bed strength is 760 (Existing bed strength 510). Chronology of the event: The project proponent obtained Environmental Clearance from SEIAA on 04.10.2016 and Consent to Establish on 08.06.2017 from the State Board. Now the project proponent submitted a request before the SEIAA on 27.02.2018 mentioning that as their expansion project is mainly vertical in nature, it is not possible to create additional space for plantation. The SEIAA forwarded the matter on 02.04.2018 before the SEAC for appraisal. Put up for consideration in the 155th SEAC meeting held on 23.04.2018. SEAC discussed the matter in detail and decided that the project proponent is to be asked for presentation in the next SEAC meeting.

SESSION II B. Reconsideration Proposals :- Fifeen reconsideration proposals were placed in the meeting. Industry Sector:- 1. Proposed expansion of unsaturated polyester resin production by M/s. Sha Polychem Pvt. Ltd. at Diamond Harbour Road, Vill & PO – Chandi, PS – Bishnupur, Dist – 24 Parganas (South), PIN – 743503, West Bengal. Activity: This is a proposal for expansion of unsaturated polyester Resin production unit. Chronology of the event: The unit presented their proposal before SEAC in the 147th SEAC meeting held on 15.09.2017. The unit was asked for additional clarification in the 147th meeting through letter dated 16.10.2017. The project proponent submitted their reply on 13.04.2018. Name of the Environmental Consultant is M/s. M/s. Ultra-Tech. The case was put up for reconsideration in the 155th SEAC meeting held on 23.04.2018. After carefully considering the submission by the project proponent, SEAC recommended ToR (Annexure – A) for preparing draft EIA/EMP reports.

2. Proposed Fire Clay and China Clay mining project over an area of 23.24 Acres(9.4 Ha) by M/s. Masra Clay Mines in Vill – Masra, PO – Kastogara, PS – Rampurhat, Dist – Birbhum, West Bengal. Activity: This is a proposal for Environmental Clearance for fire clay mining project having mining lease area of 23.24 Acres / 9.4 ha with proposed production of fire clay- 7341 metric ton/yr at Plot No:- 2439, 2440, 2446-2452, 2474-2494, 2501, 2502, 2508-2510, 2779, 3121-3127, 3134-3144, 3520, J.L. No: 41, Mouza- Masra, P.S- Rampurhat, Dist- Birbhum, West Bengal. proposed by Smt. Minati Ghosh. Chronology of the event : The unit presented their proposal before SEAC in the 143rd SEAC meeting held on 03.07.2017. The unit was asked for additional clarification in the 143rd meeting through letter dated 07.09.2017. The project proponent subsequently submitted their reply on 15.01.2018. Name of the Environmental Consultant is M/s. GreencIndia Consulting Pvt. Ltd. The case was put up for reconsideration in the 155th SEAC meeting held on 23.04.2018. After careful consideration of the documents submitted by the unit, SEAC recommended environmental clearance for the proposed project.

3. Proposed Sand Mining project at river bed of Kangsabati River by Shri Bhim Midday at JL No. 136, Mouza Lohatikril, PO – Midnapore, Paschim Midnapore, West Bengal. Activity: This is a proposal for river bed sand mining from the river bed of River Kangsabati.

Chronology of the event : The unit presented their proposal before SEAC in the 150th SEAC meeting held on 25.11.2017. The unit was asked for additional clarification in the 150th meeting and the project proponent subsequently submitted their reply on 20.12.2017. The submission dated 20.12.2017 was considered in by the SEAC in the 152nd meeting held on 18.01.2018 and the committee noted that the reply was not satisfactory. Hence the project proponent directed to submit their reply against some additional clarifications. The project proponent submitted their reply on 23.02.2018 which was considered in the 154th SEAC meeting held on 24.03.2018 and the committee noted that the submission was unsigned and unsatisfactory. The project proponent once again requested to submit a fresh reply duly signed by the project proponent. The project proponent submitted their reply on 16.04.2018. Name of the Environmental Consultant is M/s. Cognizance Research Pvt. Ltd. The case was put up for reconsideration in the 155th SEAC meeting held on 23.04.2018. After careful consideration of the documents submitted by the unit, SEAC recommended environmental clearance for the proposed project.

