To HELP ADDRESS IMMEDIATE PRACTICAL AND PUBLIC HEALTH ISSUES posed by the coronavirus pandemic for the people commuting less or not at all. As car use has declined and the need for social space for walking, running, cycling, and recreation (within the social distancing guidelines) have increased, we need to seize this opportunity to reshape LA County to align with the new normal.

This flm is a TOOL TO COMMUNICATE these ideas to a wide range of constituents, political leaders, policymakers, city planners, community organizers, and the general public.

Our flm will be a visceral DEMONSTRATION OF NEW IDEAS in public transportation planning, road safety, personal health, and environmental stewardship – all captured in a 40 to 50-minute flm and possibly a series of flms to follow.

As streets and highways become less traveled in response to the virus, there is an immediate need for more walking and biking space as we learn social distancing. L.A. County has a chance to re-examine how existing road space is allocated and create new solutions. A host of policy changes combined with low-cost street improvements can be made quickly, particularly when a variety of new mobility technologies are becoming more accessible and afordable.

GOAL To provide safe spaces for pedestrians, cyclists, and new types of e-mobility travelers to move. Reduce car speeds where they are mixed with pedestrians and cyclists. Enable equitable transportation solutions for all. Provide a rapid response to the crisis and encourage new healthy behaviors. Enable citizens to reset how they move, see, and connect with their city. Ofer examples for other American cities to follow.

FACTS Closed streets have proven to increase foot trafc and increase revenues for stores and restaurants. Healthy spaces provide places where people can enjoy walking, running, and having pleasant encounters with one another, all of which are urgent needs during the pandemic. With less commuting and more telecommuting, travel is both less frequent and covering shorter distances.

NEW STORY New Story Space Newstory.space [email protected] 5 SPACE Transform SOLUTIONS Some of the most straightforward, cost-efective tools for a city to reconfgure its streets are, smart policies enabling change and vigorous design that turn policies into advantageous reality.

POLICY Include incentives to use non-SOV options and subsidize transit, TNCs, scooters, bikes, and telecommuting with an emphasis on customer experience and equitable mobility options. Pricing roads to moderate demand and give transit vehicles signal and lane priority. Rethinking how we operate bike-share systems and partnering with private providers to ensure better coverage. Enable legislation that moves projects ahead quickly.

DESIGN Reconfguring street space using restriping, reallocating lanes, partially or fully closing streets to car trafc, and redirecting car trafc away from walkable, bike-able areas. The creation of protected lanes for bikes, wider sidewalks, lower trafc speeds, and one-way streets (one lane for car trafc and one lane for everything else) are critical. Adding street amenities, lighting, street furniture, playgrounds, workout areas, and recreational spaces all promote public health, safety, and enhanced property values. The removal and conversion of parking spaces, together with an introduction of congestion pricing, serves to disincentivize the use of cars in city centers.

More social distancing and working from home create a need to get out and walk, run or bike in safe places. Less driving creates enhanced awareness of local environments and more time to explore them. We’ll show successful examples from other cities around the world that demonstrate how the expansion of spaces for car-free mobility improves safety, health, quality of life, and the urban environment.

THOUGHT LEADERSHIP LA Metros is in a unique position with its Innovation Ofce who is willing to take risks and ofer guidance to other stake holders. As the “car capital” of the world, Los Angeles has already set a benchmark for a particular form of 20th-century mobility. As a global technology pioneer, it now has a unique opportunity to experiment, adapt, and learn how to shape the new normal for the coming century. In the wake of the coronavirus pandemic, the world’s eyes will be upon those cities that prove their leadership through successful adaptation.

OUTREACH Education is the most signifcant enabler for encouraging alternatives to car usage. People who learn about and experience the benefts of improved physical and mental health, fnancial savings, and a smaller environmental footprint are the best evangelists for positive behavioral change.

New Methods for interviews and B-roll For this film the interview process will take place remotely for the most part, using a combination of remote recording equipment and commonly used web conferencing tools. This approach has several advantages. First, it allows the project to abide by current travel restrictions and social distancing guidelines. Second, it provides immediate and affordable access to an international network of leading thinkers, who now have more time to participate. And finally, it will create a hybrid cinematic experience, where an international community of influential people will interact, respond and create momentum for change throughout the course of the film.

B-roll acquisition, involving cinematic city and suburban landscapes, industrial sites and architectural environments, will similarly be crowdsourced from local teams of filmmakers in a variety of locations.

This will allow our team and interviewees to explore these new collaborative techniques with the aim of creating a unique documentary experience for viewers who value authentic exchanges, transformative ideas and cinematic imagery.

Our archival library We interviewed many experts in the transportation feld during the creation of our new documentary Life On Wheels. We plan to call upon some of them to discuss various aspects of this project. In addition, we have built a robust library of “street” footage and photography, both from the ground and the air.

We will also identify individuals in the disciplines of urban planning, policymaking, medicine, design innovators, manufacturers, and elected city ofcials from various communities around the globe. We also plan to include team members from the Innovation team at Los Angeles Metro.

A competition with a set of specifcations for preliminary proposals. A winner will be selected based on the merits of their proposal. A jury of experts will determine the winner.

SPONSOR a contest for Design Schools around the country to propose concepts for new products that support low-cost, electrifed transportation. A winner will be funded to build prototypes and connected with a manufacturer.

