Economic growth in developed nations embraces innovation. Nowadays entrepreneurs, enterprises, and governments all need to collaborate together to shape new competitive ecosystems. Different countries would have their own unique experience and practice dealing with such innovation and entrepreneurship, by the government policy, from the society, in the areas of technology.

This forum, co-organized by The University of Warwick and The Polytechnic University Manufacturing Alumni Association Limited (WPUMAA), together with the City Engineering Doctorate Society (CityU EngD Society), invites leading international scholars, industry practitioners, and people from legislative and public sectors to share their opinions on how government policy may contribute toward the success of a society by development or adoption of technology. Reference countries can be from the US, Europe, Asia, and other regions.

He is also the founder of Metaverse Labs (MVL) - a leading think tank focusing on innovation via virtual and real worlds. Sivan's professional experience includes developing and deploying innovative solutions for corporate, hi-tech, government, and defense environments (see for example: the Harvard 9- Keys for Knowledge Infrastructure). He published numerous papers in the areas of strategy and IT, innovation and venture, knowledge, 3D3C virtual worlds, and standards. Sivan received his doctorate from Harvard University. Dr Thomas CHAN Man-hung

Dr Thomas CHAN Man-hung received his doctorate from the Flinders University, South Australia in 1984, Dr Chan pursued his career in research at the University of Hong Kong (1983 -90) and served as a senior lecturer in economics at the Baptist University (1990-92) before becoming head of the China Business Centre at the Hong Kong Polytechnic University in1992 and Director of Public Policy Research Institute at the Hong Kong Polytechnic University from 2010. He has been a visiting fellow at Hosei University (1982- 83) and Keio University in Japan (1989-90), a visiting scholar at the University of Adelaide (1989) and a visiting scholar at the Policy Research Institute of Ministry of Finance of Japan (2006).

Ir Daniel LAI

Ir Daniel LAI was Government Chief Information Officer of the Hong Kong SAR Government from January 2012 to January 2015. His responsibilities included developing appropriate E-Government programmes, controlling IT expenditures, promoting IT in the community and the business sector, facilitating local IT industry, bridging the digital divide, and championing the adoption of new technologies and the development of innovative applications and services. Prior to joining the Government, Mr Lai was the Head of Information Technology at the MTR Corporation Limited from 1999 to 2011 where he was responsible for providing a vision and direction for information technology within the corporation and its subsidiaries. Mr Lai also held senior managerial positions at The Hong Kong Jockey Club (HKJC) in Hong Kong and Australia between 1978 and 1999, where he played a key role in HKJC's computerization and business transformation journey, and in their adoption of advanced technology and development of innovative solutions.

Ir Dr Hon LO Wai-kwok

Dr W.K. LO is a Member of the Legislative Council of the HKSAR, representing the Engineering Functional Constituency. Dr Lo is very active in the community and has served many government organizations, professional bodies and trade associations. He was President of the Hong Kong Institution of Engineers in the session 2007/08 and was a Sha Tin District Councilor for many years. He is currently Chairman of the Hong Kong Quality Assurance Agency, member of the Hong Kong Science & Technology Park Board of Directors, the Housing Authority, the Hospital Authority, the West Kowloon Cultural District Authority, and member of the Hong Kong Certification and Testing Council. He is Vice Chairman of the Business and Professionals for Hong Kong, Chairman of the Hong Kong Green Strategy Alliance, and President of the Hong Kong Professionals and Senior Executives Association.

Hon Charles MOK

Mr. Charles MOK, Legislative Councillor representing the Information Technology Functional Constituency, has been serving the Information Technology and Telecommunication industry for more than 20 years. He is the President of and Co-founder of Internet Society Hong Kong. He is active in public services with a view to upholding the core values of Hong Kong of which include democracy, liberty, human rights, rule of law and integrity. He graduated from Purdue University in the United States with his Bachelor and Master degrees of Science in Computer and Electrical Engineering.