4. Proposed Sand Mining at river bed of Kangsabati River by Shri Amar Khan at JL No. 208, Plot No. 1133, Mouza – Juarhati, PO – Ramnagar Gopinathpur, Dist – Paschim Midnapore, West Bengal. Activity: This is a proposal for river bed sand mining from the river bed of River Kangsabati. Chronology of the event : The unit presented their proposal before SEAC in the 150th SEAC meeting held on 25.11.2017. The unit was asked for additional clarification in the 150th meeting and the project proponent subsequently submitted their reply on 20.12.2017. The submission dated 20.12.2017 was considered in by the SEAC in the 152nd meeting held on 18.01.2018 and the committee noted that the reply was not satisfactory. Hence the project proponent directed to submit their reply against some additional clarifications. 5. Proposed Sand Mining at river bed of Kangsabati River by Shri Susish Ghosh at JL No. 137, Plot No. 212/323(p), 211/271(p), Mouza – Jamsol, PS – Medinipur Sadar, Dist – Paschim Medinipur, West Bengal. Activity: This is a proposal for river bed sand mining from the river bed of River Kangsabati.

Chronology of the event : The unit presented their proposal before SEAC in the 152nd meeting held on 18.01.2018. The unit was asked for additional clarification in the 152nd meeting and the project proponent subsequently submitted their reply on 23.02.2018. The submission dated 23.02.2018 of the project proponent was considered by the committee in the 154th SEAC meeting held on 24.03.2018 and the committee noted that the submission was unsigned and unsatisfactory. The project proponent once again requested to submit a fresh reply duly signed by the project proponent. The project proponent submitted their reply on 16.04.2018. Name of the Environmental Consultant is M/s. Cognizance Research India Pvt. Ltd. The case was put up for reconsideration in the 155th SEAC meeting held on 23.04.2018. After careful consideration of the documents submitted by the unit, SEAC recommended environmental clearance for the proposed project.

6. Proposed Chemical manufacturing Unit for production of LABSA by M/s. Samrat Management Pvt. Ltd. at Ganesh Complex, Mouza – Raghudevpur, JL No. 99, Panchla, PS – Uluberia, Dist – Howrah, West Bengal. Activity: This is a proposal for Chemical Manufacturing unit of LABSA of 1012.5 TPM and Diluted Sulphuric Acid of 810 TPM. Chronology of the event : The unit presented their proposal before SEAC in the 154th meeting held on 24.03.2018. The unit was asked for additional clarification in the 154th meeting and the project proponent subsequently submitted their reply on 16.04.2018. Name of the Environmental Consultant is M/s. Perfact Envirosolutions Pvt. Ltd. The case was put up for consideration in the 155th SEAC meeting held on 23.04.2018. After careful consideration of the documents submitted by the unit, SEAC recommended environmental clearance for the proposed project.

Construction Sector:-

7. Proposed Residential Complex by M/s. Swadha Nirman Pvt. Ltd. & 99 Others at JL No. 74, Mouza – Digberia, PS – and JL no. 42, Mouza – Kutulsahi, PS – under Barasat Municipality (Partly) and Madhyamgram Municipality (Partly), Badu Road, Dist – 24 Parganas (North), West Bengal. Activity: This is a proposal for construction of a Residential Complex having 721 flats (27 nos. of residential blocks of G+5 storied, 2 nos. residential blocks of G+4 storied and 1 no. G+1 storied club building). Chronology of the event : The project proponent obtained Environmental Clearance on 13.07.2017 from SEIAA and obtained NOC on 26.10.2017 from the State Board. The proponent submitted now revised building plan. They submitted the comparative statement on 02.04.2018.

Name of the Environmental Consultant is M/s. Ghosh Bose & Associates Pvt. Ltd. The case was put up for reconsideration in the 155th SEAC meeting held on 23.04.2018. After careful consideration of the documents submitted by the unit, SEAC recommended amendment of environmental clearance for the proposed project.

8. Proposed expansion of Residential Complex by M/s. Prudent Infrarealty Pvt. Ltd. & Others at 272, Boral Main Road, P.O. – Bonhooghly, P.S. - Sonarpur, Ward No. 33 of Rajpur Sonarpur Municipality, Dist. – 24 Parganas South, PIN : 700103, West Bengal. Activity: This was a proposal for construction of expansion of residential complex comprising of the following blocks: G + 7 Storied = 12 Nos., G + 4 Storied = 1 No., G + 12 Storied = 1 Nos. Total no. of flats will be 524 nos. Total built up area will be 46,511.17 sq.m Chronology of the event : The SEAC stipulated the conditions for Environmental Clearance in the 149th meeting held on 11.11.2017. The proponent submitted the copy of the sanctioned building plans and comparative statement on 12.04.2018. Name of the Environmental Consultant is Partha Protim Dutta. The case was put up for reconsideration in the 155th SEAC meeting held on 23.04.2018. After careful consideration of the documents submitted by the unit, SEAC recommended environmental clearance for the proposed project.