A CALL FOR MANUFACTURERS to present new small electric vehicle concepts. Selected winners will be subsidized by L.A. county for an initial round of purchases of these selected products.

A CALL FOR POLICY PROPOSALS allowing current private vehicle subsidies, employer subsidies, or other private car-related benefts to be reallocated toward the subsidy of small electric vehicles, bicycles, and related infrastructure improvements. Disincentives, such as congestion pricing, can also be included in these funding models, including more equitable mobility options.

Bike Safety An article from Bicycling Magazine - Oct 2018 LOS ANGELES IS THE WORST BIKE CITY IN AMERICA. It has all the ingredients to be the best city for cyclists in the entire United States. But it's not. As a renaissance of urban cycling continues to fourish across America, and as most large cities become better, safer places to ride, L.A. is racing backward. Los Angeles should be heaven for cyclists. The weather is beyond dreamy—downtown L.A. has gotten less than four inches of rain this year. The city is an enormous, mostly fat grid of wide boulevards with plenty of room for smartly placed bike infrastructure. The trafc is literally the worst in the world, making it all the more reasonable to cover shorter trips by bike…..

The article goes on to spell out the number of cycling deaths, the condition of roads, and the millions of dollars that have been paid to plaintifs who have won substantial settlements for permanent injuries sustained from crashes due to poor infrastructure. Also, riders confront distracted drivers as well as lax enforcement of trafc safety laws intended to protect cyclists and pedestrians.

In the wake of the coronavirus, there may be an opportunity to rethink and to change the behaviors needed to make Los Angeles the world's best city for cyclists.

Efcient transport THE E-BIKE 1000 MPG PROJECT

- E-bikes get anywhere from 1000 to almost 4000 MPG equivalent - 400 to 1600 km/liter

- E-bikes cost less than a penny a mile to charge.

- E-bikes can go 40 to 140 times as far as a 30 mpg gas car for the same carbon emissions with California's electric energy mix.

- E-bikes are about 10 to 30 times more efcient than electric cars at fghting climate change.

Electric Vehicles SMALL ELECTRIC VEHICLES Currently, a host of options is available on the market that meets a wide range of travel needs. This “middle space”, ranging from a simple scooter all the way to a two-passenger electric car, and from 20 mph to 45 mph, is rapidly expanding and is largely unaccommodated by current transportation infrastructure. All dramatically improve passenger volumes over a given street space and vastly reduce parking requirements.

SUBSIDIES for electric bikes, cargo bikes, e-scooters, and small electric vehicles make them afordable, accessible, and attractive. Ofering a minimal carbon footprint, modest space, and parking requirements, and provide valuable public health benefts and ideal for the majority of trips, less than two miles away. A network of protected bike lanes throughout the city would facilitate longer trips as well.

Terms The costs are based on the information we have discussed. We don't anticipate any additional fees based on what we have outlined in this phase. However, should the scope of the project expand, and it is necessary to increase the budget, we will obtain your writen approval in advance.

Rates We have based our rates on $2,000 per day for David & Hi-Jin's time. Additional personnel will be billed accordingly. Again, these will not be charged without prior writen approval.

Travel costs / Other costs Travel costs are not included in our budget, nor are any out-of-pocket expenses. These will be billed at actual cost.

Beginning the project We require a 50% deposit to begin the project. We bill our clients monthly as the project progresses. Our terms are due and payable upon receipt of the invoice.

Team FILMMAKERS & PRODUCERS David Hodge and Hi-Jin Kang Hodge have created flms and video installations for a variety of clients and artistic exhibitions for museums around the world. Their pieces typically blend editorial materials and innovative uses of technology to explore complex human and social questions. Above all, they create cohesive work that identifes foundational principles and expands on them through multiple viewpoints.

PERSONAL STATEMENT We are a husband and wife team of flmmakers and video artists. We are passionate about creating stories and connection with others. We are concerned about the world and how we live in it. We look for ways in our art that bring connection, joy, provocation, stimulation, inspiration.

Some of our work is purely a visual exploration. We have shown ocean views on the side of a 40-story ofce building and were the frst to use video iPods in an artistic installation. In our work, we pose questions that probe individual hopes and resolutions. We hear the conversation of humanity striving for the comfort of permanence, all while recognizing that everything constantly changes around them.

Team (continued) Grant Baldridge is a Stockholm based writer and independent consultant who has worked for clients including Ericsson, Sandvik, Marabou, SAAB, Andritz and Mycronic. He was head of content development and production for NEST – The Networked Society Forum, a series of global thought leadership forums on technology, urban development and education in Hong Kong (2011) and Miami (2013). He has also served as a speechwriter for Fortune 500 CEOs at Mobile World Congress, worked as an independent researcher for non-fction authors, and translated literary fction. He currently works as a copywriter at Open Communications and as a freelance writing consultant for New Story Space HB.

Kelli Rose Pearson is currently a research fellow and PhD candidate in the feld of leadership, sustainability storytelling, and transformative imagination at the University of Wageningen in the Netherlands. Her professional experience includes a decade as the founder and owner of a successful fair-trade cafe, venue, and community hub in Savannah, GA and another working as a consultant in sustainable regional economic development around the world. BA in Comparative Religion from Carleton College, MN and MSc in Environmental Governance from University of Freiburg, Germany.
