* Senegal River Basin OMVS (in 1972) - Objectives and Missions

● Main objective: an integrated cooperation tool between riparian states for coordinating the development of Senegal River basin « with everyone, for everyone »

● Main missions:

● Reduce riparian states economic vulnerability against hydrologic and climatic uncertainties and exogenous variables;

● Ensure conditions for food security for basin populations;

● Enhance economic development by fostering a solidarity use of basin opportunities;

* Water resources allocation process between the multiple uses by the Permanent water Commission

● Using management models: ■ Ensure a balance between the resources available and the users needs (Strategic Management) ● Define the objectives for meeting the demands ■ Quantify the volume of different water consumption uses; ■ Set priority levels for each demand, ■ Takes into account other non consumptive water uses (hydroelectricity, navigation, etc.), representing management constraints ● The fundamental issue involves trade-offs between uses Define rules for demand management (releases vs. adjustment of uses) which allows for a control of the balance terms on the whole strategy.

* Strategic operational management(1) computing a variable annual allocation for the coming year (uncertain future) :

● Prudent management which involves adjustment of the annual allocation to various users between minimum allocation and maximum allocation: demand management by anticipation ● Anticipation based on storage forecasts, and the river flow system inflows), ● the allocation is calculated annually in June with the possibility of adjustment in November, March to take into account the actual amounts of inflows,