9. Proposed expansion of Housing Complex “Lakewood Estate” by M/s. Daffodil Homes Pvt. Ltd. & Others at Holding No. 266, Garagachha, Rajpur Sonarpur, Mouza – Garagachha, PS – Sonarpur, Ward No. 1, under Rajpur Sonarpur Municipality, Dist – 24 Parganas (South), West Bengal. Activity: This was a proposal for expansion of a residential complex consisting of: Block 1-Tower 1&2 - G+12, Block 2: Tower 3&4 and Block 3: Tower 5&6 - B+G+12 storied. Total no. of flats: 320. Total built up area of the project is 39314.773 sq. m. Chronology of the event : The SEAC stipulated the conditions for Environmental Clearance in the 149th meeting held on 26.08.2017. The proponent submitted the copy of the sanctioned building plans and comparative statement on 09.04.2018. Name of the Environmental Consultant is M/s. Ultratech Environmental Consultancy and Laboratory. The case was put up for reconsideration in the 155th SEAC meeting held on 23.04.2018. After careful consideration of the documents submitted by the unit, SEAC recommended environmental clearance for the proposed project.

Ltd. at Diamond Harbor Road, P.O.- Joka, P.S. – Bishnupur, Mouza – Doulatpur, Block – Bishnupur I, JL No. 79, under Kulerdari Gram Panchayat, Dist – 24 Parganas (South), West Bengal. Activity: This was a proposal for construction of a residential complex comprising of Block- 1,1A,2,3 (Existing Sanction) G+12, Block- 4 to 23 G+12 (5 nos.), G+14 (7 nos.) & B+G+14 (7 nos.) with club house G+2. Total no. of flats will be 1352 nos. Total land area is 44784.89 sqm and total built up area will be 149115.89 sqm. Chronology of the event : The SEAC stipulated the conditions for Environmental Clearance in the 143rd meeting held on 03.07.2017. The proponent submitted the copy of the comparative statement and sanctioned building plans on 02.04.2018. Name of the Environmental Consultant is M/s. Ultratech Environmental Consultancy and Laboratory. The case was put up for reconsideration in the 155th SEAC meeting held on 23.04.2018. After careful consideration of the documents submitted by the unit, SEAC recommended environmental clearance for the proposed project.

11. Proposed Office Building by M/s. Vedant Fashion Pvt. Ltd. at Mouza Recjuani, Plot No. 11E/23, Action Area – IIE, New Town, JL No. 13, PS – , Rajarhat-Bishnupur – I Gram Panchayet, North 24 Parganas, West Bengal. Activity: This is a proposal for construction of an office building comprising of 01 block 2B+G+8 storied. Total built up area of the project is 36,537.85 sq. m. Chronology of the event : The SEAC stipulated the conditions for Environmental Clearance in the 150th meeting held on 25.11.2017. The proponent submitted the copy of the comparative statement and sanctioned building plans on 11.04.2018. Name of the Environmental Consultant is M/s. Ghosh, Bose & Associates Pvt. Ltd. The case was put up for reconsideration in the 155th SEAC meeting held on 23.04.2018. After careful consideration of the documents submitted by the unit, SEAC recommended environmental clearance for the proposed project.

12. Proposed expansion of Residential Complex “THE RESERVE” by M/s. Tivoli Park Apartments Pvt. Ltd. at 225B, A. J. C. Bose Road, Kolkata – 700 019, West Bengal. Activity: This was a proposal for construction of residential complex comprising of Block 1A-G+29, Block 1B- B+G+32 & Block 1C-B+G+34 storied and having 128 nos. of flats with total built up area-50798.64 sq.m. Chronology of the event : The SEAC stipulated the conditions for Environmental Clearance in the 135th meeting held on 14.03.2017. The SEIAA considered the recommendations of SEAC and issued a letter on 25.05.2017 to the project proponent for consideration of following issues:-

Recommendations / Directions of the Authority issued on Response of the Proponent 25.05.2017 submitted on 08.06.2017 1) The soft copies of all the drawings of the proposal in AutoCAD format showing the relevant portions in polyline to SEIAA. 2) Plan showing the positions of STP and rainwater harvesting system including storage tank(s). Reply submitted. 3) Detailed sections of the STP and rain water harvesting system.

