The staff organization of the competition is made up of the Sport Director and the ITU Technical Delegate who are going to be responsible for the proper conduct of the competition with the cooperation of competition managers of the unit support. COMPETITION FORMAT, DATE AND VENUE 4.1 Competition date and format Aquathlon competition of the 2nd Mediterranean Beach Games will be held at 31st of August and will include the official distance: 4.2 VenUe Aquathlon competition will be held at 31st of AUgUst at NTO Camping at the North Park of Patras. 4.3 Athletes Briefing: Athletes Briefing: will takei place on Friday 30.08.2019 as follows 09.00-09.30 Race Briefing 09.30-09.45 Race Pickup 10.15-10.45 Run familiarisation 11.00-11.30 Swim familiarization PATRAS 2019 Aquathlon 5 4.4 Competition Schedule Saturday 31.08.2019 09.00 Start Elite Women 10.30 Start Elite Men 11.15 Award Ceremony 5. TERMS AND CONDITIONS UPON WHICH THE COMPETITION WILL BE HELD Aquathlon competitions will take place if at least eight (8) nations for men’s event and six (6) nations for women’s event have registered by the deadline set for numeric registration. Considering the minimum number of participants, the President of the Technical Commission of the International Committee of the Mediterranean Games (ICMG), assisted by one or two (2) other members from the same Commission, appointed by the President of the ICMG and in the presence of the Sports Director of OCMBG 2019, it will be decided the interruption of the numerical registration. Depending on the Entries by Number submitted by 15th of May, 2019 (23:59 EET), the abovementioned Commission will decide on the actual carrying out of the race, or on the possible cancellation of one or more categories, by 22 May 2019. Then immediately the OCMBG 2019 will notify the National Olympic Committees (NOCs) involved, via fax or e-mail about the possible cancellation of one or more of events. Once confirmed, the events will be held and medals will be awarded, regardless of the actual number of participants. 6. COMPETITION REGULATIONS Aquathlon competition will be held in accordance with the ITU rules in force during the time period of the competition, special dispensations by the ICMG excepted. (https://www.triathlon.org/uploads/docs/itusport_competition-rules_2019.pdf) Any case not covered by the aforesaid rules will be decided as follow: • General cases will be settled according to ICMG rules; • Technical questions will be decided according to ITU rules. Any dispute arising before or during the competitions will be decided by the Director of the competitions in accordance with mentioned rules, except by ICMG. 7.     PROCEDURE OF PARTICIPATION IN IJF COMPETITIONS FOR THE ATHLETES WHO WANT TO REPRESENT ANOTHER COUNTRY The Article 1.7 of the IJF Sport Organization Rules relating to changes of nationality provides that: The athletes must be of the same nationality as the National Federation for which they have been entered for the competition. Persons appointed by the Executive Committee of the IJF shall verify the citizenship of the athletes. The evidence of citizenship shall be the production of a passport issued by the represented country. In the following cases, procedures must be applied: a) Where the competitions are being held in a country in which the residents do not hold passports while in that country. b) Where there is a possible problem of “joint citizenship”, e.g. Puerto Rico an acceptable substitute for the passport will be a letter or certificate from the athlete’s National Olympic Committee (NOC) or, if there is no such body, from the National Sports Authority confirming the athlete’s residence in that country and the citizenship. If a competitor has multiple citizenships, they may compete for only one country. 1.7.1 Change of Nationality A competitor who has represented one country in: • Olympic Games • World Championships (senior, junior, cadet) • Continental Championships (senior, junior, cadet) • Regional Games and Multi-Sport Games (such as Pan American Games, African Games, European Games, Commonwealth Games, Mediterranean Games, Francophone Games, Youth Olympic Games) • International Tournaments organised by the IJF (Grand Prix, Grand Slam, Masters) or under its auspices (continental open and cups) • All competitions in the IJF calendar except veterans, kata, military* and who has changed his nationality or acquired a new nationality may represent his new country provided that at least three years have passed since the athlete last represented his former country.

The SMEs are huge organizations that have been held since the very beginning of the 20th century in various sports branches including football, volleyball and the Olympic Games. Though the selection process of the SMEs are carried out with some certain rules and principles among which are human rights issue, democracy, transportation, security and creating a unifying force for all people in the world, not everybody is satisfied with the outcomes as it is believed that the selection process is somehow under the influence of political figures or powers. Based on the findings of this study, it is seen that Hitler used the Olympic Games and the World Cup for propaganda which caused a lot of controversy while the selection of Russia, Qatar and China for hosting various SMEs led to dissatisfaction related to the outcomes. As a result of the study, it was determined that Turkey was not exposed to any discrimination against being selected the host nation for three Olympic Games in contrast to general belief by a majority of people and that in fact Turkey was awarded to host a myriad of organizations including the Mediterranean Games, Universiade, UEFA Champions League and UEFA Europe League Final.

    EOC Newsletter No. 193 June 2019 MESSAGE FROM THE EOC PRESIDENT Dear colleagues, Allow me to take this opportunity to thank each and every one of you for contributing to the success of the 2nd European Games Minsk 2019, which I am sure you will agree was an excellent competition that far surpassed our expectations. Athletes from all 50 of our European National Olympic Committees competed in Minsk, the smallest delegation being Liechtenstein with one athlete, and the largest being Russia with 224. In total, 43 countries returned home with at least one medal. We have received overwhelmingly positive feedback from all stakeholders, in particular the athletes, who said they were impressed with the state-of-the-art venues, the excellent conditions at the Athletes’ Village and the overall organisation of the Games. Our gratitude must be extended to our friends at the Minsk European Games Organising Committee for their dedication to the European Games project and the quality of their work in the lead up to and during the event. I would also like to thank EOC Coordination Commission Chair Spyros Capralos, who deservedly became an IOC Member during the Games, for his unwavering support and invaluable advice from the moment he and the rest of the Commission were named. It is thanks to their efforts that our athletes could focus all their energies on what mattered most – the competition. As a result, we were treated to some amazing athletic achievements in Minsk. Some set personal bests, others were crowned European champions, while a good number also booked their tickets to the Olympic Games Tokyo 2020.

Indeed Turin boasts an extensive network of sports associations, which involve hundreds of thousands of people in basic sports activities. It is for these two fundamental reasons that Turin’s candidature as European Capital of Sport in 2015 holds meaning and credibility. This is a candidature that highlights the multifaceted nature of a city that has been able to transform itself over the years, to turn from an industrial centre into a university city, and one which invests in research and innovation, tourism, culture and technology.
