It encompasses all the land, animals, plants, buildings, towns and people within the area. The precipitation that falls that is not used by the plants or animals travels within the watershed. Land elevation determines the flow of water, while surrounding ridge areas define the boundaries. Farmington River Watershed is a sub-basin of the Connecticut River Watershed. All the tributaries of the Farmington River are included in the watershed. The area of land encompasses 386,000 acres, or 609 square miles, which drains into the Farmington River and its tributaries. Included in the watershed are 10 towns in Massachusetts and 23 towns in Connecticut. The Farmington River, in turn, drains into the Connecticut River. The 81 miles of river begin at an elevation of 2,180 feet in the Berkshire Hills of Becket, MA, traveling 16 miles through Otis and Tolland, and enter Connecticut in Colebrook at 1,300 feet. The west branch river flows through land areas that feature hills, ponds, wetlands and lakes. -

The Northeastern Geographer 4 (2) Introduction For a person familiar with federal dams on major rivers in the American West or South, a visit to an Army Corps of Engineers dam in New England’s largest river basin, the Connecticut, can be a startling experience. Instead of an extended reservoir, one looks down from the empty heights and on both sides sees only a small river far below. Nor is there the fanfare – the visitors center, the historical information, the celebratory propaganda. Simply finding one of the Connecticut River’s federal dams can take some effort. None are on the mainstem. One must drive through the bucolic New England byways and forested hills to find a dam on a tributary (See Figure 1). For New Englanders, the near-invisibility of federal dams may not seem surprising. New England’s history and identity, including the Connecticut Valley’s, seem to rest with the small- to medium-scale development of rivers with mill dams during the 17th thru 19th centuries (e.g. Delaney 1983; Steinberg 1991). It might be more startling for many to learn that during the mid- twentieth century, the federal government did build a series of very large dams in the Connecticut Basin, which have had profound effect on the river. -

These water bodies provide important recreational opportunities, aesthetic values, and ecosystem services that contribute to the quality of life, environment, and economy of the state. Over the past 400 years, Connecticut has undergone significant alterations to its landscape. As a result of these mostly anthropogenic activities, including clearing of forests, agriculture, and urban and rural development, there have been significant impacts to the water quality of Connecticut’s lakes and ponds. While a natural process, the eutrophication of lakes caused by excess nutrient export in runoff has been, and continues to be, a pervasive problem (Siver et al., 1996). -

INLAND REPORT Fall TROUT and ATLANTIC SALMON Stockings- This week we began our 2017 stockings of broodstock Atlantic Salmon. Mount Tom Pond (115 fish) and Crystal Lake (Ellington) (115 fish) on Wednesday, 10/11, and the Shetucket River (230 fish) was stocked on Thursday, October 12. The upper Nauguatuck River broodstock area is scheduled to be stocked on Friday, 10/13. Trout stockings continued this week (see Lakes & Ponds and Rivers & Streams sections below for locations). (Hamden) TMA, Hockanum River TMA, Highland Lake, East Twin Lake, Stay up to date with our daily stocking post on Facebook, our interactive trout stocking map, and our stocking report. TROUT-LAKES & PONDS – Improving quickly with re-start of fall stocking. Here is this week’s stocking list: Highland Lake and East Twin Lake, both in the west. TROUT- RIVERS & STREAMS. Conditions for trout fishing are improving out of the poor conditions earlier this fall. Flows are variable across the State- see stream flow graphic on page 4). This week the Hockanum River TMA, Shetucket River, Sleeping Giant TMA, and the Naugatuck River TMA were stocked. UNAPPROVED DRAFT Representative Policy Board Land Use Committee South Central Connecticut Regional Water District Minutes of August 11, 2021 Meeting The regular meeting of the Land Use Committee of the Representative Policy Board of the South Central Connecticut Regional Water District (“RWA”) took place on Wednesday, August 11, 2021 at Lake Gaillard, 105 North Street, North Branford, Connecticut. In Chair Betkoski’s absence, Mr. Harvey presided. Present: Committee Members: P. DeSantis, B. Eitzer, R. Harvey, M. Horbal, M. Levine, G. Malloy, and J. Oslander Authority: C. LaMarr Management: J. Courchaine and J. Triana RPB Staff: J. Slubowski Mr. Harvey called the meeting to order at 5:31 p.m. He reviewed the Safety Moment distributed to members. On motion made by Mr. Malloy, seconded by Mr. Horbal, and unanimously carried, the Committee approved the minutes of its July 14, 2021 meeting. Mr. Triana, the RWA’s Real Estate Manager, led a discussion on the history of Lake Gaillard, which included: 1924 Appraisal Historical farms and houses Rhine Valley Dam construction East Dike Water storage and supply Gouidin Y. Gaillard Wildlife At 5:41 p.m., Mr. Levine entered the meeting. Mr. Triana reported that the lake was named after Gouidin Y. Gaillard who was appointed to the board in 1916 and served until his death in 1959. In 1924, he was appointed as president of the company to succeed his father-in-law Eli Whitney III and served until 1954. He also reported that the Lake Gaillard dam construction was completed in 1924. The reservoir currently holds 15 billion gallons of water of which 13 billion gallons is available for water supply. -

NPDES Phase 2 Stormwater Management Plan Prepared For: Town of Trumbull Trumbull, Connecticut October 18, 2012 Introduction Tighe&Bond Section 1 Introduction 1.1 Program Background In 1990, the United States Environmental Protection Agency (EPA) promulgated Phase I of its municipal stormwater program under the authority of the Clean Water Act (CWA). Phase I utilized National Pollutant Discharge Elimination System (NPDES) permit coverage to address stormwater runoff from large municipal separate storm sewer systems (MS4s) that served urbanized areas. The Stormwater Phase II Final Rule promulgated on December 8, 1999 requires MS4 operators in smaller urbanized areas to implement programs and practices aimed at controlling polluted stormwater runoff through the NPDES permit program. The EPA defines urbanized areas (UA) as “land comprising one or more places – central place(s) – and the adjacent densely settled surrounding area – urban fringe – that together have a residential population of at least 50,000 and an overall population density of at least 1,000 people per square mile”. Based upon this criteria, the Town of Trumbull is located entirely within an urbanized area. The program requires Phase II municipalities to develop a stormwater management plan outlining how the municipality intends to address the six minimum control measures set forth by EPA: ■ Public Education and Outreach ■ Public Involvement/Participation ■ Illicit Discharge Detection and Elimination ■ Construction Site Stormwater Runoff Control ■ Post-Construction Stormwater Management in New Development and Redevelopment ■ Pollution Prevention/Good Housekeeping for Municipal Operations 1.2 Statewide General Permit The Connecticut Department of Energy and Environmental Protection (CTDEEP) administers NPDES permitting in Connecticut and has issued a General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4). -