4) List showing size and category of tenements. 5) Copy of Mutation Certificate.

The submission of the project proponent dated 08.06.2017 was forwarded to SEIAA for consideration. SEIAA made some additional clarifications to the project proponent through letter dated 19.07.2017 and the project proponent submitted revised building plan on 02.04.2018. Name of the Environmental Consultant is M/s. Ghosh Bose & Associates Pvt. Ltd. The case was put up for reconsideration in the 155th SEAC meeting held on 23.04.2018. After careful consideration of the documents submitted by the unit, SEAC recommended environmental clearance for the proposed project.

13. Proposed Business Building Garment Park by M/s. West Bengal Industrial Development Corporation Ltd. at Budge Budge, Dist – 24 Parganas (South), West Bengal. Activity: This is a proposal for a Commercial Building comprising of 4 nos. SDF - G+7 storied, 1 no. CFB - G+3 storied building. Total built up area is 67823.31 sqm. and Land area is 39853.1 sqm. Chronology of the event : The SEAC recommended stipulated conditions of Environmental Clearance in the 150th SEAC meeting held on 25.11.2017. SEIAA considered the proposal in their meeting held on 03.01.2018 and examined the matter and decided to request the SEAC to obtain some additional clarifications. Project proponent submitted their reply on 22.02.2018 and the said submission was considered in the 153rd SEAC meeting held on 24.02.2018 and the committee requested the project proponent to provide necessary information whether their proposed project falls under the purview of EC as per the MoEF&CC Notification S.O. 1533(E) dated 14.09.2006 and as amended. The proponent submitted their reply on 11.04.2018. Name of the Environmental Consultant is M/s. JB Enviro Consultants Pvt. Ltd. The case was put up for reconsideration in the 155th SEAC meeting held on 23.04.2018. After detailed discussion, SEAC recommended for exemption of the case from the purview of the Environmental Clearance.

14. Proposed expansion (Phase-2) of Residential Complex “Mani Casadona” by M/s. Magus Bengal Estates LLP at Plot No. IIF/04, Action Area – II, New Town, PS – Rajarhat, New Town, Kolkata Development Authority, Dist – 24 Parganas (North), West Bengal. Activity: This is a proposal for expansion of Phase 2 of Residential Complex “Mani Casadona” involving construction of one B+G+ 23 residential blocks. Total no. of flats in proposed expansion (Phase 2) is 176. Total Land area in Phase 2 is 1.32 acres. (In phase 1 total land area is 11.68 acres; total land area for phases 1 & 2 is 12.99 acres). Total built up area in phase 2 is 24877.40 sqm (Total built up area in phase 1 is167787.66 sqm; total built up area for phases 1 & 2 is 192665.06 sqm). Project profile of Phase 1 comprises of 2 Office Blocks - 1+LB+UB+G+16 and 1+UB+G+16 storied building. MLCP – UB+G+5 & Club – LG+UG+1 (Construction phase). Chronology of the event : The project proponent presented their proposal for Terms of Reference presentation in the 129th SEAC meeting held on 13.09.2016 and the SEAC recommended the ToR vide letter dated 04.10.2016. The project proponent submitted the final EIA/EMP report on 03.04.2017. The project proponent presented their proposal for final EIA in the 140th SEAC meeting held on 22.04.2017. The SEAC recommended stipulated conditions for Environmental Clearance for the project in the 140th SEAC meeting held on 22.04.2017 and forwarded the proposal before the SEIAA on 25.05.2017. The proponent submitted the copy of the sanctioned Master Plan and building plans on 23.08.2017 and the committee recommended Environmental Clearance in the 148th SEAC meeting held on 24.10.2017 and forwarded the proposal to SEIAA on 14.11.2017. SEIAA considered the proposal in their meeting held on 27.11.2017 and forwarded the proposal on 13.11.2017 back to the SEAC asking some additional clarifications. The project proponent submitted their reply on 09.04.2018. Name of the Environmental Consultant is M/s. Envirotech East Pvt. Ltd. The case was put up for reconsideration in the 155th SEAC meeting held on 23.04.2018. After detailed discussion, SEAC recommended the case to SEIAA for consideration.

15. Proposed Residential Complex by M/s. Tata Housing Development Company Ltd. at Plot No. IIG/7, Action Area – II, New Town, Rajarhat, Kolkata – 700 156, West Bengal. Activity: This is a proposal for expansion consisting of 3 Residential Blocks - G+23 (Tower - A, B, & C), 3 Residential Blocks - G+29 (Tower - D, E, & F), 1 Residential Block - G+26 (Tower - G), 2 Residential Town Homes - G+4, 2 Residential Courtyard Homes - G+1, Club Block - G+2, Amenities Block- G, Podium Block - G. Total no. of flats: 783. Chronology of the event : The project proponent presented their proposal for Terms of Reference presentation in the 128th SEAC meeting held on 27.08.2016 and the SEAC recommended the ToR vide letter dated 04.10.2016. The project proponent submitted the final EIA/EMP report on 08.05.2017.

The committee recommended stipulated conditions for Environmental clearance in the 150th meeting held on 25.11.2017 and forwarded the proposal to SEIAA on 11.12.2017. The SEIAA considered the proposal on 06.02.2018 and asked for some additional clarifications from the project proponent through letter dated 13.02.2018. The proponent submitted their reply on 12.04.2018 Name of the Environmental Consultant is M/s. Ultratech Environmental Consultancy and Laboratory. The case was put up for reconsideration in the 155th SEAC meeting held on 23.04.2018. After careful consideration of the documents submitted by the unit, SEAC recommended environmental clearance for the proposed project.

C. Note on Technical presentations:-

Industry Sector:-

1. Proposed installation of Induction Furnaces (4x15 T) of capacity 150000 TPA Hot Rolling Mill by M/s. Amit Ferro Alloys & Steel Pvt. Ltd. at Plasto Steel Park, Vill – Ghutgoria, PS – Barjora, Dist – Bankura, West Bengal. Activity: This is a proposal for installation of Induction Furnace (4x15 T) of capacity 150000 TPA Hot Rolling Mill. Chronology of the event: The unit presented their proposal for Terms of Reference presentation in 145th SEAC meeting held on 11.08.2017. In accordance with the recommendation of the SEAC, ToR was issued vide letter dated 30.08.2017. Public Hearing was conducted on 06.02.2018. The project proponent submitted Final EIA report on 11.04.2018. Name of the Environmental Consultant is M/s. Envirotech East Pvt. Ltd. The case was put up for consideration in the 155th SEAC meeting held on 23.04.2018. The unit was absent during the meeting.

2. Proposed expansion of Cement Grinding Unit from 0.072 MTPA to 1.45 MTPA by M/s. Bansal Cement Pvt. Ltd. at Vill – Gokulpur, PO – Shyamraipur, PS – Kharagpur (L), Paschim Medinipur, West Bengal. Activity: This is a proposal for expansion of the existing cement grinding unit from 0.072 MTPA to 1.45 MTPA through upgradation/modification of the existing plant and by installation of 1x1800 TPD + 1x200 TPD ball mill and 1x2000 TPD VRM in the existing premises at Village – Gokulpur, P.O. – Shyamraipur, P.S. – Kharagpur(L), District – Paschim Medinipur, West Bengal by M/s. Bansal Cement Private Limited.. It is noted that clinker will not be manufactured at the site. The manufacturing process will involve only grinding of cement clinker with fly ash/slag and gypsum. Chronology of the event: The case was put up for consideration in the 155th SEAC meeting held on 23.04.2018. After carefully considering the submission by the project proponent and presentation, SEAC recommended environmental clearance for the proposed project. Activity: This is a proposal for expansion and change in product mix & configuration of Plant for Induction Furnace 10X20 T (0.6 MTPA), Rolling Mill 0.55 MTPA with 70 MW CPP (45 MW Coal Dolochar Mix and 25 MW coal Based). Chronology of the event: The unit presented their proposal for Terms of Reference presentation in 114th SEAC meeting held on 04.12.2015. In accordance with the recommendation of the SEAC, ToR was issued vide letter dated 05.01.2016. The project proponent requesting for amendment of ToR on 12.05.2016 and accordingly the SEAC amended the ToR on 13.06.2016. Public Hearing was conducted on 05.08.2016. The project proponent submitted Final EIA report on 05.09.2016 and the final EIA report was presented in the 130th meeting held on 30.09.2016. SEAC recommended EC on 15.11.2016 and SEIAA granted final EC on 07.12.2016 for the proposed project. SEIAA transferred the EC from Rashmi Metaliks Unit III to Orissa Metaliks Pvt. Ltd. on 03.04.2017. Now the project proponent applied for amendment in EC for expansion and change in product mix and configuration of plant on 11.04.2018. Name of the Environmental Consultant is M/s. Envirochek. The case was put up for consideration in the 155th SEAC meeting held on 23.04.2018. After detailed discussion SEAC recommended for amendment of environmental clearance.

4. Proposed setting up of manufacturing unit of Acid Slurry (LABSA) by M/s. Shree Shyam Inorganics Pvt. Ltd. at JL No. 7, Bhagabatipur, PS – Sankrail, Kandua GP, Dist – Howrah, PIN – 711 302, West Bengal. Activity: This is a proposal for setting up of manufacturing unit of Acid Slurry (LABSA) of production capacity of 1400 MT of Acid Slurry and 1180 MT Spent Sulphuric Acid per month. Chronology of the event: Name of the Environmental Consultant is M/s. Pacific Scientific Consultancy Pvt. Ltd. The case was put up for consideration in the 155th SEAC meeting held on 23.04.2018. After carefully considering the submission by the project proponent and presentation, SEAC recommended environmental clearance for the proposed project.

5. Proposed construction of additional tankage and necessary revamping work by M/s. Indian Oil Corporation Ltd. at Siliguri Terminal with the existing plant at IOCL, Siliguri, West Bengal. Activity: This was a proposal of construction of additional tankages at Siliguri Terminal of IOCL.

Proposed modification and expansion of Residential Complex “Siddha Eden Lakeville” by the Refugee Relief & Rehabilitation Department, Govt. of West Bengal at Premises No. 561, Bonhooghly Arable Land, Holding No. 4 (Old no. 1290), Ward No. 15 of Municipality, PS – Baranagar, Kolkata – 700 035, Dist – North 24 Parganas, West Bengal. Activity: This is a proposal for modification and expansion of Residential complex comprising of the following :- ✓ 33 nos. of (G+3) and 1 no. of (G+2) storied LIG rehabilitation blocks instead of the previous 50 nos. (G+3) storied LIG rehabilitation blocks as was in the previous proposal. ✓ 1 (G+1) storied LIG Club & Community Block has been proposed. ✓ 19 nos. HIG blocks with different story like (G+25), (G+14), (G+10) and (G+8) instead of the 25 (G+15) blocks proposed earlier. ✓ 2 nos. In accordance with the recommendation of the SEAC, ToR was issued vide letter dated 17.07.2017. The project proponent submitted Final EIA report on 20.04.2018. Name of the Environmental Consultant is Partha Protim Dutta. The case was put up for consideration in the 155th SEAC meeting held on 23.04.2018. During presentation of it was observed that the monitoring data collected is more than three years old and the submitted data is not from any approved laboratory. Project proponent is, therefore, requested to submit revised EIA report accordingly.

Name of the Environmental Consultant is M/s. Ultratech Environmental Consultancy and Laboratory. The case was put up for consideration in the 155th SEAC meeting held on 23.04.2018. SEAC scrutinized the documents and presentation made by the project proponent in the 155th SEAC meeting held on 23/04/2018. After careful consideration of the submission & detailed discussion, the committee recommended that the project proponent should submit the following: 1. Land documents – Porcha, Mutation certificate and permission for conversion of land issued by the Competent Authority under section 50 of the WBLR Act, 1955 2. NOC from the competent authority under the Urban Land (Ceiling & Regulation) Act, 1976. 3. Sanctioned plan for the 1st phase of the project. 4. At least 2.5% of total project cost should be utilized on Corporate Social Responsibility programme as suggested in the meeting. Specific need based proposal in this regard should be provided accordingly. 5. Drainage mechanism for disposal of waste water and storm water including agreement with the Competent Authority 6. Mandatory clearance from the Airport Authority of India. 7. Micro climatic study of the project area to be resubmitted as discussed in the meeting, including delineating the exclusive tree plantation area, ensuring that the plantation area does not fall under the shadow zone.
